In today’s Latin America, governments implementing public policies for development and against poverty and inequality meet with social movements that engage in practices for social change, poverty reduction, and empowering. In this context, we analyze the interplay between both processes, describing its conflicts in three specific dimensions: the material, the democratic, and the environmental. Social movements are permanently contesting and challenging public policy when they autonomously appropriate public policy resources; yet, governments respond with criminalization and cooptation strategies. In a setting where social conflict takes place in response to existing poverty and inequality levels, movements challenge development and poverty reduction projects of an ‘assistentialist’ and extractivist nature, and propose an integral understanding of development and the emergence of new relationships among individuals, society, and the environment.  相似文献

This article uses the city of Shanghai as a case study to analyze the changing institutional mechanisms for the new urban poverty stratum in China. Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. Finally, the article assesses the current poverty reduction policies and proposes a “social inclusion” framework to alleviate urban poverty in China.  相似文献

Many of the challenges that affect children living in poverty are directly related to the neighborhoods in which they live. Places that inhibit healthy living and those that expose children to environmental pollution tend to more heavily affect children in poverty. This environmental injustice is a natural concern of the fields of urban planning, geography, and children’s health. Yet many decisions that affect opportunities for healthy living are made without a full understanding of how neighborhood context influences such opportunities. In this brief, we paint inequalities in child health outcomes as a spatial problem, review some of the geospatial tools used by urban planners and geographers, discuss common reasons for misclassification or misrepresentation of spatially explicit problems, and propose more suitable methods for measuring opportunities and exposures germane to the field of child poverty. Throughout, we emphasize the need for evidence-driven, spatially grounded responses to child poverty issues with a spatial dimension.  相似文献

Researchers are increasingly recognizing space as a key axis of inequality. Scholars concerned with spatial inequality have called for special attention to issues of comparative advantage and disadvantage across space as well as the consideration of the subnational scale. This study draws on these ideas by examining the relationship between work and poverty in the United States with an explicit comparative focus on metropolitan (metro) and nonmetropolitan (nonmetro) areas. Moreover, this study joins space with its counterpart time by exploring how this relationship has changed over the last quarter century. Using data from the March Current Population Survey, the results show that working poverty persistently had a disproportionate impact on nonmetro families between 1979 and 2003. However, the results also show a trend of residential convergence, as working poverty in metro areas has climbed toward the levels experienced in nonmetro areas. Logistic‐regression models exploring the effects of residence, family labor supply, and period confirm that labor supply has consistently provided nonmetro families with less protection from poverty than their metro counterparts, but also show that this disadvantage has waned in recent years. The findings underscore the need for policies that support those working on the economic margins and recognize the variable opportunity costs of employment across the rural‐urban continuum.  相似文献

Recent discussions of poverty recognize its multi-dimensional character, focusing on multiple sources of deprivation that poor households experience. However, for urban planners and politicians to implement intervention programs effectively in mega-cities, knowledge on sources and spatial patterns of multiple deprivations is needed. Disaggregated analysis potentially allows them to target programs to specific locations, set priorities in line with local needs, and be efficient in the use of funding. This article maps multiple deprivations of households in three Indian mega-cities, at the electoral ward level. It uses the livelihoods approach to address the following questions: 1) Is there a spatial concentration of deprivations within cities and do poverty levels differ between them? 2) Do cities differ in the types of deprivations? and 3) do these cluster within the city? The paper compares Delhi, Mumbai and Chennai, using a multi-criteria model within a geographical information system developed for identifying hotspots of multiple deprivation. It further links the results of deprivation mapping to questions of urban governance by comparing deprivation results with data on slums currently used to target anti-poverty programs. Finally, the opportunities of using spatial data for improving priorities and efficient use of funds in poverty programs are analyzed.  相似文献

This article investigates an empirical puzzle. Taking the case of Botswana, how is it that poverty is so high, when the country largely conforms to pro‐poor growth strategies? This article suggests that the minimal role of social‐security policies partly explains the relatively high poverty levels. This hypothesis is tested in a large‐N study of developing countries which shows that broad‐based and generous, rather than pro‐poor, social‐security policies impact strongly on poverty levels. The analysis further alludes to other obstacles to poverty reduction, such as economic transformation, which may be combined with a pro‐active social‐policy agenda. Thus, poverty‐alleviating strategies should be refocused to allow for a wider and more coherent role for social‐security policies.  相似文献

