Televised political debates are the platforms for party leaders to outline their party's political programs and to attack those of their political opponents. At the same time journalists who moderate the debates are testing the party leaders’ ability to clearly outline and defend their programs. Television audiences of election debates evaluate these party leaders and political parties based on their television performances. Prior to the social media era, viewers’ evaluations were collected through phone surveys or web questionnaires. Nowadays viewers share their opinions in real-time on social media. Particularly Twitter is used in the Netherlands as the platform to share these opinions. In this study tweets produced by the audiences of five different televised debates that took place during the campaign for the Dutch 2012 parliamentary elections are analyzed in terms of tweeting about politicians and parties as well as political issues, as well as the content of the debates. This allowed us, using time series analysis, to test the relation between issue salience in debates and issue salience of the audience on Twitter. The issues of ‘Employment and income’ and ‘Europe’ were the most tweeted about, roughly aligning with the attention these issues received in televised debates. Findings further show there are consistent audience reactions to issues discussed in the debates: issues of ‘Housing’, ‘Care for the needy', and ‘Europe’ showing the strongest effects. However, candidates and parties are not explicitly associated by people active on Twitter when certain political issues are being debated on TV.  相似文献

This article looks at the issue of political disengagement in mature democracies and the growing tendency towards disconnect between citizens and their political representatives. It locates itself in relation to ‘demand‐side’ (external to politics) and critical ‘supply‐side’ (focused on the political centre) explanations of disengagement. It concentrates on the latter and, accordingly, builds on critical, post‐Marxist and elite‐oriented work. As such it follows on from earlier calls in the journal for a return to elite‐based research (Savage and Williams, 2008). Drawing on general concepts in economic sociology (Polanyi, Granovetter) the article presents an alternative embedding‐disembedding paradigm for explaining and evaluating this tendency towards political elite disengagement. The propensity for politicians to disembed from wider society is explained by way of a series of eight ‘filters’. Such filters work, alone or cumulatively, both to socially embed political elites within the institutions and networks of formal politics and also to disembed them from wider society and the populace they represent. The interpretive framework outlined here draws on a combination of secondary literature and ongoing interview‐based research with some 150 political actors (politicians, journalists, officials) working at Westminster. As such, the filters and embedding‐disembedding paradigm focuses primarily on the UK case. However, the framework is easily adaptable to other nations and systems.  相似文献

In this article, I examine a transnational advocacy network opposed to the introduction of genetically modified crops and supportive of organic agriculture in India. I argue that this network illustrates some of the consequences of ‘upward oriented linkages’, in which professional NGO brokers focus on constructing relationships with other professional or elite partner bodies such as donor organizations, global retailers and the English language media. The ‘upside‐down’ tree that results has roots pointing upwards to global partners and to domestic elite actors but is less responsive, and less tightly bound, to mass organizations and to its purported non‐elite constituency of marginal farmers. I make this case through a methodological approach I term ‘organizational ecology’ in which I explore the idea of NGO based advocacy organizations as filling ‘niches’ in the larger political ecology of rural India and within this ‘ecology’ forming symbiotic connections to other organizations.  相似文献

This article explores a key question in political sociology: Can post‐communist policy‐making be described with classical theories of the Western state or do we need a theory of the specificity of the post‐communist state? In so doing, we consider Janine Wedel's clique theory, concerned with informal social actors and processes in post‐communist transition. We conducted a case study of drug reimbursement policy in Poland, using 109 stakeholder interviews, official documents and media coverage. Drawing on ‘sensitizing concepts’ from Wedel's theory, especially the notion of ‘deniability’, we developed an explanation of why Poland's reimbursement policy combined suboptimal outcomes, procedural irregularities with limited accountability of key stakeholders. We argue that deniability was created through four main mechanisms: (1) blurred boundaries between different types of state authority allowing for the dispersion of blame for controversial policy decisions; (2) bridging different sectors by ‘institutional nomads’, who often escaped existing conflicts of interest regulations; (3) institutional nomads’ ‘flexible’ methods of influence premised on managing roles and representations; and (4) coordination of resources and influence by elite cliques monopolizing exclusive policy expertise. Overall, the greatest power over drug reimbursement was often associated with lowest accountability. We suggest, therefore, that the clique theory can be generalized from its home domain of explanation in foreign aid and privatizations to more technologically advanced policies in Poland and other post‐communist countries. This conclusion is not identical, however, with arguing the uniqueness of the post‐communist state. Rather, we show potential for using Wedel's account to analyse policy‐making in Western democracies and indicate scope for its possible integration with the classical theories of the state.  相似文献

