Abstract：The paper sets out to analyze common problems existing in public health services on the west side of the Taiwan Straits, and then probes into potential roles local medical colleges and universities would play in the control and prevention of public health emergencies, building of public health care system in communities, and policy-making in relation to public health care, as well as the policy and financial support local governments are expected to provide. It is hoped that the ideas presented in this paper might provide beneficial references for further development of public health undertakings on the west side of the Taiwan Straits.

ESP/EST in Theory and Practice

Two developments in the methodology of English teaching have been seen. One is the transition from ELT(English Language Teaching) to ESP(English for Special Purposes)teaching. The other is the transition from linguistic forms and syntactic structures to communicative activities. This essay discusses the classification of ESP/EST, argues for the purpose of ESP/EST teaching and GPE(General Purpose English)teaching. It is then suggested that the characteristics of objectives between ESP/EST and GPE should be differentiated. In the second part, the essay takes as its starting point two kinds of EST courses offered in institutions of higher learning in China. One has the nature of in-service language teaching. The other deals with the EST-majoring programme. The essay seeks to identify what are the main features of the EST-majoring programme, and stresses its practical nature of training and the concern with the learners' communicative competence.

DEVELOPMENT OF A MORE MARKET-ORIENTED ECONOMY IN CHINA

SummaryAfter describing the economic institutions for agriculture and industry in China before 1978, this paper points out the reasons for and the key elements of economic reform. It then discusses the major issues currently being deliberated by the leading economic reform officials regarding reform of the price system, the administrative structure of state-owned enterprises, the banking system and macroeconomic control mechanisms, and foreign trade and investment. Finally future prospects of the reform and of China's economic development will be indicated.The transformation of the economy of the People's Republic of China from a planned to a more market-oriented economy is perhaps the most significant development in world history during the last quarter of the twentieth century what was the Chinese economic system like before 1979? why were reforms introduced? what are their essential elements? what are the important issues currently addressed by the reform officials? what are the future prospects? On the Working Definition of Intelligence

This paper is about the philosophical and methodological foundation of artificial intelligence (AI). After discussing what is a good "working definition", "intelligence" is defined as "the ability for an information processing system to adapt to its environment with insuffcient knowledge and resources". Applying the definition to a reasoning system, we get the major components of Non-Axiomatic Reasoning System (NARS) , which is a symbolic logic implemented in a computer system, and has many interesting properties that are closely related to intelligence. The definition also clarifies the difference and relationship between AI and other disciplines, such as computer science. Finally, the definition is compared with other popular definitions of intelligence, and its advantages are argued.

Based on young Marx＇s criticism and Inheritance to Hegel＇s view of history, the paper discusses how Marx jumps out of the framework of Hegel＇s historical idealism through the study of economics. At the same time, Marx insists the logical belief from Hegel＇s view of history, which goes beyond the ideological method of bourgeois economics research. However, due to the limitations of Marx＇s economics research level and horizon, the construction of the new view of history and its methodology still bears a transitional nature. Confucius and Official Book System （Ⅱ） ：Confucius＇ Historical Contribution to Book Dissemination
Confucius took six governmental works as private teaching materials. As a result, this turned out to form six kinds of folk books, and was the first important desertion in the ancient system of Official Book. By giving lectures and folk writing, Confucius took a critical first step to end the system of Official Book. Under that sys- tem, Confucianism was not and could not be any personal writings. It was only a collective work of many scholars. Comparing Official Books with other books in Han Dynasty, the author believes that Confucius dicta- ted his ideas to his disciples rather than recording the text. The evolution of Confucianism is a learning of the collective work, which has been affected by the three objective factors of Official Book System. It will provide a new way to rediscover the Pre-qin academics and philosophers in Interpreting Confucius views on ideas of public dissemination.

PREDICTION OF CONSUMPTION DEMAND FOR NATURAL GAS AND DEVELOPMENT MEASURES Abstract ：Sichuan is rich in its natural gas resources and it is important to change the resources advantage into economic and development advantages. Taking the exploration and exploitation of natural gas, pipeline construction and terminal markets,this paper makes a prediction of consumption demand for natural gas by using quantitative research method. A further analysis of the trend of development of supply and demand based on the future demand and production capability is made then. After discussing the unfavorable factors in natural gas development the authors provide some policy related suggestions concerning safety in supply,     

安徽省县级公立医院医生薪酬满意度现状研究

To understand the status of doctors’ salary satisfaction in county?level public hospitals of Anhui Province, we investigated a total of 1 605 clinicians from 11 county level public hospitals by questionnaire survey ,and the survey data were analyzed by factor analysis and influence factor analysis using SPSS software, exploring the major influencing factors of doctors salary satisfaction. It showed that the overall salary satisfaction score of doctors was 1.94±0.49. Salary satisfaction was summarized into three factors, which are salary level, welfare, salary structure and management according to the influence degree. The score of these factors in order was salary structure and management（2.76±0.83）, welfare（1.59±0.88）, salary level（1.48±0.83）. The influences of gender, age, education attainment, working years, and employment type on salary satisfaction and overall salary satisfaction were different. The overall salary satisfaction of doctors in county?level public hospitals was low. It is suggested to raise the salary level of doctors, enrich the welfare subsidies, adjust and improve the salary structure, establish a reasonable performance appraisal system and attach importance to the influence of education attainment, working years and employment type on salary satisfaction.
