"The purpose of this article is to place Chinese labor migration from agriculture within the context of the literature on labor mobility in developing countries by comparing it to undocumented Mexican migration to the United States. The similarities fall within three general areas: the migration process, the economic and social position of migrants at their destination, and the agrarian structure and process of agricultural development that has perpetuated circular migration. The last section of the article draws upon these similarities, as well as differences between the two countries, to generate predictions concerning the development of labor migration in China."  相似文献

The objective is to summarize the pattern of Egyptian migration to Arab oil-producing countries (AOPC), to review some factors that are important determinants of labor movement based on theory, and to empirically model the migration rate to AOPC and to Saudi Arabia. Factors are differentiated as to their relative importance. Push factors are the low wages, high inflation rate, and high population density in Egypt; pull factors are higher wages. It is predicted that an increase in income from destination countries has a significant positive impact on the migration rate. An increase in population density stimulates migration. An increase in inflation acts to increase out-migration with a 2-year lag, which accommodates departure preparation. Egypt's experience with labor migration is described for the pre-oil boom, and the post-oil boom. Several estimates of labor migration are given. Government policy toward migration is positive. Theory postulates migration to be determined by differences in the availability of labor, labor rewards between destination and origin, and the cost of migration. In the empirical model, push factors are population density, the current inflation rate, and the ratio of income/capita in AOPC to Egypt. The results indicate that the ratio of income/capita had a strong pull impact and population density had a strong push impact. The inflation rate has a positive impact with a lag estimated at 2 years. Prior to the Camp David Accord, there was a significant decrease in the number of Egyptian migrants due to political tension. The findings support the classical theory of factor mobility. The consequences of migration on the Egyptian economy have been adverse. Future models should disaggregate data because chronic shortages exist in some parts of the labor market. Manpower needs assessment would be helpful for policy makers.  相似文献

Recent research on the impact of labor migration on the socioeconomic development of developing countries has provided opportunity to try and resolve some of the long-standing polemics that have pervaded the literature on migration and development. This article focuses on findings concerning the labor, remittance, and social impacts of emigration on countries that have participated in labor emigration. While a great deal more research needs to be done, recent findings confirm that in some situations the sort-term impacts of labor migration on sending countries have been considerable.  相似文献

The rise in migration for employment since the mid-1970s has had serious consequences for many Asian countries. This discussion examines the issues raised by the migration abroad of thousands of skilled workers and the efforts that sending countries have made in recent years to bring the effects of labor migration more closely into line with their development objectives. It also considers several problem areas requiring the attention of policymakers and authorities responsible for the administration of overseas employment policies. It is estimated that between 1976-81 annual labor migrant flows from the 8 major sending countries in Asia increased sevenfold, from a mere 146,400 to over 1 million. The Asian migrant workers tend to be young, male, married (with dependents in the sending country), and better educated than the average home population. Most of them come from rural areas and are predominantly employed in construction and labor. The most distinctive feature of these workers is their concentration in a few blue collar occupations--carpenters, masons, electricians, plumbers, lorry drivers, mechanics, and heavy equipment operators. These production and trnasport workers outnumber the professional and technical workers by anywhere from 3 to 1 (Philippines) to 17 to 1 (Pakistan and Sri Lanka). At the aggregate level labor emigration affects the sending country's economy through its impact on the labor market, on the financial market, and on the market for goods and services. It can be argued that the outflow of a significant proportion of the labor force should lead directly to a rise in labor projectivity in the sending country since capital per worker among those left behind will increase, yet it can also be argued that since migration sifts out the most skilled and experienced workers there will be an erosion of the country's human captial resources. Specific measures have been adopted in most labor sending Asian countries to protect the welfare of migrant workers, to regulate conditions of employment abroad, to restrict the outflow of scarce skills, and to secure new overseas markets for nationals. Despite the efforts of governments to ensure that workers have satisfactory contracts on going abroad, many cases of "contract substitution" have been reported. The present attitude of many governments toward private recruiters seems to reflect both an acknowledgement of their effectiveness in finding job placements overseas and a growing concern to regulate their activities. The present trend seems to be to allow private agencies easier access while exercising greater supervision over those permitted to operate. The impact of labor migration on the labor markets of sending countries has not been uniformly damaging, but most of the countries have adopted 1 kind of policy or another to reduce the outflow of scarce skills. The use of material and other incentives for retaining workers in the country has obvious advantages but is not very widespread.  相似文献