Populism is a relevant but contested concept in political communication research. It has been well-researched in political manifestos and the mass media. The present study focuses on another part of the hybrid media system and explores how politicians in four countries (AT, CH, IT, UK) use Facebook and Twitter for populist purposes. Five key elements of populism are derived from the literature: emphasizing the sovereignty of the people, advocating for the people, attacking the elite, ostracizing others, and invoking the ‘heartland’. A qualitative text analysis reveals that populism manifests itself in a fragmented form on social media. Populist statements can be found across countries, parties, and politicians’ status levels. While a broad range of politicians advocate for the people, attacks on the economic elite are preferred by left-wing populists. Attacks on the media elite and ostracism of others, however, are predominantly conducted by right-wing speakers. Overall, the paper provides an in-depth analysis of populism on social media. It shows that social media give the populist actors the freedom to articulate their ideology and spread their messages. The paper also contributes to a refined conceptualization and measurement of populism in future studies.  相似文献

Through the analysis of Spanish media coverage of the terrorist attack in Madrid 11 March 2004, and specifically of the so-called ‘conspiracy theory’ sustained by certain media for political or commercial reasons with large public success, this article examines the consolidation in Spain of a kind of journalism that tries to model with Lewis Coser's concept of ‘greedy institution’. The political functions of this ‘greedy journalism’ and its relationship with the so-called ‘neo-populist turn’ of present politics in Western democracies are discussed in brief.  相似文献

Political changes related to globalization apparently produce similar effects on old and new democracies. All over the world, comparative research on democratization has showed that political distrust is a common variable affecting the whole of the State and the relationship between citizens and democracy. Nevertheless, political discontent in old democracies has stimulated citizens to adopt new attitudes and modes of political participation, while in newly democratized countries citizens tend to withdraw from politics as a consequence of institutional distrust. In fact, in many new democracies, although adhering to the normative meaning of the democratic regime, distrust of democratic institutions is associated to citizens’ negative feeling about political efficacy, low levels of political interest and political participation, and also preference for democratic models which exclude political parties and/or parliaments. This paper evaluates the meanings and consequences of the contemporary phenomenon of political discontent in Brazil and Latin America and discusses its implications for democratic theory.  相似文献

Public involvement in traditional political institutions has declined significantly over the past few decades, leading to what some have seen as a crisis in citizenship. This trend is most striking amongst young people, who have become increasingly alienated from mainstream electoral politics in Europe. Nevertheless, there is overwhelming evidence to show that younger citizens are not apathetic about ‘politics’ – they have their own views and engage in democracy in a wide variety of ways that seem relevant to their everyday lives. In the aftermath of the global financial crisis, young Europeans have borne the brunt of austerity in public spending: from spiralling youth unemployment, to cuts in youth services, to increased university tuition fees. In this context, the rise and proliferation of youth protest in Europe is hardly surprising. Indeed, youth activism has become a major feature of the European political landscape: from mass demonstrations of the ‘outraged young’ against political corruption and youth unemployment, to the Occupy movement against the excesses of global capitalism, to the emergence of new political parties. This article examines the role that the new media has played in the development of these protest movements across the continent. It argues that ‘digitally networked action’ has enabled a ‘quickening’ of youth participation – an intensification of political participation amongst young, highly educated citizens in search of a mouthpiece for their ‘indignation’.  相似文献

This article discusses the transformation of the media system in three countries moving away from the classical “communist” model: Poland, Russia and China. Despite very significant differences, all three of these societies displayed similar starting points in terms of economics, politics and media. The dominant political science tradition has discussed post‐communism as part of a more general theory of “transitology”, seeing the processes involved in these cases as examples of a world‐wide transition from dictatorial regimes towards western‐style democracy. An alternative is to see the shift away from communism as an example of “elite continuity”, in which the former bureaucratic ruling class attempts to restructure itself as the owners of private capital. The article tests the two theoretical views in these three cases. It is demonstrated that transitology gives very little insight into the prevailing situations, and that the theory of elite continuity accounts much better for major features of the media systems.  相似文献

Mushrooming of the deras in Indian Punjab, and the role of some of these deras in influencing the political choices of their followers, most of whom belong to the socially and economically marginal groups, is being recognised and apparently encouraged by the political parties. This is evident in the fact that political leaders/candidates cutting across party divides flocked to various deras in the run-up to the recent elections. This phenomenon can be attributed primarily to the fact that the social basis of political power of state has remained unaltered in favour of the upper castes/communities. Unwilling to share power, yet compelled to seek the crucial support of numerically strong and economically mobile dalit and other backward castes voters in a closely contested bi-polar polity, the upper-caste political leadership takes recourse to the ‘softer’ option of cultivating the deras to ‘deliver’ en bloc the marginal-castes votes. With one form of the identity politics based on ethno-regional communal divide having receded to background, it is the turn of the caste-based identity politics through the ‘dera route’ that is prevailing in post-militancy Punjab.  相似文献

