The migration problem has acquired a new dimension with the breakdown of State‐Communism which has induced new and variable waves of migration out of Eastern Europe. The response of the West to these waves, as well as to the ever‐increasing likelihood of emigration from countries of the Third World has been one of mounting regulation. The present article critically juxtaposes the underlying, albeit short‐term, logic of regulation with that of East‐West migration — itself a highly variated and differentiated process — in an attempt to demarcate a more comprehensive approach to the East‐West migration subject.  相似文献

This study examines the influence of migration on the long-term commitments by foreign trained researchers at Israel's 6 universities. Israel's scientists are trained in the US, Western Europe, and Eastern Europe, and even though these centers have different research traditions, scientific endeavor may provide a common method and outlook. The author hypothesizes relationships between different training backgrounds and long-term research commitments that influence work goals and productivity, thus affecting the operation of the local scientific community. 318 interviews held with university faculty members in the sciences during 1976-77 provide data. 40% of those surveyed are returnees from the US, 15% are US immigrants, 20% are trained in or are immigrants from Western Europe, and 10% are Eastern European immigrants. The scientists largely agree that the most imporant occupational values are to 1) select goals independently, 2) contribute to basic scientific knowledge, 3) contribute to the nation, 4) be recognized by colleagues, 5) have a secure future, 6) develop useful production processes, and 7) advance economically. Value patterns are similar among all origins, although there is some variation between Israeli returnees and those who trained in Israel. Returnees and immigrants may be dissatisfied because they are unable to fulfill expectations stemming from occupational values, and scientists who have not trained or worked outside Israel, and immigrants from Eastern Europe, feel less independent in selection of goals, and deprived in job security and economic advancement. Training in the US or Western Europe contributes to higher perceptions of success. In summary, American trained scientists are competitive and seek recognition from colleagues, Eastern European training encourages a concern with practicality and the development of more products, Western Europeans develop fewer products but product high quality publications, and Israeli trained scientists publish widely. Intermixing of Israeli trained scientists with those from the 3 centers of scientific endeavor may contribute substantially to Israel's scientific productivity.  相似文献

In a multi-level system like the European Union, social interests and conflicts are also defined in territorial categories. In this respect, the considerable regional disparities between Eastern and Western Europe may interfare with attempts at intensifying political cooperation within an enlarged European Union. They may give rise to considerable additional transfer payments or even endanger the further enlargement of the EU. This trilemma of enlargement, increased political cooperation and budgetary neutrality can only be overcome, if a polarization between East and West European interests can be avoided by a quick convergence of Eastern und Western performance levels or by a differentiation of the individual, interregional or international employment and income situation in Central and Eastern Europe. The growth rates of recent years and the economic structure of Central and Eastern Europe do not support the thesis of a quick convergence. However, the capital regions and the Western border regions in Central Europe are developing in a very dynamic way. A relatively permanent prosperity gap between Eastern and Western Europe as well as an increased regional differentiation within Central and Eastern Europe is to be expected. Historical dimensions of the economic and political differences between Eastern and Western Europe are analyzed. The relative stability of the European center-periphery structure does not support the thesis of a “deterritorialization” of social relationships. Instead, there is some evidence for a non-identical, path-dependent reproduction of long-established dependency relationships.  相似文献

This article "is devoted to the international migration issue in the Czech Republic and Slovakia (Czechoslovakia). Besides the contemporary trends, the international migration situation is briefly traced back to the communist era. The probable future scenario of international migration development--based especially on migration patterns that Western Europe has experienced--is also sketched, whilst mainly economic, social, political, demographic, psychological and geographical aspects are mentioned." Some consideration is also given to other countries in Eastern Europe. Until the beginning of the 1990s Poland did not receive foreign migrants. Thereafter, the situation changed dramatically. A large part of the inflow proved to be illegal migrants, many of whom were in transit to Western Europe. Although these movements gradually declined in the second half of the decade, some became increasingly identified with relatively sophisticated smuggling of people. Foreigners smuggled from the South to the West, together with the international criminal networks assisting them, became typical of the migratory movements of people in Central and Eastern Europe during the 1990s. This article seeks to describe illegal migration from the perspective of Poland, a country often perceived as a major transit area in the smuggling of persons to Western Europe. The conclusions draw on the findings of several surveys recently carried out in Poland. Basic concepts related to illegal migration are defined and juxtaposed, and various myths and stereotypes concerning it that most often stem from the paucity of empirical evidence are examined. Finally, the trends observed in Poland are interpreted within the larger context of contemporary European migration.  相似文献

