The question of how climatic changes and hazards affect human mobility has increasingly gained prominence in public debates over the past decade. Despite improvements in the scientific understanding of the subject and advancements in policy, major gaps remain in addressing the humanitarian and socio-economic challenges related to climate migration. In this perspectives article, we argue for a holistic approach and a closer integration of science and policy involving diverse stakeholders in the process of knowledge generation and implementation. We identify five key challenges characteristic for improving the science–policy interface: (i) conflictual political contexts and the securitization of human migration, (ii) simplistic narratives and framing of the subject, (iii) the uneven production and dissemination of knowledge, (iv) limited data and analytical capacities and (v) a selective topical and methodological focus. To address these diverse challenges, there is a need for more bridging initiatives at the science–policy interface that integrate diverse disciplines, approaches and stakeholders. A closer engagement of researchers and policymakers in the form of multi-stakeholder exchanges, capacity-building activities, co-development and co-implementation processes and integrative scientific assessments can help bridge the gap to support the inclusive generation of knowledge and the development of comprehensive policies.  相似文献

Many studies have explored the security logic of EU policies on migration and asylum, which served as the legitimizing factor for adopting restrictive measures and for cutting back the rights of third-country nationals. The involvement of the European Commission in this policy area after the Treaty of Amsterdam came into force signalled a move towards more liberal immigration policies, which recognized the positive contributions made by labor immigrants. However, the terrorist attacks of September 11 brought the liberalization of European migration policy to a halt. In the context of these developments, this paper aims to readdress the security–migration nexus, utilizing but also extending the concept of ‘securitization’, developed by the ‘Copenhagen School of Security Studies’. By analyzing institutional developments in the area of internal security in the EU, it demonstrates that the events of September 11 did not initiate the insecurities, uncertainties, ambiguities and complexities in regards to migration policy; rather they accelerated dynamics that were already deeply rooted in the emerging European internal security regime. The paper concludes that the discourse that links migration to security is a construction that is both exaggerated and problematic, yet it has been further reinforced in the post-September 11 context.  相似文献

Out of the policy initiatives that emerged in the aftermath of the “Refugee Crisis”, none is more elusive that the hotspot approach. Our aim in this article is to shed light upon what kind of policy output the hotspot approach entails, by conducting a framing analysis of key European Commission (EC) documents. We draw on discursive institutionalist approaches which focus on the policy process. Within the policy process, we focus particularly on identifying policy frames as organizing principles and key ideas, in order to trace the representation of the problem and solutions to it. Our findings show how the hotspot approach, in incarnating both the problem and the solution to migration as primarily a concern for management, represents another string in the long-standing tensions of the harmonisation of the EU asylum and migration policies.  相似文献

Building knowledge about migration governance and policy in the Global South is a priority for research and policy. The studies in this special section offer both new empirical insights and new frameworks for analysis, with key policy implications, that can enrich our discussion of these topics. They focus on issues that relate to national and sub‐national level governance and policy, speaking both to the impact of diverse governance structures and policies on the well‐being of migrants and host communities, and of the policy‐making process itself and the factors influencing that process. In so doing, they point toward promising directions for future work on these topics and underscore the value of multidisciplinary, interdisciplinary, and cross‐regional analysis. This essay provides an introduction to the studies included in this collection, framing their contributions in the context of research in development and ongoing global discussions on migration policy.  相似文献

The Kazakhs are the largest minority group in Mongolia, a relatively homogenous country dominated by Khalkh Mongols. Since 1991, Mongolia has transitioned politically and economically and witnessed significant changes in internal and international migration flows. The large-scale movement of ethnic Kazakhs from Western Mongolia to Kazakhstan represents one such emerging international flow. This migration is influenced by economic motivations, historical cultural ties to Kazakhstan, and immigration policies of both countries. This paper assesses the local and national circumstances that shape migration decision-making in Western Mongolia during the transition years and highlights changes in the characteristics and directions of migration flows during this time. We identify three periods of migration with each period characterized by changing economies and national policies in Mongolia and Kazakhstan, as well as changes in communications technologies and extensiveness of social networks among prospective migrants. These periods illustrate how transnational migration flows evolve through time and are affected by national, local, and individual circumstances.  相似文献

Using a ‘transitional’ perspective on migration, which combines three theoretical approaches on dynamic development‐migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio‐economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed “migration belts” which had established traditions of pre‐modern, largely circular migration. At the onset of large‐scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration‐facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels.Alongside patterns of decentralizing internal migration, a spatial diffusion of international out‐migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out‐migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub‐Saharan Africa, a transition process which may already have een set in motion.  相似文献

