As the population of older adults in India grows, research is needed to plan a sustainable future for India’s older adults. This article reports results from a Global Positioning System (GPS)–based pilot study that examined the mobility of middle-class, older adults living in Ahmedabad, Gujarat, India. Using mobility as a lens through which to examine the lives of older adults, we map potential research and identify policy areas of interest considering older adults in urban India. The study explores the role of life stage in mobility as well as the effects of gender and urban environment on mobility. Using this distinctive perspective on day-to-day life, we propose themes through which, using policy and planning tools, the living environments of older adults in Indian cities can be improved. These policy measures include focusing on walkability and pedestrian safety in residential areas and building on existing mixed land use to create high accessibility to goods and services in urban environments.  相似文献

One of the major issues concerning present-day public policy in a transitional and developing country is its ability to enhance the quality of urban living and individual social well-being in the context of rapid urban growth. A dramatic decline in overall job accessibility due to increases in commuting time is already a serious problem affecting the quality of urban living in Beijing. Understanding the impact of governance restructuring on overall job accessibility is of primary importance if politicians are to make policy innovations in development management. This paper applies the institutionalist approach to analyse the impact of governance restructuring on job accessibility. The analysis shows that current governance restructuring has a negative effect on overall job accessibility due to competition between different local governments increasing the degree of spatial fragmentation; revenue-enhancing development introducing constraints affecting the local jobs-housing balance; and the coexistence of the old planning system alongside the new market system leading to a fragmented land-use right transfer mechanism, intensifying scattered and low-density development. With respect to future policy, stronger municipal development management might be one direction in implementing public policy to enhance overall job accessibility, insofar as it addresses the negative impact of fragmented development management in the current transformation process.  相似文献

While commonly associated with regional ‘mega-cities’, rapid urbanization in the less-developed world has also begun to define growth in small- and moderate-sized settlements on the periphery of major metropolitan areas. The dispersal of population growth to these smaller areas holds significant implications for environmental, economic, and social health, and threatens local food security, increases congestions, and induces difficulty in service provision. This study examines the effects of spatial disintegration and rapid urbanization in the stock of arable land in Egypt. To assess this issue, the study will meet three objectives. First, we evaluate the relationship between population growth and urban land cover expansion in small- and moderate-sized settlements in Egypt. Second, we consider the role of selected geographic determinants in influencing the growth of these areas through the use of a regression model. The selection of an appropriate model type is a sub-objective and will be discussed further. Third, these drivers of growth will be assessed through their effects on the country’s stock of arable land. These objectives will be met through the development and application of the regression models, in order to examine the relationship between urban land expansion and several independent variables. An increase in population is found to have a positive and statistically significant effect on corresponding urban land cover area. Surprisingly, the variables commonly associated with urbanization in Egypt - proximity to major roads, the capital of Cairo, and the Nile River - though exhibiting a positive relationship with urban growth, are not statistically significant in the selected case studies. This research underlines the necessity for a combined approach to policy formation - with input from policy fields as varied as agriculture, urban planning, and land reclamation - to slow outward growth and maintain arable land stocks.  相似文献

This paper explores the ways in which land use planning and the layout of the built environment may assist towards the objectives of sustainable mobility by influencing travel behaviour, in particular towards achieving travel reduction. The paper firstly discusses the different types of land use policy which may be used to assist with the objectives of sustainability and travel reduction, with reference to examples of implementation from Europe and elsewhere. It then places these in a framework distinguishing the nature of land use policies and the mechanisms activated in reducing travel or otherwise promoting sustainable mobility. The paper then goes on to explore in more detail the different mechanisms by which more sustainable travel patterns may be effected through land use considerations, noting how these mechanisms may be combined to amplify the potential scope for travel reduction. Finally, the paper discusses the implications of these explorations for land use policy and hence draws conclusions on the importance of the contribution of land use planning towards sustainable mobility.  相似文献

