This paper explores dilemmas facing social work in England in providing anti‐oppressive services for Travellers, particularly those who lack secure sites. A context is provided by outlining the conflict between Travellers and the majority society, and its expression in oppressive legislation, policy and practice. The implications of the corporate local authority role for relationships between Travellers and social services, and the specific history of Travellers and welfare, are also explored. The remainder of the paper draws on findings from a Nuffield‐funded study of policy and provision by English social services departments for Traveller children and families. Provision is undermined by mutually difficult relationships between Traveller communities and social services, and competing demands on social services in relation to professional values and support of Travellers’ rights, and their simultaneous contribution to local authority control of unauthorized camping. However, newer developments in some social services departments may be able to generate more positive relationships with Travellers, to promote their individual and cultural rights, and build partnerships with voluntary agencies which have a significant role in work with Travellers. The implications for social services departments wishing to develop their policies and practice with Traveller families are outlined.  相似文献

Summary The 1998 Human Rights Act makes the European Convention on HumanRights directly enforceable by the United Kingdom's courts andtribunals. This represents a major constitutional change andwill allow statute law and common law to be assessed, or reassessed,according to the rights laid down in the Convention. This hasmany implications for social work policy makers, managers andpractitioners. It will require the Convention rights to be atthe heart of social work practice. The ability of service usersto challenge decisions by social services departments will nolonger be dependent upon the traditional approach to judicialreview. Compliance with the Convention will now feature in legalchallenges. It is essential that the practice of social workembraces the principles outlined in the Convention. In manyrespects, they are rights that practitioners and others recognizeas being basic expectations of service users, and making themdirectly enforceable can only be for the good. However, we shouldnot underestimate the effect that the legislation will have.This article outlines the legal effects of the 1998 Human RightsAct and illustrates them by reference to examples from socialwork practice.  相似文献

It is noted that educational researchers are dominating thefield of educational evaluation, yet it is crucial for the survivalof social work that social work education be evaluated by socialwork researchers. Both the tools and the outcome of such evaluationwill shape the future of social work education and social workitself. Recognizing that cross fertilization of ideas between disciplinesis essential, a model for social work evaluation is proposedwhich is derived from models developed by other disciplinesand integrated with social work practice theory. The resultingresearch model draws a number of parallels between researchand practice, bringing together two groups which are often distantand distinct. The model also brings researcher and user closertogether. The model is analysed in light of its applicationto the evaluation of Enquiry and Action Learning, an innovativeapproach to social work education implemented by the Departmentof Social Work, University of Bristol. Central government funding must be available to ensure systematicand rigorous evaluation of social work education rather thanthe piecemeal research possible so far.  相似文献

This paper explores whether the Human Rights Act 1998 has influenced the approach a range of professionals, including social workers, managers and children's guardians adopt when they examine and seek to balance the potentially competing rights of parents and children involved in care proceedings. Drawing on findings from an empirical study of the decision‐making process that influences the life pathways of very young children in care, it also explores some of the dilemmas professionals face in their day‐to‐day practice and examines whether parental rights are prioritized over children's rights in certain instances.  相似文献

Summary The following is a discussion paper prepared for a researchteam engaged in a project funded by the Joseph Rowntree MemorialTrust. The problems it sought to address concerned how the teamcould derive a clear statement of clients rights from broadformulations of professional values, and the extent to whichresearch can measure the realization of these rights in socialwork practice. It was found in the research that the practical wisdom (commonsense) of social workers is frequently assumed to be based onprofessionally agreed values, and that—in the pressuresof daily work —values are seldom articulated in ways whichchallenge the procedures and solutions dictated by common sense.Thus, an initial purpose in preparing the paper was to commenton ways in which matters concerned with values become obscuredin practice, and to find ways of linking together values. rightsand practice more strongly. Judaism, Christianity, and Islam, and the human rights movement lay claim to much of the same moral territory, notably concepts of human dignity, equality, and social justice. In practice there are many tensions. This article argues that common standards are necessary to govern relationships among religions and that international human rights standards best play that role. To achieve greater consensus and mutual understanding, the religious and human rights communities must examine how their meaning systems can and have changed over time, and differ across regions. Recognition of these variations and empirical evidence that religiosity is not necessarily inherently linked to prejudice can enable both the religious and human rights meaning systems to evolve toward greater consensus on common social norms.  相似文献

