Children enter out-of-home care (OOHC) having experienced significant childhood adversities and trauma. Little is known about the short-term impacts of the COVID-19 pandemic on this vulnerable group. To gain some insights, we analysed the early impacts on the well-being and experiences of children in OOHC and their carers using the Pathways of Care Longitudinal Study data prior to and post the first lockdown restrictions. A total of 862 children, young people and their carers were interviewed either pre-COVID-19 restrictions (n = 567) (April 2019–March 2020) or post-COVID-19 restrictions (n = 295) (June–December 2020). While the two groups showed no significant differences in socio-emotional well-being, both the pre- and the post-COVID-19 restriction groups of children in OOHC had slight reductions in socio-emotional well-being. The interviews with the post-COVID-19 group showed that the pandemic restrictions affected children's well-being and behaviour, education, social and physical activities, as well as time spent with their birth family. Likewise, interviews with carers post-COVID-19 found a negative effect on carers' well-being, their ability to manage financially and their capacity to care and access services and support. The article contributes new evidence to inform OOHC policy and practice to support service systems facing unique challenges arising from a pandemic.  相似文献

Research indicates associations of mindfulness with better relationships and well-being because it promotes decentering and relationship-related capacities. This study examined the effects of mindfulness on mothers' relationships with their children and well-being in a challenging time – the first COVID-19 lockdown. We hypothesized that mothers' relationships and well-being would deteriorate during the lockdown, but a mindfulness-based intervention (MBI) would mitigate this process because of its effect on mothers' mindfulness and decentering. We surveyed 109 mothers caring for their children (mean age 8.61) during the first lockdown in Israel. First, they completed online questionnaires assessing their interpersonal mindfulness, decentering, relationships with their children and well-being (including positive and negative affect and life satisfaction). Then, they were randomly assigned to a group: MBI, relaxing music intervention or no intervention. Participants completed the questionnaires again after 2 weeks of daily interventions. Unexpectedly, mothers in all groups improved their relationships with their children and well-being (their satisfaction with life increased and negative affect decreased) with no significant group differences. Furthermore, the increase in relationship quality was associated with increases in mindfulness and decentering. The findings suggest that crises initially perceived as a threat to mother–child relationships may also present a beneficial opportunity in certain circumstances.  相似文献

Several scholars have focused on the COVID-19 case studies in Europe and USA, leaving the people in Southeast Asia with little information about the lesson learned from their own case studies. This study aims to analyses case studies through the SEIR model in three Southeast Asia countries including Singapore, Malaysia, and Indonesia. The SEIR model incorporates two types measures including social behavior and lockdowns as well as hospital preparedness. The SEIR model reveals that Malaysia, despite its relatively low testing capacity but with the application of the national lockdown, can slash the coronavirus transmission while Indonesia has still struggled to contain the COVID-19 flow owing to partial lockdowns. Singapore, at one hand, can successfully contain the coronavirus due to the national lockdowns, and the better healthcare system. With this point in mind, it is not surprising that Singapore has very low fatality rates and significantly low cases after lockdowns. Better preparedness lockdowns, and sufficient testing capacity are keys to controlling the COVID-19 flow, especially if the development of vaccines or distribution of respective vaccines is under progress.  相似文献

The public health measures implemented to limit the COVID-19 pandemic are likely to affect economic inequalities. In this paper we first provide a theoretical framework to analyse how income inequality contributes shaping the trade-off between economic lockdown and contagion. Our empirical analysis on EU countries shows that the lockdown is likely to significantly increase inequality and poverty and that the magnitude of the change is larger in more unequal countries. To avoid social collapse, countries must consider inequality as an additional source of fragility, while supranational, coordinated health and fiscal policies are needed in the interest of all European economies.  相似文献