Online communication has become a central part in the communication repertoires of political actors in Western mass democracies. In Switzerland, where broadband, internet use, and media literacy are amongst the highest in the world, all major political parties run their own website and are active on social media. This article seeks to show how Swiss political parties deal with social media, how they implement it and how they use social media. The study builds on empirical data from a structural analysis of party websites, the official Facebook sites, and Twitter feeds. These social media sites were analysed for their resonance, update frequency, and thematic clusters focusing on information, mobilization, and participation. A weekly assessment of the user numbers illustrates the development of user resonance throughout the 2011 election year. While political parties claim to appreciate the dialogue and mobilization potentials of social media, they mainly use social media as an additional channel to spread information and electoral propaganda. The overall resonance is still on a very low level. The data seem to sustain the normalization hypothesis, as larger parties with more resources and voters are better able to generate effective communication and to mobilize online than small and marginal parties.  相似文献

Political trust has been declining among the publics of almost all advanced industrial societies in recent years. This has been attributed to a Materialist–Postmaterialist value shift, which has given rise to a public that is less deferential to authority and increasingly ready to challenge government. This phenomenon has been interpreted as a ‘crisis of democracy’. Although one might expect to find low level of political trust in repressive authoritarian societies, survey data indicates that political trust in China is actually very high. Does this simply mean that people are afraid to express any opinions that might be viewed as critical of authority? As this article will demonstrate, this does not seem to be the case. The Chinese public expresses fairly strong criticism of some aspects of Chinese society – but they express high levels of confidence in the national government. Although rich democracies provide both a higher standard of living and more personal freedom than is available to the average Chinese citizen, the Chinese public expresses higher levels of confidence in government than those found in most advanced industrial societies. We conclude that economic development has the immediate effect of enhancing public support for the government – but in the long run it also leads to value changes that promote critical citizens. At least for now, the regime-enhancing effect of economic development still dominates the regime-eroding effect. The effect of changing values on distrust of government is largely overwhelmed by the support for government brought by the increased level of affluence.  相似文献

Global distribution of a popular American television programme – Jon Stewart's Daily Show – offers a rare opportunity to examine transnational contingencies of meaning in political satire. Drawing on focus group discussions in Kenya, this analysis shows how some East Africans appropriated and reinterpreted – indeed unexpectedly subverted – The Daily Show's political content, deriving from it insights that Stewart himself might have found surprising. Kenyan viewers perceived in The Daily Show gaps between the rhetoric and reality of empire and pointed to limitations of Stewart's dissident satire as they rejected its depictions of non-wealthy nations and marginalized peoples. They reconfigured Daily Show episodes as commentaries on global power relations; reflected critically on Kenyan politics, media and their own political subjectivities; and revised their own earlier assumptions about the gap between Africa and supposedly ‘mature’ democracies such as the United States. Thus, American political satire such as The Daily Show can activate in foreign audiences new perceptions of differences between the ‘West’ and the rest and new forms of political imagination.  相似文献

The corporate pursuit of social goals – known as Corporate Social Responsibility or ‘CSR’ – has been subject to critique on a number of grounds. However, a hitherto underexplored potential consequence of CSR has been suggested in a recent paper by C. Garsten and K. Jacobsson (‘Post‐Political Regulation: Soft Power and Post‐political Visions in Global Governance’ (2013), Critical Sociology 39: 421–37). They suggest that CSR is part of an international trend towards ‘post‐political’ governance discourses, where an emphasis on different actors’ common goals obscures conflicts of interest, subverting the open political conflict necessary for a well‐functioning democracy. This paper examines whether such post‐political discourses – including an outright denial of conflict of interest – can be found within the alcohol and gambling industries, where conflicts of interest are likely to be particularly acute given the addictive nature of the goods/services in question. Based on interviews with CSR professionals in these industries in Italy, the UK, and at EU‐level, we do indeed find evidence of a post‐political discourse. In these discourses, alcohol/gambling industry staff deny potential conflicts of interest on the basis that any small benefits from sales to a small number of addicts are seen to be outweighed by the reputational damage that addicts cause. Crucially, however, this coexists with another, less post‐political discourse, where addictions CSR professionals emphasize ‘common ground’ as a basis for CSR, while accepting some instances of possible conflict of interest. Here interviewees make considerable efforts to differentiate good (sustainable) from bad (short‐term) self‐interest in order to stress the genuineness of their own actions. We conclude the paper by considering whether CSR embedded within a ‘common ground’ discourse still hides conflicts of interests and subverts democratic debate, or overcomes the problems identified by Garsten and Jacobsson.  相似文献

