Social work services at schools in Hong Kong will begin a new chapter in kindergartens in 2018–2019 school year. Early childhood professionals have long considered family‐centered service delivery best practice. This paper reports a pioneer project on a family‐centered approach in kindergarten social work services in Hong Kong. The project was illustrated according to the following family‐centered principles: (a) The family as the unit of attention, (b) Linking families with community resources, (c) Flexible and individualized service provision, and (d) Creating partnerships and supportive relationships. The value and contributions of family‐centered social work services in kindergartens and implications for social work training in Hong Kong are discussed.  相似文献

This article reports the results of a telephone survey (n = 1002) conducted in November 2008, which aimed to identify parenting stress and perceived family functioning of Chinese parents in Hong Kong; to explore the effects of the parents’ socio‐demographic characteristics (gender, family income, education and family structure) on the aforementioned stress and functioning variables; and to examine the interrelationship among these characteristics and the two variables in question. Results showed that the reported parenting stress was at average level, while the perceived family functioning was slightly below average. The results also indicated that the parenting stress of mothers, single parents, the low‐income and the less‐educated was higher than that of fathers, parents of nuclear and extended families, the high‐income and the better‐educated. Socio‐demographic characteristics except the parent’s gender had similar effects on perceived family functioning. Higher parenting stress was associated with lower family functioning, and explained a larger variance in the perceived family functioning than the socio‐demographic characteristics taken alone. The results of the study have provided empirical support regarding the interrelationships among the vulnerable groups in society, parenting stress and perceived family functioning. Implications of the study for social work practice are discussed.  相似文献

This paper compares the health policies of Hong Kong, South Korea, Singapore and Taiwan with the purpose of drawing policy lessons. The study finds two distinct policy clusters: Hong Kong and Singapore on the one hand, and Korea and Taiwan on the other. With respect to provision of health care, the former rely largely on public hospitals for delivering inpatient care while the latter rely on private hospitals. In matters of financing, they are similar in that out‐of‐pocket is a major source of financing in all four countries. However, they are also different because Korea and Taiwan have universal health insurance while the city states do not. The study concludes that public provision of hospital care, as in Hong Kong and Singapore, yields more favourable outcomes than many mainstream economists would have us believe. Conversely, private provision in combination with social insurance, as found in Korea and Taiwan, severely undermines efforts to contain health care costs.  相似文献

There is growing interest in child poverty and well‐being in East Asia. However, empirical studies predominantly adopt “expert‐led” measures (such as adult‐derived child deprivation measures), which usually assume that parents or guardians provide reliable reports about all their children's needs and that the allocation of household resources is effectively equal across all members. Studies of child poverty from a child‐rights or child‐agency perspective are rare in East Asia. Using a consensual deprivation approach, this article examines the extent of agreement between children and adults about which child possessions and activities constitute necessities of life in Hong Kong. The data are drawn from the second wave of the Strategic Public Policy Research project—Trends and Implications of Poverty and Social Disadvantages in Hong Kong: A Multi‐disciplinary and Longitudinal Study. A total of 595 adults and 636 school‐aged children from the first wave of the study were reinterviewed and asked if they considered 16 possessions and activities as essential for children in contemporary Hong Kong. The results showed that adults were significantly more likely to believe that almost all material and social deprivation items were necessities compared with their children, even after controlling for individual‐level factors (i.e., gender and birthplace) and household‐level factors (i.e., number of children in the household, number of working adults, and household income). The findings highlight the importance of incorporating children's views into our understanding of child poverty.  相似文献

This paper reports on a qualitative study of peer responses to self‐cutting of secondary school adolescents in Hong Kong. Through semi‐structured in‐depth interviews with three adolescent self‐cutters, their family members, and their peers, the peers’ response to adolescents’ self‐cutting was explored. The findings showed that different peers had different types of influence, as well as different responses to self‐cutting. Close and supportive peers were usually the first to discover the self‐cutting. They were a source of help, communicating with parents, friends, teachers, and the adolescents themselves. In contrast, non‐supportive peers, especially boyfriends or girlfriends, created conflicts that seemed to provoke self‐cutting. The findings’ significance for social work intervention is also discussed.  相似文献