This paper studies an age-based lockdown that keeps over-60 workers at home as policy response to COVID-19 pandemic in a sample of thirty countries of the European single market. Three main policy issues are addressed, and the results can be summarized as follows. First, age-based lockdown policies are associated with limited output losses and, therefore, are an efficient strategy to limit the spread of the virus in a pandemic, especially in presence of strong age-dependent fatality rates. Second, lockdown policies generate substantial spillover effects; hence, international policy coordination avoiding that too many countries are in lockdown contemporaneously or that such coordination takes place across the countries with the highest integration of over-60 workers along GVCs may be helpful in reducing disruptions. Third, non-targeted lockdowns are much more costly than age-based ones; therefore, other things equal, age-based policies should always be preferred to non-targeted ones. Our analysis also suggests that, in our sample, the over-60 workers are relatively more numerous in sectors where the value added and the integration in GVCs is lower; this feature should be kept in mind in the design of other policies as it might play an important role.  相似文献

This paper reports on in-depth qualitative interviews conducted with 69 disabled people in England and Scotland, and with 28 key informants from infrastructure organisations in the voluntary and statutory sectors, about the impact of COVID-19, and measures taken to control it. Participants were recruited through voluntary organisations. As with everyone, the Pandemic has had a huge impact: we discuss the dislocations it has caused in everyday life; the failures of social care; the use of new technologies; and participants' view on leadership and communication. We conclude with suggestions for urgent short term and medium term responses, so that the United Kingdom and other countries can respond better to this and other pandemics, and build a more inclusive world.  相似文献

ABSTRACT

This narrative tells the story of two groups: Aanganwadi Group and the Nigrani Group. The former consists of women working under the ICDS (Integrated Child Development Scheme), a flagship program of the Government of India. The latter consists of local youth. The groups’ efforts, during the COVID-19 pandemic, are to ensure food security to migrants and other marginalized people. Despite the high risk of them becoming infected with the coronavirus, the Aanganwadi Group and Nigrani Group are working against all the odds. They are risking their lives to save lives, during the total lockdown in India. My story highlights the value of coordinated efforts between groups to optimize relief efforts for migrant workers during this unprecedented time of forced, sudden lockdown.  相似文献

In 2020, Australia's successful COVID-19 public health restrictions comprised a national “initial lockdown” (March–May) and “ongoing lockdown” (July–November) for metropolitan Victorian residents only. We evaluated associations between ongoing lockdown and family finances and mental health. In the June and September 2020 Royal Children's Hospital National Child Health Polls, caregivers of children in Victoria and New South Wales (NSW) reported the following: job/income loss; material deprivation (inability to pay for essential items); income poverty; mental health (Kessler-6); perceived impact on caregiver/child mental health; and caregiver/child coping. Data from caregivers (N = 1207/902) in June/September were analysed using difference-in-difference modelling (NSW provided the comparator). During Victoria's ongoing lockdown, job/income loss increased by 11% (95%CI: 3%–18%); Kessler-6 poor mental health by 6% (95%CI: −0.3%–12%) and perceived negative mental health impacts by 14% for caregivers (95%CI: 6%–23%) and 12% for children (95%CI: 4%–20%). Female (vs. male) caregivers, metropolitan (vs. regional/rural) families, and families with elementary school-aged children (vs. pre-/high-school) were the most affected. The ongoing lockdown was associated with negative experiences of mental health, employment and income, but not deprivation or poverty, likely because of government income supplements introduced early in the pandemic. Future lockdowns require planned responses to outbreaks and evidence-informed financial and mental health supports.  相似文献

This paper contributes to the growing body of research that demonstrates uneven impacts of the COVID-19 pandemic on educational outcomes of students from different socioeconomic status (SES) backgrounds. We evaluate the early impacts of COVID-19 on student attendance in secondary school and show how these impacts depend on students' SES. We employ a quasi-experimental design, using difference-in-differences (DiD) estimation extended to incorporate third-order differences over time between low-SES and other students, and pre- versus during-COVID-19, leveraging robust administrative data extracted from the registers of the Tasmanian Department of Education. Using data from multiple cohorts of secondary school students in government schools in Tasmania (N = 14,135), we find that while the attendance rates were similar pre- and during-COVID-19 for high-SES students, there was a significant drop in attendance rates during COVID-19 among socioeconomically disadvantaged students, demonstrating the more pronounced impacts of COVID-19 for these students. The findings demonstrate that even “relatively short” lockdowns, as those in Tasmania in 2020 (30–40 days of home learning), can significantly affect the learning experiences of students from socioeconomically disadvantaged backgrounds. We discuss the implications of this for future pandemic planning in educational policy and practice and how this needs to be addressed in Australia's COVID-19 recovery.  相似文献