Recent studies in political communication have found a generally positive role of social media in democratic engagement. However, most research on youth’s social media use in relation to their political engagement has been conducted in the context of American and European democracies. This study fills a gap in the literature by examining the effects of the uses and structural features of social media on democratic engagement in three different Asian political systems: Taiwan (young liberal democracy); Hong Kong (partial democracy); and China (one-party state). The findings showed that sharing political information and connections with public actors consistently predicted offline participation (i.e., civic and political participation) and online participation (i.e., online political expression and online activism) in the three political systems. Although social media use for news, network size, and network structure did not consistently predict political outcomes, they played significant roles in influencing different engagement in the three political systems. The comparative approach used in this study helped to demonstrate the role of social media in the democratic engagement of youth in three places with similar cultures but different political contexts.  相似文献

This article examines the emergence of the angry citizen as a legitimate political actor in post-colonial Indian democracy. Approaching such ‘civic anger’ as a historically constituted and socio-politically embedded formation rather than as a subjectively and individually experienced feeling, I show that the rise of the angry citizen was linked to the consolidation of a distinctive politics of curative democracy in the ‘long 1970s’. The lineages of the civic anger of twenty-first century India may be traced to this older formation of curative democracy. The point here is not to offer a chronological revision of the origins of ‘new India’, but to consider the generalisable political implications of the idea of curative democracy, and to identify the distinctive forms of political agency that are associated with the call to cure, reform or renew democracy.  相似文献

This article compares the social backgrounds of Nazi leaders and representatives of democratic parties in the Weimar Republic. It does not advance any overarching new narrative on Nazism’s social origins, but rather aims to present a nuanced statistical picture of Weimar’s political elites. The results of this analysis are derived from an index of German members of parliament and from a new dataset, which has recently been collected from the Neue Deutsche Biographie (NDB), Germany’s largest biographical encyclopaedia. Together, these two samples cover more than 2000 German politicians, industrialists, diplomats, political writers, academics, high state officials, and important journalists. This article reveals sociological differences between the politicians who led the Nazi party in parliament and those elites that promoted Nazism in the media, in academia, or within the German civil service. While Nazi politicians in the Reichstag were recruited from a variety of social classes, ranging from industrial workers to members of the aristocracy, National Socialist elites outside the parliament typically belonged to the Bildungsbürgertum and sociologically resembled the highly educated members of democratic and liberal parties. Overall, the picture of a generation of Nazi leaders emerges that was sociologically far more heterogeneous than is often recognized by historians.  相似文献

Abstract

This essay looks to the complex intercultural relations of China and Korea to highlight two important issues in political theory and international relations: the transnational nature of world politics and the limits of analytical binaries such as East‐West and tradition‐modernity. Discussions of international politics in East Asia characteristically address issues of security and development studies. More recently, Confucianism has been mobilized as part of the clash of civilizations of Asia with the West. This essay will consider how cultural boundaries are negotiated within the region via an analysis of the workings of the transnational discourse of Confucianism in the construction of Korean identity. While many make truth claims about what ‘Confucianism’ means in Korea, this essay examines the discursive economies of ‘Confucian events’ in three overlapping social spaces: official, mass media, and academic. This essay will show the diversity of Confucianism within East Asia, and underline how rather than being a simple orthodoxy, the shape of Confucianism is an active political issue. While many try to define a core ‘Korean Confucianism’, I argue that we should use Confucianism as an analytical tool to understand something else, citing how some scholars are using Confucianism for the specific project of building democracy in Korea.  相似文献

In India, Hindi is imagined and institutionalized as the national language which weds together India's pluralistic population under the banner of a shared Indian identity. Approaching language competence as embedded in and performed through language practices and ideologies, I explore how a New Delhi elite community positions themselves towards Hindi vis‐à‐vis national language policies and political movements. Contrasting with traditional unified elite portrayals, e.g. ‘elite closure’ ( Myers‐Scotton 1990 ), India has multiple sociolinguistically discordant elite groups, and these liberal elites ideologically construct their Hindi (in)competency in an alternative framework attending to the history (and failure) of Hindi‐based nationalism, their disalignment with modern right‐wing movements, and their continued affiliation with English. This perspective of some elites as negotiating and disagreeing with contemporary political movements and language policy legislature illuminates language competencies as socially constructed and locally grounded, and challenges past interpretations of postcolonial elites as unified actors controlling the dominant linguistic marketplace.  相似文献
