This paper explores the contribution that interactionist approaches may make to the study and understanding of social policy based on a discussion of: (1) the general orientation of the interactionist line on inquiry and the general assumptions which the theoretical stance makes about the character of the world, (2) the problems that are of primary interest to those who work within this perspective, and (3) the methodological and technical aspects of this approach. Fruitful foci for basic and applied research from the interactionist perspective include: (1) how policy is constructed through negotiation within a structural context, (2) the multiple interpretations of policy intent and implementation, (3) the experience and meaning of social “problems” for those who are the intended objects of the social policies, and (4) the consequences of policies for the social order. Some of the major properties of the social policy context (uncertainty, decentralization, and political pluralism) are explored for their relevance to social policy analysis. Finally, we discuss the contribution of an institutional-contextual-social worlds approach as a macro-micro bridging mechanism in social policy studies.  相似文献

We argue that the social relevance of evaluation research is dependent upon two issues: the extent which evaluation practice reflects the values underlying social policies and the political reality of the policy implementation process. The evaluation of community based residential services should, therefore, reflect those values implicit in the formulation and implementation of the policy of 'deinstitutionalisation'.

Evaluation strategies are outlined that focus upon: (1) evaluating the extent to which the residential environment reflects the values of the surrounding culture, (2) quantifying the extent to which service users are actually living in the 'community', and (3) assessing outcomes significant to the quality of life of service users.  相似文献

The development of evidence-based practice and programmes (EBP) has led to increasing interest in implementation issues in the field of human services, and specifically how to bridge the gap between scientific knowledge and actual practice. However, because EBP are usually connected with social policies, which are political, implementation problems arise concerning resource allocation, ethics and power. Such implementation problems in the field of public administration have been extensively researched. The aim of this paper is to investigate whether and how research into policy implementation in public administration may benefit ongoing research on EBP in the human services to understand, explain and manage common implementation problems. This paper is based on a broad review and comparison of the literatures on policy implementation in public administration and implementation of EBP in the human services. Analysis shows that human services could learn from public administration research to develop a broader theoretical approach for understanding and managing implementation of evidence-based practice and programmes.  相似文献

Although community care has been the professed policy of successive governments over three decades, according to the Prime Minister's own adviser, Sir Roy Griffiths, 'in few areas can the gap between political rhetoric and policy on the one hand or between policy and reality in the field on the other hand have been so great'. This paper examines the extent and causes of this 'implementation gap' in respect of services for people with mental handicaps--a consistent priority group for national policymakers. We examine centre-periphery relations in the health and personal social services in the light of Rhodes' power-dependence framework and his concepts of policy networks and policy communities. The NHS has been described as the archetypal professionalised policy network but we conclude that it is possible to account for implementation failures in community care only partly in terms of the dominance of the medical professions' values and interests and the deficiencies of accountability and control due to clinical autonomy. Such failures are due also to the inherently limited power of the centre. Sub-central units are not merely its meek agents. Moreover, the centre must explicitly structure local environments by itself providing a coherent framework of service and resource policies compatible with the national objectives it is seeking to achieve.  相似文献

伴随着人口老龄化进程,我国养老服务的需求在日益增长,为此,政府颁布了一系列的通知、意见和规划。在这些政策背后,体现了国家对社会养老服务的认知和理念。经过对10多年来的政策梳理后发现,国家层面对社会养老服务的观念演变,经历了三个阶段,养老服务的社会福利观、养老服务的层次体系观和养老服务的社会管理观。每个阶段,国家对社会养老服务的责任主体、概念界定、服务对象、服务主体、服务内容等均有一定的规定,且愈发清晰、完整和细化。系统把握国家层面政策,有助于深入掌握政策精神,有助于政策的更好实施,有助于预见新的政策导向。  相似文献

Methodological nationalism is understood as the assumption that the nation/state/society is the natural social and political form of the modern world. We distinguish three modes of methodological nationalism that have characterized mainstream social science, and then show how these have influenced research on migration. We discover parallels between nationalist thinking and the conceptualization of migration in postwar social sciences. In a historical tour d’horizon, we show that this mainstream concept has developed in close interaction with nation–state building processes in the West and the role that immigration and integration policies have played within them. The shift towards a study of ‘transnational communities’— the last phase in this process — was more a consequence of an epistemic move away from methodological nationalism than of the appearance of new objects of observation. The article concludes by recommending new concepts for analysis that, on the one hand, are not coloured by methodological nationalism and, on the other hand, go beyond the fluidism of much contemporary social theory.  相似文献