Language is infused in multiple dimensions of human behaviour,and social work is essentially a language-centred activity.Yet, despite the pivotal position of language to many socialwork activities, its significance has rarely been explored interms of difference. Moreover, the linguistic diversity thatcharacterizes the local and global contexts in which many practitionersoperate has been given minimal attention in the social workliterature. In this paper, I contend that how language is conceptualizedin social work both shapes and constrains the way that practitionersperceive issues relating to linguistic diversity. The papermaps out the limitations of some of the existing conceptuallens used for viewing language in relation to the multilingualmilieu in which social work takes place. It also draws attentionto the global pre-eminence of English, the significance of bilingualismand the limitations of a monolingual frame of reference forsocial work. A case is made for augmenting the existing knowledgebase on language with a multidisciplinary approach to languagethat incorporates bilingual perspectives. Rather than providinga definitive model for understanding language, I suggest thatsuch an approach expands the conceptual landscape for exploringlanguage and difference in social work.  相似文献

Summary The relationship between professional education and beginningpractice is examined by considering whether the personal modelsof social work developed and reviewed by the individual duringsocial work education survived the transition from student toautonomous practitioner. Fifteen University of Queensland socialwork graduates were engaged in a task of making explicit theirpersonal models of social work, by way of repertory grid technique,in their first eight months of employment. The repertory gridwas used as a conversational tool to monitor the developmentof and changes in their personal models of social work. Thesocial workers were thus engaged in a process consciously reflectingon the meaning of, and the reasons for, these developments andchanges. Whilst the study found that personal models do survivethe transition to social work practice, it also highlightedareas of concern. On the whole graduates did not feel preparedfor work, and the initial period of practice was one of considerabledifficulty. Many experienced considerable difficulty in subsumingthe organizational context within their personal model of socialwork.  相似文献

Correspondence to Prof. Jan Fook, School of Social Inquiry, Deakin University, Geelong, Victoria 3217, Australia Summary This paper begins by summarizing the results of a qualitativeexploratory study of thirty experienced social workers whichwas undertaken in order to identify some characteristics ofsocial work expertise. Some of the features identified includea confidence with professional identity and an ability to dealwith complexities. Participants were also able quickly to prioritizerelevant factors and were aware of constraints and resources,but made conscious use of formal theory only minimally. Thefull results of this study are reported elsewhere (Fook et al.,in press). The main purpose of this paper is to explore theimplications of these results in developing a theory of socialwork expertise. The issues examined include the debates aroundthe relationship between theory and practice in social work,the generic versus the specialist nature of social work, therelevance of existing theories of expertise to social work,and the affirmation of artistic elements of social work practice.  相似文献

E-mail: mekadag{at}yahoo.com Summary This article raises concerns about the ethnocentric nature ofexisting paradigms within the social sciences that form thebasis for social work theory and practice with black familiesand children. In addition, it highlights the theoretical deficitswithin existing social work models that do not reflect the worldviewsof diverse communities in British society. Can existing socialwork models continue to express ethnocentric value systems asthe universal way to explain human behaviour in the light ofgrowing demands for pluralism not only between groups but alsobetween epistemologies and worldviews? The author argues foran alternative paradigm that is grounded in the cultural andhistorical reality of the black experience. A broad base of information and discussion of the African-centredworldview and the development of African-centred perspectivesin social work is explored. African-centred perspectives insocial work challenge the profession to express its core principlesof equality, social justice and self-determination in embracingalternative worldviews and paradigms as legitimate and validbases for social work theory and practice.  相似文献

Whilst the importance of gender for social work practice, riskand mental health has been recognized theoretically for sometime, few attempts have been made to explore this area empirically.This paper presents findings from a mixed-methods study of socialwork practice in relation to mental health service users perceivedto be ‘high-risk’. Findings suggest, first, thatthe concept ‘high-risk’ was gendered because theprimary focus in social work practice was on the risks posedby male service users to others. Second, female social workersin the present study were found to have more female serviceusers from their caseloads who had been defined as ‘high-risk’compared with their male counterparts. The paper goes on toexplore this apparent congruence between female social workersand female service users and highlights how the management ofrisk could be considered gendered because it reflects a worker’s(perceived) capacity in cultural terms to ‘decode’the nature of the risks that their clients face as genderedsubjects. The paper demonstrates how the intersections betweenrisk, mental disorder and social work practice can thereforebe understood as a gendered landscape. It concludes by highlightingthe implications of these findings for social work practiceand research.  相似文献

