This study examined to what extent nuclear risk perceptions, organizational commitment (OC), and appraisals of management are associated with each other among nuclear power plant personnel. The sample consisted of 428 nuclear power plant workers who completed a questionnaire at their workplace. Perceived nuclear risk and OC were most closely related to the appraisals of the top management of the organization. As the trust in and satisfaction with the top management increased, perceived nuclear safety and acceptance of the organizational goals and values heightened. This result is discussed in the context of industrial safety management.  相似文献

Traditional risk assessments, including those involving the United States Department of Energy (USDOE), are often criticized for producing useless or noncredible management responses because they did not meaningfully involve the public. The first step to involve the public is to identify appropriate active participants (stakeholders). This study was done to understand the processes used to identify stakeholders to serve on advisory boards established at the two largest remediation sites in the United States: the Hanford Nuclear Reservation in Washington state and the Savannah River Site in South Carolina. The Hanford stakeholder identification process produced an interest-based board whereas the Savannah River Site strategy produced population-based representation. The basic goals of the stakeholder advisory groups were similar. However, different processes were used to identify the participants for the groups in part because of distinctly different social and cultural conditions in the areas affected by the operations of the two facilities, and in part because of the different level of trust of the USDOE and their contractors at Hanford compared with Savannah River. The discussion analyzes their different needs and potential for successful citizen participation.  相似文献

Five atmospheric transport models were evaluated for use in Phase II of the Historical Public Exposures Studies at the Rocky Flats Plant. Models included a simple straight-line Gaussian plume model (ISCST2), several integrated puff models (RATCHET, TRIAD, and INPUFF2), and a complex terrain model (TRAC). Evaluations were based on how well model predictions compared with sulfur hexafluoride tracer measurements taken in the vicinity of Rocky Flats in February 1991. Twelve separate tracer experiments were conducted, each lasting 9 hr and measured at 140 samplers in arcs 8 and 16 km from the release point at Rocky Flats. Four modeling objectives were defined based on the endpoints of the overall study: (1) the unpaired maximum hourly average concentration, (2) paired time-averaged concentration, (3) unpaired time-averaged concentration, and (4) arc-integrated concentration. Performance measures were used to evaluate models and focused on the geometric mean and standard deviation of the predicted-to-observed ratio and the correlation coefficient between predicted and observed concentrations. No one model consistently outperformed the others in all modeling objectives and performance measures. About 75% of the maximum hourly concentration predictions were within a factor of 5 of the observations. About 64% of the paired and 80% of the unpaired time-averaged model predictions were within a factor of 5 of the observations. The overall performance of the RATCHET model was somewhat better than the other models. All models appeared to experience difficulty defining plume trajectories, which was attributed to the influence of multilayered flow initiated by terrain complexities and the diurnal flow patterns characteristic of the Colorado Front Range.  相似文献

Nearly ten years have passed since the publication in August 1974 of the draft Reactor Safety Study (WASH 1400), the first detailed attempt to apply probabilistic risk assessment (PRA) techniques to estimate the public risks posed by commercial nuclear power plants. Now is an opportune time to look back and see how PRA has fared over these ten years. We will not attempt to pass judgement on how the Reactor Safety Study report itself has withstood the test of time, as that task is best left to others less directly involved in preparing the report. Instead, we will examine advances in the understanding, acceptance, and utilization of PRA techniques, as well as technical advances in PRA methods. Some of the significant insights gained from PRAs will be discussed. Finally, some observations on the future of PRA will be offered.  相似文献

It is hard to see how our energy system can be decarbonized if the world abandons nuclear power, but equally hard to introduce the technology in nonnuclear energy states. This is especially true in countries with limited technical, institutional, and regulatory capabilities, where safety and proliferation concerns are acute. Given the need to achieve serious emissions mitigation by mid‐century, and the multidecadal effort required to develop robust nuclear governance institutions, we must look to other models that might facilitate nuclear plant deployment while mitigating the technology's risks. One such deployment paradigm is the build‐own‐operate‐return model. Because returning small land‐based reactors containing spent fuel is infeasible, we evaluate the cost, safety, and proliferation risks of a system in which small modular reactors are manufactured in a factory, and then deployed to a customer nation on a floating platform. This floating small modular reactor would be owned and operated by a single entity and returned unopened to the developed state for refueling. We developed a decision model that allows for a comparison of floating and land‐based alternatives considering key International Atomic Energy Agency plant‐siting criteria. Abandoning onsite refueling is beneficial, and floating reactors built in a central facility can potentially reduce the risk of cost overruns and the consequences of accidents. However, if the floating platform must be built to military‐grade specifications, then the cost would be much higher than a land‐based system. The analysis tool presented is flexible, and can assist planners in determining the scope of risks and uncertainty associated with different deployment options.  相似文献

