Although the Decent Work agenda has received significant attention in the context of sustainable development, the formulation and implementation of appropriate social policies in developing countries remain an underexplored subject. This article responds to this gap and traces country‐specific Decent Work related policies and programs in Nepal—which is recovering from two major crises: a decade‐long armed conflict that ended in 2006 as well as the 2015 earthquake. Drawing on Critical Policy Analysis framework, this article examines how key tenets of the International Labour Organisation's Decent Work platform, namely creation and provision of employment, social protection, social dialogue and rights at work have manifested in Nepal. The findings indicate that while attempts have been made to embrace the Decent Work agenda into social policies and programs, structural instability of political processes means that there is a lack of strategic directions to address a capacity deficit specific to the informal sector and outbound labour migrants. The article makes broader analytical contributions towards evaluating the implementation of social policies driven by the global priority in the context of developing nations with weak governance settings. In countries like Nepal, where the majority of workers are located within the informal sector and as such the administrative reach and effectiveness of Decent Work related social policies designed for the formal sector are limited.  相似文献

Abstract   While the Asia and Pacific region is characterised by vast diversity, the region as a whole warrants attention. There have been great achievements in recent years in promoting economic growth, building social security and reducing poverty, but giant challenges remain, nine of which are identified. Five resemble problems prevalent in Europe 60 years ago: want; squalor; underemployment; poor education; and bad health. The four others, inequitable growth, discrimination, corruption, and ageing populations lessen the effectiveness of policies targeted on the other five. A fourfold responsive strategy is sketched that includes mechanisms to extend formal sector employment, expand coverage of social security within the formal sector and to the informal sector, and to establish and sustain social safety nets for those otherwise excluded from social protection.  相似文献

While livestock constitute a strategic sector to reduce poverty and enhance growth in developing countries, decision makers often lack data reflecting the diversity of livestock functions and systems. We therefore mobilised the Livestock Sector Investment Policy Toolkit to assess the economic contributions of livestock in Zambia. Valuing their plural contributions by system, we found that mixed rainfed systems were the main contributors to added value, even if specialised intensive systems provided around 45% of meat and milk production. Demand-oriented policies promoting intensive systems would not have the same effects on economic growth as growth-oriented policies focusing on smallholder mixed farming.  相似文献

70-90% of Africans still live in rural areas, and 25-30% of rural households are headed by women. Standards of living in rural areas are lower than in urban areas. Rural African women's involvement in development is in its initial stages, and social development for women is likely to be slow. Increasing women's opportunities for education is a means of promoting social justice and fairness. Schools should offer courses of practical value for those not planning on higher education and special programs and career counseling for gifted girls. Women's organizations, African leaders, and other influential parties should aggressively create awareness about the oppressive aspects of traditional attitudes, beliefs, and views about women. Laws on ownership of property, inheritance, access to credit, and employment must be equitable and enforced. Consciousness-raising among rural women is an effective means of encouraging rural women to seek and assume new roles and for questioning unreasonable expectations and norms. Women's professional associations serve important functions and fulfill the need for role models. The quality of rural women's life is effectively improved through formulation of policies relevant to women's needs and problems and improve rural conditions. Women should have fair representation at local and national levels of government. Women's role in agriculture is likely to be enhanced through improved transportation systems, electricity supply, and introduction of intermediate technology. This assessment of rural African women's contributions to economic growth emphasizes women's involvement in farming and the informal sector and their lack of equal remuneration or low wages. Illiteracy places women in a disadvantaged position when competing for employment in the formal sector. Lack of access to credit and limits on credit are other obstacles in the informal sector. The reduced participation of rural women in the formal and informal sector is due to lack of economic power, limited educational opportunities, and policies that place industry in urban areas. Social development that reduces illiteracy and poverty should be encouraged.  相似文献

Informal sector workers constitute a large and increasing part of the labour force in most developing countries. Many of them are not able or willing to contribute a significant percentage of their incomes to finance formal sector social insurance benefits that do not meet their priority needs. Therefore, informal sector workers themselves need to (and have) set up health and other social insurance schemes that better meet their needs and contributory capacity. In addition, special social assistance schemes are necessary to protect the most vulnerable groups outside the labour force. This article also assesses some key implications of these developments for formal social insurance schemes.  相似文献

India's services sector has been growing rapidly and so also the trade in services. This paper attempts to assess if trade is able to generate employment in the services sector. Based on the time series macro data the direct and indirect effects of exports and imports on employment after deciphering their effects included in the overall growth, are seen to be mostly negligible. This holds both in the case of formal and informal services. Also, as per the company-level data international trade is not found to be an important determinant of employment in the services sector. On the whole, trade in services sector may enhance growth but this pattern of growth is less likely to be inclusive. Finally, the paper brings out the policy implications.  相似文献

