Drawing inspiration from the work of Robin M. Williams Jr., I map out the complexities of ethnic and racial relations in the contemporary United States by focusing on the impacts of 9/11—particularly in relation to immigration policy. Because the attackers entered the country through regular immigration channels (i.e., as foreign students) the U.S. government has introduced policies to enhance border security, restrict immigration, increase the surveillance of immigrant populations, and more actively enforce immigration policy. These national-security-related immigration policies, however, are exacerbating existing tensions and producing new sets of ethnic and racialized conflicts in the United States. In this article, I first provide an overview of the key national-security-related immigration policies that were passed in the wake of September 11, 2001. Then, I review some of the recent sociological literature, as well as draw from my own preliminary research in the State of New Jersey, to illustrate the social impacts of these policies on ethnic and racial relations. I conclude with an outline of the ways the sociology of ethnic and racial relations specifically, as well as other subfields of the discipline, might approach analyses of social conflict in the contemporary United States, post–September 11.  相似文献

In this article, I draw on data derived from an ethnographic field study of covert policing in the United Kingdom to demonstrate that the deployment of covert surveillance has become normalized, both in policing thought and operational practice. In a break with earlier patterns, the methods of covert surveillance are used extensively and are no longer regarded as a tactic of last resort. Covert policing is well anchored within organizational arrangements, empowered by a series of internal rationales mobilized to justify the expansion of covert tactics over and above more traditional, overt forms. The building of intrusive and exceptional policing practices within mundane contexts, I argue, is one of the ways the police have adapted to a broader policing environment characterized by public scepticism and distrust. Policing relies on the invisibility and low profile that comes with covert work, in order to govern contemporary concerns of crime and insecurity without the conflicts which can accompany – and trouble – overt policing practices. As mainstream policing becomes an increasingly extroverted enterprise, introverted forms of policing have come to the fore.  相似文献

Surveillance technologies may be capable of monitoring a domain, but they need a sufficiently orderly domain to monitor. This article examines the secretive effort to institute artificial-intelligence-based ‘smart surveillance’ in the New York subway, using object- and pattern-recognition algorithms to identify dangerous activities in video feeds, such as a person abandoning a package. By considering the necessary preconditions for computer vision systems to recognize patterns and objects, I show how smart surveillance was challenged by the lack of visual and social uniformities necessary for smart surveillance systems to make its fine-toothed distinctions. In spite of vast resources and involvement of a major military contractor, the project was eventually deemed a failure. Although problems in computer vision are being incrementally solved, those improvements do not yet add up to a holistic technology capable of parsing the real-world ambiguity of open-ended settings which do not meet the assumptions of the detection algorithms. In the absence of technologies that can handle the actual mess, the world itself must cooperate, but it often does not. The article demonstrates the importance of looking beyond the claims of technical efficacy in the study of security and surveillance to discover how technologies of inspection and control actually work, as a means to cut through the heavy rhetorical packaging in which they are sold to their publics.  相似文献

An increasing number of immigrants and rising unemployment rates are widely thought to contribute to the electoral success of extreme right parties in Western Europe. However, no study explicitly posits the causal mechanism that links the aggregate level factors of immigration and unemployment to the electoral success of extreme right parties, and systematically analyzes whether and how this mechanism works. Thus, the causal connection between immigration, unemployment and extreme right success remains at best ambiguous. I argue that the causal mechanism linking immigration and unemployment to extreme right electoral performance is the development of anti‐immigrant attitudes at the individual level. In this paper, I examine how unemployment and immigration affect individuals’ attitudes toward immigrants. This examination furthers our understanding of the actual dynamics of how unemployment and immigration influences the electoral success of extreme right parties. I find that greater unemployment rates increase the probability that an individual will have an anti‐immigrant attitude only when immigration is already at a high level. Similarly, increasing immigration alone does not always increase the probability that an individual will have an anti‐immigrant attitude.  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

As the United States has expanded its immigration control strategies, police participation in immigration enforcement has increased in scope and intensity. Local law enforcement agencies contribute to immigration enforcement in three key ways: through the direct enforcement of immigration law, through cooperation with federal immigration authorities, and through the everyday policing of immigrant communities. These enforcement approaches have consequences for unauthorized immigrants, and for the agencies and officers tasked with providing them police services. This article reviews local law enforcement practices and argues that future research should move away from an exclusive examination of police policies towards immigrants, to consider how the policing of immigrants actually occurs on the ground. Moreover, we argue that as long as discretionary arrests funnel removable immigrants into the deportation system, some immigrant communities will perceive policing as fundamentally unfair and discriminatory.  相似文献

"U.S. immigration policy has a beneficent intent. However, recent work suggests that the signal it sends internationally--that emigration can be relied upon to relieve local (Third World) population pressure--tends to maintain high fertility rates in the sending country. This effect is counterproductive because high fertility is the primary driver of rapid population growth. In addition, it appears that the relatively open U.S. immigration policy has resulted in a rate of domestic population growth that threatens both the well-being of American labor and cherished environmental values."  相似文献