The focus of the present analysis is on the work of drivers in the public road passenger transportation sector in Portugal and on its specific contribution to local development. This approach dissociates itself from the one that places mobility as a "paradigm" of the contemporary societies and considers that the increase in mobility registered in the latter years is, in itself, revealing of development. For field work, a public transportation line, in an urban context, and a network of lines, in a rural context were chosen. In each of these contexts, the drivers' work was analyzed in real situations and semi-structured interviews were held with 16 of them: ten drivers in an urban context and six in a rural context. Considering the point of view of the work activity, enabled us to abandon the dominant perspectives that tend to highlight the social inequality of the mobility conditions (between those who use a private vehicle and those who need to use public transportation), to reflect on the characteristics of the mobility spaces which benefit or limit it, contributing to other inequalities. This article examines the subjective perceptions of low-income elderly homeowners about their housing situation, by using a nonstandardized and unobtrusive interview method and a thematic content analysis. Five housing areas were investigated: shelter quality, neighborhood quality, accessibility and mobility, benefit and burden of homeownership, and social support network. The findings corroborated the study by O'Bryant on the importance of subjective variables in explaining housing satisfaction. Two themes emerged: questionable housing “needs” and ambiguity perceptions.  相似文献

This article focuses on current trends in Japanese urban sociology as they developed historically. They can be understood in the distinctive context of Japanese sociology, as the products of an interaction between Western sociological theories and their adaptation to Japan’s own materials. The article begins with the historical context of urban development and provides an overview of the development of urban studies in Japan, including issues in the theory of urbanization, the distinctive character of the neighborhood association, Cbonaikai, and the formation of new local communities in suburban areas. The current trends since the 1980s involve the macro approach to urban restructuring, studies on urban ethnicity, and social network analysis. Overall, it is suggested that the influence of American sociology makes Japanese urban analysis comparative. I thank Claude S. Fischer and Tazuko Hanzawa for their help with editing this paper. The historic cities of Brazil, despite its colonial structure, don't fail to go through transformations that affect contemporary cities, which is the main source of problems, leading to new approaches to urban issues such as mobility and accessibility. The uncontrolled growth of tourism in the historic cities can be considered as a big problem, because at the same time, they have committed to the conservation of its built heritage and demand control of the activities that occur in their areas without harm. Then, a permanent dialogue between conservatives and planners could be accomplished by joining the various sectoral policies. The study of urban mobility in historical sites was in fact the focus of this work because of their peculiarities, such as its specific characteristics of urban structure, morphology and occupation. In fact, the development of tourism in historic centers generates specific demands, such as adaptation to new uses of the houses, intensive movement of people and vehicles, illegal parking, among others. Beyond threatening the city preservation, does not provide mobility and accessibility to tourists, because these cities were not designed for the tourism conditions and needs of contemporary life. Characteristic features of Brazilian baroque cities, such as topography , the narrow streets, narrow or nonexistent sidewalks, steep turns and ramps strong, are not suitable for heavy vehicles, traffic and pedestrian circulation. Thus, studies concerning conservation urban integrated are aimed at an approach to interaction between historic preservation of the environment with the dynamic socio-economic of the local.  相似文献

When promoting intercultural learning in the context of study and placement mobility, intercultural educators are specifying what students should be learning. Research not only confirms the genuine impact of real-life intercultural contact on intercultural learning, but also shows how this impact can be enhanced through institutional support and the integration of intercultural learning into the curriculum. In this position paper, we propose a number of considerations that need to be taken into account in setting learning objectives for mobile students. Referring to research and policy documents mostly in relation to the European mobility context, we address consecutively what students are learning in study and placement mobility; what they say they want to learn; what they should learn for; and finally, what they should be learning. We conclude that intercultural educators should pay heed to what students are actually learning in study and placement mobility over a time span that transcends the current sojourn abroad. We also recommend that educators take steps to support students in mobilising the intercultural skills they acquired abroad for increased employability.  相似文献

This research examines government policies and urban transformation in China through a study of Hangzhou City, which is undergoing dramatic growth and restructuring. As the southern center of the Yangtze River Delta, an emerging global city region of China, Hangzhou has been restlessly searching for strategies to promote economic growth and survive the competition with Shanghai. This paper analyzes Hangzhou’s development strategies, including globalization, tourism, industrial development, and urban development, in the context of shifting macro conditions and local responses. We hold that urban policies in China are situated in the broad economic restructuring and the gradual, experiential national reform and are therefore transitional. The paper suggests that China’s urban policies are state institution-directed, growth-oriented, and land-based, imposing unprecedented challenges to sustainability and livability. Land development and spatial restructuring are central to urban policies in China. Last, while Hangzhou’s development strategies and policies to some extent reflect policy convergence across cities in China, local/spatial contexts, including local settings, territorial rescaling and land conditions, are underlying the functioning of development/entrepreneurial states.  相似文献