Recent research on immigrants in the Federal Republic of Germany and the US suggests that their amount of education, the country in which they attained it, and their labor force experience both before and after migrating all have important effects on their skills in the language of the host country. This paper explores those influences on the English language proficiency of 4 groups of immigrants to Australia: 1) those from Northwestern Europe, 2) Eastern Europe, 3) the Mediterranean basin, and 4) the Third World. The data are drawn from the 1% public use sample of the 1981 Australian census. The models are flexible ordinary least squares specifications that permit a variety of curvilinear na interaction effects. The results generally parallel those for the Federal Republic of Germany and the US. 1 important difference from the US is that the harmful effect of foreign labor experience is greater than the beneficial effect of labor force experience in the host country.  相似文献

Asking whether Islam in Western Europe is like race in the United States is, to a large degree, to ask whether Muslims in Europe share the same fate and face the same barriers as blacks in the United States. The article considers (1) the nature of the hostility to Islam in Western Europe and why it is a greater barrier to inclusion for immigrants and their children than in the United States; (2) the dynamics of color‐coded race in the United States, comparing, on the one hand, the severe barriers confronting individuals and groups with African ancestry in the United States with the barriers facing Muslims (as well as black immigrants) in Western Europe and, on the other hand, considering certain advantages available to immigrants of color in the United States that Muslim and other immigrants lack in Europe; and (3) whether the boundary based on religion will prove more permeable for the descendants of Muslim immigrants in Western Europe than the racial boundary in the United States for those with visible African ancestry.  相似文献

Policies on international migration since the Second World War reflect the enormous changes in economic, social and political situations around the world.
The implications of changes in the volume and composition of international migration have increasingly become an issue of major concern to governments in all countries.
Following emigration from Europe to countries of the New World as a result of war-damaged economies, reconstruction witnessed high demand for migrant labour, mainly from parts of southern Europe. But by the early 1970s, decline in economic growth, unexpected impacts of the guest-worker scheme, and an increase in refugees from Third World countries led, in due course, to an era of restriction on entry of asylum-seekers and tighter controls over undocumented migration to developed countries.
A "new era" evolved during the 1990s, characterized by growing interdependence of major economic powers. Globalization led not only to a significant demand for highly-skilled and professional workers, but also to decision-making on some aspects of the migration process being transferred from the national to the regional level, and an increase in the influence of multinational corporations.
The globalization process, and the growing influence of international trade regimes, may well represent the first steps towards a new "international migration regime" that incorporates all types of migration.  相似文献

East and Southeast Asian worldviews are distinctly different from those of the West. Westerners and Asians construct their environments differently, not least because they construct the notion of ‘self’ very differently. This paper describes and exemplifies distinctions in cognitive and linguistic styles between the East and the West and outlines the implications of these styles for environmental perspectives and research paradigms. Examples from Thailand illustrate the philosophical roots and practical implications of an indigenous Eastern perspective for local business interactions. We explore the privilege afforded in Western, Cartesian paradigms in (Asian) management research and stimulate debate on the benefits of promoting alternative Asian indigenous perspectives for both management research and management practice. We support the idea that Asian management discourse needs more self-confidence and deserves a more prominent place in international research, not least because international management research will greatly benefit from freshly ‘blended’ perspectives that incorporate Eastern and Western perspectives.  相似文献

This article approaches the recent debates about copyright and piracy from a cultural and historical perspective, discussing how problems surrounding intellectual property rights (IPR) reflect cultural conflicts that are central to cultural studies. It sets out with a study of how international copyright norms developed in nineteenth-century Europe were implemented in two different national contexts: Sweden and the USA. This historical background shows how copyright has been embedded in the cultural history of Europe and intertwined with the idea of an evolving Western civilization. The examples from the past are thus used to highlight the underlying cultural implications that affect the contemporary discussions. Particular interest is paid to how the historical association between the spread of copyright and the development of civilization affects the understanding of Asian piracy and Western file sharing today, and how a multitude of social movements both in the West and the Third World simultaneously challenge the cultural legitimacy of the current system of IPR. Eventually this is also taken as an example of how law and culture intersect and how the broad, interdisciplinary field of copyright studies that has emerged over the last decade can be seen as an extension of the cultural studies tradition.  相似文献