In 2003, the UK government set up a broad-based Committee on radioactive waste management (CoRWM) to look at the UK's policy on radioactive waste management with a view to jumpstarting a stalled policy process. The committee's brief was to come up with a set of recommendations that would protect the public and the environment, and be capable of inspiring public confidence. After consulting widely with the public and stakeholders, and drawing on advice from scientists and other experts, CoRWM arrived at a remarkably well-received set of recommendations. On the basis of our experiences of working on CoRWM's multi-criteria decision analysis of different management options, study of CoRWM documentation, and interviews with committee members, we describe the explicit and implicit principles that guided CoRWM. We also give an account of the process by which CoRWM arrived at its conclusions, covering four phases: framing, shortlisting, option assessment, and integration; and four cross-cutting activities: public and stakeholder engagement (PSE), science and engineering input, ethics and social science input, and learning from overseas practice. We finish by outlining some of the key developments in the UK's radioactive waste management process, which followed on from the publication of CoRWM's report, and present our reflections for the benefit of the risk and decision analysts of future committees that, like CoRWM, are charged with recommending to government on the management of technically complex and risky technologies, drawing on extensive public and stakeholder consultation.  相似文献

Nuclear power is a highly controversial and salient example of environmental risk. The siting or operating of a nuclear power plant often faces widespread public opposition. Although studies of public perceptions of nuclear power date back to 1970s, little research attempts to explain the spatial heterogeneity of risk attitude toward nuclear power among individuals or communities. This article intends to improve the knowledge about the major factors contributing to nuclear power plant risk perceptions by mapping the geographical patterns of local risk perception and examining the determinants in forming the nature and distribution of the perceived risk among potentially affected population. The analysis was conducted by a case study of the Second Nuclear Power Plant (SNPP) in Taiwan by using a novel methodology that incorporates a comprehensive risk perception (CRP) model into an ethnographic approach called risk perception mapping (RPM). First, we examined the determinants of local nuclear power risk perceptions through the CRP model and multivariate regression analysis. Second, the results were integrated with the RPM approach to map and explain the spatial pattern of risk perceptions. The findings demonstrate that the respondents regard the nuclear power plant as an extremely high‐risk facility, causing them to oppose the SNPP and reject the compensation payment to accept its continuing operation. Results also indicate that perceptions of nuclear power risk were mainly influenced by social trust, psychological and socioeconomic attributes, proximity, and the perceived effects of the SNPP on the quality of everyday life.  相似文献

The regional economic impacts of the U.S. Department of Energy's accelerated environmental cleanup plan are estimated for the major nuclear weapons sites in Colorado, Idaho, New Mexico, South Carolina, Tennessee, and Washington. The analysis shows that the impact falls heavily on the three relatively rural regions around the Savannah River (SC), Hanford (WA), and Idaho National Engineering and Environmental Laboratory (ID) sites. A less aggressive phase-down of environmental management funds and separate funds to invest in education and infrastructure in the regions helps buffer the impacts on jobs, personal income, and gross regional product. Policy options open to the federal and state and local governments are discussed.  相似文献

Assessments of public perceptions of the characteristics of a nuclear power plant accident and affective responses to its likelihood were conducted 5 months before and 1 month after the Chernobyl accident. Analyses of data from 69 residents of southwestern Washington showed significant test-retest correlations for only 10 of 18 variables--accident likelihood, three measures of impact characteristics, three measures of affective reactions, and hazard knowledge by governmental sources. Of these variables, only two had significant changes in mean ratings; frequency of thought and frequency of discussion about a nearby nuclear power plant both increased. While there were significant changes only for two personal consequences (expectations of cancer and genetic effects), both of these decreased. The results of this study indicate that more attention should be given to assessing the stability of risk perceptions over time. Moreover, the data demonstrate that experience with a major accident can actually decrease rather than increase perceptions of threat.  相似文献

