This article seeks to combine decades of academic research with emerging policy demands by systematically assessing the state of the knowledge on using subjective indicators in public policy. In particular, it outlines opportunities that arise from a new focus on subjective information as a basis for policy decisions and challenges that ought to be overcome. The paper presents pros and cons of using subjective (versus objective) indicators, and it discusses six ways in which information on citizens’ subjective well-being (SWB) can advance the policymaking process: Monitoring progress, informing policy design, policy appraisal, examining the divergence of objective and subjective quality of life, ranking public institutions and allocating resources, as well as informing development strategies and goals. In doing so, best practice examples are presented and put in context. Finally, subjective measures “beyond SWB” are discussed and a new measure for the overall satisfaction with society is suggested. The next frontier for research and practice will be to build on the potential outlined here and to address the deficits in order make the most out of subjective indicators and the unique value they can add to the policymaking process.  相似文献

Environmental equality, social justice and well-being are national headline indicators for the United Kingdom (UK), and community vibrancy is a rural headline indicator. All four of these indicators were designated as headline indicators prior to any robust definition or methodology for their measurement was articulated. Prior to the establishment of social justice and environmental equality as headline indicators, research commissioned by the Department for Environment, Food and Rural Affairs indicated that, at least in the foreseeable future, it would not be possible to operationalise these concepts as indicators of sustainable development. Research into well-being and community vibrancy also illustrated significant problems with their measurement, but in terms of these two indicators that research was carried out after their establishment as headline indicators. These findings illustrate problems with dialogue between the government and relevant experts: difficult to measure concepts have been erroneously designated as headline indicators for the UK.  相似文献

The purpose of this paper is to present models of well-being and ill-being which integrate the effects of different types of independent variables. Using the more powerful techniques provided by the LISREL software, the paper replicates and extends analysis previously reported in SIR (Headey, Holmstrom and Wearing, 1984a). A preliminary issue is whether well-being and ill-being constitute different dimensions or whether they are polar opposites. Factor analytic evidence, derived from two waves of an Australian panel study (1981, 1983) with samples of 942 and 878 respectively, confirms that indicators of well-being and ill-being form distinct, although not orthogonal dimensions. In the models of well-being and ill-being estimated from the panel data, we attempt to integrate research dealing with the impact of social background, personality, social networks and satisfaction with particular domains of life. Two key personality traits which influence both well-being and ill-being are self-esteem and personal competence. Social background (SES) has greater influence on ill-being than well-being. Having a well-developed social network, on the other hand, contributes more to enhancement of well-being than relief of ill-being. This is largely because a rich social network is associated with satisfaction with leisure, friends and marriage, which themselves are the life domains most closely connected to feelings of well-being. By contrast, the domain of health is relatively closely associated with ill-being. The conclusion discusses public policy implications of the finding that well-being and ill-being have different correlates and causes. Conventional welfare policies are designed to relieve ill-being. Quite different policies (“positive welfare” policies) are required to enhance well-being.  相似文献

The comparison of objective and subjective social indicators can be illuminated by comparing their relations to individual choice, of which migration is an important instance. We have replicated for U.S. states Lowry's (1966) regression model of migration among SMSA's, and added an indirect subjective measure of quality of life in each state. This measure is based on a Gallup survey asking respondents about their preferences among states of the United States as places to live. A measure of collective preference for each state, as viewed by outsiders, is constructed from these responses. This new variable increases R 2 from 0.798 to 0.828, and is itself predicted with an R 2 of only 0.355 by objective variables. Objective indicators of well-being had increased R 2 only from 0.762 to 0.798. We conclude that collective preferences — the subjective measure we have used — play an independent part in predicting migration.  相似文献

The present international interest on subjective well-being in research and policy-making is put under a critical eye from the perspective of the Scandinavian resource-based approach on well-being. In its stereotypical formulation, the Scandinavian approach is first and foremost interested in access to sufficient resources for all, and also in fair distribution of resources in the population. The approach leaves little space for subjective well-being, or leaves it as a private issue that is not a policy concern. From the Scandinavian perspective, it seems that many research ideas and policy proposals inspired by subjective well-being can be returned to resource-based approach. The paper discusses critically some recent proposals of strengthening the role of subjective well-being in research and policy. It also points out that the Scandinavian approach is not a monolith, but a number of side currents have always existed there, including ideas related to subjective well-being. Finally, the paper describes a rising interest in subjective well-being in the Nordic countries, too, although resource-based approach still dominates in welfare policies.  相似文献

