Ng IYH, Koh G. Chinese Singaporean attitudes towards poverty and inequality: a comparative analysis Based on a survey of 191 Chinese respondents, this article discusses the attitudes of Singaporean Chinese towards poverty, inequality and government intervention. Using the Z‐test for two proportions and cluster analysis, findings were compared with similar studies in the USA and the UK. Chinese Singaporeans were found to be very aware of the growing inequality, but they adopted a narrower definition of poverty than British respondents. This might be the reason why they were more sympathetic towards the poor and supportive of more government anti‐poverty efforts than were American respondents. From the cluster analysis, the Singaporean sample produced a third group who were ‘satisfied but concerned’, on top of the two polar groups, ‘sceptics’ and ‘liberals’, present in the British study. A majority of respondents also supported the view that more should be done to help the poor and were willing to pay more taxes for that purpose.  相似文献

The primary purpose of this study is to examine the effects of neighbourhood poverty and income inequality on children's externalised problem behaviours in Korea. For the analysis, we used the National Survey of Children and Youth data and employed a multilevel analysis method. The results show that income inequality level of a community is a significant factor in increasing children's externalised problem behaviours. When controlled for income inequality, poverty itself was not significantly related to the level of children's externalised problem behaviours. We provide social welfare practice and policy implications of the findings in the paper.  相似文献

Using the Vietnamese Living Standards Surveys for 2002, 2004, 2006 and 2008, we explore how provinces with differential access to trade liberalisation reforms differ in their pro-poor growth performance in Vietnam. Using both non-parametric and parametric estimation, we find strong, robust evidence of pro-poor growth in provinces with greater exposure to trade liberalisation. Using censored and uncensored regressions, the study also shows that increased wages play a critical role in this outcome. Our analysis enables identification of the core mechanisms through which the poor materialise their gains from trade-driven growth in a transition economy.  相似文献

ABSTRACT

The present study computes multidimensional poverty and compares it with unidimensional estimates of poverty for the district of Mandi Bahuddin in the Punjab province of Pakistan for the years 2010 and 2014. By employing the Foster, Greer and Thorbecke (FGT) and Alkire-Foster Methods, the incidence, severity and depth of unidimensional and multidimensionality poverty was estimated. We found an increase in absolute and relative poverty levels in 2014 as compared to 2010. The multidimensional poverty in terms of household assets has also increased over time. However, the relative proportion of educational and health poverty towards MPI remains higher, thereby calling for a holistic approach to identify multidimensional poverty in the social sector. A comprehensive policy dossier needs to be framed for designing effective poverty alleviation and social welfare programmes in the Punjab, Pakistan.  相似文献

In this paper we carry out a systematic review of the evidence from CGE models regarding the effect of trade liberalisation on income inequality and poverty in developing countries. The evidence suggests quite strongly that trade liberalisation tends to reduce poverty, but is more likely to increase inequality than reduce it; however, the predicted effects are relatively small. Variation in the size and direction of effects can be explained by the choice of outcome measure, the fiscal response to liberalisation, the type of CGE model, and certain country characteristics – but not the method used to link the CGE model to the distribution of income.  相似文献

A growing body of research suggests a relationship between health and income inequality. This study specifically analyzes the correlation between income inequality, measured by state-level Gini coefficients from the American Community Survey (ACS), and individual behavioral, physical, and mental health outcomes from the Behavioral Risk Factor Surveillance System (BRFSS) for 2006 through 2014. After controlling for demographic and socioeconomic characteristics, health insurance status, year trends, and state fixed effects, income inequality was found to have significant relationships with behavioral, physical, and mental health outcomes, including heavy drinking, obesity, exercise, diabetes, heart attack, heart disease, physical and mental health problems, and depression, and often the impact on low-income individuals is slightly smaller than on the high-income group. The research suggests that economic policies to address the rising income inequality in the United States might serve to also address some of our nation’s most troubling health statistics.  相似文献

Ghana's Livelihood Empowerment Against Poverty (LEAP) programme provides conditional cash transfers to poor households in deprived communities. Beyond the potentiality of the LEAP programme to reduce poverty, its implications for shaping state–citizen relations and inclusive citizenship have been largely ignored. This study explored the implications of the programme on notions of citizenship among cash recipients. The findings indicate that the programme generates interfaces that strengthen state–citizen interaction and serves as a promising avenue for reintegration. However, it is also characterised by undue delay in cash payment and weak institutional capacity to mediate interactive processes and grievances, which suggests that the contractual relationship and the state's accountability are weak. Furthermore, the programme has negatively influenced community social relations, limiting the forms of agency beneficiaries exercised. The study concludes that although LEAP represents a landmark in Ghana's quest for inclusive citizenship, it undermines social relations and citizens’ rights to hold the state accountable, which unavoidably limits effective state building.  相似文献