This article investigates migratory movements from and into Poland before and after the collapse of communism. The character and scale of these movements are of considerable significance, not only for politicians and societies in the CEE region, but also for European integration. The Polish eastern border is likely to remain one of the few places in Europe where it will be possible to control mobility on the East‐West axis. One cannot discuss East‐West mobility without discussing the emigration of Poles. Because recent immigration into Poland from the East should also be assessed from the perspective of both Poland and the West, the article examines emigration trends from Poland and immigration into Poland as well as the demographic characteristics of migrants. Only official statistical data are considered. Migration pressure from the East induced by the collapse of the system, combined with the restricted migration policy of Western Europe towards former USSR countries, were conducive to the formation of the Central European buffer zone. Poland is probably the best example of a buffer zone country. From the Western perspective it is also the most important country because the future of East‐West migration depends on the extension of the visa regime by Poland. Irrespective of the introduction of new hurdles, there will be other ways of channelling the movement from the East via Poland to the West. Globalization of migration will inevitably increase flows from the East. It is argued that the key to future European migration lies also in the West, more specifically in the employment needs of western labour markets.  相似文献

This article examines the magnitude and determinants of migration from east to west (Europe) following the collapse of communism, and from south (Africa) to north (Europe).
Special attention is given to assessing numbers and characteristics (including illegal) of the flows, and also to reasons for and success of bilateral agreements and cooperative projects by the governments of Italy and Spain designed to check and control the flows.
Notwithstanding tighter controls on visas for Third World nationals, migration to western Europe does not seem to have abated. In Italy, illegal migration from the east (Albania in particular) is connected, directly or indirectly, with the criminal underworld.
The inventory of legal texts and agreement protocols between Spain and Morocco designed to resolve many issues relating to migration, reflect long-standing relations between the two countries. Political and economic relations between Italy and Albania, on the other hand, have developed only within the framework of recent policies.
While the presence of Moroccans in Spain and Albanians in Italy is not yet demographically significant, the authors predict that, in the absence of further appropriate political and economic measures, numbers will increase.  相似文献

On the premise that representative government cannot properly function without the political participation of a large active segment of its constituents represented by permanent immigrants without citizenship, this article 1) reviews some attempts to resolve such an anomalous situation; 2) suggests naturalization as an instrument to correct it and describes the naturalization rate and the reasons for the low propensity for naturalization in various North European countries; 3) surveys the phenomenon of dual citizenship, the reasons for its increase as well as its increase as well as its inconveniences and advantages; and 4) hypothesizes that future increases in dual citizenship will protect political integration. Labor immigration will probably not be encouraged again, as it was some 20 years ago, but large international migration will take place both within Europe and to Europe from other continents. There are many indications that in the future many more Europeans will possess dual or multiple nationality, and this, in combination with more weight on a person's effective residence, will promote political integration of those large groups of immigrants and their descendants, who now stand outside the political systems without proper representation.  相似文献

The US is the target for international migration, now more than ever. Population growth and economic stragnation in the Third World are increasing the pressures for out-migration, and current immigration law is wholly incapable of responding to the ever increasing flow of illegal immigrants. Border apprehensions of illegal aliens in the US were up 40% during 1983, and total apprehensions reached 1.25 million by the year's end. Recent public opinion polls have disclosed that an overwhelming majority of the American public demands immigration reform, and yet we as a nation have been distinctly unwilling or unable to respond to this clear public sentiment. This paper discusses the politics of the "Simpson-Mazzoli" Immigration Reform and Control Act, previous immigration legislation, current counterproposals for US immigration policy, and the political realities of immigration reform.  相似文献

This article presents an overview of international migration in the Czech Republic, with a special focus on labor immigration. Currently, the Czech Republic is an immigration and transit country. The most important immigratory segment — economic immigrants — create a colorfulmosaic of various ethnicities (80% of them from Europe), each group with their own different economic strategy and niche. After sketching historical patterns and data problems, the focus is on the current situation of labor migrants in the country. A number of issues are addressed: e.g., the relationship between immigrant inflows and the economic situation of the country; immigrants' regional concentration/deconcentration processes; the popularity of the capital city of Prague and western regions vis‐á‐vis eastern ones; and the different structural backgrounds of immigrants coming from the East versus the West. Special attention is placed on undocumentedlillegal immigration, mainly in relation to the misuse and evasion of immigration legislation. Finally, the immature Czech migration policies and practices are discussed, as are needed policy improvements and the need for new immigration legislation. It is clear that the major trend over time leads to more restrictive migratory policies, in line with efforts to harmonize Czech migratory policies and practices with those of the European Union (EU).  相似文献