Measuring the well-being of citizens has become established practice in many advanced democracies. In the move to go beyond GDP, indicators of subjective well-being (SWB) have come to the fore, and are increasingly seen as providing a ‘yardstick’ to guide public policy. A strong version of this position is that SWB can (and should) provide the sole basis on which to design and evaluate public policy. This article argues that the increasing dominance of the subjective definition of well-being is problematic, and amounts to a hegemony of happiness. The article examines the fundamental assumptions behind different accounts of well-being, and develops a critique of the ‘strong position’ that sees SWB as the ultimate guide for public policy. First, the connections between the modern debate and classical schools of thought are discussed, and the strong Benthamite SWB approach is contrasted with the alternative Aristotelian capabilities approach. Next, the article examines current practice, using the UK’s Measuring National Well-being Programme as a case study. Finally, the article concludes that SWB has questionable legitimacy as a summary indicator of objective quality of life, and does not, on its own, provide a reliable metric for public policy. The capabilities approach, which takes a pluralist perspective on well-being and prioritises freedom and opportunity, offers a richer and more useful foundation for policy.  相似文献

In this article, we investigate the effect of individual and community level characteristics on subjective well-being in Belgium. Various indicators for subjective well-being are being used in a multilevel analysis of the 2009 SCIF survey (n = 2,080) and the 2006 Belgian ESS sample (n = 1,798). On the individual level, most hypotheses on the determinants of subjective well-being were confirmed. Living with a partner and age were shown to have strong effects, but also social capital indicators had a significant positive effect on subjective well-being. All these effects remained significant controlling for optimism. On the community level, especially unemployment rate had a negative impact on subjective well-being. The analysis further demonstrates that in homogeneous regions, community characteristics have a far weaker impact on subjective well-being indicators than in economically more heterogeneous regions.  相似文献

Over the last decades, the European Statistical System has developed many European statistics and indicators to measure social progress and sustainable development. Initially only in a few cases the measuring instruments contained questions on subjective issues. With the adoption of its Communication on “gross domestic product and beyond” the Commission has given an impetus to the development of subjective social indicators. This has led to the establishment of a first set of indicators on quality of life and well-being and to a new instrument (the 2013 EU-SILC ad-hoc module for measuring subjective well-being). This new step in European statistics creates an important potential for researchers to engage in in-depth analysis and for national and European Union policy makers to use the resulting indicators—and in casu subjective well-being indicators—for developing and monitoring policy strategies and programmes.  相似文献

Subjective indicators are often criticized since they are thought to be particularly affected by the phenomenon of adaptive preferences and social comparison. For social policy purposes, processes of downward adaptation in disadvantaged individuals are of particular importance, i.e., it is supposed that such people compare themselves with others who are in the same precarious situation or even worse off and, as a result, lower their expectations and adapt their aspirations and preferences to their material and financial constraints. Based on the 2006–2010 waves of the Swiss Household Panel study, this contribution examines whether, and to what degree, indicators of material deprivation, subjective poverty and subjective well-being are affected by such downward adaptations. Our empirical analysis demonstrates that the bias caused by adaptation processes varies considerably among different measures and that, although subjective indicators are indeed often affected by this phenomenon, there are also robust measures, notably Townsend’s deprivation measure, Halleröd’s proportional deprivation index and the subjective well-being measure of general life satisfaction.  相似文献

Quality of urban life (QOUL) has become an important field within urban studies. The increased level of attention to this topic is due to the increasing importance of QoL studies in monitoring public policies and in the role they can play as effective tools in urban management and planning. The main objective of this study is to measure the QOUL in the town of Noorabad in Iran, using subjective and objective indicators. In addition to secondary datasets, this study relies on a perception survey of households in the selected city. Based on an 11-point Likert scale, the mean of the overall life satisfaction of the respondents was found to be 6.06. At the same time, it has been found that satisfaction from employment opportunities is lowest among all other indicators. The comparison between the subjective and objective QoL in Noorabad indicated that 25 % of the households are in a state of well-being, 30.1 % are in a state of deprivation, while 24.4 % are in dissonance and 20.4 % are in a state of adaptation. Although correlation between objective and subjective dimensions of the QoL has not been found to be high, in general, the findings of this study reveal the importance of simultaneous studying of both objective and subjective dimensions of QoL. Results and findings of this study will be useful in designing and implementing future policies in the town of Noorabad.  相似文献