This research note illustrates how European national delegates to the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) perceive the challenges, needs, gaps and opportunities related to the policy implementation of “Nature’s contributions to people (NCP)” in their nation. Until now, only little information has been available on how IPBES delegations perceive national policy-uptake and the implementation of the IPBES core concept of NCP. Based on an online survey with IPBES delegates, we aim to provide a stock-take of how IPBES delegations see NCP currently being incorporated in national government policies in Europe and how these policies are being implemented through programmes. Survey results show IPBES delegates consider a lack of relevant data and methodologies for NCP assessments to be a major obstacle to the uptake and implementation of NCP concepts in Europe. We wonder if availability of data and methodologies are the most prominent challenges to make IPBES a success, and consider the need for policy uptake and implementation to be more prominently addressed within the IPBES process.  相似文献

Macro-economic policy shapes and structures social welfare policy, services, and their implementation. As a result, the commoditisation of social welfare services and the use of markets as well as private sector management philosophies and tools have colonised and fashioned the design, provision and implementation of social welfare policy and structures. The impact has been far reaching, from limiting social welfare responses of elected democratic government to shaping the profession in a range of intended and unintended directions. Written from a UK perspective, this paper proposes a discussion of the impact of macro-economic neoliberal policies in the field of social welfare and explores the implications for social work practice. The paper also promotes a debate within the profession regarding the importance of macro-economic analysis and possible responses, as well as suggesting a way forward within European and, more broadly, international practice contexts.  相似文献

In this article, we discuss the development of a conceptual evaluation framework to design and assess gender equality interventions and their effects in research and innovation. The conceptual framework presented herewith embraces the complexity, gender-sensitive and theory-based evaluation approaches ensuring that design and evaluation of gender equality interventions consider the complex systems that constitute the context in which the interventions operate. The evaluation framework offers a non-linear concept, where the notion of contribution - not attribution - to achieve impact is central to the integration of team, organizational and system factors in policy design and evaluation. The paper opens the “black box” to address the question of how and why a policy intervention works and in which context and discusses a systematic process on how to approach the interwoven linkages between input, implementation and effects in gender equality interventions in research and innovation, accounting for context sensitivity and methodological pluralism. The evaluation framework may serve as reference for researchers, evaluators, policymakers and other stakeholders in designing and assessing gender equality interventions, and in further developing their evidence, and theoretical and methodological base.  相似文献

Across Europe, and particularly since the 2008 Financial Crisis, new demands for tailor-made services came from different actors and perspectives: user-led organizations, intellectuals, policy makers, social workers, advocacy organizations, which call for a new way of programming, realizing and evaluating social policies. Personalization became a relevant part of the so called ‘welfare innovation narrative’, which concerns – to name but a few – English personalization agenda, Scottish self-directed support, Finnish education system, Norwegian cash-for-care policies. Even the European Commission is addressing new social services, reshaped through users’ capabilities. The aim of this paper is to critically explain, through a case study focused on the Sardinian disability policy, how social policy's morphogenetic cycles influence the governance of personalized disability plans and, consequently, the possibility of their implementation.  相似文献

ABSTRACT

This article presents an analysis of the opportunities for participation of citizens in the public system of social services in Spain and their impact on the design, implementation, execution and evaluation of public policies of social services at a municipal level. The study also involved performing a comparative analysis of cases, assessing the impact, in terms of contributions and possibilities of the councils, upon the increased democratization of local public policies in terms of social welfare and the improvement of the efficiency with which social services and benefits are managed. The results of these investigations permit us, first of all, to present the diverse opportunities on offer for participation at a regional level in social services in Spain and then to identify, from its participants, dimensions that intensify processes of democratization and therefore help to improve efficiency of public well-being policies at a municipal level. In the case of the autonomous communities, we must highlight the changes that new social services laws have brought about in terms of widening citizens’ participation and opening up feedback for users of the system at a local level. In addition, this article discusses the role of different typologies and explores mechanisms, bodies and processes of participation that are applied in the design, management and assessment of social services policies at a local level. Finally, we determine which factors help to increase the efficiency of social public policies, as revealed by increases in citizens’ participation in local governance.  相似文献

In this paper we outline the development of the Papakainga Housing Scheme, which has been predominantly applied in rural regions of the North Island of New Zealand. The objective of this policy which was introduced in 1985 has been to remove legal impediments that have prevented Maori people building dwellings on collectively owned ancestral land. By 1992, a total of 901 loans had been approved, but the future of the programme is uncertain. We consider that the outcomes of this housing policy are, at best, ambiguous. The policy fits well with Maori concepts of land and home, and facilitates a return to tribal areas. However, designing special programmes for particular groups is as odds with current state policies that promote the ‘level playing-field’. In addition, the scheme will not achieve its full potential without the promotion of employment and other social services to create sustainable rural communities.  相似文献

This article reports the results of a nationwide survey of the parent-child visiting policies of voluntary agencies providing foster care services. The majority of the 103 responding agencies had either developed their own visiting policy (54%) or adopted the policy of a public agency (18%), but a sizable minority (28%) had no visiting policy in effect. Those policies that had been developed emphasized the child's therapeutic needs and contained few standards regarding preferred frequency or location of visits or agency services to facilitate visiting, raising questions regarding protection of the parent-child relationship and correspondence between policies and the purposes of visiting as articulated in the literature.  相似文献

