Changes and continuities in French immigration policies, following the assumption of power by the socialist government in 1981, are described. Attention is focused on the political implications of immigration and on the role of immigrants in French politics. Efforts to restrict immigration to France were initiated in 1931, but clandestine immigration, especially from Portugal, remained largely unchecked for 4 decades. In the early 1970s, stricter enforcement measures were adopted, but these measures met with considerable international and national opposition. In 1977, the government altered its approach to immigration by offering financial aid to help illegal migrants return to their countries of origin. These efforts met with little success, and in 1980 the government initiated measures to promote the integration of immigrants into French society. The socialistic government basically adhered to the immigration policies of the preceding government. The current government seeks: 1) to stop further illegal immigration through the intensification of border controls, 2) to grant amnesty to illegal aliens who currently reside in the country and who meet certain employment requirements, 3) to penalize employers who hire illegal aliens or who contract to bring illegal aliens into the country, and 4) to improve living conditions for legal immigrants. The politicalization of immigration has increased in recent years. Current issues center on the human and political rights of migrants and on arbitary administrative efforts to control immigration. It was expected that migrants would acquire political rights after the 1981 election; however, this expectation was not realized, and the political status of immigrants remains an unsettled issue. Consequently migrants have become pawns in the political struggle between different groups in the population both at the national and the local level. Immigration threatens to become an explosive issue. At the same time, migrants themselves are playing an increasingly prominent role in political activities, such as rent strikes and protest movements.  相似文献

Using a growth model analysis of Canada's Longitudinal Survey of Immigrants to Canada (LSIC), we establish a significant relationship between application status — i.e., the distinction in immigration policy between primary and secondary migrants — and individual wages. This relationship is associated with an earnings disadvantage for secondary migrants, who are disproportionately female. The disadvantage persists over time, even when individual human capital and personal characteristics, household context, and pre‐existing differences in the relative employability of spouses are taken into account. We outline some possible explanations for this effect, as well as implications for immigration policy makers.  相似文献

The Japanese government maintains that the country admits only skilled economic migrants. Its statistics tell a different story. Skilled and low‐skilled economic migrants are admitted in equal measure. The aim of this article is to explain the dissonance between the government's policy rhetoric and policy outcome by turning to policy output. To this end, I quantitatively analyse immigration admission channels for economic migrants, using Ruhs' Openness and Rights Indicators (2013). The main findings not only go against much of what we believe about Japan but helps us reach a more nuanced understanding of its immigration policies. I demonstrate that Japanese immigration admission policies have become more open towards de facto low‐skilled economic migrants over time and are more open to de facto low‐skilled economic migrants than to de jure skilled economic migrants. Instead of openness, the gains made by certain groups of de jure skilled economic migrants have been exclusive immigration privileges related to permanent residence and family sponsorship.  相似文献

"The scale of overseas immigration and the exceptional importance of the role played by migrants in demographic, economic and cultural trends in Australia makes the immigration policy one of the key components of Australian politics. Both the immigration policy and the outcomes of this policy are shaped by four major groups of factors: demographic, economic, cultural, and political in a broad sense. The weighting of these factors changes from period to period. This paper looks at the extent to which some of these factors affect regional differentiation of the immigration pattern. The analysis is focused on the influences of employment structure and other socio-economic characteristics of different Australian regions, exerted on overseas migration to these regions." Trends in international migration in Europe and the United States are analyzed and compared, with a focus on concern about the presence of migrants in the receiving country. Consideration is given to the acculturation of migrants in the United States, including a historical outline of that process as it occurred during the nineteenth and early twentieth centuries. Cultural pluralism and the newest wave of immigration are also described. Implications for European immigration are assessed.  相似文献

The concept of an immigration industrial complex draws from previous work on the prison industrial complex and the military industrial complex. All three of these complexes point to the ways that the interests of government bureaucracies, corporate elites, and politicians shape laws and policies. This article explains how the undocumented status of migrants provides advantages to at least three groups: (a) media pundits who make their careers railing against ‘illegal aliens’; (b) politicians who use undocumented migrants as scapegoats; and (c) contractors who profit from massive immigration enforcement expenditures. The disenfranchised status of undocumented migrants enhances the ability of each of these groups to benefit from their presence. This confluence of interests explains why Congress has not enacted viable immigration policies that effectively deal with the ‘problem’ of illegal immigration. "This article is concerned with geographically indirect immigration to Canada over the period 1968-1988. A geographically indirect immigrant is an individual legally admitted to Canada whose country of last permanent residence differs from country of birth. Records maintained by Employment and Immigration Canada on every immigrant legally admitted over the period were used in the study. Relative to geographically direct immigrants, geographically indirect immigrants tend to be older, more educated, and more highly skilled. Moreover, if they were not born in an English or French speaking country, indirect immigrants are more likely to speak English and/or French capably than direct migrants born in such countries. The study also contains bivariate logit estimates of a model of geographically indirect Canadian immigration. This model suggests that indirect migrants tend to be influenced by personal characteristics (age, sex, marital status, occupation, language ability), as well as by various characteristics of the country of birth (distance from Canada, income level, political conditions)."  相似文献

