This article conducts a critical analysis of the World Bank's current infrastructure strategy from a feminist perspective, arguing that failures to define gender and set meaningful targets and indicators have meant that gender has not been integrated into the implementation of infrastructure projects. It sets out three limitations to the Bank's approach to gender and infrastructure: lack of awareness of gender in the four sectors that comprise infrastructure; the Bank's narrow approach to gender equality and women's empowerment; and the failure of the Bank to mainstream gender in its current infrastructure strategy.  相似文献

International development agencies have need of sympathetic interlocutors in developing countries who are receptive to and capable of sustainably implementing global policy norms. This article analyses World Bank technical assistance (TA) as a tool used to stack the policy deck in its favour by identifying and cultivating those government officials receptive to its ideas. Pairing its analysis with the policy mobilities literature, the article considers two questions: how does the World Bank locate receptive actors and how does it socialize new actors into accepting its ideas and practices? Observing the World Bank's four main TA pillars, the article reviews the different strengths and weaknesses of these pillars in garnering domestic support. In critiquing the World Bank's attempts to identify and cultivate sympathetic interlocutors, the article provides new insights into the mechanisms that facilitate the transnational movement of policy.  相似文献

The theory of organized hypocrisy asserts that an organization depends upon its external environment for both financial support and conferred legitimacy, which can lead to conflicting policy agendas. We apply the theory of organized hypocrisy to World Bank structural adjustment and investment lending for reproductive health, hypothesizing these two lending policies should have differential effects on maternal mortality. We estimate a two‐way fixed effects regression model with robust standard errors clustered by country to examine the effect of World Bank reproductive health lending on maternal mortality within sub‐Saharan African nations over the period 1990–2010. We find that in every model the coefficients for World Bank structural adjustment lending in the health sector are positive and significant while the coefficients for World Bank investment lending in the reproductive health sector are negative and significant. The findings lend support to the theory that the World Bank is pursuing contradictory agendas, embodied by its lending policies, which can have differential effects on maternal mortality.  相似文献

Almost 10 years ago the World Bank and UNDP expressed grave concerns about the likely future adverse impact of motorization on middle-sized cities in Asia and the Pacific region.1 They claimed that, while many mega and primary cities in the region have an acknowledged transport crisis that has attracted major planning efforts, and extensive large-scale investment, the middle-sized cities (with only a fraction of the resources available to them) remain neglected and as result will reach their own crisis points unless effective policies are developed and implemented. Both agencies argued that catching the problems at an early stage would offer the advantage of developing a more systematic approach to tackling problems associated with unabated motorization and the opportunity to develop a generic method that could be applied to many medium-sized cities throughout the region. With this in mind, the World Bank, through UNDP and ESCAP, completed a study in 1998 directed by the author which sought to establish what generic strategic steps should be taken to prepare proactive measures to confront the challenges that motorization poses for such cities. The study drew extensively on the urban development and motorization experiences of three middle-sized cities in Asia—Kanpur in India, Ningbo in China and Solo in Indonesia—and recommended building blocks of a generic sustainable transport strategy for the region. Seven years on from the completion of this study, this paper examines the validity of the original motorization fears, re-examines the study's key findings and recommendations, and concludes that many still have resonance today.  相似文献

This article critically evaluates guidelines concerning participatory development by the World Bank and the United States Agency for International Development (USAID). It focuses on the different conceptual frameworks adopted in order to examine the different ways of incorporating participation in their development agenda. A literature‐based method was adopted and the analysis included evaluation of five documented experiences, including the Ghana Secondary Education Improvement Project and Ghana Water Sanitation and Hygiene Project from both the World Bank and USAID. Baum project cycle stages have been taken as activities for project participation. The findings show the need for better planning, ensuring sustainability and involving beneficiaries.  相似文献

This paper traces the evolution of urban policies promoted by the World Bank in Latin America over the past three decades. The retrospective starts with an overview of the changing perspectives on development during the 1950s and 1960s, which eventually led to the onset of urban lending programs in the 1970s. It then analyzes the policies toward the urban sector promoted by the World Bank during the 1980s and 1990s in the context of the overall development paradigm that prevailed in the institution at the time. It concludes by outlining the generation of urban policies that is currently emerging. The analysis indicates that the evolution of the World Bank's policies has not been the result of a carefully master-minded strategy but, instead, of a myriad of factors, including conceptual shifts in the prevailing economic models, learning by doing, the influence of individuals such as McNamara, and internal and external criticisms.  相似文献

