This paper proposes a model for dealing with the long term staff composition planning in public universities. University academic staff is organized in units (or departments) according to their field of expertize. The staff for each unit is distributed in a set of categories, each one characterized by their teaching hours, cost and other specificities. Besides the use for planning (and updating a plan), the model can be used to assess the impact that different strategies may have on the personnel costs and the structure of a university. The proposed model is formulated generally, so it can be applied to different types of universities attending to their characteristics. The model is applied to a real case and validated by means of a computational experiment considering several scenarios. The analysis is focused on achieving a preferable academic staff composition under service level constraints while also minimizing the associated economic expenditures considering a long term horizon. The results show that the model successes in approaching the staff composition to a previously defined pattern preferable one.  相似文献

This paper develops a model representing the university research funding problem under a performance based research funding (PBRF) scheme during the ‘lead-up period’ using a mixed-mode modelling approach (involving soft and hard models) and suggests a solution heuristic. The resultant model facilitates the development of ‘best practice’ strategies to assist in raising the level of research quality and participation, thus placing the university (or academic unit) in the best possible position for facing the final hurdle, the formal research assessment process. This assessment process constitutes the ‘positioning problem’, for which models already exist to assist individual universities to adopt the most favourable strategy. However, the ultimate position of the university depends on the results from the lead-up period. The suggested model facilitates ‘research enhancement’ strategy formulation, evaluation and revision and actively involves the researchers themselves. Benchmarking, an Expert Panel (operating on panel consensus) and subjective strategy impact evaluation are the key tools used. The suggested methodology relies on the knowledge, wisdom and experience of the researchers themselves and will hopefully facilitate the achievement of an academic unit's research goals over the lead-up period preparing them for the ‘positioning problem’. The paper also offers some suggestions as to how to establish and obtain maximum usefulness from the expert panel. Lastly, the suggested solution to the suggested model is user friendly, requiring no more than the use of a spreadsheet.  相似文献

This paper describes an attempt to evaluate cost efficiency in UK university central administration. The funding councils of higher education institutions have progressively evolved elaborate systems for measuring university performance in teaching quality and research. Indeed, funding of universities is linked to their performance in research. The allocation of resources between academic and administrative activities, on the other hand, has so far not been subject to scrutiny. Yet, expenditure on administration is typically some 30% of that allocated to academic activities. This paper sets up a data envelopment analysis (DEA) framework to identify practices leading to cost-efficient central administrative services in UK universities. The problems in defining the unit of assessment and the relationship between the inputs and the outputs are clearly demonstrated.  相似文献

In recent years, the Australian university sector has undergone large-scale organizational change, including restructuring, downsizing and government funding cuts. At the same time, research from across the globe reports an alarming increase in the occupational stress experienced by university staff. We report on the first phase of a longitudinal investigation of occupational stress. A total of 22 focus groups were conducted with a representative sample of 178 academic and general staff from 15 Australian universities. The groups focused on understanding staff 's experience of occupational stress, and perceptions of the sources, consequences and moderators of stress. Both general and academic staff reported a dramatic increase in stress during the previous 5 years. As a group, academic staff reported higher levels of stress than general staff. Five major sources of stress were identified including: insufficient funding and resources; work overload; poor management practice; job insecurity; and insufficient recognition and reward. The majority of groups reported that job-related stress was having a deleterious impact on their professional work and personal welfare. Aspects of the work environment (support from co-workers and management, recognition and achievement, high morale, flexible working conditions), and personal coping strategies (stress management techniques, work/ non-work balance, tight role boundaries and lowering standards), were reported to help staff cope with stress. The findings provide a timely insight into the experience of stress within universities.  相似文献

In response to a steady decline in State funding, universities have become heavily involved in a variety of public private academic partnerships (PPAPs) in such areas as medical research, business incubation, technological commercialization, continuing professional education, and intercollegiate athletics. Despite this trend, research which examines if such partnerships actually enhance university funding is rare within the public organization literature. Given this, we focus on university intercollegiate athletics programs, which represent one of the largest PPAPs ever undertaken by universities, to examine whether PPAP success can potentially enhance university performance outcomes leading to increased funding levels. Such programs represent a PPAP because public, private, and academic entities all come together to form an organization (division 1 football at the bowl subdivision level) which seeks to benefit all three entities through sharing resources and responsibilities. Study results showed that athletic success positively influenced a variety of university performance outcome variables such as enrollments and endowments. While results indicate that PPAP success can enhance university funding, we also suggest modifications that should enhance the chances that PPAPs will be successful.  相似文献