Research on cultural family beliefs and family processes as protective factors of adolescent development is severely lacking in the Chinese culture. Based on 432 Chinese single‐mother families living in poverty in Hong Kong, the relationships among Chinese cultural beliefs of familism, adolescent perceived maternal sacrifice, and psychological competence (indexed by a clear and healthy identity, cognitive competence, and a positive future outlook) were examined. Results showed that adolescents' perceived maternal sacrifice mediated the influence between maternal Chinese cultural beliefs of familism and the psychological competence of adolescents raised in poor single‐mother families in Hong Kong. The present study underscores the importance of cultural family beliefs and parental sacrifice on nurturing adolescent psychological competence in Chinese single‐mother families living in poverty, which contributes to the construction of a family resilience model applicable to Chinese communities.  相似文献

This study attempted to validate distinctions between popularity and social acceptance in the cultural context of Hong Kong. We recruited 280 Chinese children (132 girls, 148 boys, mean age = 9.5) from Hong Kong primary schools. These children completed a peer nomination inventory assessing popularity, social acceptance, social rejection, aggression, peer victimization, and social behavior. Consistent with research conducted in western samples, we found that social acceptance was correlated primarily with positive behavioral characteristics (i.e., assertiveness‐leadership and low levels of submissiveness‐withdrawal). In contrast, popularity was associated with a more mixed pattern of features including high levels of aggression. The overall pattern of findings closely replicates past research conducted in North American and European settings.  相似文献

Declining fertility is a problem in many advanced industrialised countries, calling for government action. While positive findings have been established between family policies and fertility levels in European countries, empirical studies on family‐friendly policies and their impact on fertility levels have been few and far between in East Asia. Based on a random telephone survey of 645 young women, this study examined the perceived importance of family‐friendly policies to childbirth among Hong Kong women of childbearing age. Also investigated was whether public policies could have an impact on the decision to have a child. The findings give support to both the risk‐society theory and the rationality theory; family‐friendly policies such as tax credits, extended childcare and flexitime enhance the risk management capacity of women and reduce the cost of child rearing. The study also found that demographic factors such as age, education, and having children or not are significant to the intent to bear children.  相似文献

This qualitative study aims to understand the parenting distress and parental investment of Hong Kong Chinese parents with a child having an emotional or behavioural problem. The parents of 24 children and adolescents who sought psychiatric consultation within the study period were interviewed using open‐ended questions. The data revealed a vicious reciprocal interaction in which the symptoms affected the parents’ psychosocial well‐being, which in turn impacted unfavourably on the identified patient. With three exceptions, the parents in this study had engaged in different activities prior to the psychiatric consultation, including information search, changes in the methods of parenting, attempts to reduce family stress, reliance on superstitious beliefs, and reaching out for professional help and social services. The parental investment indicated parents’ resilience in facing the child’s problems. Implications for service development and social work intervention are discussed.  相似文献

Objective. This study gauged the impact of government‐led educational expansion on Hong Kong's social stratification over a 30‐year period. The historically close state control over school supply in Hong Kong allows us to test the effectiveness of public policy in changing the transmission of advantages across generations. Methods. I analyzed household‐level census data from 1971, 1981, 1991, and 2001. Interviews and documents were also used to illuminate reasons for trends during this period. Results. There was a diminishing role of family resources and gender on access to all levels of schooling until 1991. From 1991 through 2001, however, there was a reversal of this trend at the postsecondary level, as access to university education became more dependent on family resources. In addition, new immigrants from mainland China were at an increased disadvantage. Conclusions. Hong Kong's current plan to create a second tier of self‐supporting postsecondary institutions will exacerbate the tendency toward unequal university access, and is also likely to segregate new arrivals from mainland China.  相似文献