The social phenomenon of massive temporary international labor migration from the ESCAP region has emerged extremely rapidly. Within 10 years, the number of persons from ESCAP countries grew from a negligible one to 3.5 million. Related research and government policies have lagged behind this latest surge in migration. Most research conducted has been small-scale and lacks an analytical or theoretical framework. Policy formulation for temporary labor migration is difficult because most of the rapid growth in the industry has occurred as a result of private efforts, with a minimum of government intervention. It is now difficult, for the government to provide effective regulations or measures to stimulate and assist the process. Regulations on compulsory remittances or overseas minimum wages have proved to be unrealistic and, if not rescinded, are routinely circumvented. The most effective policies to assist return migrants may not be those which are intended to do so, but those which control the earlier stages of the migration process, such as recruitment, working conditions, and banking arrangements. The most valuable policies may also include those affecting education, training, employment, and general socioeconomic growth. Governments are recommended to provide social services for migrants and their families who are experiencing problems, and to institute community programs in areas with a large number of labor migrants. Governmental efforts to promote forms of labor migration beneficial to the workers would be valuable and should include measures to identify overseas labor markets for employing its nationals, government ot government labor contracts, and government participation in joint-venture projects. International migration should be analyzed in the context of theories and social change in order for governments to formulate effective measures for the reintegration of returning workers. Labor migration on the current scale has many social implications for the sending countries; relationships between employers and employees, the government and private sectors, and white and blue collar workers are affected. Social change and technological innovation will become more rapid, women's status and family roles will change markedly, and behavior is likely to become less conformist and more individualistic.  相似文献

"This article is concerned with the extent to which labor migration is advantageous to the labor exporting country. It focuses on development consequences of labor emigration with a view toward the formulation of policies which can shape those consequences into a positive force for development, discussing a wide variety of potential costs and benefits generated by labor emigration. The issue of private versus public choice relative to emigration is examined, as [are] the major economic benefits and costs of labor emigration and the influence of development objectives on the valuation of these costs and benefits. This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

Traditional analyses of the determinants of migration in less developed countries have focused on labor market conditions. This paper adapts a simple model to show that capital market conditions may be an important factor in individuals' migration decisions. Data from Ecuador are used to test this model, and the empirical results confirm the role of capital market imperfections—chiefly caused by financial repression—in shaping migration flows. Traditional labor market factors still matter, but the new finding may provide policy makers with new and lower-cost tools with which to affect migration outcomes.  相似文献

The impact of migration on the labor markets of host countries has fueled research and policy debates. While the impact of migration on the employment opportunities and wages of natives has come under extensive focus, another dimension of labor market impact of migration apparent in the case of Greece, the relations under which work is performed, has attracted less attention. The prevalence of family‐based forms of production and the relatively limited extent of waged employment have log made Greece an outlier with respect to European employment structures. However, much of the work previously carried out within the framework of the family is now undertaken by migrants for wages. This substitution of unpaid family labor by migrant wage‐labor is contributing to the convergence of Greek employment structures with those of other countries of the European Union.  相似文献

This article reviews evidence that contemporary Egyptian international labor migration to oil-rich Arab countries has followed a classic social process which starts with a homo economicus phase, advances into a goal reorientation phase, and ends with the establishment of diaspora communities in destination societies. The history of Egyptian migration, current estimates of migration, the role of Egyptians in selected Arab countries, and emergent processes all were found to support the predictions of the social process model. Particularly important support comes from the finding that all social classes participated in this migration. For 1982, the Ministry for Foreign Affairs, based on individual consulate figures, reported 2.9 million migrants in oil-rich countries. Conclusions suggest the likelihood that Egyptian migration processes will promote economic and perhaps social integration in the region.  相似文献

The implications of Spain and Portugal joining the European Common Market are considered as they concern the free flow of labor among member countries. The author suggests that a migration potential of about 1.5 million workers exists in these two new member countries. Since these workers cannot be absorbed by the labor markets of other member countries, the author proposes that the flow of labor be controlled and regulated following the accession of Spain and Portugal. This paper describes the four research monographs on emigration that were presented at the December 1995 Regional Workshop in the Arab Region. The workshop was an exchange of views and discussion of policy implications of emigration. Monographs were presented by Dr. Mayar Farrag on emigration in Egypt, Professor Nadji Safir on migration in the Maghreb, Dr. Setenay Shami on emigration dynamics in Jordan, and Dr. Lynn Evans on behalf of Dr. Ivy Papps on migration in Gulf Cooperation Council (GCC) countries. Dr. Farrag identified three periods of migration. During the mid-1960s to the mid-1970s, migrants were officially encouraged by Egypt to fill education positions. During the 1970s, many migrants left for the oil-producing countries on a temporary basis. Since the mid-1980s, the influences on Egyptian migration have been the economic recession and oil prices in the Gulf states, the completion of infrastructure projects in most Gulf states, and the replacement of foreign labor with nationals. Dr. Farrag recommended improving the migrants' skills in English and technology in order to maintain a dominant flow of temporary migrants to the Gulf region. Professor Safir reported that persons from the Maghreb region (Tunisia, Algeria, and Morocco) migrated to France before independence and subsequently to West Germany and the Benelux countries. Algeria had the highest migration potential, and Morocco had the highest migration. Morocco had established networks in destination countries, high population growth rates, and high unemployment. Maghreb countries are receiving migrants from the south. Professor Safir recommended regional integration. Dr. Shami separated step migration from stepwise migration, which complicates push-pull theories. Dr. Papps argued that use of foreign labor may not be the best option for development, and that sending countries should be more aware of skill needs in GCC countries.  相似文献

