Objectives. This research note explores whether the system of assigning each state equal representation in the U.S. Senate adversely affects racial minorities, groups that often have common political interests. We also project changes in minority representation over the next 20 years using Census data. Methods. We develop a new method of assessing racial bias due to apportionment, which calculates the number of seats lost by groups due to equal representation, a more substantively meaningful statistic than correlational measures. Results. We find that both African Americans and Hispanics are substantially underrepresented due to their greater presence in high‐population states as compared to in low‐population states. Whereas bias against African Americans appears to be falling, the demographic patterns of Hispanics will make them even more underrepresented in coming years. Conclusions. These findings are especially consequential considering that malapportionment has important public policy implications, including greater per‐capita distributive benefits for smaller states. Further, given that the Senate serves as a major veto point in U.S. politics, racial bias due to equal apportionment may have a significant impact on current and future political debates relevant to minority groups.  相似文献

Abstract

As a subfield of social work studies, social work for ethnic minorities has drawn the attention of academics and practitioners in recent years. In Mainland China, hardly anyone is involved in social work concerning ethnic minorities, and barely a handful of practical research papers on ethnic minority social work are available. This paper seeks to study practical social work for ethnic minorities from the perspective of social distance. It describes the major social distance scales and the main causes behind the formation of social distance, as well as several strategies in response to the social distance in ethnic minority social work.  相似文献

Hong Kong, a traditionally ethnically homogeneous society, seems to fail encouraging positive development of ethnic minority young people. Studying resilient ethnic minority, young adults may provide insights into developing programmes and policies to encourage positive health behaviours. A pilot qualitative study of individual interviews with South Asian young minority adults was conducted to develop a conceptual framework by incorporating resilience and positive youth development. Based on the findings of this study, resilience and positive youth development contribute to young ethnic minorities’ positive health behaviours. This study may benefit culturally tailored research implications for young ethnic minorities.  相似文献

Many Muslim families do not enroll their children in school. This is so because material in school syllabi sometimes goes against Islamic beliefs or adversely affects the Muslim self-image, orthodox parents will not send their daughters to coeducational academic institutions, some adults do not realize the benefits of education with regard to the welfare of their children, and many Muslim localities remain resource-deficient slums. The government, local authorities, and Muslims should band together to encourage and enable backward Muslim minorities to uplift themselves academically. Steps to that end could include adding minority representation to the bodies which approve the syllabi in order to monitor the potential inclusion of offensive material, continuing to upgrade teachers in Muslim schools, optimizing available space in Muslim educational institutions, empowering minorities commissions in states to help backward minorities to garner education, eliminating the rules of discretion to avoid corruption and nepotism, simplifying the rules and procedures governing grants to educational institutions, conducting a scientific survey to obtain accurate baseline information for use in planning the education of Muslim minorities, giving special preference to localities populated predominantly with minorities when establishing educational institutions, and providing scholarship to bright and needy minority students. Additionally, the National Minorities Commission should be empowered by the central government to collect information and report on the educational, social, and economic conditions of minorities across the country. Autonomy in management must also be respected, with regulatory measures applicable to minority institutions being reasonable and appropriate.  相似文献

The author discusses policies that were developed in China in the 1980s specifically for the minority populations, and describes how they differ from the country's general population policies. These differences center on a greater leniency toward fertility among minorities, such as a permitted norm of two children, and, in some cases, three or four children per couple. The author also describes recent demographic trends among the minority populations, with particular reference to falling fertility rates and continuing high general mortality and infant mortality rates. Aspects of the age and sex structure, educational status, and literacy of the minority populations are also reviewed.  相似文献