In this paper we present a model of multiple economic spheres in order to understand and explain the income-generating activities of young people. These spheres include the formal sector, the informal waged sector, the informal non-waged sector, the welfare sector and the criminal sector. We conclude that, due to changes in the labour market that affect them in particular ways, young people are engaged in a diverse range of activities within and across each economic sphere.  相似文献

Financial systems are complex and may support economic growth differently at various stages of economic development. This study of 90 countries extends the financial development-economic growth literature by using four proxies of financial development (banking, stock market, bond market and insurance), and considering a country’s level of economic development, on both a full and pre-global crisis sample. As expected financial markets have different effects on growth where the level of economic development vary. Policy makers should find that the insurance sector offers the most benefit for economic growth at all levels of development. Stock markets promote growth for middle income countries. Similarly bond markets promote growth with middle and high income countries. Some bond market and stock market results differed in the pre-crisis sample. Policies which promote trade but limit other areas such as inflation, government consumption and crises, should also support growth.  相似文献

This paper analyzes access to finance based on the usage of financial services by Indian households. Based on two rounds of nationally representative All India Debt and Investment Survey (AIDIS) for 2002 and 2012, we examine how access to credit is associated with a household's socioeconomic and demographic characteristics using Heckman’s two-step approach procedure. Our results show that belonging to higher asset quintile groups has a statistically significant positive effect on the household's decision to take loans only from the formal sector in both rounds and significant negative effects on taking a loan only from the informal sector. Similarly, social and religious groups play a significant role in the decision of the household to take a loan. Households with more educated adults are more likely to take a loan. Households involved in regular wage-earning occupations in urban areas are more likely to take a loan from formal sources. Thus, the importance of policy placing greater emphasis on demand-side barriers rather than on improving the physical availability of formal financial services to promote financial inclusion in India.  相似文献

Political ideology is related to public policy formulation in a scholarly and systematic manner with surprising rarity. This article describes the use of newspaper and journal of opinion editorials as barometers of ideological content and signed digraphs as devices for hypothesis formulation regarding ideological change. Policy formulation for incomes policies in the Kennedy, Johnson and Nixon administrations and abortion from the 1930s to the present are used to illustrate the utility of these approaches.  相似文献

Reaching universal health‐care coverage requires an appropriate mix of compulsory contributory social insurance schemes, with mechanisms to include the informal‐economy population, and tax‐based social assistance for those whose incomes preclude their own contributions. This article urges a reversal of the trend that favours the separate development of social health insurance by separate health authorities and makes the case for the extension of health‐care coverage using existing formal‐sector social security schemes, not least because they have the necessary political backing and institutional structures. The article reviews reasons for the slow pace of coverage extension to date, and stresses the added value of incorporating health care as a social security benefit while also acknowledging the importance of retaining linkages between statutory and well‐regulated community‐based or micro health‐insurance schemes.  相似文献

Australia's ‘old‐old’ population is growing even faster than the total aged population and despite improved incomes, living conditions, health risk behaviours and health care this will result in a concomitant increase in the numbers of older people with disabilities. This paper examines ABS 2003 survey data on the incidence of disability among older Australians and their need for, and utilisation of, formal and informal care. It uses this as a basis for projecting the incidence of disability among older Australians and the need for informal and formal care up to 2031. These indicate there is a major challenge since the aged care workforce has grown only slowly in Australia and is concentrated in the older working ages presaging a loss of workers through retirement. There needs to be a significant effort put into attracting workers to both the skilled and unskilled parts of the aged care industry.  相似文献

Abstract

This study utilized the spillover conceptual framework to examine the effects of structural (formal policies) and dynamic (informal supervisory support) aspects of the workplace on the financial stress, time-based problems, and role-strain of employed parents. Data was obtained by telephone interview from an availability sample of 374 employed parents in several different workplaces. Logistic regression analyses provided partial support for the hypotheses that each of four groups of different family-friendly policies would effect specific work-family outcomes. One structural component, leave time allowance policy, helped ease the time-based problems of employed parents. The other structural components such as child care assistance, alternative work arrangements or stress management programs did not effect the work-family stress variables. Several dynamic components of the work environment, particularly informal supervisory support, were associated with all three measures of work-family stress. This comprehensive model suggests that workplace support for working parents must extend beyond formal policies and practices to move workers and their families forward as the primary beneficiaries of family-friendly workplaces.  相似文献