Immigration policy is a very unlikely case for EU integration. EU policy‐making is constrained by member states' sovereignty claims and interest heterogeneity. Still, tentative integration towards EU conditions of entry and residence for some immigrant categories can be observed. By using the example of the skilled labour migration directive, the article explains how deadlock in policy‐making was overcome. It explores the factors that led to agreement in the EU immigration policy area, from the Commission's first proposal on labour migration in 2001 to its adoption in 2009. Explanations for integration in the policy area are member states' venue shopping the EU level for changing domestic legislation, their interest in locking‐in national standards in EU law, and the EU Commission's agenda‐framing. Strategic partitioning of policy was also used by actors to overcome deadlock in policy‐making. The reframing of policies, by reducing their scope to a few narrowly defined immigrant categories, influenced their adoption. This mechanism was observed in studying the eight years of policy‐making leading to the labour migration directive. The longitudinal analysis helps to identify the key dynamics that define this nascent EU policy area.  相似文献

Internal and international migration increasingly continues to be of global importance for development policies and programmes, but the dearth of data on migration for African countries and the limited focus on the structural conditions that motivate migration from specific localities within the region remain glaring. In this study, we examine the patterns and drivers of migration in Cameroon, focusing on the dynamics of rural–urban migration, migrant circulation, regional economic migrants and refugees, international migration, brain drain and returns from emigration. Consequent upon regional conflicts and instability, we highlight the refugee problem in Cameroon and significant challenges in addressing it. Finally, we underscore the policy and research challenges necessary to harness the potentials of internal and international migration for national development.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

ABSTRACT

This paper introduces a preliminary conceptualisation of ‘austerity common sense’ in order to understand why austerity policies, despite the social harm they cause, have support not only from the economic and political establishment but also from the wider population including members of the social work profession. Building on the Gramscian concept of common sense, ‘austerity common sense’ refers to the set of beliefs circulated by the ruling elite and adopted by members of the leadership of the Professional Association of Social Workers (SKLE), as well as others within Greece and the European Union, to understand austerity policies. Through this framing, austerity measures are largely accepted as inevitable rather than challengeable. The paper maintains that the concept of austerity common sense provides an analytical framework for understanding the acceptance of austerity measures in Greece and elsewhere, since similar ‘austerity common sense’ framing is encountered in many countries. Furthermore, it is maintained that the concept of ‘austerity common sense’ can facilitate the interrogation of the socio-economic construction of ideas and phrases. Current and prospective migration law and policy in Chile does not adequately incorporate the causes, content, and consequences of international migration to and from Chile. We describe and examine migration in‐flows, out‐flows, migration‐related policies, and how those policies drive, and are driven by, notions of development in Chile. We explore contradictions in Chilean nascent migration policy currently under legislative review. We argue that it is imperative that migration, migration policy, and their relationship to development be discussed inclusively and transparently and be explicitly incorporated into the Chilean government's nascent migration and development legal policies and frameworks.  相似文献

The impact of migration on population growth has become a ubiquitous argument in UK immigration debates, leading to the introduction of immigration restrictions to reduce net migration and prevent the UK population from reaching 70 million. Taking the UK as a case study, this article assesses the rationale for setting a national net migration target as a pivotal point for migration policies and the feasibility of limiting net migration using immigration controls. A framework for analysing the effects of migration policies on net migration is proposed and applied to UK official migration data. The results show that, due to various policy constraints, competing objectives and unintended feedbacks, it is neither optimal nor entirely feasible to prioritize a reduction of net migration as a target for migration policies. Nevertheless, factoring net migration into the migration policy debate provides useful insights on the long‐term implications of migration policies in the context of broader demographic changes.  相似文献

Little research has examined how and why institutional context and framing dynamics shape the institutionalization of movement claims into the state’s formal policies, and what the implication of these processes might be for movements attempting to mobilize on the same conceptual terms after institutionalization. In this study, I explore the role institutional context and framing play in the institutionalization of movement claims in a case: the implementation of environmental justice policy in the California Environmental Protection Agency from 2002 to 2007. I ask: How and why were aspects of the environmental justice frame institutionalized into regulatory policy while others were not? I use ethnographic field methods and content analysis of archival data to answer this question and offer two contributions to previous research. First, I add to previous scholarship on the environmental justice movement by identifying the character of newer problems faced by movement actors as they engage in regulatory policy processes with opponents in the United States. Second, I extend social movement framing theory by developing the notion of “state resonance” to understand how and why a collective action frame is institutionalized and implemented in regulatory policy.  相似文献