Most international students in Australia take up paid work during their studies, generally as part‐time employees in low‐wage, low‐skill labour markets. Though little is known about the detail of their work experiences, scattered reports suggest that wages and working conditions are often poor and pose significant issues of social justice. This article examines the characteristics of jobs held by one group of international students, drawing on in‐depth qualitative interviews that form part of a case study of Melbourne's café, restaurant and takeaway food services sector. The evidence indicates that precariousness in employment is widespread in this sector and that it centres on underpayment and non‐payment of wages, in breach of labour regulation. The article suggests that such illegal employer practices are facilitated by use of undeclared casual work. Underpayments are most severe in what are typically regarded as ethnic cafes and restaurants, which concentrate on employment of international students, but they are also widespread in mainstream cafes and restaurants, where international students share precarious work conditions with other workers. The findings underline the case for more concerted research and new policy initiatives.  相似文献

Objective. Whites of various European ethnic backgrounds usually have weak ethnic attachment and have options to identify their ethnic identity ( Waters, 1990 ). What about children born to interracially married couples? Methods. I use 1990 Census data—the last census in which only one race could be chosen—to examine how African American‐white, Latino‐white, Asian American‐white, and American Indian‐white couples identify their children's race/ethnicity. Results. Children of African American‐white couples are least likely to be identified as white, while children of Asian American‐white couples are most likely to be identified as white. Intermarried couples in which the minority spouse is male, native born, or has no white ancestry are more likely to identify their children as minorities than are those in which the minority spouse is female, foreign born, or has part white ancestry. In addition, neighborhood minority concentration increases the likelihood that biracial children are identified as minorities. Conclusion. This study shows that choices of racial and ethnic identification of multiracial children are not as optional as for whites of various European ethnic backgrounds. They are influenced by race/ethnicity of the minority parent, intermarried couples' characteristics, and neighborhood compositions.  相似文献

This article explores the connections between prejudice and specific attitudes toward acculturation in Germany. Results of surveys confirm the hypothesis that prejudice is related to ideologies of assimilation and segregation among majority- group members. Moreover, experimental and correlational studies indicate that these attitudes are linked to discriminatory behavior. Further analyses of studies with ethnic minorities prove that prejudice and acculturation are linked within minority groups as well. Additionally it is shown that prejudice is functional in order for minorities to acculturate. These studies confirm the impression that there is a close link between macrosocial and microsocial levels of coping with migration.  相似文献

Conserving the natural ecology of an area through environmental restrictions has become increasingly common. The harvest limitations on national forests in the habitat of the Northern Spotted Owl in the 1990s are a well-known example. The controversy that ensued with this listing quickly became framed as one of jobs versus the environment, a contention that often characterizes conservation efforts. This contention is closely tied to export-based economic theory which assumes that a rural area's natural resource commodity base is the most important factor in economic development and community well-being. However, other factors could impact well-being including a prior period of industrial restructuring, the presence of minorities, and mitigating factors such as increasing educational attainment, retirement migration and commuting patterns. Focusing on the Olympic Peninsula of Washington State, I use panel regression to examine the power of indicators of these different factors to explain poverty and unemployment rates on the peninsula in 2000. Industrial restructuring and the presence of minorities are the only significant explanatory variables for poverty. The presence of minorities is the only significant variable for unemployment rates.  相似文献

In 1993, the National Institutes of Health (NIH) passed The Revitalization Act (Subtitle B) which mandated that all NIH funded clinical trials have "appropriate representation" of minority and women subjects. Our aim was to evaluate the impact of the mandate by examining the reporting and inclusion of minority and female subjects into NIH K-Award funded clinical trials, addressing the minority predominant diagnoses of diabetes and clinical obesity. Using the CRISP search engine and PUBMED, we selected publications published by the National Institute on Aging (NIA) and National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) K-grant recipients during 1989-2004, associated with all the diabetes and obesity clinical trials. Studies were stratified into three timeline categories (1989-1993, pre-mandate; 1993-1996, post-mandate, and 1997-present, well past mandate) to evaluate trends in the recruiting of minorities and women before, during, and after the passing of the Revitalization Act. Of the 165 papers, only 37% disclosed race, a number that did not improve over time (p=.15), whereas 92% disclosed gender. Clinical trials that focused on females increased across the 3 timeframes (p < .001) for diabetes studies but not obesity studies. Overall, disclosure of race declined over the 3 timeframes whereas individually, the disclosure of African Americans improved.  相似文献