This paper explores the complex interrelationship between serviceuser and professional social work discourses and provides acritical commentary on their respective contributions to therecent review of mental health policy and legislation in NorthernIreland. The analysis indicates that dominant trends in mentalhealth care, as mediated through service structures and institutionalidentities, have tended to prioritize the more coercive aspectsof the social work role and reinforce existing power inequalitieswith service users. It is argued that such developments underlinethe need for a ‘re-focusing’ debate in mental healthsocial work to consider how a more appropriate balance can beachieved between its participatory/empowering and regulatory/coercivefunctions. Whilst highlighting both congruence and dissonancebetween respective discourses, the paper concludes that opportunitiesexist within the current change process for service users andsocial workers to build closer alliances in working togetherto reconstruct practice, safeguard human rights and developinnovative alternatives to a traditional bio-medical model oftreatment.  相似文献

Summary Postmodern ideas and the ferment of debate generated by themcontinue to influence and challenge social work policy and practice.Recent discourses within the social science literature haverarely acknowledged earlier contributions concerning the developmentof social work in the context of the debate between modernistand postmodernist epistemology. This paper examines some ofthe links between earlier and more contemporary ideas, and inso doing highlights their complementary nature and the potentialcontributions they offer to the shape and texture of socialwork in the future as it seeks to define itself in a postmodernworld. Examining these debates in this way enables them to beperceived as helpful resources for social workers to draw upon,rather than choices from which to exclude. It is therefore possibleto begin to map the contours of changing practice as it evolveswhilst understanding something of its origins, traditions andconnections. This paper concludes by recommending a broaderintellectual panorama and less allegiance to opposing theoreticalpositions by social work policy makers and practitioners whofeel constrained to choose between either postmodernist or modernistepistemology.  相似文献

Summary This paper (re)conceptualizes the fundamental concerns of socialwork in late-modernity as 'life politics'. Drawing on theoriesof reflexive modernity and risk society, the emergence of lifepolitics is placed in the context of processes of 'individualization',a transformation of intimacy, and a new kind of reflexivityand concern with risk which have moved to the centre of howboth institutions and selfhood are constituted today. The paperaims to move understandings of the radical potential of socialwork beyond a one-dimensional view of power and risk which arisesfrom an over-structural focus on 'emancipatory politics'. Atthe heart of late-modern life politics, expertise and lay people,in which social work increasingly takes the form of being amethodology of 'life planning' for late-modern citizens. Thepaper aims to advance forms of practice which take the lifepolitical domain, emotionality and the depth of social relationsas their primary focus, thus enhancing the capacities of (vulnerable)clients to practice effective life-planning, find healing andgain mastery over their lives.  相似文献

Summary There are still a number of problems surrounding the relationshipbetween theories of social work practice and that practice itself.This paper examines the factors underlying those problems andemphasises their roots in the failure to examine the diversityof social work theories and practices. We refer to one attemptto resolve the problems—the distinction between ‘practicetheory’ and ‘theory of practice’—pointout some difficulties with it and suggest an alternative, three-folddistinction within theorising: between (a) materialist socialtheory, (b) strategic practice theory and (c) working concepts. As an example of how those distinctions can be used, we thenbriefly discuss the work of Oskar Negt and its introductioninto the Dutch welfare context, as it was the issues raisedby that which stimulated the ideas in this paper. We concludeby arguing that only this kind of perspective on theorisingcan produce ideas which are of real use to progressive socialwork practitioners.  相似文献

There is discussion of some recent debateson the social and political context of state social work andchild protection in particular. The authors then consider, inturn, the experience of children, parents and social workersin the child protection system. There is also a considerationof partnership and rights. The conclusion is that opportunitiesfor statutory child protection to be liberating are limited,but that there is more potential than the most pessimistic accountsmight allow. Rather than libertarian child protection, socialworkers can aim for child protection practice that is respectful.The paper concludes with some principles for respectful practice,based on the ideas of Richard Sennett. Most importantly, Sennett'sideas recognize the importance of relationships in social welfareand acknowledge the context of inequality within which socialwork takes place.  相似文献