This article reports on a critical discourse analysis study exploring how ableism, racism, and neocolonialism play out in Canadian immigration policies. Situated within critical social work theory as well as postcolonial and anticolonial theoretical frameworks, the study focused on Canadian immigration policies in relation to people with disabilities from the global South, an area that has not received sufficient attention in social work research and practice. Findings indicate that discourses concerning risk and protection are central in determining the admissibility and inadmissibility of immigration applicants and reinforce ableism, racism, and neocolonialism. The concept of an immigration industrial complex draws from previous work on the prison industrial complex and the military industrial complex. All three of these complexes point to the ways that the interests of government bureaucracies, corporate elites, and politicians shape laws and policies. This article explains how the undocumented status of migrants provides advantages to at least three groups: (a) media pundits who make their careers railing against ‘illegal aliens’; (b) politicians who use undocumented migrants as scapegoats; and (c) contractors who profit from massive immigration enforcement expenditures. The disenfranchised status of undocumented migrants enhances the ability of each of these groups to benefit from their presence. This confluence of interests explains why Congress has not enacted viable immigration policies that effectively deal with the ‘problem’ of illegal immigration. International migration creates unique gendered work‐family contexts that profoundly affect individual lives in various ways. This paper examines how immigration impacts women’s status in the labor force and in the family. Immigrant women who are laborers, self‐employed entrepreneurs, and professionals experience very different changes in gender relations and work status resulting from immigration. While some become more egalitarian, others remain patriarchal; some enter the paid labor force for the first time, whereas others retreat from prominent careers to become homemakers; some are powerful in certain areas but vulnerable in others. Immigrant women’s gains and losses in their work and family domains are full of variations, contradictions, and constraints. In addition to reviewing the current state of knowledge in this area of study, this paper discusses parallels across scholarly work, inadequacies in the literature, and directions for future research.  相似文献

The few studies that have been carried out only take into account the annual inflows of seasonal immigrants. This present article covers 2 other aspects of the problem: 1) the seasonal nature of immigration in general and 2) above all the role of permanent immigrant workers in certain sectors influenced by seasonal changes. The number of permanent first-time immigrants is determined, among other causes, by the need for a certain seasonal regulation of overall economic activity. The role of the foreign work force is o fparticular importance in 3 sectors influenced by seasonal changes, and it fulfills a function of seasonal regulation of activity in at least 2 of these sectors: the building trade and agriculture. However, the recognition of the need for seasonal regulation has been used as a pretext for making employment more unstable, in particular for permanent immigrant workers, many of whom cannot find work for the whole year. Seasonal work also plays a key role in agriculture and the hotel trade. Moreover, the part played by illegal immigrants is decisive, not only in these 2 sectors, but throughout the illegal labor market. In the years to come it is likely that seasonal immigration will continue to fall perhaps by half, as a result of mechanization in general, its application in grape-harvesting, and the adoption of new farming techniques. However, it will probably remain sufficiently high to make up for the lack of a national reserve of seasonal labor, especially in vegetable and fruit farming, lumbering, and catering. Seasonal immigration will doubtlessly continue also because it puts a downward pessure on the average wage and makes employment more precarious. It also constitutes a reserve of illegal labor, which can be used in sectors which have a crucial impact on the balance of goods and services in France. These advantages for the French government and employers are above all disadvantages for the seasonal immigrant workers themselves, whose living and health conditions are increasingly catastrophic.  相似文献

Abstract

We contribute to the debate about the effects of immigration in the United States by analyzing the impact of recent (1980-2000) immigration on the economic outcomes of African Americans. We use Census 2000 data for a sample of 150 U.S. metropolitan areas to examine these outcomes. Our findings indicate that after controlling for a variety of theoretically relevant control variables, increases in recent immigration decrease labor force non-participation and poverty, and increase median earnings, among blacks. We argue that recent immigration expands blacks' job opportunities in or near the middle of the occupational hierarchy (e.g., protective services; office and administrative support). However, we also find a non-linear effect of immigration on black median earnings which indicates an immigrant population threshold where black earnings begin to decline. Thus, both sides of this debate may be correct: middle-class blacks benefit from increased immigration, but the gains of the black middle class do not always offset the fact that poor and lower-skilled blacks are losing out because of increased competition with immigrants.  相似文献

In late modernity there has been a massive growth in ‘new’ surveillance devices situated within schools. This paper explores the reasons behind this proliferation, considering the role of key protagonists and the promises made regarding these technologies. It is suggested that there is strong connection between notions of neoliberal governmentality (Foucault, 2008 ; Gane, 2012 ) and arguments relating to increased security, improved efficiency, the desirability of techno‐surveillance devices and desensitization to pervasive monitoring. In particular, it is maintained that the devolution of state power, the marketization of education, increased responsibilization and the nature of observation in the viewer society all help to explain the emergence of ‘surveillance schools’. It is concluded that failure to recognize these new dynamics may result in schools quietly, subtly becoming experimental labs and then junkyards for our surveillance futures.  相似文献