China’s rapid economic development has been accompanied by new forms of immigration. Investors and professionals from developed countries are increasingly joined by a diverse group of immigrants from around the world. While there is a large body of academic literature on Chinese emigration, China’s new role as a country of immigration has received less scholarly attention. This paper addresses the dynamics of South–South migration to China through a study of Nigerians in Guangzhou, a major international trading hub. The analysis is based on qualitative interviews and participant observation among African traders and migrants in Guangzhou. The paper contends that Nigerian immigration to China epitomizes global migration trends towards a diversification of migration flows, commercialization of the migration process and increased policing of foreigners within national borders. China was rarely the preferred destination of this study’s Nigerian informants but, rather, a palatable alternative, as their aspirations to enter Europe and North America were curtailed by restrictive immigration regimes. They escaped a situation of involuntary immobility in Nigeria through short‐term visas obtained with the help of migration brokers. However, opportunities for visa renewals are scant under the current Chinese immigration policy. Undocumented migrants find their mobility severely inhibited: They must carefully assess how, when and with whom they move about in order to avoid police interception. This is a business impediment, as well as a source of personal distress for migrants who engage in trade and the provision of trade‐related services. The situation can be described as a “second state of immobility”: the migrants have succeeded in the difficult project of emigration, but find themselves spatially entrapped in new ways in their destination country.  相似文献

Public opposition to immigration in Britain reflects perceptions of immigrants that focus disproportionately on “illegal” immigration and asylum seekers, rather than more numerous workers, students, and family members. This study examines coverage of immigration in the British national press, to see whether press portrayals of migrants provide a basis for these images of immigration underlying public attitudes. We use corpus linguistic methods to analyze 43 million words of news from 2010 to 2012. Among other findings, we show that press portrayals match public perceptions of migrants, with “illegal immigrants” and “failed asylum seekers” as predominant depictions in broadsheet and tabloid newspapers.  相似文献

As labor markets become increasingly global, competition among industrialized nations to attract highly skilled workers from abroad has intensified. Spurred by concerns over future economic needs caused by the demographic challenges of an aging population, both Japan and Sweden have joined this global competition. This article examines Japanese and Swedish immigration policies for highly skilled migrants and compares the highly skilled migrants’ experiences in the two countries through interviews with these migrants. Despite Japan and Sweden's completely different approaches to immigration itself, both countries’ policies, as well as the experiences of the skilled migrants, are strikingly similar. Highly skilled migrants experience language barriers and prejudice in both countries, making it difficult to build social networks with natives. Career development seems to be perceived as a common problem, although less so in Sweden, where labor markets are more flexible. Overall, these issues reduce both Japan's and Sweden's ability to retain skilled migrants. While they share similarities, Sweden's famed work–life balance and gender equality give it an edge in the competition for skilled migrants, which Japan does not share. This comparison identifies which social conditions facilitate or impede skilled migrant settlement.  相似文献

"The United Nations has recommended the measurement of types of international migration using demographic criteria, including length of stay and purpose of travel. Information systems at the U.S. Immigration and Naturalization Service (INS) have the potential to provide a basis for documenting these demographic characteristics, in particular, length of stay of temporary migrants to the United States. This article analyzes these characteristics of selected categories of nonimmigrant aliens. The results of the analysis are used to produce series of estimates of alien immigration that conform more closely to the U.N. recommended definitions and better represent demographic concepts of long-term immigration. A strategy for measuring emigration of aliens from the United States using INS information systems is also described."  相似文献

"The purpose of this article is to...[analyze] the relative importance of internal and external factors on the demand for skilled immigration visas to Australia. Our objectives are to determine how the size of the pool of potential migrants is influenced by factors such as relative economic conditions and U.S. and Canadian immigration policies and to determine what implications these factors have on the relative quality (skill level) of potential migrants to Australia. Our results indicate that the demand for skilled immigration visas to Australia is related to the number of immigrants accepted by the United States and Canada as well as employment possibilities in Australia. Canadian cities pledge to provide access to municipal services to non‐status migrants and withhold information identifying non‐status migrants from federal immigration authorities. Despite these promises, local police continue to cooperate with the Canada Border Services Agency, which raises questions about the capacity of cities to honour their promises. An empirical study involved interviews with high‐ranking police officers in eight local jurisdictions in Ontario about police perceptions regarding their role in the enforcement of federal immigration law and their obligations to honour sanctuary‐city policies. The results show that many police officers believe they possess legal authority to report non‐status migrants to federal authorities. We suggest that this belief rests on misconceptions about the relationship between criminal law and immigration law, claims of jurisdictional immunity from municipal government, and distortions of the principles of policing in Canada. Rescaling of sanctuary policies to the provincial level may offer solutions.  相似文献