Based on likely future changes in faculty evaluation practices, this paper examines how institutions of higher education might operationalize performance evaluation as related to research, teaching, and service. A model is developed that allows coupling performance evaluation and relevant market considerations with merit pay, tenure, and promotion decisions. The institution's administrative policies are based on the combined philosophy of many conflicting interest groups such as taxpayers, donors, administrators, faculty, students, staff, and users of university services. A function performed by the university which is receiving increasing attention and outside pressure is the formulation of admissions policy for newly entering students. A nation's capacity to absorb and produce knowledge is increasingly linked to advancing its social and economic well-being. While the bulk of research attention has focused on knowledge management in the private sector, universities worldwide continue to play pivotal roles in developing the human capability to work with knowledge. This article draws on a qualitative case study of a public flagship, comprehensive university in a developing nation in Southeast Asia to identify existing research capacity strengths and the hopes some academic faculty and administrators have for the future in a resource-limited and politically constrained context. It points out that faculty virtue may be the basis on which research capacity can develop when gaps in organizational processes, physical resources, and outside support exist. The findings have relevance for richer and poorer nations alike, as rapidly changing economic conditions threaten levels of funding to universities around the world.  相似文献

This study empirically identified and investigated the importance and performance of researcher’s competence which serves as crucial stimuli in initiating university-industry collaborative activities in Malaysian research universities using Importance-Performance Matrix Analysis (IPMA). The findings are endorsed by the IPMA that the importance and performance of domain knowledge are high in contributing to sustainability entrepreneurship thus lead to the university-industry collaboration formation. It is also found that social capital and market knowledge are important but the performance of these areas required attention from the management to further enhance. Unexpectedly, it is suggested that the management should pay less attention to researcher reputation as this is the least priority area for improvement as demonstrated by the results generated by the IPMA. Essentially, the findings contribute to the benefit of the university leaders to understand the diversity of competence possessed by the academic researchers as valuable resources in spotting and seizing a business opportunity.

Unlike previously proposed models, in this model the decision variables represent the assignment of complete teaching schedules rather than courses to faculty members. The U.S. Nuclear Regulatory Commission (NRC) staff has developed a performance assessment capability to address three programmatic areas in nuclear waste management: high-level waste, low-level waste, and decommissioning of licensed facilities (license termination). The NRC capability consists of: (1) methodologies for performance assessment; (2) models and computer codes for estimating system performance; (3) regulatory guidance in various forms, such as regulations, Branch Technical Positions, and Standard Review Plans; and (4) a technical staff experienced in executing and evaluating performance assessments for a variety of waste systems. Although the tools and techniques are refined for each programmatic area, general approaches and similar issues are encountered in all areas.  相似文献

In this study, we examined how social informal learning and formal learning of faculty staff in higher education relate to their employability. Data were collected from 209 faculty staff members working at a Dutch university. Results showed that social informal learning was related to the employability of faculty staff. Further analysis revealed that especially external information seeking and acting upon feedback from colleagues and not formal learning predicted the employability of faculty staff. The finding suggests that institutes of higher education should especially foster the professional development of their faculty staff by stimulating exchange of information and seeking and using feedback with colleagues in a proactive manner.  相似文献

Abstract

There is a lack of intricate research into the relationships between work performance and other variables. This study examined the causal relationship between work, non-work stressors, and work performance. Using longitudinal multi-group data from three groups—university staff, trainee nurses, and part-time employees (overall N=244)—structural equation modelling was employed to explore one-way and reverse competing models. The results produced a good fitting model with one-way causal paths from work-related and non-work stressors (time 1) to job performance (time 2). Nested model comparison analysis provided further evidence to support this best fitting model, emphasizing the strong influence that non-work factors have within the workplace. This study has important implications for theory, methodology and statistical analysis, and practice in the field of work-related stressors and performance.  相似文献