Since 2000, the reputation of health and safety in the United Kingdom has been tarnished, so much so that it has become the subject of both a media circus and a government inquiry. This not only threatens the worthy goals of health and safety, but also impacts upon the associated tool of risk assessment itself such that "risk assessment" is increasingly seen by the public at large as a term inviting ridicule, even abuse. The main thrust of the government's examination of health and safety has been its concern that safety requirements were placing a disproportionate burden on business. However, there is another source of discontent, which is public chagrin over the impact of injury control measures upon life beyond the conventional workplace, in particular upon the public spaces that people frequent in their leisure time and on the activities they engage in there. This article provides a perspective on this second dimension of the crisis in confidence. It describes how many U.K. agencies with responsibilities for a wide portfolio of public amenities ranging from the provision of play spaces for the young to the management of publicly accessible countryside, the maintenance of urban and rural trees, the stewardship of sites of cultural heritage, and the pursuit of outdoor educational activities have responded to some conflicts posed to their services by the new safety culture. It concludes with a discussion of implications for the management of public space and for risk assessment itself.  相似文献

Although unpublicized, the use of quantitative safety goals and probabilistic reliability analysis for licensing nuclear reactors has become a reality in the United Kingdom. This conclusion results from an examination of the process leading to the licensing of the Sizewell B PWR in England. The licensing process for this reactor has substantial implications for nuclear safety standards in Britain, and is examined in the context of the growing trend towards quantitative safety goals in the United States.  相似文献

Carbon tetrachloride is a degreasing agent that was used at the Rocky Flats Plant (RFP) in Colorado to clean product components and equipment. The chemical is considered a volatile organic compound and a probable human carcinogen. During the time the plant operated (1953-1989), most of the carbon tetrachloride was released to the atmosphere through building exhaust ducts. A smaller amount was released to the air via evaporation from open-air burn pits and ground-surface discharge points. Airborne releases from the plant were conservatively estimated to be equivalent to the amount of carbon tetrachloride consumed annually by the plant, which was estimated to be between 3.6 and 180 Mg per year. This assumption was supported by calculations that showed that most of the carbon tetrachloride discharged to the ground surface would subsequently be released to the atmosphere. Atmospheric transport of carbon tetrachloride from the plant to the surrounding community was estimated using a Gaussian Puff dispersion model (RATCHET). Time-integrated concentrations were estimated for nine hypothetical but realistic exposure scenarios that considered variation in lifestyle, location, age, and gender. Uncertainty distributions were developed for cancer slope factors and atmospheric dispersion factors. These uncertainties were propagated through to the final risk estimate using Monte Carlo techniques. The geometric mean risk estimates varied from 5.2 x 10(-6) for a hypothetical rancher or laborer working near the RFP to 3.4 x 10(-9) for an infant scenario. The distribution of incremental lifetime cancer incidence risk for the hypothetical rancher was between 1.3 x 10(-6) (5% value) and 2.1 x 10(-5) (95% value). These estimates are similar to or exceed estimated cancer risks posed by releases of radionuclides from the site.  相似文献

In the beginning of the 21st century, when the notion of constant transformation is so frequently invoked, organizational change in the public sector is gaining increased attention. Responding to regulatory, economic, competitive and technological shifts, the challenge of reorganization is universal for all public organizations. This paper aims to explore the shift from Traditional to New Public Management (NPM), as well as the driving forces (such as the information economy, the need for better public performance, the opening of global markets, greater knowledge intensity etc.) that lead to the formulation of transformational programs to Greece. A presentation of a transformational program called Politeia, will be provided, analysed and compared to previous efforts. Technical Research Centre of Finland (VTT) and Studsvik AB, Sweden, have simulated decision making of the Swedish Nuclear Power Inspectorate and a power company by applying decision models in a benchmark study. Based on the experience from the benchmark study, a decision analysis framework to be used in safety related problems is outlined. By this framework both the power companies and the safety authorities could be provided with a more rigorous, systematic approach in their decision making. A decision analytic approach provides a structure for identifying the information requirements of the problem solving. Thus it could serve as a discussion forum between the authorities and the utilities. In this context, probabilistic safety assessment (PSA) has a crucial role of expressing the plant safety status in terms of reactor core damage accident probability and of risk contributions from various accident precursors. However, a decision under uncertainty should not be based solely on probabilities, particularly when the event in question is a rare one and its probability of occurrence is estimated by means of different kinds of approximations.  相似文献