Most people think that there is no social security in sub-Saharan Africa, whereas a theoretical statutory social security is foreseen in quite a few African States. Since the 1960s, the first formal social security provision in French-speaking sub-Saharan Africa was established mainly in the field of health services. Nevertheless, the situation is different in reality. The coverage rate is less than 10 per cent of the workforce. The majority of the population are excluded because they work in the informal sector. Formal social security systems are usually based on a labour-centred view, which is founded on formal employment and thus employment contracts. Legal restrictions, such as the exclusion of several categories of employees, and administrative and financial problems are primarily responsible for the low coverage rate. This situation has induced informal sector workers to create their own "safety nets". The integration of these existing informal social security schemes in a broader, pluralist approach to sub-Saharan social security seems necessary.  相似文献

Rapid economic growth, declining fertility and changes in family structures have encouraged the Kingdom of Cambodia to reform its old-age pension system. The Government of Cambodia reached an important milestone in 2019, when the Law on Social Security was promulgated. The Law includes provisions for a compulsory defined benefit pension scheme, establishing a sound framework for extending compulsory pension coverage beyond the public sector to formal private-sector workers. As a future step, the compulsory pension scheme should be extended to informal workers. To accompany the reform, the investment policy for the pension scheme’s reserve funds, including the supervisory regime and investment strategy, will be essential for the modernization of the Cambodian social security system. In this regard, Cambodia has successfully sought policy advice. However, the country should continue to seek further advice, and to act on this. Otherwise, the necessary and increasingly pressing policy ambitions of Cambodia to develop an adequate and sustainable social protection system may not be fully realized.  相似文献

As the Chinese government has purposefully built economic, social and political links with several African states in recent decades, new patterns of international migration have emerged. Notably, mixed‐race families are increasingly visible in southern China, particularly Guangzhou, where there is a concentration of African traders. The few existing studies on this population have failed to pay attention to how, in the absence of state provision of or support for key public resources including health care and education, African‐Chinese families are raising their children. We examined factors contributing to NGO successes and failures in facilitating these families’ wellbeing and integration into mainstream society, drawing on the theory of voluntary sector failure. Mixed‐raced families are relatively isolated from mainstream society as well as formal/informal civil society organisations. We found select features of philanthropic paternalism, philanthropic amateurism, and what we term philanthropic mistrust, with implications for understanding voluntary sector growth in the Chinese context.  相似文献

The Royal Government of Cambodia recently launched its National Social Protection Policy framework to strengthen and expand social security and assistance. To inform social health protection policy, we examine socio-economic survey data and administrative coverage data to assess the coverage potential of existing coverage mechanisms and current gaps; and compare equitable contribution rates. Over 53 per cent of the population currently has no social health protection coverage mechanism, and about 16 per cent of the population who do have access to a mechanism are not yet enrolled. Current expansion efforts focus on the formal employee scheme, primarily benefiting individuals from higher income households. In addition, recent coverage expansion to some informal workers leaves significant gaps, particularly among the informal sector. We find out-of-pocket health care expenditure to be an excessive share of income among lower wealth quintile individuals and conclude they are financially vulnerable. Finally, we illustrate that an equitable approach to individual, monthly health care contributions among the lower three quintiles has a severely limited potential for revenue generation, and collection costs could exceed the amount collected. Therefore, we recommend that vulnerable groups should be exempted from contribution payments as social health protection is expanded.  相似文献

This article assesses the likelihood and costs of halving the poverty headcount ratio by 2015 from its 1990 levels in sixteen post-HIPC-MDRI countries. An optimistic pro-poor growth scenario indicates that, on average, they will attain this goal 2 years before the end date. An estimated annual cost of 16 percent of the recipients’ GDPs suggests that currently available funds will be sufficient to finance the MDG poverty target, provided that they achieve a 6 percent annual economic growth, improve their equality of incomes and implement policies to raise absorptive capacity to levels obtained by East Asian countries in the mid-1990s.  相似文献

The study examines the effects of globalization, financial development, economic growth, and energy consumption on environmental sustainability in India over the period 1980–2015. The novelty of the study is the assessment of environmental sustainability in a single framework encompassing globalization, financial development, and growth effects. Findings reveal that an increased level of globalization and financial development while improving economic performance are inimical to the sustainability of the environment. In the short-run, globalization, economic growth, and increased energy consumption are contributing directly to environmental degradation, while banking sector development is impacting environmental sustainability adversely through the economic growth channel. Given the severity of the findings amidst India’s tryst with economic growth, proactive policies are warranted to encourage adaptation of greener and cleaner technologies in environmentally sustainable areas. This necessitates improved institutional quality encompassing stringent environmental standards, legal systems, property rights, corruption, financial information quality, etc., alongside the provision of incentives and subsidies to manufacturing firms undertaking technological innovations and complying with the environmental standards.  相似文献
