This article presents an account of the current state of planning in a Government - owned company. The author describes differences he sees between the planning process in his enterprise and those which are outlined in many planning texts.Since the company is relatively new, the author makes no claims for the success of the total planning operation as he describes it. However, he does indicate areas where advances have been made.Among these are proving the validity of the chosen planning system; the derivation of objectives from the planning process rather than as a starting point, and the acceptance of the planning operation by Top Management.  相似文献

Any management method which is to work in practice must start by recognizing man as he really is, and not what he ought to be. The typical textbook company of the 1960's was peopled by obedient, logical, profit-oriented, ox-like employees—sterilized and faceless characters with£'s signs in their thought bubbles, but the study of Behavioural Science in recent years has taught us that man is a rather more complex animal than we used to think. Simple observations tell us that in practice no business is as tidy, flawless and rational as a 1960's textbook. The reason is that we are people—difficult as individuals for a start and infinitely more complex still when we combine in groups. “Businessman” must be accepted in his full glory, with his ungovernable motives, his intelligence, creativity, his desire for a quiet life, his intuition, his private needs, fears and ambitions and his paradoxical self-seeking ability to cooperate. Everybody who has worked in a company knows the gloriously complicated muddles which “businessman” can get himself into; the misused routines; the convoluted organization structures; the dreadful panics during which all the rules are broken, and the peculiar thing is that, in spite of all these untidinesses, things seem to get done just the same. My point is that management and planning is an extremely complicated business, it is complicated because it is a matter of handling people, it is an art not a science.  相似文献

Is working for a pharmaceutical company a career option you've thought about pursuing? In this column, Barbara Linney interviews physician executive Edward A. Kaufman, MD, about his 20-year experience working in the pharmaceutical industry. He talks about how he held a series of jobs for SmithKline Beecham's clinical labs business and lived in a number of places. He describes his background and how it made him an attractive candidate for the position, why he sought out the pharmaceutical industry, the nature of the work, and some of the projects that he has been involved in. Mr. Newton analyses the personnel strategy of Shell U.K. and describes how it is related to the corporate planning system. He then explains the measures which are taken to plan, control, and research the use of personnel. He deals in detail with the development of a computer based information system, attempts to determine the cost effectiveness of manpower, and the use of the Behavioural Sciences in a positive effort to shape personnel relations in the company. Managing the strategic problems is a complex process. In order to organize this process efficiently in one's own company it is necessary to understand and be able to communicate the basic factors involved. In the author's view there is a need to compile into a model concepts, relations and organizational principles of major importance to successful strategic planning. This article is based on the author's analysis of current literature and his own practical experience in Scandinavia. The article presents a conceptual model for strategic management including the planning process as well as the execution of strategic decisions. In order to guarantee company competitiveness, the cost-effectiveness and efficiency of the production process must be continuously enhanced. In practice, PPC systems are implemented for this purpose, but frequently do not meet expectations. Reasons may be an inadequate selection of PPC methods as well as an unsuitable configuration of PPC parameters. By making use of a simulation-aided test bed it becomes possible to check and reconfigure a PPC system with regard to its specific application in a company. This gives access to logistic potentials which have remained unused so far. The paper introduces the concept of a simulation-based PPC tester and describes one application of the system in a medium-sized mechanical engineering company. An example taken from that investigation shows how to generate warehouse logistics operating curves with the help of simulation and how this knowledge could be used to select suppliers and to determine the 'appropriate' stock-on-hand level.  相似文献

We address the problem of an express package delivery company in structuring a long‐term customer contract whose terms may include prices that differ by day‐of‐week and by speed‐of‐service. The company traditionally offered speed‐of‐service pricing to its customers, but without day‐of‐week differentiation, resulting in customer demands with considerable day‐of‐week seasonality. The package delivery company hoped that using day‐of‐week and speed‐of‐service price differentiation for contract customers would induce these customers to adjust their demands to become counter‐cyclical to the non‐contract demand. Although this usually cannot be achieved by pricing alone, we devise an approach that utilizes day‐of‐week and speed‐of‐service pricing as an element of a Pareto‐improving contract. The contract provides the lowest‐cost arrangement for the package delivery company while ensuring that the customer is at least as well off as he would have been under the existing pricing structure. The contract pricing smoothes the package delivery company's demand and reduces peak requirements for transport capacity. The latter helps to decrease capital costs, which may allow a further price reduction for the customer. We formulate the pricing problem as a biconvex optimization model, and present a methodology for designing the contract and numerical examples that illustrate the achievable savings.  相似文献