Complex factors associated with migration and immigration policies contribute to the dispersion of families across space. We draw on interviews with 40 Latin American women in Toronto who experienced separation from children as a result of migration and argue that Canadian immigration policy and elements of the women’s context of departure lead to the systemic production of transnational family arrangements. Once in Canada, the women dealt with unexpected lengths of separation, the spatial dispersal of social reproduction, and post‐reunification problems. The absence of a normative framework that could help the mothers make sense of family dispersal meant that their experiences of migration, family separation, reunification and settlement were marked by tension, guilt, isolation and shame.  相似文献

Examining the immigration policy changes undertaken by Socialist President Francois Mitterand between May 1981 and September 1982, this discussion provides backgroung information for the study of immigration policy reform in France, discusses the institutional and historical contexts within which recent policy changes have occurred, and examines the initial measures taken, the new immigration legislation adopted in October 1981, the "Exceptional Regularization" carried out in 1981-82, and various other immigration measures announced during the period under study. The discussion also identifies some of the problems which arose and are likely to arise as a result of the new policies. The French government has historically taken great pains to track the movement of both foreigners and natives within its territory. All citizens are issued a national identity card, and all foreigners residing in the country for longer than 3 months must obtain a residence permit from their local prefecture of police. The entry of some 347 million people annually into France must contribute to the problem of exercising strict control at entry. French measures to enforce immigration laws within its borders have not prevented the development of clandestine immigration nor the employment of undocumented foreigners. French law requires that all employers and employees contribute to the system of the Securite Sociale and to a variety of other government programs providing social and economic assistance to workers and their families. The year 1932 marks the date of the first French laws limiting immigration. On July 5, 1974 the French government closed the country's borders to immigration and have not reopened them since. Following that date a more severe attitude towards clandestine immigration became evident. Despite the anti-immigration policies of the 1974-81 period the number of foreigners residing in France did not diminish. 3 basic goals guided the new government in the development of its policies: to limit the entry of new foreigners; to end the precariousness which has characterized the existence of many immigrant families in France; and to examine immigration problems through bilateral negotiation with various sending countries. The immigration policy developed and carried out by the Mitterand administration during its first 15 months in office expressed an attitude of generosity towards established immigrants and external rigor vis-a-vis new immigration. The generosity of the new government is evident in the limitations placed on expulsion and detention, the guarantee of due process of law and all job-related rights for undocumented foreigners, the reaffirmation of family reunification, easier access to "privileged" immigrant status, the extension of the right of employment to foreign students and to Polish and Lebanese refugees, and new legislation guaranteeing the right of association to immigrants. The government's desire to control immigration more effectively is evident in the tightening of control at France's borders and in the substantial increases in sanctions against employers of clandestine workers.  相似文献

This article compares native residents’ opinions and perceptions regarding immigration using a representative survey from a pair of matched North Carolina counties – one that experienced recent growth of its foreign-born population and one that did not. Drawing from several theoretical perspectives, including group threat, contact theory, and symbolic politics, we formulate and empirically evaluate several hypotheses. Results provide limited evidence that competition and threat influence formation of opinions about immigration, with modest support for claims that parents with school-aged children harbor more negative views of immigration than their childless counterparts. Except for residents in precarious economic situations, these negative opinions appear unrelated to the immigrant composition of the community. Claims that the media promotes negative views of immigration receive limited support, but this relationship is unrelated to the volume of local immigration. Finally, sustained contacts with foreign-born residents outside work environments are associated with positive views of immigration, but superficial contacts appear to be conducive to anti-immigration sentiments. Political orientation, educational attainment, and indicators of respondents’ tolerance for diversity explain most of the difference between the two counties in overall support for immigration.  相似文献

This article challenges the established convention in immigration policy scholarship of treating economic utility and identity maintenance as logically distinct concerns. Drawing on work by Weber, Wallerstein and Bourdieu, we argue that concerns about economic utility and identity maintenance interact in the immigration policies of Western liberal democratic states, leading to policies designed to build and maintain middle‐class national status groups. Using the example of contemporary immigration policy in Germany, we illustrate how this impulse to build the middle‐class status group affects immigrant inclusion/exclusion in nuanced ways at both the group and individual levels, along class/status, ethnic and gender lines. We conclude by considering the policy implications of growing and shaping populations according to middle‐class ideals, particularly for the statistical monitoring of immigrant populations for integration benchmarking purposes.  相似文献

"This article aims to contribute to an understanding of contemporary American attitudes toward immigration.... The paper uses data from a CBS News/New York Times poll conducted in June 1993. Respondents were asked whether they would like to see the level of immigration to the United States increased, decreased or kept the same. We test several hypotheses about factors influencing respondents' attitudes, including the importance of previously unexamined predictors. These new hypotheses relate to views about the health of the U.S. economy, feelings of social and political alienation, and isolationist sentiments concerning international economic issues and foreign relations. One important discovery is the close connection between possessing restrictionist immigration attitudes and having an isolationist perspective along a broader array of international issues."  相似文献