Using data from the Family and Children Survey of Beijing 2011, the authors constructed a child poverty measure – Child Deprivation Indicators (CDIs) – and explored the relationship between poverty and children's quality of life. The CDIs were found to be a more valid child poverty measure than the conventional measure which is based mainly on individuals' social assistance status. The findings show that deprived children are worse off in terms of living conditions. Furthermore, deprived boys and girls are disadvantaged differently; boys in self‐efficacy and girls in physical development. The findings have four important implications: (i) policy makers should look beyond those on social assistance; (ii) more public funding should be invested in deprived children's informal education and social interaction; (iii) dealing with structural problems relating to parents' socioeconomic status (SES) would be helpful to alleviate child deprivation; (iv) different types of support should be provided to deprived boys and girls for their disadvantages are not identical.  相似文献

The aim of this study is to analyze whether and to what extent welfare generosity moderates the risk of income poverty and material deprivation among disadvantaged groups, that is, people with ill health, low education and lack of employment. The data are based on the 2009 European Union Statistics on Income and Living Conditions (cross‐sectional) surveys. The analyses comprise 27 and 28 European countries, including 292,874 and 302,343 individuals between 18 and 64 years of age. Multi‐level analyses demonstrated that welfare generosity moderated the risk of both material deprivation and income poverty. With few exceptions, the risk decreased among disadvantaged groups in absolute terms. Among individuals who experienced the combinations of limiting long‐standing illness and either low education or non‐employment, the absolute inequalities in material deprivation decreased with increasing welfare generosity. Also, the absolute inequalities in income poverty among individuals who experienced the combination of limiting long‐standing illness and low education were lower in more generous welfare contexts. Results indicated lower absolute levels of both material deprivation and income poverty among disadvantaged individuals in generous welfare states. However, for material deprivation the results were more substantial and consistent than for income poverty. Taken together, these findings support the view that generous welfare states reach the worst‐off and are successful in buffering material deprivation and income poverty and, hence, in reducing social inequalities.  相似文献

The economic conditions of families with children during the 2008 financial crisis became worse. The factors affecting child poverty in Taiwan can be explained from the perspective of new social risks. This study analyzed the poverty reduction effects of public transfers and taxes in order to evaluate the government role in the economic downturn. This study examines the causes and effects of childhood poverty in Korea using longitudinal data from the Seoul Child Panel Study. In the study, we find that not living with two parents or full-time employed parents are significant risk factors for child poverty in Korea. We also find that poverty is a risk factor lowering children's school achievement, and that family process factors such as family relation and parental monitoring are strongly related to children's internalizing and externalizing problem behaviors. The article concludes by suggesting policy approaches to reduce child poverty and the negative impact of poverty on children's development.  相似文献

Abstract

Although global poverty is one of the world's most pressing contemporary problems, there is a lack of political will to address it, and much of the work is left to non-governmental organizations (NGOs)-many of which have religious connections. However, religion's role in this area is surprisingly understudied. In attempting to fill the gap, this study explores what makes religion effective in mobilizing civil society actors to engage in transnational poverty relief and development. The paper examines the salience of religious actors in the field, before developing a theoretical framework to explain this prevalence, employing sociologically based theories of religious social capital, content, and cultural power. Finally, these issues are investigated practically through case studies of two religious NGOs, World Vision New Zealand (WVNZ) and TEAR Fund New Zealand. The findings corroborate the theoretical framework, demonstrating the considerable potential of religion to mobilize civil society in the fight against global poverty.  相似文献

This paper explores the degree of educational poverty in European countries using data from OECD Programme for International Student Assessment (PISA). This research adopts the class of additive multidimensional poverty measures proposed by Alkire & Foster (2011) and investigates the degree of educational poverty in terms of incidence, breadth, depth and severity. Also, we analyse the impact of students’ characteristics and school-level factors on the probability of being educational poor in various learning dimensions. The findings reveal that between 2006 and 2015 the incidence of educational poverty became more relevant in many European countries, while most of them experienced a reduction of poverty depth and severity. Therefore, several policy scenarios are simulated in order to highlight the school factors that can be activate to alleviate the risk of educational poverty in the European countries that experienced the highest incidence of educational poor student.  相似文献

This paper draws on a Computable General Equilibrium (CGE) model to evaluate the extent and causes of income inequality in South Africa after 1994. In doing so the paper extends the CGE-modelling approach in South Africa by incorporating dynamics into the comparative static CGE model used by the Industrial Development Corporation of South Africa. The 1995 Social Accounting Matrix for South Africa prepared by DRI-WEFA SA (Pty) Ltd. (now Global Insight Southern Africa) is used as database. The results from the paper is consistent with evidence from recent household and firm-level surveys in South Africa and supports labour market reform coupled with social security as instruments to achieve more equitable outcomes from globalisation.  相似文献