Various studies on trends in international labor migration are first reviewed. A hypothesis is then constructed to explain international labor migration in terms of the differentiation of capital. An important distinction is made between the oligopoly capital and non-oligopoly capital of industrialized countries (core states): non-oligopoly capital needs migrant workers, whereas oligopoly capital tends to go abroad and employs the labor it needs in less developed countries (peripheral states). The hypothesis is tested using data for European industrialized and semi-industrialized countries. Suggestions for further research projects are given.  相似文献

Five significant developments have occurred since 1974 with regard to the European labor force: 1) growth of return migration; 2) adoption of a new ILO Convention and Recommendation on return migration; 3) the movement towards a New International Economic Order; 4) the holding of the World Employment Conference in 1976; and 5) growing support for the idea that countries of origin should be compensated for out-migration of its citizens. About 1.5-2 million migrant workers have returned to their country of origin since the early 1970's when about 6 million workers and dependents were in Western Europe. The inequity that pervades international economic relations in general and migration in particular stems from the unequal bargaining power of the partners and the absense of corrective international social policies. The developing countries' wish for a new economic order questions the distributional aspects of the old liberal order. While raw materials and trade are covered comprehensively, labor movement is neglected. The growing realization that migration is a resource drain has led many poor countries to request compensation.  相似文献

Abstract

Recently, the transnational migration of nurses from developing countries to developed countries has received heightened attention from policymakers, health-care practitioners, and the media. In this article, the 1990 and 2000 Census Public Use Micro Survey (PUMS) data files are used to address the issue of nurse migration. I examine changes in the number, location, wages, countries of origin, and other economic and demographic variables for foreign-born nurses and nurses' aides and US born nurses and nurses' aides over the time period 1990 to 2000. I find that foreign-born nurses and nurses' aides increasingly come from developing countries and, specifically, from Africa. This raises important ethical issues, as Africa faces a severe shortage of nurses in the context of the AIDS crisis. Foreign-born nurses are shown to have higher levels of education and higher levels of labor force attachment than US-born nurses.  相似文献

74 labor migrant families from various socioeconomic classes in Amman, Jordan were interviewed to examine changes in relationships among family members, extended family, and neighbors and their concerns about economic stability in the host country, Jordan, and the world market. Another purpose was to determine how current migration policies of the Arab oil-producing countries which prohibit labor migrants from bringing their families to the host country affect labor migration among families. The families consisted of either those who did or did not accompany the labor migrant. Overall labor migration affected unaccompanied families more than accompanied families, e.g., only 19% of the unaccompanied families reported increased family unity compared with 56% of accompanied families. Problems within unaccompanied families increased in 43% of the cases but in only 6% of the accompanied families. Many of these problems resulted in children dropping out of school which reflected the control fathers had within the family, separation, or divorce. Yet labor migration reduced family ties with extended family members and neighbors almost equally for both groups. Accompanied families were not as concerned about economic stability in Jordan as unaccompanied families (38% vs. 50%). Perhaps these families tended not to invest remittances received from the labor migrants working in Arab oil-producing countries in Jordan. Both groups were quite concerned about the economic stability in the host countries (66% and 72%, respectively) and the world market (59% and 62%, respectively), however. Since family unity suffers when families do not accompany labor migrants, it is suggested that oil-producing nations that depend on foreign labor should guarantee family unity as a human right.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

The probable future scenario of international migration development--based especially on migration patterns that Western Europe has experienced--is also sketched, whilst mainly economic, social, political, demographic, psychological and geographical aspects are mentioned." Various theoretical approaches have provided us with insights to explain the pattern of migration flows. Economic theory considers migration to be a reaction to labor market and economic incentives. Cultural theories predict that migration flows will occur according to a center‐periphery pattern, while social network analysis assumes that migrants follow already established migration networks. We test these three approaches simultaneously, using OECD and Eurostat data on the migrant inflow into the European countries between 1980 and 2004. The analysis demonstrates that migration flows react to economic incentives, mainly with regard to the labor market, but also to cultural and colonial linkages. There is no indication that the importance of the colonial past is declining over time. The response of migration patterns to shortages in the labor market is shown to be highly efficient, while the analysis shows that immigrants are not attracted by high levels of social expenditure.  相似文献

The author first gives an overview of labor emigration from India since the nineteenth century, noting particularly the trends in Indian migration to Middle Eastern and North African countries. The demand for expatriate labor in West Asia for the years 1985-1990 is projected, and consideration is given to differential labor migration according to skill category. Focusing on Indian emigrants currently working in the Gulf States, the author discusses conceptual problems in examining international migration as well as the social-psychological consequences and the societal impact of migration.  相似文献