During the Coronavirus disease pandemic (COVID-19), working conditions became increasingly difficult for social workers, as they had to deal with new challenges and added workloads. This study describes the difficulties faced by social workers of the Self-Reliance Support System in Japan and clarifies the solution for each difficulty while conducting their duties to support vulnerable people during COVID-19. To this end, we conducted an open-ended questionnaire survey and an interview survey. The data were analyzed using qualitative coding. The results showed that the difficulties faced in consultation support work included supporting hitherto socially invisible groups such as sole traders and foreigners. Social workers also faced an ethical dilemma, as they could not provide support to clients who “did not try to solve their problems” or for whom “interventional attempts did not lead to counseling support” and who only sought benefits at the risk of becoming isolated and impoverished. Following this, consultants collaborated to resolve such difficulties while maximizing the use of various local resources. The study's findings clarify that it would be effective to understand the difficulties faced by social workers to obtain hints toward their resolution.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

Undoubtedly, the ongoing COVID-19 pandemic has brought both systemic, practice changes and limitations to social workers’ commitment to the welfare of vulnerable populations such as older people. A golden preventive rule of the COVID-19 pandemic; maintaining physical and social distancing, has limited social workers’ direct practice support for older people who are considered as an at-risk population. Within jurisdictions such as Ghana where kinship care practices are culturally engrained, social workers should promote kinship care support as substitute mechanisms and pathways to safeguard or meet the welfare needs of older people.  相似文献

The COVID-19 pandemic brought dramatic changes in schooling in the United States and across the world, including abrupt shifts to remote learning, immediate cessation of social contact, intensive family engagement in education and diminished school capacity for social–emotional supports. While the initial national lockdown was temporary, the long-lasting effects of the pandemic on society are still being revealed. This study contributes to a growing body of research exploring and documenting shifts in school social work practice in the United States during the COVID era. We used qualitative methods to explore how school social workers (SSWers) practised family engagement during the pandemic and their perceptions of the benefits and challenges of increased family engagement. Analysis of interviews with 20 SSWers from three US states (Colorado, Minnesota and Nevada) revealed five primary themes: reasons for family engagement, ways of engaging with families, frequency of family contact, challenges in engaging families and SSWers' attitudes and perceptions about family engagement. Results indicated a need for a comprehensive, organized and strategic family engagement plan in schools as we move into the post-acute phases of the pandemic. Future research should explore how SSWers may serve as leaders in the development of such plans and how interprofessional practice might advance this agenda further.  相似文献

This narrative is based on the solidarity of a recreational youth group during the COVID-19 pandemic. (Note: Youth refers to older adolescents and young adults, 17–28). The narrative describes the journey and transformation of the youth group from playing cricket to the engagement in community service during the lockdown period. This paper also presents how the presence of the group shifted from physical to a digital platform, and the focus turned from recreation to social support; with that change in the focus, how a small group of youths turned into a larger group to mobilize and utilize resources for community service during the crisis time.  相似文献

From March 2020, Australia introduced a range of policies to respond to COVID-19, most of which impacted significantly on the lives of children. This article applies a child-centred framework, developed from rights-based participatory research with children, to analyse how children have been represented in policy narratives around COVID-19 and the extent to which policy responses have been child-inclusive or child-centred. We argue that, overall, COVID-19 policy responses have failed to be child-inclusive or child-centred. This has important implications not only for understanding the impact of COVID-19 on children but also in understanding—and potentially rethinking—the place of children in policies as Australia emerges from COVID-19 restrictions.  相似文献