A household is considered asset poor if its assets (financial assets or net worth, taken separately) are insufficient to maintain well‐being at a low‐income threshold for 3 months. We provide the first national‐level estimates of asset poverty for Canada, using the 1999, 2005, and 2012 cycles of the Survey of Financial Security, and juxtapose these estimates with income poverty. The analysis provides new insight into economic insecurity by showing that asset poverty rates are consistently two to three times higher than income poverty rates. In addition to the prevalence of asset poverty across socio‐demographic groups, we analyzed how the composition of the poor change over time. Age and geography shape the risk for asset poverty in distinct ways. We found that while education appears to play a comparable role in shaping both income poverty and asset poverty, immigration places Canadians at a relatively higher risk of income poverty but not asset poverty. Key Practitioner Message: ? Practitioners ought to consider assets as well as income in assessing economic vulnerability; ? Asset poverty levels are 2–3 times higher than income poverty levels; ? This article aims to fill a gap in the social security literature on India by examining the role of micro‐pensions. The analysis suggests that because of the heterogeneity of the target population, micro‐pension products — with microfinance institutions (MFIs) as the main, but not only sponsors — should be voluntary and portable and permit experimentation in their design and in the delivery of services. Accordingly, decentralized micro‐pension schemes that operate within an appropriate regulatory framework and according to sound governance practices are deemed more fitting for the Indian context than centralized schemes with limited flexibility. The article discusses two case studies of recently‐initiated micro‐pension schemes in India, which reveal the need for rigorous analytical research on the micro‐pension sector, particularly concerning the structuring of pay‐out options and innovative delivery mechanisms. The article concludes that micro‐pensions have the potential to be one of the most useful components in India's multi‐tiered social security system, and should be encouraged.  相似文献

While a growing body of literature has investigated the health impact of intimate partner violence (IPV), less has been written on the social determinants of IPV. The authors use multilevel modeling methods to analyze data from a sample of 83,627 women in India to examine the socioeconomic and demographic patterning of the state‐ and neighborhood‐level variation in, and the state‐ and/or neighborhood‐level characteristics related to, IPV. This study finds social gradients in IPV in which women who are uneducated, from marginalized castes, and living in poor households have higher likelihood of reporting IPV than those living in advantaged circumstances. The results also show differences in IPV between neighborhoods and between states that are partially explained by state levels of gender inequality. The results suggest that changing cultural norms to promote the status of women and increasing the educational and economic opportunities for all people could decrease the prevalence of IPV.  相似文献

This article seeks to contribute to a better understanding of the factors that are associated with social work students' willingness to engage in policy practice. It examines a model according to which the willingness to engage in policy practice is linked to the importance that students attribute to the goals of social work and to their views on poverty. The sample consisted of 138 social work students in one of Israel's leading universities. The measures consisted of four questionnaires developed specifically for this study. The findings revealed strong relationships between students' views regarding the causes of poverty and their attitudes towards the preferred ways to deal with poverty. In addition, strong relationships were found between the importance that students attributed to the goals of social work and their willingness to engage in policy practice. However, no significant relationships were found between students' views on poverty and their willingness to engage in policy practice. Different explanations for these findings are advanced in the article.  相似文献

In many developed countries or regions, wide income disparities increase the difficulty in reducing poverty. In their day‐to‐day lives, poor people often feel less accepted by the society. The failures in communicating with social groups and receiving social support lead to negative consequences on individual well‐being and higher level of social exclusion. Based on the debate upon alternative approaches to conceptualizing and operationalizing poverty, this study attempts to verify a mediation model with data from a household survey (N = 1,202) in Hong Kong. The results of structural equation modelling reveal that deprivation is a more powerful indicator than income poverty for specifying the negative relations of poverty with interpersonal communication, social support, and social acceptance; the negative impact of deprivation on social acceptance can be reduced by two significant mediators of interpersonal communication and social support. The results are discussed in terms of directions for future research and policy and welfare intervention.  相似文献

In current European Welfare states, Child and Family Social Work has been assigned a pivotal role in constructing a route out of (child) poverty. The direction, processes and outcomes of these interventions are, however, rarely negotiated with the families involved. Based on a retrospective biographical research with parents of young children who experienced financial difficulties over time, this paper therefore seeks to uncover and understand how parents give meaning to welfare which strategies they accordingly develop and how these perspectives and welfare strategies interact with Child and Family Social Work interventions. We aim to acquire knowledge about how interventions are constructed, interpreted and being used as potentially supportive levers in realizing the well‐being of parents and children in poverty situations and explore how they may influence families' routes out of poverty. Drawing on Lister's analytical framework of agency within the bounds of structural constraints, our research provides insights in the essentially complex, multi‐layered and paradoxical nature of support and suggests that support cannot simply be perceived as synonymous to mobility out of poverty.  相似文献