Challenges to traditional public sector approaches to urban government have had an impact on various aspects of governance and management, including political arrangements, decision making processes, ways of ensuring accountability, the allocation of roles and responsibilities between public sector agencies and other potential service providers and between different levels of government, and the mobilisation and allocation of financial resources for urban development. These are discussed, drawing in particular on recent research on urban poverty and governance in ten cities in the South. The changing approaches to urban government and management have been accompanied by attempts to define criteria by which urban governance arrangements and performance can be assessed, which are summarised and critically evaluated. Finally, the potential value of a particular set of tools (GIS) for emerging approaches to urban governance is assessed. Their potential for improving the information available to all governance actors is recognised. However, because of their cost and technological and managerial demands, as well as the limited effectiveness of spatial planning and inequalities in access to information, plans for their use must be financially, institutionally and politically realistic.  相似文献

Between January 2006 and April 2008, the prices of most agricultural products rose considerably in international markets. Empirical studies show that this spike in world food prices increased the number of poor households in developing countries, but the extent was not the same in all countries. This article assesses the impact of rising rice prices on poverty and income inequality in Burkina Faso, using a methodology based on the concept of compensating variation combined with the net benefit ratio (NBR) developed by Deaton (1989) and a living standard survey (QUIBB, 2003). The results show that higher prices have a negative impact on income and poverty in the regions with a large proportion of households that are net buyers of rice. The poverty rate increases by 2.2 to 2.9 percentage points depending on the assumptions, the increase being higher in urban areas than in rural areas. Rising rice prices also increase income inequality, which increases particularly in urban areas and in relatively rich regions, but decreases in poor regions with a large proportion of rice producers.  相似文献

This article offers a new perspective on the connection between socioeconomic inequality and occupations by examining the impact of trust and estate planners on global wealth stratification. While many studies treat the professions as mirrors of inequalities in their environments, this article looks at the ways professionals participate in the creation of stratification regimes. Trust and estate planners do this by sheltering their clients' assets from taxation, thereby preserving private wealth for future generations. Using tools such as trusts, offshore banks, and shell corporations, these professionals keep a significant portion of the world’s private wealth beyond the reach of the state. Trust and estate planning thus contributes to creating and maintaining socioeconomic inequality on a global scale. The significance of the profession has grown as wealth itself has become more fungible, spurring innovation in legal, organizational, and financial strategies, and thwarting a myriad of laws and policies designed to limit enduring inequality in modern, democratic societies.  相似文献

Abstract This study extends the macro‐level criminological research tradition by examining the links between socioeconomic disadvantage, poverty concentration, and homicide in metropolitan and nonmetropolitan U.S. counties. Most research in this tradition has tested structural theories using urban areas as the unit of analysis. This “urban bias” has resulted in a limited understanding of the social forces driving violence in nonmetropolitan areas. To partially address this problem, we link the literature on the spatial and social organization of nonmetropolitan communities with the social isolation perspective from the urban poverty literature. We hypothesize that the spatial concentration of poverty drives up rates of homicide in both metropolitan and nonmetropolitan areas regardless of levels of socioeconomic disadvantage. Negative binomial regression for 1,746 nonmetropolitan and 778 metropolitan counties suggest that both socioeconomic disadvantage and poverty concentration elevate homicide in metropolitan areas. However, in nonmetropolitan counties only socioeconomic disadvantage has a significant impact. We conclude by discussing the implications of these differential findings for the social isolation perspective.  相似文献

Urban growth is inevitable over the next two decades. The bulk of this growth will take place in less developed countries. This presents a formidable challenge for urban planners and managers. With this in mind, this paper considers some of the ways urban planners can make use of recent developments in remote sensing and geographic information systems technology to respond to this challenge. The discussion is divided into four sections. The first of these considers the nature of the tasks involved. The second examines the potential of remote sensing and geographic information systems to assist in these tasks in general terms. The third section presents some of the findings of three case studies of contrasting application areas in the urban planning field which give some insights as to how these tools can be used to respond to this challenge. The final section rounds off the discussion with a vision of sustainable urban development and its implementation at the local level.  相似文献

Since the 1950s, American sociologists have developed a substantial literature on poverty in urban American communities. This literature review examines some of these sociological theories of poverty and identifies four major explanations of urban poverty: social stratification, (including segregation and racism); lack of access to social capital; cultural and value norms; and social policies. The literature review concludes with a conceptual framework that focuses on multiple relationships that link theory to practice related to the reduction of poverty in inner-city communities.  相似文献

This article investigates the heterogeneous effects of international migration on the expenditure of Bangladeshi migrant households. Adopting a counterfactual framework, we estimate the impact of migration on per capita expenditure of left‐behind households according to their position in the counterfactual expenditure distribution and the length of the migration period. The effects on households’ social mobility and on inequality are also assessed. The analysis indicates that migration has a positive impact on per capita expenditure and represents an important vehicle of social mobility, but may also be a source of inequality. We also find that only a tiny share of international migrants originates from households belonging to the lowest expenditure quintile and, since most of the characteristics which seem to influence the migration decision cannot be shaped by policy interventions, our results also suggest that pro‐migration policies might not be effective in lifting those most in need out of poverty.  相似文献