This paper describes the application of a linear programming model to the process of resource allocation at Illinois State University. The model developed is a general model designed to assist academic administrators in allocating the scarce resources at their disposal. The model, and the assumptions upon which it is based, may be altered to suit the particular decision criteria of any particular academic institution. The linear programming model developed here maximizes an objective function which reflects the total net social profit realized by the university on its outputs to society. This objective function was maximized subject to a myriad of constraints which reflected the limitations of budget, space, and other scarce inputs. Further, the constraints reflect the joint interdependency of many parts of the university and the particular educational delivery system employed by a given department. The outputs of the model include the optimal mixture of academic outputs by the university, the optimal distribution and usage of inputs inside the university, and the shadow price of each input. While the linear programming model developed here is general and may be applied to any university, it was applied to Illinois State University in this paper. In the case of Illinois State University, the model recommended a substantial reduction in emphasis upon teacher education.  相似文献

The introduction of tuition fees by some German universities raised fears about possible negative effects, which scientific research has not substantiated, though. Meanwhile, little attention has been paid to positive effects tuition fees might entail. This is surprising as universities are obliged to use tuition fees to improve study conditions. Business programs are highly frequented with limited academic staff. More assistance would therefore improve study conditions substantially. Tutorials funded by fees can be introduced quickly and, unlike faculty positions, do not tie up money in the long run. This makes them ideal to cope with the one-time enrollment peak due to the shortening of secondary education. We show that tutorials improve both satisfaction and study outcomes. We use data from an introductory course characteristic of business programs, where tutorials have been introduced. This course is attended by about 750 students per term and the data cover several terms. We control for a number of effects, including general academic ability. Increased satisfaction and improved study outcomes show that tutorials enhance both the objective and perceived study conditions. This makes tutorials an example of how tuition fees can be used to produce positive effects.  相似文献

针对多种数据包络分析(Data Envelopment Analysis,简称DEA)模型会产生不同绩效评价结果的问题,提出基于Gini准则科学地融合各DEA模型结果的方法。首先基于Gini准则定义信息纯度以衡量各DEA模型结果的确定性并赋予权重,然后通过加权融合最终得出客观唯一的综合效率。此外,根据评价者的偏好信息或先验知识,进一步提出交互式多DEA模型-Gini准则方法。以前学者仅从单一角度出发选择DEA模型评价高校的运营绩效,考虑到从不同角度出发的多种DEA模型可以给出高校更加全面客观的运营绩效评价,利用以上方法对2011年国内25所理工类高校的运营绩效进行了实证分析,结果验证了以上方法可以合理有效的衡量各高校的运营绩效表现,对于高校运营绩效的评价研究具有实际指导意义。  相似文献

It is critical for information and communications technology (ICT) companies to carry our effective power planning, in order to support the growing number of services they provide, and this traditionally relies on the tacit knowledge and experience of senior staff. The loss of such domain knowledge resulting from the retirement of staff is an important issue for organizations such as Chunghwa Telecom (CHT), the largest ICT operator in Taiwan. This study thus develops a systematic power planning model using a multi-criteria operational performance evaluation. A group version of the fuzzy repertory grid and fuzzy TOPSIS approaches is applied to elicit a set of evaluation criteria that senior staff agree on, and then the priorities of the telecom rooms are evaluated against this. In addition, a new factor, reflecting the attitudes of the decision makers with respect to the degree of strictness, is defined to determine the superiority and inferiority of each alternative compared to the others. Furthermore, a novel decision aggregation strategy regarding the degree of variation among decision makers is proposed, and a quantitative assessment is carried out to analyze its impact on the ranking results in an objective manner. The proposed model may help ICT organizations to more effectively manage their power resources, and thus obtain competitive advantages.  相似文献

The motivation for this analysis is the recently developed Excellence in Research for Australia (ERA) program developed to assess the quality of research in Australia. The objective is to develop an appropriate empirical model that better represents the underlying production of higher education research. In general, past studies on university research performance have used standard DEA models with some quantifiable research outputs. However, these suffer from the twin maladies of an inappropriate production specification and a lack of consideration of the quality of output. By including the qualitative attributes of peer-reviewed journals, we develop a procedure that captures both quality and quantity, and apply it using a network DEA model. Our main finding is that standard DEA models tend to overstate the research efficiency of most Australian universities.  相似文献