This article examines the experiences of female migrants from Sub-Saharan Africa aiming to reach Europe via Morocco. The article argues that European immigration policies and policies of co-operation with neighbouring countries on the other side of the Mediterranean, have increased the sources of insecurity for migrants attempting to reach Europe, and shows how these insecurities are gendered.  相似文献

Kritz reviews national concepts and policies of migration. She examines how nation-states approach migration and how they define who is a migrant. Policies for permanent, temporary, and illegal migrants are examined for selected countries. While the traditional permanent immigration countries--Australia, Canada, New Zealand, and the US--continue to admit large numbers of permanent migrants, they are also admitting growing numbers of temporary migrants. Other countries, in Europe and the developing world, have different migration histories and use other approaches to admit foreigners--migrants are generally admitted on a temporary basis for work or other purposes. Growing numbers of these temporary migrants, however, do become long-term or permanent settlers, and the distinction between permanent and temporary migration policies becomes a short-term legal one rather than a long-term sociological one. Governments have been seeking those policy instruments that would allow them to improve control over who enters and settles in their territories, and temporary migration policies are the measures to which they are turning. While increasing restriction characterizes the policy stance of most countries toward international migration, this does not necessarily mean that the number of migrants entering is declining. Kritz argues that the concepts employed by countries in their immigration policies frequently do not correspond to the reality, making it necessary to examine the actual context.  相似文献

"Utilizing data from a 1981 survey of Dominican and Colombian immigrants to New York City, and from 1975 marriage certificates for the entire city, this article describes the extent of family formation in the U.S. and patterns of marital selectivity of recent Hispanic immigrants residing in New York City. A core goal of the analysis is the provision of indicators of the extent of and nature of integration processes at an early stage of the immigration." It is found first that "Hispanic immigrants in New York City are clearly long-term settlers, although not necessarily permanent ones. They are forming nuclear families in this country to a considerably greater extent than they are either transferring families from the origin country or residing as unattached temporary migrants. Second, a significant minority of marriages contracted in this country are with spouses of different national origin groups, indicating an openness in ethnic boundaries in the host society context."  相似文献

Parmi les gens qui chaque année quittent les provinces atlantiques pour l'Ontario, certains y demeurent et d'autres retournent dans leur province d'origine. C'est cette migration du retour, de l'Ontario vers les Maritimes, qui est étudiée ici à partir des données du recensement de 1981, pour la période allant de 1976 à 1981. Entre les deux groupes de migrants — ceux qui restent en Ontario et ceux qui retournent — des différences importantes existent: différences socio-démographiques et différences relatives aux types d'emploi détenus. En appliquant le modèle analytique de l'emploi marginal aux situations d'emploi de ces migrants interprovinciaux, nous montrons que ceux et celles qui retournent dans les provinces atlantiques se retrouvent de façon disproportionnée dans les industries traditionnelles de la région: la pêche et les industries qui s' y rattachent. La migration interprovinciale est un phénomène complexe et, bien que le recensement soit une source précieuse de données sur les migrants, sa compréhension requiert des types de données qui échappent au recensement; d'autres sources, qui ont prise sur des dimensions plus subjectives du phénomène migratoire, doivent être mises à profit. An analysis of 1981 Canadian Census data on recent migration (between 1976 and 1981) from Ontario to Atlantic Canada reveals some important socio-demographic and employment differences between broadly defined groups of ‘return’ and ‘non-return’ migrants. Application of the Marginal Work World Model (Clairmont and Wien, 1974) to the employment outcomes of recent interprovincial migrants clearly illustrates that returning migrants of both sexes are found in greater proportions in marginal, more traditional Atlantic Canada industries (such as fishing and the related fish products industry). While the Canadian Census is a particularly useful data source for constructing a statistical profile of the dominant characteristics of recent returning and non-returning migrants, it provides a limited picture of the complex phenomenon of internal migration. A paradox of officially rejecting but covertly accepting irregular migrants has long been identified in the immigration policies of Western immigrant receiving states. In South America, on the other hand, a liberal discourse of universally welcoming all immigrants, irrespective of their origin and migratory status, has replaced the formally restrictive, securitized and not seldomly ethnically selective immigration rhetoric. This discursive liberalization has found partial translation into immigration laws and policies, but contrary to the universality of rights claimed in their discourses, governments reject recently increasing irregular south–south migration from Africa, Asia, and the Caribbean to varying degrees. This paper applies a mixed methodological approach of discourse and legal analysis and process tracing to explore in how far recent immigration policies in South America constitute a liberal turn, or rather a reverse immigration policy paradox of officially welcoming but covertly rejecting irregular migrants. Based on the comparative analysis of Argentina, Brazil and Ecuador, the study identifies and explains South American “populist liberalism” in the sphere of migration. We highlight important implications for migration theory, thereby opening up new avenues of research on immigration policy making outside Western liberal democracies, and particularly in predominantly migrant sending countries.  相似文献