Some scholars have argued urban autonomy creates inclusive spaces for migrants, while others have argued interiorized border security and discriminatory policing constrain racialized migrants. This article examines the extent to which the urban context represents a spatial mobility trap for urban undocumented youths as they become adults, based on data from longitudinal comparative ethnography with undocumented youths, schools, and civil society actors in Paris and New York City. Public schools, public transportation, policing, and informal labor market practices distinguish the urban regimes of migrant il/legality in the two cities, shaping how such youths move within and outside urban space. These elements may magnify or mitigate legal-status distinctions between undocumented youths and others. As protections for undocumented minors waned at adulthood, New York City's regime blurred legal-status distinctions, accelerating intracity mobility for most youths while Paris's approach brightened such distinctions, limiting mobility. These findings contribute a spatial mobility perspective to studies of migrant illegality and an urban sociology perspective to the transition to adulthood.  相似文献

This study concerns itself with the relationship between nativity, language affiliation, and interurban mobility in Canada during the period 1976-1981. 3 hypotheses are evaluated: 1) the urban/ethnic affinity thesis predicts that international immigrants share strong preferences for settling in and relocating toward large urban centers where established ethnic communities exist; 2) the sociocultural explanation of mobility posits that variations in the propensity to relocate are a function of nativity and language; and 3) the heterogeneity explanation predicts that interurban mobility flows ultimately serve to increase rather than decrease linguistic heterogeneity in large urban areas. Using data from the 1981 census of Canada, a series of cross-tabular and logistic regression analyses provide support for all 3 hypotheses. Theoretical and policy oriented implications are discussed in the context of ethnic community survival in urban Canada.  相似文献

This study is focused on the lives of street youth in urban Brazil through an interdisciplinary and cross-historical approach, providing a conceptual analysis of three different but interconnected sources of knowledge: A historical study of vagrants in the 1800s by [Fraga Filho, Walter. (1996). Mendigos, Moleques e Vadios na Bahia do Século XIX. São Paulo: HUCITEC/EDUFBa], the novel Jubiába by [Amado, Jorge. ([1935] 1984). Jubiába. New York: Avon Books] on the life of a youth on the streets in the 1930s, and empirical material from a current ethnography of boys and young men on the street. This approach facilitates a broader perspective on stability and change regarding the dynamics of street life, allowing cross-historical themes to surface. It reveals how young men on the street challenge socio-spatial and moral boundaries. While their marginal position empowers them and increases their mobility, it also encumbers their trajectories. The conclusion arrived at is that marginality and mobility are closely interlinked, as marginality is not only the cause but also consequence of mobility, and sometimes even the obstruction of it.  相似文献

Urban forestry can benefit from improved knowledge of urbanization??s effects on tree canopy cover (TCC), a prominent urban forest indicator. This study examined changes in TCC over a long time frame, with respect to land cover (LC) changes, and across municipal boundaries. Specifically, I used air photos at 14 dates from 1937 to 2009 to develop an exceptionally long record of TCC change in Minnesota??s Twin Cities Metropolitan Area. During the study period overall TCC nearly doubled from 17% to 33% while the proportion urban land cover rose by 47%, highlighting the opportunity for substantial TCC gains following urbanization in previously agricultural landscapes, even in regions that were forested prior to European settlement. Results demonstrate that more intensely developed sites generally had lower TCC, and older urban sites had higher TCC. Modern TCC was not adequately characterized by linear distance along the urban?Crural gradient, but instead peaked near the center of the gradient where mature residential neighborhoods are prevalent. Compared to other land cover changes, urbanization events caused the highest rate of immediate TCC loss (9.6% of events), yet urban areas had the second highest TCC (>35%) in 2009, indicating that urban land gained TCC relatively efficiently following development. The results of this study provide new historical context for urban forest management across an urban?Crural gradient, and emphasize the need to consider ecological legacies and temporal lags following land cover changes when considering TCC goals in urban settings.  相似文献