The 167 members of the California City Managers Association were surveyed regarding the affirmative action policies of their cities. The research sought to determine factors that influence affirmative action efforts. Affirmative action outcomes and policies were measured against the following: minority political power as reflected in the diversity of the city council, frequency of interaction regarding affirmative action between council members and administrators, the ethnic composition of the city, level of advocacy regarding affirmative action in the city and the personal values of the city manager. The finding support the thesis that affirmative action success in government varies directly with the diversity of the population served and the political representation of minorities. Also important was the relationship between managerial values and affirmative efforts. Council manager interaction was directly related to the percentage of minority supervisors and managers.  相似文献

Are biracial people perceived more negatively than their monoracial counterparts? Across two studies, we compared ratings of warmth, competence, and minority scholarship worthiness for biracial (Study 1: Black/White, Study 2: Asian/White), White, and minority (Study 1: Black, Study 2: Asian) college applicants. Findings suggest that both biracial applicants were perceived as colder and sometimes less competent than both White and corresponding minority applicants. Moreover, biracial people were also perceived as less qualified for minority scholarships than other racial minorities, which is partially explained by penalties to warmth and competence. Study 3 shows that disclosing one's biracial identity makes biracial people vulnerable to negative feedback. Taken together, these studies suggest that biracial people who disclose their biracial identity experience bias from perceivers and may be more vulnerable to that bias because of the personal nature of racial disclosure. Findings are discussed considering the stereotype content model ( Cuddy, Fiske, & Glick, 2007 ), cultural stereotypes about biracial people ( Jackman, Wagner, & Johnson, 2001 ), and the costs of disclosing devalued identities.  相似文献

The experience of older racial/ethnic minority workers may differ from that of their non-Hispanic White counterparts because of persistent racial/ethnic differences; however, our knowledge of older minority workers is fragmentary. Using the cumulative advantage/disadvantage framework, this study aimed to identify factors that explain older Americans’ labor market participation after age 65 and whether racial/ethnic differences exist among those factors. Using the 2004 and 2008 waves of the Health and Retirement Study data, racially separate analyses were performed to systematically compare factors by race. The results showed that factors influencing labor force participation after age 65 were indeed conditioned by race. Health and meaning of work significantly influenced non-Hispanic Whites, whereas home ownership increased the odds of working among non-Hispanic Blacks, and Latinos were concerned with health alone. The findings suggest that older ethnic minorities appear to experience a greater vulnerability to involuntary labor market exit—as opposed to personal preference or financial necessity. This racial/ethnic inequality should be understood not as sudden occurrences in old age, but as a by-product of the interplay between the individuals’ lifetime experiences and the social structures that impose cumulative advantages/disadvantages on them. Continued research will help reduce racial gaps in the next generation of older workers.  相似文献

Objective. This study examines the conditions under which minorities will face policy inequity within the educational system. It turns to the theory of representative bureaucracy as one possible explanation, and extends the literature by considering whether African‐American students benefit from the presence of Latinos on teaching faculties and vice versa. This study also tests competing theories of how racial context influences minority educational policy outcomes. Methods. This study combines original survey data with data gathered by the U.S. Census to predict levels of academic grouping in U.S. school districts as reported by the Office of Civil Rights. Results. Minority teachers lower levels of discrimination among all minority students, not just co‐ethnics. Moreover, minority teachers do so consistently and with a substantive impact that occasionally rivals that of co‐ethnic teachers. The findings also suggest that greater levels of racial/ethnic diversity within a district are associated with lower levels of discrimination. Conclusion. Theories of race relations must move beyond black‐Anglo or Latino‐Anglo relations to consider how multiple racial/ethnic groups interact, and how such interactions affect the lives of minority groups differently.  相似文献