Many developing countries assign local governments increasing responsibilities in fighting poverty. This requires local social policy to go beyond the execution of centrally designed and funded education and health programs. Hence, local governments and their partners have both an opportunity and a need to analyze key local bottlenecks for poverty reduction and social development. Drawing on an example from Cali, Colombia, this paper describes a tool for such policy formulation at the local level, a rapid city household survey. Although the survey uses pre-coded and closed ended questions, it is contextual in the sense that it is tailor-made to social and economic conditions in Cali. The survey places particular emphasis on collecting both key quantitative information, like household welfare and service access, as well as qualitative information, such as service evaluations and population priorities. Combining the quantitative and qualitative data allows, e.g., to map population budget priorities or service satisfaction levels by welfare group. With costs of the survey moderate and turnover time short, rapid city household surveys could provide an important tool for the development of local social policies.  相似文献

Developing age-friendly cities and communities has become a key part of policies aimed at improving the quality of life of older people in urban areas. The World Health Organization has been especially important in driving the “age-friendly” agenda, notably through its global network of age-friendly cities and communities. Despite the expansion and achievements of the network, challenges remain in responding to the growth of inequality and the impact of economic austerity on aging policies. Against the background of these limitations, this article sets out a “manifesto for the age-friendly movement” aimed at raising the aspirations of what is now a worldwide movement. The areas covered in the manifesto are challenging social inequality, widening participation, coproducing and codesigning age-friendly communities, encouraging multisectorial and multidisciplinary collaboration, and integrating research with policy. The article concludes with a discussion on developing age-friendly work as a contribution to a new agenda for urban aging.  相似文献

One of the major issues concerning present-day public policy in a transitional and developing country is its ability to enhance the quality of urban living and individual social well-being in the context of rapid urban growth. A dramatic decline in overall job accessibility due to increases in commuting time is already a serious problem affecting the quality of urban living in Beijing. Understanding the impact of governance restructuring on overall job accessibility is of primary importance if politicians are to make policy innovations in development management. This paper applies the institutionalist approach to analyse the impact of governance restructuring on job accessibility. The analysis shows that current governance restructuring has a negative effect on overall job accessibility due to competition between different local governments increasing the degree of spatial fragmentation; revenue-enhancing development introducing constraints affecting the local jobs-housing balance; and the coexistence of the old planning system alongside the new market system leading to a fragmented land-use right transfer mechanism, intensifying scattered and low-density development. With respect to future policy, stronger municipal development management might be one direction in implementing public policy to enhance overall job accessibility, insofar as it addresses the negative impact of fragmented development management in the current transformation process.  相似文献

Recently, scholarly work has examined the effect of rising income inequality on health outcomes. However, this work is somewhat inconclusive. The mechanisms that could produce such an association are still being sorted out. Much of this work focuses on mortality outcomes with little attention to how this process operates for actual health conditions, including chronic health problems—arguably the main public health concerns of the developed world. In a series of multilevel binary logistic regression models using data from the 2005 and 2007 Behavioral Risk Factor Surveillance System, we examine the association between state-level income inequality, poverty, and social welfare measures on spending and policy to examine the association between these factors for three chronic health outcomes: diabetes, hypertension, and coronary heart disease. We find that income inequality is conditionally positively related only to the diagnosis of diabetes and hypertension, and only in 2007. However, absolute poverty is related to the outcome across all three dependent variables. Certain social welfare measures attenuate the effects of both income inequality and absolute poverty, suggesting that some policies reduce this association.  相似文献

The idea that developing countries face a trade off between poverty and inequality has had considerable influence on thinking about development policy. The experience of developing countries in the 1990s does not, however, reveal any sign of a systematic trade off between measures of absolute poverty and relative inequality. Indeed, falling inequality tends to come with falling poverty incidence. And rising inequality appears more likely to be putting a brake on poverty reduction than to be facilitating it. Urban development has profound impacts on ecological patterns and processes making the scientific information required for developing environmental ordinances central for mitigating these negative ecological impacts. Washington State requires that planners use the best available science (BAS) to formulate land use ordinances as part of the state’s Growth Management Act (GMA). We present empirical findings describing challenges to planners in defining “best available science” and using BAS to create local ordinances that balance development needs with natural resource protection. We interviewed city and county planners (and their consultants) in western Washington to determine what they find useful about BAS, whether or not BAS is applicable to their jurisdictions, and what constraints they experience in reviewing and using BAS to create or update their land use ordinances. Our results suggest that applying the BAS requirement is particularly difficult in urban areas. Specifically, planners had difficulty applying results from research conducted in systems dissimilar to their urban landscapes. These challenges to planners were exacerbated by (1) a lack of resources and (2) political tensions among stakeholders with competing values in urban settings. We conclude with recommendations for improving the consideration of science in statewide land-use planning.  相似文献