ABSTRACT

The objective of this qualitative research is to better understand school dropout students with depression in Hong Kong and how they overcome their adversities. Three girls and five boys participated in the study. The results showed that the Hong Kong cultural context was affected by school competition and the effect of mental health labelling. Jaspers’ phenomenology was utilised to understand the phenomenon of school dropout and depression. The findings illustrated the importance of secure parental attachment, substitute secure attachment, hope, supportive environment and community integration in helping dropout students with depression to overcome adversities. A resilience model for school dropouts with depression is proposed for improving professional practice in Hong Kong.  相似文献

This paper aims at constructing a modern theoretical conception of a harmonious society and testing it in relation to governance and citizenship rights, based on an empirical study of Chinese people’s perceptions in Hong Kong. It is proposed that a harmonious society can be defined as “a society in which the component parts are integrative and cooperative; even if there is conflict, it can be resolved within the established mechanisms and does not interrupt the orderly functioning of society.” This study investigates the social, economic, and political aspects and their related institutions in the renewed conception of harmonious society. Overall, less than two‐fifths of the respondents felt that Hong Kong was a harmonious society. The strength of governance in Hong Kong is its sound and trustworthy institutions; the weaker elements are social and interpersonal relations. This finding is in contrast to the traditional notion, which regards social harmony as harmonious social and interpersonal relationships. It is clear that the greatest challenge for the Hong Kong Special Administrative Region Government is the need to rebalance the interests of big business and those of labor and the lower class in order to enhance the perception of a harmonious society among its citizens.  相似文献

Using 2011 census data, this study investigated how living arrangement affects disparities in poverty between older adults (aged 65 and older) who migrated to Hong Kong from Mainland China and those who were born in Hong Kong. Our sample consisted of 29,987 immigrants and 9,398 natives, all of whom were ethnic Chinese and living in Hong Kong at the time of the census. We found higher poverty rates among older immigrants than among natives, a disparity that persisted even after adjusting for living arrangement, human capital characteristics, assimilation‐related variables, household composition and demographic characteristics. We also found that living arrangement moderated the impact of immigrant status on the poverty risk among older adults, and that the impact was due mainly to the number of earners in the household. The implications of our results with respect to poverty among older adults and anti‐poverty measures are discussed.  相似文献

Family and work conflict (F/WC) has gained prominence in developed economies in Asia as individuals are faced with the increased demands from work and families that are still considered very important. Hong Kong and Taiwan best illustrate the changing social and economic conditions that have given rise to this conflict. In these two societies, people have demonstrated a strong emphasis on work, even when it entails the sacrifice of family tasks and duties. An array of informal and formal services have been mobilized to allow people to fulfill their duties to work and family. Based on surveys conducted in Hong Kong and Taiwan in late 2009, this paper investigated F/WC and life satisfaction. Specifically, it examined changing life aspirations, both material and non‐material, as predictors of F/WC and life satisfaction. The surveys found that respondents had high aspirations for both their family and their work, and for both material and non‐material assets, and that they experienced high‐level F/WC. Based on the statistical analysis, we argue that minimizing the interference of family life on work and emphasizing non‐material life aspirations could promote better life satisfaction.  相似文献

Anorexia nervosa (AN) is no longer a disease of the rich in the West. Hitherto, no study has been carried out in the West or in the Chinese context that documents the experiences of poor people suffering from AN. This qualitative study aims to identify the subjective experiences of seven Chinese emaciated adolescents and young women coming from low‐income families, their family difficulties and needs, and resilience in coping. The results of the study have shown that family poverty has significantly triggered the onset of AN for two emaciated adolescents, while factors such as parents’ marital discord and relentless pursuit of thinness have also been reported. Family difficulties experienced included problems in parenting, inadequate financial resources, and insufficient information and access to health and social services. Strong family motivation and filial piety are found to be important cultural assets conducive to recovery. Implications of this study for social work practice are discussed.  相似文献

Although enhancing family functioning has become a rising concern of social workers in Chinese contexts such as Hong Kong, little has been known on perceived family functioning and family resources. To fill in this knowledge gap, this article reports part of the results of a telephone survey conducted in Hong Kong, aiming to identify the sex differences in these two areas. The results of the study have shown that Chinese women perceived better affective involvement, one of the crucial indicators of family functioning, than Chinese men. However, among the different family resources, men rated better physical and mental well-being whereas women's social connection was stronger than men's. Further analysis have shown that the linkage of three family resources (namely stress coping efficacy, time spent with family and income) to perceived family functioning was statistically significant irrespective of genders. Implications of this study for social work practice are discussed at the end of the article.  相似文献