The factors associated with cognitions about problematic Internet use have been empirically tested in various studies. The aim of the present study was to examine the mediator roles of both life satisfaction and self-esteem between affective components of subjective well-being and cognitions about problematic Internet use. For this purpose, the model that was conceptualized by Davis (Comput Human Behav 17:187–195, 2001), Caplan (Comput Human Behav 18:553–575 2002), and Lent et al. (J Vocat Behav 74:190–198 2009) was modified and used as the theoretical framework for this study. The impacts of life satisfaction and self-esteem on the association between affective components of psychological well-being (positive and negative) and cognitions about problematic Internet use were tested by using structural equation modeling (SEM) in a sample of 480 Turkish university students. The results reveal that by playing a mediator role, self-esteem impacted positive/negative affect and life satisfaction and, hence, indirectly influenced cognitions about problematic Internet use. Examining the roles of self-esteem and subjective well-being will provide a new starting point for further studies.  相似文献

With a focus on the United States, this paper addresses the basic social indicators question: How are we doing? More specifically, with respect to children, how are our kids (including adolescents and youths) doing? These questions can be addressed by comparisons: (1) to past historical values, (2) to other contemporaneous units (e.g., comparisons among subpopulations, states, regions, countries), or (3) to goals or other externally established standards. The Child and Youth Well-Being Index (CWI), which we have developed over the past decade, uses all three of these points of comparison. The CWI is a composite index based on 28 social indicator time series of various aspects of the well-being of children and youth in American society that date back to 1975, which is used as a base year for measuring changes (improvements or deterioration) in subsequent years. The CWI is evidence-based not only in the sense that it uses time series of empirical data for its construction, but also because the 28 indicators are grouped into seven domains of well-being or areas of social life that have been found to define the conceptual space of the quality of life in numerous studies of subjective well-being. Findings from research using the CWI reported in the paper include: (1) trends in child and youth well-being in the United States over time, (2) international comparisons, and (3) best-practice analyses.  相似文献

This article presents the design, process of construction, content and validation of the Socioemotional Well-Being Index. This index is a composite indicator of subjective well-being, and has been designed with the aim of providing a measurement device for the sociological analysis of the subjective components of quality of life and social quality. Two spheres of knowledge have been combined in its construction: research in social indicators, the recent development of which has been oriented toward the elaboration of composite indicators, and the theoretical content developed in recent decades by the sociology of emotions. As a composite indicator, the index presented in this article offers a hierarchical and multidimensional alternative to the univariate scales measuring happiness and satisfaction most often used in social research. In addition, in comparison to measures of subjective well-being grounded in cognitive evaluations, this index is based on the evaluation of a series of emotional states recently experienced by individuals. The conceptual definition of socioemotional well-being is based on Thomas Kemper’s social interactional theory of emotions and Randall Collins’ theory of interaction ritual chains. A “4 factor, 10 variable” solution has been obtained by applying common factor analysis to the data of the European Social Survey, 2006.  相似文献

Given current imperatives for more effective, responsive, and economical government, policy planners and administrators are seeking increasing assistance from social scientists. Here the usefulness of social indicators to the processes of policy planning and implementation in the delivery of mental health, alcohol and drug abuse services is investigated to determine whether social indicator data can contribute to more effective policy planning. In a two part study, the relationship between social indicators and Specific sources of these data were: population total, subdivided by geographic area and race (Caucasian, Black, and Other, which in Arizona is virtually all Native Americans) from the 1975 special census; population by age and ratio of dissolutions to marriages from the Arizona Statistical Review for 1977; crime rates from the Arizona State Justice Planning Agency for 1975; and cause of death rates from the Bureau of Vital Statistics, Arizona Department of Health Services for 1975. Subjective measures of psychological well-being were not available for the internal validational component of the study. state wide service utilization rates and The Negative Affect Scale measures the individual's level of anxiety, worry, loneliness, and sadness, and is associated with other measures that have been used in epidemiological studies to identify persons with psychological difficulties. The Psychiatric Screening Inventory assesses an individual's level of psychiatric impairment as evidenced by the frequency with which he or she reports having experienced each of the 22 psychological and psychosomatic symptoms on the scale. It has also been used in numerous epidemiological studies to investigated levels of impairment among various populations. The Positive Affect Scale reflects the degree to which the person is involved with, interested in, and experiences control over his or her physical and social environment. Active involvement with the world and frequent social participation are considered to be conducive to the experience of positive affect. The Perceived Quality of Life Scale measures the degree to which the persons is satisfied with the quality of his or her life. The score on this scale is a composite of the respondent's level of satisfaction in different areas of life such as standard of living, health, personal functioning, and family life. The greater the satisfaction in these separate areas, the higher will be the individual's overall evaluation of the quality of his or her life. psychological well-being in the community is examined. Both objective and subjective social indicators were studied. Both types of indicators were found to be useful and complementary in identifying service needs and states of well-being in the community.  相似文献