In this article the author attempts to define cut-off rate for capital budgeting decisions of a “growth company” and to relate it to the firms long range planning. Dr Chandra argues that conventional measurement of cost of capital cannot be used in the growth company. What do we notice and how does this affect what we learn and come to believe? I present a model of an agent who learns to make forecasts on the basis of readily available information, but is selective as to which information he attends to: he chooses whether to attend as a function of current beliefs about whether such information is predictive. If the agent does not attend to some piece of information, it cannot be recalled at a later date. He uses Bayes' rule to update his beliefs given attended‐to information, but does not attempt to fill in missing information. The model demonstrates how selective attention may lead the agent to persistently fail to recognize important empirical regularities, make systematically biased forecasts, and hold incorrect beliefs about the statistical relationship between variables. In addition, it identifies factors that make such errors more likely or persistent. The model is applied to shed light on stereotyping and discrimination, persistent learning failures and disagreement, and the process of discovery.  相似文献

Capacity planning is one of the most important elements for an efficient production planning and control system. It is even more important when the main strategies to fulfil sales requirements are make-to-order (MTO) or assemble-to-order (ATO). Neither MTO or ATO companies keep finished products in stock which means that production level is driven by actual sales figures. Therefore, it is very important to have an available capacity as flexible as possible to meet sales requirements. Annualized hours (AH) is a work time control system that helps in increasing the flexibility of available capacity. The main rule of the AH system is to hire employees to work a certain number of hours on a yearly basis. Following some other pre-defined rules and limits, the AH system allows a company to adjust weekly available time in order to reduce idle capacity or to fulfil requirements that could mean overtime. This paper proposes a linear programming model to plan the operations using AH. This model has been implemented in a company that produces agricultural implements, showing that it is very simple to use. It is producing excellent practical results.  相似文献

Strategic planning is now a large and diverse activity practised in many different kinds of organizations. This article provides an overview of the field with a summary of the five main schools of thought each with its own business philosophy and a range of practical approaches and techniques. These basic styles are concerned with planning as a central control system, a framework for innovation, an organizational change process, a political activity, and a way of exploring the future. Most planning systems have a dominant style or focus and this emphasis needs to be adjusted in response to changes which are occurring continually in the organization and in the external environment. The article is designed to help the senior manager or corporate planner to assess the state of planning in his organization and to see where there are important gaps in the enterprise's capability for planning which might be filled by the launching of new initiatives. The article also offers an agenda of approaches for consideration by the executive who wishes to move his enterprise from a conventional 5-year planning and budgeting system towards a more comprehensive process of managing organizational change and development.  相似文献

This paper considers the following issues for developing an industry manpower strategy. An idea of the national system that exists for implementing a manpower strategy. The main questions arising from the strategy, and a definition of manpower planning. From this, the information and analysis techniques used to identify the strategy. The first application produces a manpower picture of the foundry industry. For company manpower planning the paper describes a manpower model of a company, and how the relationship between the activity and employment patterns of boundries was investigated. The industry findings are verified by company manpower planning investigations using the same information and techniques. In the supply chain situation, a decision regarding supplier relationship is of high importance. This usually happens on the basis of supplier company parameters. In order to satisfy the demands, a buyer company often expects the supplier company to expedite their operations, i.e., to enhance the related production rate. In this context, presently the focus of this article is on the cyclic production environment at the supplier company premises. Any practical production process is expected to generate defective products also along with the normal usable products. After an estimation of this and the costs concerning defectives, it needs to be modelled in the cyclic manufacturing. This article incorporates specifically the cost of defectives along with the other relevant costs. After developing an interest in the inclusion of these costs, the supplier company is categorised. A contribution of this article is the development of supplier relationship in the discussed environment.  相似文献