The Paris Declaration embodies the consensus that country ownership of donor programmes is vital, and above all the principle that donors should base their programmes on developing country priorities. The Organisation for Economic Co‐operation and Development (OECD) has assessed the World Bank as performing relatively well against the Paris targets, though not moving towards full compliance. In Sri Lanka and Côte d'Ivoire, however, the Bank pays only lip service to the governments’ priorities. The Paris commitment is swamped by the influence of the Bank's governing Board and its US‐nominated President, its lending imperative and the professional preoccupations of its staff. Real implementation of the Bank's Paris commitment would entail, ideally, a reform of Bank governance and a contractual mechanism for developing countries to hold the Bank (and other donors) to their Paris promises. Less ambitiously, the Bank and other donors may still take limited but precise action to ensure that country priorities are respected and ownership becomes a reality. In the Bank, it might be enough for the Bank's President to make true adherence to the Paris Declaration a personal priority, and to nominate one of his senior managers to follow up.  相似文献

The World Bank's World Development Report 2006 addresses equity and development, defining equity as respect for equal opportunities combined with the avoidance of absolute deprivation. Equity has up to now remained a marginal issue in development economics. This detailed analysis endeavours to place the subject within the context of the evolution of World Bank thinking and policies. The wealth of the concept is illustrated, the downside being the difficulty in defining it accurately. We also emphasise the gap between the prospects opened up by such an enlargement of development goals and the report's policy recommendations, which are generally merely an extension of the World Bank's traditional analyses.  相似文献

In the past few years, the neoliberal Washington consensus has given way to a "post-Washington consensus' aimed at integrating social and economic dimensions of development, paying attention to broader goals such as sustainability, and challenging the old state versus market dichotomy. Among its other effects, this shift in development thinking has contributed to a greater emphasis on gender concerns in development institutions such as the World Bank. This article examines the recent innovations in economic theory that have informed these efforts. Through an analysis of the ways that these theories construct meanings about gender equity and development, the article concludes that the post-Washington consensus maintains the economistic and colonial discourses of neoliberalism, and thus provides little space for the meaningful social transformations called for by feminists working in development.  相似文献

The World Bank began its involvement with housing and urban programmes in 1972, offering a new theory and practice. This new theory emphasised “affordability” and the recovery of costs from the beneficiaries of programmes. It stood in contrast to the conventional way of doing things, with government providing “permanent construction” housing with extensive subsidies. “Affordable” housing would take the form of serviced plots of land on which the occupants arranged their own building (i.e. sites-and-services schemes), and in situ slum upgrading. In Madras, policymakers and senior public servants had a positive attitude to housing, especially for low-income groups. Consequently Madras contains much interest for developing countries generally in an evaluation of World Bank experience there, commencing in 1977.  相似文献

This paper explores, through a case study of the World Bank's pursuit of universal basic education, the gulf between the Bank's dialogue with international civil society elites and its treatment of grassroots civil society in its development practice. It argues that the World Bank is pursuing a conscious program to build a global elite governance system similar to Bank vice-president J. F. Rischard's concept of global issues networks, in which experts from business, government, and civil society will set globally binding social and economic policies. There is a risk of co-optation of international NGOs into this autocratic global managerial system.  相似文献

The World Bank is to forgive $12.24 billion in IDA debt payments from HIPC borrowers. It has received $1 billion from the HIPC Trust Fund to help offset these losses, but still has a $11.6 billion unfunded liability. The IMF has gold worth $38 billion on hand for which it has no actual use. This article proposes that a small portion of IMF gold be sold annually, just enough to offset IDA's annual HIPC deficit, over the next twenty years. The new money would be additional and predictable, and would eliminate the prospect that IDA would have to cut back its future flow of aid because the HIPC programme had drained its resources.  相似文献