Return migration is key to community recovery from many disasters. Japanese governments have conducted radiation decontamination efforts in the Exclusion Zone designated after the 2011 Fukushima nuclear disaster in order to encourage this outcome. Little is known, however, about the factors that influence post-disaster migrants to return, and, if people are relatively unresponsive to decontamination, then the costs of promoting recovery may exceed the benefits. We exploit a unique survey of Fukushima evacuees to determine the factors that influence their decision to return after a disaster. Location-specific capital characteristics, such as housing tenure and the extent of property damage, are estimated to be strong factors. The radiation dose rate of the home location is found to be a statistically significant factor for intent to return, but its effect is small. We also found that households with various other characteristics were noncommittal about the return option and likely to defer their decisions, which implies that “return” and “not-return” are asymmetric. Our simulation analysis found that the number of returnees encouraged by this decontamination was 12,882, less than 8% of the total evacuees, while the decontamination cost per returnee was 3.36 million USD. This result implies that the government could have improved the well-being of evacuees at a lower cost by policies other than decontamination.  相似文献

Abstract

This study investigated the effects of a safe driving competition facilitated by publicly-posted individual feedback. The turn-signal use, safety-belt use, and complete intersection stopping of 82 pizza deliverers were observed at two experimental and three control stores, as well as among the civilian population. After baseline observations, pizza deliverers received posted weekly individual feedback on their turn-signal use (at Store A) or complete intersection stops (at Store B). The deliverers' safe driving scores were posted individually on a vertical scale along with their names. Each week the deliverer with the highest average performance was rewarded with a free vehicle-maintenance coupon. Turn-signal use among drivers at Store A (n= 24) increased 22 percentage points from baseline to the intervention phase which was maintained into the withdrawal phase. Complete intersection stopping among drivers at Store B (n= 21) increased 17 percentage points from baseline to the intervention phase and was maintained into the withdrawal phase. Although the winners of the weekly competitions had the greatest increase in performance, non-winners also increased their instances of safe driving during the competition.  相似文献

A quantitative approach to risk management for accidents in light water nuclear power reactors is proposed to serve as one focus for discussion. In this proposal risk management is divided into two major tasks: the predominantly social and political task of setting the safety goals and the technical task of estimating the risks and deciding whether the safety goals have been met. The proposed safety goals include limits on the following: risk to the individual of early death or delayed cancer death; overall societal risk of early or delayed death; and the frequency of core melt accidents as well as the frequency of containment failure, given a core melt. Also included are a small element of risk aversion and an "as low as reasonably achievable" (ALARA) approach with a cost-effectviness criterion which includes both economic and health effects.  相似文献

New public management (NPM) is now a universal phenomenon dominating the reform agenda of all countries. Bangladesh is no exception. Following the dismal performance of the state-led development the old paradigm of public sector has come under scrutiny. There is now a call for a minimal government. The scale of operations and the role of the government have to be drastically reduced to focus on core functions. In doing so, this will pave the way for the private sector and the civil society organizations to undertake developmental responsibilities in their areas of expertise. This article is an attempt to analyze the significant role played by Non-Government Organizations (NGOs) in rural development service provisions. It argues that the government has to share the developmental responsibilities with NGOs, which have proved their potential in reaching the target population and that an effective partnership is a sine qua non for the meaningful rural development in Bangladesh.  相似文献

The New Public Management (NPM) has often been favorably contrasted with European Public Administration (EPA). This paper attempts to balance this Anglo-American perspective with a relatively new European critique of NPM which its authors call the Neo-Weberian State (NWS). Despite their differences in some key respects, however, it is argued that the NPM and NWS are similar in their sweeping paradigmatic character, their ambiguities and internal inconsistencies, their inability to go beyond instrumental rationality and incorporate forms of hermeneutic and critical reason, and in their advocacy of bureaucracy via participation under certain historical conditions, hence consistent with Weber’s characterization of modern organization and management. The paper, based on the authors’ rendering of critical social theory, provides a fresh means for bridging the two perspectives.