While migration has been found to enhance welfare across a range of settings, most of the literature focuses on rural‐to‐urban migrant flows. Using a unique dataset from north‐western Tanzania, this article probes an important, yet overlooked, link between land markets and rural‐to‐rural migration. A mixed‐methods approach is used to discern how these two forces are intertwined in village life. Results indicate that household decisions to migrate are particularly influenced by the ease of market‐based land access in their new communities. This suggests that labour mobility may be facilitated through the development of a well‐functioning land market.  相似文献

Saudi Arabia experienced a high rate of urbanization during the period 1970–1986 resulting in accelerated annual growth rates for Saudi cities averaging more than 6.4%. Higher than usual growth rates created demand for the opening up of huge areas to meet housing, commercial, industrial and other land uses. Government's land grant policy and liberal interest free loans resulted in massive expansion of cities and towns all over the country with major cities of Riyadh, Jeddah, and Dammam having the biggest share. Lack of planning frameworks and weak city institutions could not direct the growth properly leading to sprawl and lop-sided development. This meant rapid extension of road network and utilities with high financial outlays. The slow-down in the economy and ever-increasing demand for infrastructure provision forced the government to initiate growth boundaries to tackle these problems in 1986. The paper discusses the methodology adopted and the process of devising urban limits and evaluates their impact on urban structures of Saudi cities. The paper draws some conclusions in the realization of objectives of the exercise with respect to, (a) control urban sprawl by encouraging infill development where utilities were generally available; (b) reduce cost of provision of infrastructure through better coordination tied to commonly agreed phasing; (c) maintain natural environment around the cities.  相似文献

This study examined the perceptions and views of urban American Indian parents regarding foster care and American Indian family issues. Findings highlight four themes: (1) discouragement from working with the current foster care system, (2) the role of culture in caregiving, (3) differing definitions of family and relatedness, and (4) the effects of historical pain due to past family disruption. A case study of temporary and circular Melanesian population mobility and labor migration focuses on the island of Paama in the Republic of Vanuatu (an archipelago of 80 islands) in Melanesia and on urbanization, which is a relatively recent phenomena. A critical analysis is provided of temporary and permanent migration and methodological inadequacies in explanations of mobility. Mobility is neither a cause nor a result of economic, social, and political change; it is the interrelationship among the general structural setting, people's personal and social environment, and their perceptions and actions. In the case of Paamese mobility, changes appeared in the source of migration and destination areas. There was a period of original land acquisition, when migrants returning from Queensland with tools were the only ones who could actually acquire land. Inequalities of land access date from this period. The population is dependent on external income sources as well as the need for plantation migration and a huge increase in bridewealth. Concurrently, "kampani" or community work, which ensures the continuous authority of local chiefs and village elders, creates problems for those seeking work for their own families. These conditions encourage out-migration. Rapid urban growth began in the 1960s with a diversified economy. Employment opportunities were available for women; single employee residence spaces declined. This meant families could permanently settle in urban areas. Retirement benefits were also available and contributed to securing permanent migration. There were growing needs for a stable, skilled labor force. Another change was the abolishment of the tripartite colonial administration. Rural disasters and price declines also triggered urban migration. Migration to the town of Port Vila by Paamese men and women between 1953 and 1982 is analyzed, based on 258 employment related mobility histories collected in 1982-83. Two processes are evident: continued periodic, short-term, rural-based circulation and permanent urban migration among Paamese to Port Vila. A major reversal of mobility is unlikely in the future. In the post-war years in Britain pedestrianisation schemes have been widely introduced to provide traffic-free, safe, accessible and visitor-friendly shopping environments. The claims made for pedestrianisation as an 'enabling environment', however, need to be verified. This study addresses that issue. It draws on monitoring surveys of the phased pedestrianisation of the town centre in Kingston upon Thames to examine the mobility characteristics and movement patterns of disabled orange-badge holders, elderly disabled and elderly people, and evaluates group levels of satisfaction with changes in the urban environment and accessibility to premises. Important contrasts in mobility experience are identified. These relate, in measure, to health circumstances and degree of mobility impairment. Town centre redesign has clearly benefited the majority of users, although the needs of orange-badge holders for toilet facilities and seating were not fully met. Access to certain public and commercial buildings, however, still presents a problem for the mobility impaired. The study concludes that pedestrianisation represents a significant achievement in urban design: not just for those with special mobility needs, but also for society at large.  相似文献