This study investigates the extent to which both national and personal socioeconomic status shape national norms and parenting priorities concerning child socialization. Data came from the European Values Survey, the World Values Survey, and the World Bank Data Catalog, resulting in 227,431 parents from 90 nations across fives study waves (1981–2008). Child independence was more popular in nations with greater wealth and more highly educated populations; obedience was more popular in nations with less wealth and lower percentages of educated and urban populations. Personal socioeconomic status predicted individual parents' prioritization of child independence and obedience; higher social class predicted a greater likelihood of endorsing independence and not endorsing obedience. Time‐slope estimation across study waves revealed that parents' prioritization of independence and obedience may rise over time in developing nations. Results provide implications for education, practice, and policy on cultural variations in parenting.  相似文献

The literature characterises African states as unable to subvert pressure from the World Bank to liberalise their economies. This article contradicts this narrative by showing how Burkina Faso adopted a cotton‐sector liberalisation plan that retained significant state control. It argues that French influence, the sequence of regional liberalisations, and an ideological shift at the World Bank opened up political space for Burkina Faso to propose alternative and more moderate liberalisation reforms – in this case, the inclusion of a producers' organisation in cotton governance rather than a privatisation of cotton‐sector activities. Heavy involvement in the formation of the producers' organisation allowed the Burkinabè state to retain control of its cotton sector, paradoxically, via the full implementation of its liberalisation reforms.  相似文献

The World Bank's newest country‐systems policy, adopted in 2008, allows borrowers to use their national systems to conduct procurement and manage finances for Bank‐funded projects. In principle, it will incentivise institutional reform, increase local ownership, and facilitate donor harmonisation. In practice, its content and the handling of stakeholder input seem to indicate that the Bank's dominant desire has been to preserve its market share. This article demonstrates (i) how deficiencies in the policy may reverse the Bank's work on governance and undercut aid efficiency, and (ii) how its handling of public consultations on the policy ignored the Bank's best practices. It concludes with steps for improving the policy, including re‐opening dialogue with key stakeholders.  相似文献

This article examines the role of institutional context in shaping policy agendas through a case study of the World Bank's gender lending in Ecuador. Using interviews with employees and analysis of policy texts I explore the complex institutional location of Bank gender policymakers, identifying two key constraints on their policy output: (1) the pressure to frame gender policy as increasing productivity and efficiency; and (2) the pressure to frame gender policy as producing complementary sharing between men and women. Given that the efficiency constraint has been much debated in feminist Bank scholarship I explicate the complementarity constraint in more detail. Specifically, I argue that the institutional pressure to define gender policy through a complementary focus on couples led poor men to become hyper-visible as irresponsible partners, and as the crux of the gender policy problem. In turn Bank gender policy was focused on efforts to change them, by encouraging their loving attachment to family and willingness to do domestic labor. I see cause for concern in the dominance of these policy preferences, and I consider how to facilitate their contestation in closing.  相似文献

Since the early 1990s there has been a surge in international efforts to calculate the comparative performance of states in terms of various characteristics of governance. In this article we show how numerical objectification of social phenomena can function to depoliticize potentially political issues. As a case of example we examine the evolving field of measuring good governance through analyzing the documentation of the World Bank Institutes established Worldwide Governance Indicators and its recent contender, the OECD project “Government at a Glance”, which argues to provide an alternative to the existing rankings. Although we observe certain methodological discontinuities in measurement practices of the OECD, these have hardly been serious enough to activate its potential in repoliticisizing the issue of “good governance”. Moreover, the work of OECD further strengthens and legitimates the epistemic expert authority of global index producers.  相似文献

‘Culture’ is one of those concepts so widely used that it tends to fall into ambiguity and vagueness. Institutions dealing with power use them quite often in order to produce profuse, but somehow vacuous, discourses. That would be the case of the influential Human Development Reports of the United Nations Development Program (UNDP). After evidencing there is not a clear, plain, unitary idea of what ‘culture’ means in these yearly published reports, this research makes explicit – through a hermeneutical approach – the cultural logic underlying the ‘human development’ framework. UNDP turns qualitative culture into a quantitative matter. Thus development discourse becomes one of identity. While explicitly speaking about cultural diversity, implicitly it splits the world in a binary, dichotomic way: the West and the Rest, Developed and Developing and us and them. Hence, instead of a supposedly universal discourse promoting change, we find a culturally and historically defined one that reinforces – in a subtle way – the hegemonic epistemological and political patterns that sustain the present status quo.  相似文献