With the close economic relationship between Hong Kong and the Mainland, cross‐border commutes for work have become an increasingly common work‐family arrangement for Hong Kong residents. Due to the special social context of Mainland China, the impact of the cross‐border work arrangement is mostly understood in terms of the cost or its negative impact on the families involved. However, this overlooks positive adjustment and its protective factors, which are present in many families. A clear conceptual framework is also lacking in previous studies. The different perspectives on work‐related mobility and family adjustment are reviewed. The resiliency perspective helps to provide a more inclusive understanding of the phenomenon. Based on the findings of in‐depth interviews with 20 families, this paper discusses the protective factors of family adjustment in relation to the cross‐border arrangements of Hong Kong residents.

Citizens' attitudes towards economic insecurity and government after the 2007 financial tsunami: A Hong Kong and Taiwan comparison The purpose of this study was to investigate people's attitudes to economic insecurity and government in Hong Kong and Taiwan after the financial tsunami of 2007. Random sampling telephone surveys were conducted in July 2009. These are the main conclusions: First, the most vulnerable groups hurt by the financial crisis were low‐income families and people who had lost their job or were afraid of losing it. This implies that the old policy issue of social stratification and the emerging policy issue of employment insecurity coexisted during the financial crisis. Second, personal experiences of economic insecurity had an influence on people's perceptions of the severity of the economic crisis at the societal level. Third, citizens had ambivalent feelings about public interventions during the crisis. Fourth, there were both convergence and divergence between Hong Kong and Taiwan with regard to attitudes to particular issues. The policy implications of these findings are discussed in the final section of this article.  相似文献

ABSTRACT

In Hong Kong, juvenile justice embraces mainly disciplinary welfare and rehabilitative philosophies. Various statutory measures are applied to juvenile offenders, including police cautioning, community-based treatment programmes and custodial sentencing options. However, no statutory restorative measure has yet been incorporated into the mainstream criminal justice system in Hong Kong. Several non-governmental organisations are developing innovative strategies to prevent problematic adolescents from slipping into delinquency and are willing to apply restorative practices to help delinquents desist from engaging in criminal careers. This study begins with main features of restorative justice, and it highlights the preventive and correctional services for delinquents in Hong Kong. The study also questions the explanations offered by the government for not implementing restorative justice. By comparing restorative options for juveniles in some Asian jurisdictions, the study advocates for an earlier introduction of restorative justice for the benefits of juvenile offenders.  相似文献

The legitimacy of social policies has gained increasing attention in the past decade, against the backdrop of fiscal austerity and retrenchment in many nations. Policy legitimacy encompasses public preferences for the underlying principles of policies and the actual outcomes as perceived by citizens. Scholarly knowledge concerning the legitimacy of health policy – a major element of modern social policy architecture – is, unfortunately, limited. This article seeks to extend the scholarly debates on health policy legitimacy from the West to Hong Kong, a member of the East Asian welfare state cluster. A bi‐dimensional definition of health policy legitimacy – encompassing both public satisfaction with the health system and the normative expectation as to the extent of state involvement in health care – is adopted. Based on analysis of data collected from a telephone survey of adult Hong Kong citizens between late 2014 and early 2015, the findings of this study demonstrate a fairly high level of satisfaction with the territory's health system, but popular support for government responsibility presents a clear residual characteristic. The study also tests the self‐interest thesis and the ideology thesis – major theoretical frameworks for explaining social policy legitimacy – in the Hong Kong context. Egalitarian ideology and trust in government are closely related to both public satisfaction with the system and popular support for governmental provision of care. However, the self‐interest thesis receives partial support. The findings are interpreted in the context of Hong Kong's health system arrangements, while implications for the territory's ongoing health policy reform are discussed.  相似文献