The rapid growth of the homeless population in North America has given rise to a sharp increase in the number of task forces and studies aimed at setting up either programs for the homeless, or policies for controlling the phenomenon. Whenever there is a need for program evaluations in this process, numerous methodological and strategic challenges have to be faced. Due to the characteristics of the clientele, evaluation studies of services for the homeless call for innovative approaches. This paper reviews the research strategies (types of evaluations, designs, and indicators) that have been developed to assess programs for chronic inebriates and mentally ill homeless. The findings from previous evaluations are then summarized and their consequences for evaluation practice are considered.  相似文献

This article proposes a theoretical approach to illicit-drug policy that emphasizes politics and institutions, as an alternative to dominant perspectives emphasizing social control. After revealing conceptual links between drug-control policies and those of social provision, I describe a typology of drug policies based on the division of labor among the institutions responsible for implementing the legislated agenda. I then develop a theoretical argument that approaches drug policy as social policy, employing concepts of institutional reach and policy linkages. In the concluding section I use this approach to compare drug policies in the United States and Canada after 1980.  相似文献

This methodological study examines an original data collection model designed to incorporate human factors and enhance data richness in qualitative and evaluation research. Evidence supporting this model is drawn from in-depth youth and adult interviews in one of the largest policy/program evaluations undertaken in the United States, the Drug, Alcohol, and Tobacco Education evaluation (77 districts, 118 schools). When applying the explicit observation technique (EOT)--the strategic and nonjudgmental disclosure of nonverbal human factor cues by the interviewer to the respondent during interview--data revealed the observation disclosure pattern. Here, respondents linked perceptions with policy or program implementation or effectiveness evidence. Although more research is needed, it is concluded that the EOT yields richer data when compared with traditional semistructured interviews and, thus, holds promise to enhance qualitative and evaluation research methods. Validity and reliability as well as qualitative and evaluation research considerations are discussed.  相似文献

The current widespread attention on the concept of smart city in both policy and practice has stimulated academic discussion regarding the scope and applicability of this concept. An important question is whether cities and regions are truly advanced in implementing the concept in their policies and practices relative to its conceptual elaborations in academia. The aim of this paper is to analyse this congruence between theory and practice in the context of the ongoing transformations of railway station areas in European urban regions. Based on in-depth interviewing using aspects of Q-methodology, this paper investigates whether and how smart city concepts are implemented by stakeholders in three station redevelopment projects in the Netherlands. The results show that the current implementation of smart city concepts in practice is varied but modest and not (yet) very advanced. Knowledge exchange and innovations are currently hampered by a lack of acceptance and know-how among stakeholders, as well as by institutional and competitive constraints. For instance, stakeholders stress that data privacy regulations should be well organized before further implementation can occur. Transparency about how and what data are used may create more willingness among users to assist in developing and accepting new data technologies. However, the technologies are not yet completely developed, and concerns about the “loss” of personal privacy are holding back the widespread and advanced use of data supplied technologies. Although stakeholders seem to be aware of the opportunities the smart city concept offers, for now, the widespread implementation of innovative and advanced smart city concepts remains in the future.  相似文献

Entrepreneurship has been promoted as an innovative strategy to address the employment of people with disabilities. Research has predominantly focused on the self-sufficiency aspect without fully integrating entrepreneurship literature in the areas of theory, systems change, and demonstration projects. Subsequently there are gaps in services, policies, and research in this field that, in turn, have limited our understanding of the support needs and barriers or facilitators of entrepreneurs with disabilities. A thorough analysis of the literature in these areas led to the development of two core concepts that need to be addressed in integrating entrepreneurship into disability employment research and policy: clarity in operational definitions and better disability statistics and outcome measures. This article interrogates existing research and policy efforts in this regard to argue for a necessary shift in the field from focusing on entrepreneurship as self-sufficiency to understanding entrepreneurship as innovation.  相似文献

State‐funded national governing bodies of sports in the UK now have a mandate to produce, disseminate and embed child protection policies. This warrants an analysis of the impact of such policies, particularly in the context of reaching their target audience and having some early influence on the practice of sports clubs' members in their dealings with children. The authors are undertaking a large research project, which aims to fully evaluate the UK Rugby League's child protection policy. This paper reports findings from an evaluation of the initial implementation of the policy and explores its presentation, delivery and impact within UK rugby league clubs. We argue that the Rugby League should be commended for its initial approach to child protection policy and make specific recommendations to enhance this long‐term project. We conclude that if a broader community of interest concerns itself with the safeguarding of children there is likely to be a greater impact on a social problem of this kind. Sport can have a key role to play in this community because it reaches so many people.  相似文献