As globalization spread during the 1990s, and especially since the turn of the millennium, European states have increasingly claimed their right to assert their sovereignty by regulating migration at the level of the individual (OECD, 2001: 76–81). Political parties have succeeded in gaining support on policy statements pertaining exclusively to migration. For example, recent legislation in Denmark restricts the categories of persons eligible as refugees to “Convention refugees” satisfying only the narrowest international criteria set out in the UN Refugee Convention. The civil rights of asylum seekers are restricted by prohibiting marriage while their applications are under review. To limit family reunification among immigrants, the present Danish Government has even prohibited immigrants with permanent residence status and Danish citizens from bringing non‐Danish spouses under age 24 into the country. These attempts at border enforcement and immigration control have been described by some critics as the endeavours of European Union (EU) members to build a “Fortress Europe” against immigrants from developing countries. Policy decisions and the implementation of various measures from finger printing to radar surveillance to control immigrants have corroborated such perceptions, but this paper will show that gaining entry to a highly controlled country such as Denmark from a poorer country such as the People's Republic of China (PRC) is fairly straightforward. Politicians may wish to convey the impression of being in control of international mobility by launching diverse anti‐immigration acts, but since the immigration embargo of the early 1970s all EU countries have received millions of immigrants, and increasingly permit or accept immigrants of various kinds to reside and work within their borders (Boeri et al., 2002). Immigration from developing countries is not evenly distributed throughout the EU, but rather targets specific destinations. This article will attempt to explain the direction of Chinese immigration flows to Europe in response to labour‐market demand, rather than as a consequence of “loopholes” in a country's legal or welfare provisions. By analysing historical and demographic data on the PRC Chinese in Denmark, I attempt to demonstrate that, despite being a European country with one of the lowest asylum rejection rates for PRC Chinese, the scope of Chinese asylum seekers and regular and irregular migrants arriving by way of family reunification remained limited in the 1990s compared to southern, central, and eastern European countries. My analysis of Danish data in relation to Chinese migration suggest that destinations related to the globalization of Chinese migration is more determined by labour and capital markets than the presumed attraction of social welfare benefits provided by a European welfare state such as Denmark.  相似文献

This paper examines the impact of post-1945 migration into Western, Middle, and Northern Europe from Southern Europe, Turkey, and Northern Africa, and migration to the traditional immigration countries by Asian and Latin American immigrants, on the social structures of receiving countries. Between 1955 and 1974, 1) traditional migration to the US and Australia became less important for European countries while traditional receiving countries accepted many immigrants from developing countries; and 2) rapid economic revival in Western and Northern Europe caused a considerable labor shortage which was filled by migrant workers especially from Southern Europe, Turkey, and Northern Africa, who stayed only until they reached their economic goals. Since 1974, job vacancies have declined and unemployment has soared. This employment crisis caused some migrants 1) to return to their countries of origin, 2) to bring the rest of their families to the receiving country, or 3) to lengthen their stay considerably. The number of refugees has also significantly increased since the mid-970s, as has the number of illegal migrants. After the mid-1970s, Europe began to experience integration problems. The different aspects of the impact of migration on social structures include 1) improvement of the housing situation for foreigners, 2) teaching migrants the language of the receiving country, 3) solving the unemployment problem of unskilled migrants, 4) improvement of educational and vocational qualifications of 2nd generation migrants, 5) development of programs to help unemployed wives of migrants to learn the language and meet indigenous women, 6) encouraging migrants to maintain their cultural identity and assisting them with reintegration if they return to their original country, 7) coping with the problems of refugees, and 8) solving the problems of illegal migration. Almost all receiving countries now severely restrict further immigration. [Those policies should result in improved development of aid policies towards sending countries. Immigration from other countries to those of the European Economic community should be limited to that for humanitarian reasons.  相似文献

At present the private sector in the Third World does not play an important role in housing the urban poor, nor is it generally considered to have much potential in this field. The paper queries this assumption and examines the scope for private sector participation in low-cost housing construction in West Malaysia. The results indicate that the potential of the private sector is considerable, although strongly dependent upon government intervention in various forms. It is also clear that the nature of private sector activity in this sphere will be different between large and small towns, and that further research is needed before either national or international policy guidelines can be drawn up.  相似文献

Over the last two decades, Spain has evolved rapidly from a classic labour exporter to a labour importer. Until the 1930s Spain's migration history was predominantly marked by emigration to the Americas, and from the end of World War II until the early 1970s by emigration to some industrialized countries in Western Europe. For the first time in modern times, Spain is now the second country in the world with large‐scale immigration. Its strategic location, a relatively permissive immigration policy and economic opportunities derived from Spain's entry into the European Community have positioned this country as a major destination for immigrants. Additionally, since the mid‐1990s international migration in Spain has dramatically changed in origin composition. Despite the common perception of Africa as the most important source of immigration, some Latin American countries, in a very short time, have become some of the major sources of immigration to Spain; indeed, the term “Latin‐Americanization” has been coined to describe this process. This being so, the aim of this article is twofold. First, we examine the main reasons behind the extremely rapid increase of Latin American migration to Spain during the last decade.