In the last decade, the European Union (EU) approach to genderequality has broadened to new concepts, such as gender mainstreaming,and new issues, such as "family policies", "domestic violence",and "gender inequality in politics". However, the frame analysisof policy documents in these new areas shows, first, that eachissue has developed its own particular features, and, secondly,that the broadening of the EU-political discourse on genderequality has not led to a deeper framing of the issues in termsof gender equality. The lack of EU competence in these areas,the status of the policy documents, and differences in the actorshaving a voice and being referred to in the documents are proposedas possible explanations for its framing.  相似文献

Environmental problems are often reduced to a catch‐22 that portrays sustainability‐oriented policies as disastrous for resource sector workers. Despite efforts by many industry leaders to frame climate change in “jobs versus environment” terms, the Communications, Energy and Paperworkers Union of Canada (CEP) has supported ambitious greenhouse gas reduction policies. Using interviews with union members and staff, this study examines CEP's climate change framing. It finds that CEP extended the environmental justice master frame to define its response to climate change, neutralize anti‐Kyoto rhetoric, and work with the environmental movement. CEP's framing was accomplished through negotiation processes that continue to unfold as members work out the union's positions relative to their own values, experiences, and interpretations of what is possible. These findings suggest sustainability can be understood as an emergent, localized, and contested social order, and point to “self‐negotiation” in longer‐term social change struggles as a potential area of further study.  相似文献

The aim of this paper is to study the relationship between internal migration and Spanish regional convergence between 1972 and 1998, a period between the mass emigration prior to the 1970s and the mass immigration of the end of the twentieth century. The main results indicate that internal migration led to a fall in Spanish regional development gaps. However, internal migration did not lead to the disappearance of these gaps in the long term. Some regions will always receive workers, others will send them out and a third group will experience a sequence of migration reversals. The econometric methodology used allows us to identify structural breaks and to differentiate between long‐ and short‐term effects. This approach enables predictions to be made for internal migration flows in the long term in the absence of shocks.  相似文献

Development aid is commonly advocated as one of the most effective instruments to reduce international migration. Nevertheless, empirical evidence shows that push factors do not automatically result in massive migrations and that aid policies systematically fail to meet their stated objectives. Recently, several contributions have argued that an increase in sending countries’ wealth may lead to a rise in migration, rather than to a reduction, because it enables people to assume the costs and risks of migrating. However, despite the growing number of studies on this phenomenon, the role played by Official Development Assistance (ODA) has not received attention yet. This paper aims at providing empirical evidence on this specific issue. In particular, we investigate the relation between ODA and international migration rates of sub‐Saharan countries. We argue that ODA may have a positive effect on migration decisions for two reasons. First, ODA improves workers’ ability to cover the costs of migration, by providing new job opportunities and in turn increasing incomes in the recipient country. Second, ODA, which is often associated with development programs in education, communication services, and business opportunities, may also stimulate mobility aspirations of potential migrants. We develop an econometric analysis in order to investigate this hypothesis. Specifically, we perform a three‐stage least square estimation on a sample of 48 sub‐Saharan countries. We build a two‐equation model, so as to allow for endogeneity of ODA, and find that ODA has a positive and statistically significant effect on migration outflows. Thus, as our main contribution, we argue that development aids are not substitute for migration and that the traditional aid policies (such as those of the European Union), aimed at curbing migration by providing international financial aids, might need to be reconsidered.  相似文献

"Using data from a longitudinal panel study conducted in 1982 and 1989 in...Mali, this article demonstrates that the level of migration did not rise during the drought of 1983-1985. However, there was a dramatic increase in the migration of women and children during the severe 1983-1985 drought. Along with this increase in migration by women and children, there was a shift to short-cycle circulation, with 64 percent of the migrants adopting circular patterns. The study describes the characteristics of these migrants and recommends changes to development and migration policies that will facilitate such migrations in subsequent droughts."  相似文献

For the last decade, undocumented or illegal immigration has been one of the most contested policy issues in the United States, with significant news attention on policies affecting the undocumented population, ranging from deportations to comprehensive immigration reform, the DREAM Act, and Deferred Action for Childhood Arrivals. Despite these prominent and multifaceted policy debates, scholarship on media framing and public opinion remain more focused on the portrayal of immigrants rather than policies affecting them. In general, scholars find that policy frames are far more consequential to public opinion than equivalency frames (variations in how news media describe unauthorized immigrants, either as “illegal” or “undocumented”) or episodic frames (whether news articles are heavy on human‐interest stories rather than policy facts and statistics). Also, negative frames generally have stronger effects than positive frames, and these effects sometimes vary by partisanship and family migration history. Finally, the relative infrequency of powerful frames in news stories, like a life spent in the United States, provides opportunities for advocates to move public opinion on immigration policy. These findings have important implications for future battles over immigration policy in the United States, which show no signs of abating.  相似文献