This paper proposes a modelling approach to assess the cross-region and cross-sector economic impacts of the restrictions imposed by governments to contain the COVID-19 pandemic. The nationwide lockdown imposed in Italy during the first wave of the pandemic is used as a benchmark. However, the adopted approach allows an ex-ante assessment of alternative policy responses, in the event of successive pandemic waves, in order to rationalise the policy intervention and reach the best possible compromise between containing the risk of contagion and reducing economic losses. The used approach consists of a non-linear programming model based on a multiregional Input-Output (I-O) table, which guarantees greater flexibility than traditional I-O analysis. It is applied to estimate both direct and indirect losses of GDP and employment produced by alternative policy responses represented by general and differentiated lockdowns. The evidence deriving from the Italian experience shows a sort of learning process through successive waves based on the introduction of increasingly flexible and tailored policy responses to the pandemic.  相似文献

In the context of very high mortality and infection rates, this article examines the policy response to COVID-19 in care homes for older people in the UK, with particular focus on England in the first 10 weeks of the pandemic. The timing and content of the policy response as well as different possible explanations for what happened are considered. Undertaking a forensic analysis of policy in regard to the overall plan, monitoring and protection as well as funding and resources, the first part lays bare the slow, late and inadequate response to the risk and reality of COVID-19 in care homes as against that in the National Health Service (NHS). A two-pronged, multidimensional explanation is offered: structural, sectoral specificities; political and socio-cultural factors. Amongst the relevant structural factors are the institutionalised separation from the health system, the complex system of provision and policy for adult social care, widespread market dependence. There is also the fact that logistical difficulties were exacerbated by years of austerity and resource cutting and a weak regulatory tradition of the care home sector. The effects of a series of political and cultural factors are also highlighted. As well as little mobilisation of the sector and low public commitment to and knowledge of social care, there is a pattern of Conservative government trying to divest the state of responsibilities in social care. This would support an interpretation in terms of policy avoidance as well as a possible political calculation by government that its policies towards the care sector and care homes would be less important and politically damaging than those for the NHS.  相似文献

Little is known about the experience of those in the baby boom cohort who are outside the labour market. Understanding their experience has the potential to inform policy strategies to support older people to remain longer in the workforce. Using in‐depth interview data from 26 participants, this paper examines the reasons people aged between 50 and 64 years give for being not‐employed, how they perceive it affects their health, how socioeconomic characteristics shape their experience and what would entice them back into paid work. Participants' main reasons for being not‐employed included: feeling financially able and ready to exit, feeling unhappy about workplace reorganisations, disability, or their partner's retirement or ill‐health. The reasons given and the degree to which they had planned to exit the workforce affected their willingness and capacity to consider returning. Key determinants of participants' health and wellbeing after stopping paid work were the extent to which they had planned their exit and the status of their health and wealth at the time of their exit. The paper concludes there is some scope for increasing the number of employed older people if policy makers attend to workforce health and wellbeing as crucial to workforce retention policy development.  相似文献

Initially introduced as part of Australia's Northern Territory Intervention in 2007, Income Management (IM) explicitly targeted inhabitants of remote NT Indigenous communities. IM is a form of welfare conditionality that involves compulsorily ‘quarantining’ at least half of individuals' social security income. It has been heavily criticised for being racist, discriminatory, and a violation of individual rights. The introduction of New Income Management (NIM) in 2010 extended IM beyond Indigenous communities and introduced a new set of eligibility criteria that shifted the focus of IM from Indigenous people to working age recipients of social security income. This in depth study of the early parliamentary debates on the compulsory IM programs traces the patterns of political discourse that led to IM coming to be seen by many policy makers as a normal and legitimate technique within Australian social policy. Situating the IM programs within neoliberal concerns about welfare dependency and active citizenship, this article argues that the introduction of NIM heralded a shift from a conception of IM as part of a focused social experiment targeted at remote Indigenous communities to a potentially mainstream social policy option.  相似文献

Academics, politicians, and citizens around the world are calling for multidimensional measures of national well‐being to be included in public policy‐making. Under the motto “The Future of Well‐Being,” the 6th OECD World Forum recently pushed forward this debate in Incheon, Korea. Comparing multidimensional well‐being measures across countries, Korea ranks well in income and health, but shows deficiencies in social support, perceived freedom over life choices, air quality, and work‐life balance. Multidimensional measures of well‐being are increasingly being adopted by policy‐makers around the world to improve people's lives.  相似文献