The quality of life is determined with objective factors and also with subjective perception of factors which influence human life. Leisure activities play a very important role in subjective well-being because they provide opportunities to meet life values and needs. Through participation in leisure activities people build social relationships, feel positive emotions, acquire additional skills and knowledge, and therefore improve their quality of life. In this report we will explore how leisure activities improve subjective well-being. We will try to distinguish among different types of leisure activities and find those which contribute more to the subjective well-being. Particularly, we will explore which leisure activities contribute to the subjective well-being of women and men of different age. Our study is based on data from a representative sample of Croatian citizens (N = 4,000), who estimated their subjective well-being and participation in various leisure activities. First, we will describe the subjective well-being of various groups of people who differ by gender and age. Afterward, we will identify important leisure activities which determine subjective well-being across age and gender groups. Overall, our results show that engagement in leisure activities contributes to subjective well being, while the pattern of important leisure activities somewhat varies across different age and gender groups.  相似文献

There are many qualms about subjective indicators, and some believe that social policy would be better for not using them. This paper consists of a review of these objections. It is argued that policy makers need subjective indicators, the main reasons being: 1. Social policy is never limited to merely material matters; it is also aimed at matters of mentality. These substantially subjective goals require subjective indicators. 2. Progress in material goals can not always be measured objectively. Subjective measurement is often better. 3. Inclusive measurement is problematic with objective substance. Current sum-scores make little sense. Using subjective satisfaction better indicates comprehensive quality. 4. Objective indicators do little to inform policy makers about public preferences. Since the political process also does not reflect public preferences too well, policy makers need additional information from opinion polls. 5. Policy makers must distinguish between `wants' and `needs’. Needs are not observable as such, but their gratification materialises in the length and happiness of peoples' lives. Although a large body of research examines the impact of welfare reform, there remains considerable uncertainty as to whether single mothers’ well-being improved in the wake of these policy changes. Using unique data from the DDB Worldwide Communications Life StyleTM survey, this paper exploits a large battery of survey questions on self-reported life satisfaction and physical and mental health to study the impact of welfare reform on the subjective well-being of single mothers. The identification strategy relies on a difference-in-differences framework to estimate intent-to-treat effects for the welfare waiver and TANF periods. Results indicate that the bundle of TANF reforms had mostly positive effects on single mothers’ subjective well-being. These women experienced an increase in life satisfaction, greater optimism about the future, and more financial satisfaction. Furthermore, these improvements did not come at a cost of reducing mental and physical health. Welfare waivers, in contrast, had largely neutral effects on well-being. I provide indirect evidence that the increase in single mothers’ employment after welfare reform can plausibly explain the gains in subjective well-being.  相似文献

Thinkers have discussed the “good life” and the desirable society for millennia. In the last decades, scientists offered several alternative approaches to defining and measuring quality of life: social indicators such as health and levels of crime, subjective well-being measures (assessing people's evaluative reactions to their lives and societies), and economic indices. These alternative indicators assess three philosophical approaches to well-being that are based, respectively, on normative ideals, subjective experiences, and the ability to select goods and services that one desires. The strengths and weaknesses of the various approaches are reviewed. It is argued that social indicators and subjective well-being measures are necessary to evaluate a society, and add substantially to the regnant economic indicators that are now favored by policy makers. Each approach to measuring the quality of life contains information that is not contained in the other measures.  相似文献

We provide a new database sampling well-being and progress indicators implemented since the 1970s at all geographic scales. Starting from an empirical assessment, we describe and quantify trends in the institutional basis, methodology, and content of indicators which are intended to capture the broadest conceptions of human social progress. We pay special attention to the roles of sustainability and subjective well-being in these efforts, and find that certain types of indicators are more successful in terms of transparency, accountability, as well as longevity. Our taxonomy encompasses money-denominated accounts of “progress”, unaggregated collections of indicators, indices, and measures oriented around subjective well-being. We find that a most promising innovation is the indices whose weights are accountable to empirical data, in particular through models of subjective well-being. We conclude by amplifying others’ advocacy for the appropriate separation of current well-being from environmental indicators, and for the avoidance of aggregation except where it is meaningful.  相似文献

Measures of subjective well-being are one component of the measurement of the quality of life and progress of a nation. The Office for National Statistics approach, as part of the Measuring National Well-being programme, has been to include such measures alongside more objective measures in order to gain a full picture of “how things are going” and to better inform public policy. These estimates are considered experimental and further testing and development is underway. However, it is argued that subjective well-being measures have a potential role in the policy process and this article considers how they could be used in policy making within the UK.  相似文献
