Child support and welfare dependence: A multinomial logit analysis   总被引:1,自引:0,他引:1  
The relation between welfare dependency and receipt of child support is investigated with data from a special supplement to the Current Population Survey. The impact of receiving child support on a family's welfare status is estimated and the types of families for which child support enforcement policies may have the greatest impact are identified. Overall, the results indicate that receipt of child support has a modest impact on reducing welfare dependency. However, the results also indicate that if child support obligations can be established and enforced shortly after a marital dissolution takes place, the likelihood that a family will later become a welfare recipient is significantly reduced.  相似文献

Using discrete time event history analyses of data from the Panel Study of Income Dynamics (PSID), we examine the association between state-level welfare waiver policies implemented before the 1996 welfare reform legislation and the risk of a nonmarital subsequent birth. Our study makes a unique contribution to the existing literature by using a national-level sample of unmarried mothers who ever received welfare. This high-risk sample represents the women of most interest to policymakers, as it is the exact group to whom welfare reform is targeted—welfare mothers at risk of having nonmarital additional births. The state policies we study include: family cap, earnings disregard, work exemptions, work requirements, and sanctions. We conclude that, although reducing the number of nonmarital births is a key goal of welfare reform, state-established welfare waiver policies do not have any influence on women’s childbearing behaviors in this sample, net of women’s individual characteristics and state economic environments. Even the family cap policy, which was designed for the sole purpose of reducing additional births, has no significant association with nonmarital subsequent childbearing. Instead, personal characteristics, not public policies, are stronger determinants of women’s childbearing decisions. Age, race/ethnicity, marital status, number of previous children, education level, and welfare receipt are significantly associated with nonmarital subsequent births. Overall, this paper contributes to an expanding body of research that shows minimal effects of welfare waivers on fertility. Our work suggests that more targeted policies are necessary to be able to influence individual family formation behaviors.  相似文献

Welfare to well-being leads to better qualityof life for families and communities. Around the world, societies are experimenting and shifting policies that address welfare to well-being for families and communities. In the U.S., the greatest shift in several decades has occurred with thewelfare reform policies. These shifts haveplaced at issue the extent to which individualsand families and governments contribute toself-sufficiency and sustainability of theirmembers and the collective whole in society. The paper addresses: a framework for thinkingabout sustaining well-being in the context ofmaking transitions from welfare for the few towell-being for the many; a researchillustration of focus group findings on themeaning of self-sufficiency for families whoare currently receiving one type of welfare(food stamps); and the opportunities emergingin the context of the interaction of the familyand society at the community, state, nationaland global level that allows for a wholisticresponse to issues around well-being andquality of life studies.  相似文献

In recent years the increase in the divorce rate in many advanced countries and the predominance of female-headed families among the poor has generated much interest in the relationship between divorce and the welfare of mothers and children. In this paper I will review a small body of economic literature which has been recently developed in order to analyze the economic consequence of divorce on the welfare of fathers, mothers and children under alternative behavioral assumptions. Important economic and econometric issues arise from an analysis of welfare in non intact households as compared with intact households. In particular the focus is on the role that institutions play in post-divorce arrangements and important implications concerning policies for child support, custody, and visitation.Presidential Address of the Annual Congress of ESPE2000 held on June 15, 2000 in Bonn. This article examines whether the economic consequences of growing up in a single-parent family differ for black children and white children. It is important to understand whether the costs differ across racial groups because although much of the rhetoric about poor single-parent families focuses on inner-city blacks, most children who live in such families are white. If the costs of living with only one parent vary across groups, then policies that are aimed at reducing the costs that do not acknowledge this variation will not target resources efficiently. We found that the economic costs of living with a single parent are larger for black children than for white children. Most of the discrepancy can be attributed to differences in remarriage rates, marital stability, welfare participation, and female labor supply.  相似文献

This article looks at the intergenerational effects of family structure on family formation and economic dependency. Three explanations are examined: the economic-deprivation, socialization, and family-stress hypotheses. Daughters living in single-parent families at some point during adolescence are more likely to become household heads and to go on welfare than offspring of two-parent families. Differences in the incomes of one- and two-parent families can account for up to 25 percent of the difference in offspring behaviors. None of the hypotheses, however, provides a complete explanation of family structure effects. The analysis is based on data from the Panel Study of Income Dynamics and uses event-history analysis to estimate transitions into female headship and economic dependence.  相似文献

As part of welfare reform efforts in the 1990s, 23 states implemented family caps, provisions that deny or reduce cash assistance to welfare recipients who have additional births. We use birth and abortion records from 24 states to estimate effects of family caps on birth and abortion rates. We use age, marital status, and completed schooling to identify women at high risk for use of public assistance, and parity (number of previous live births) to identify those most directly affected by the family cap. In family cap states, birth rates fell more and abortion rates rose more among high-risk women with at least one previous live birth compared to similar childless women, consistent with an effect of the family cap. However, this parity-specific pattern of births and abortions also occurred in states that implemented welfare reform with no family cap. Thus, the effects of welfare reform may have differed between mothers and childless women, but there is little evidence of an independent effect of the family cap.  相似文献

澳大利亚每年的离婚人口数量较高,涉及未成年子女的离婚数量占到将近一半,每年有超过40000名18岁以下未成年子女正在承受着家庭离散之苦。与情感方面相比,经济上的变故给离婚家庭未成年子女带来更大的冲击。根据对澳大利亚离婚家庭的家庭收入、房屋拥有率、租房费用、资产总量以及经济压力这几个指标进行对比和分析,发现离婚对澳大利亚家庭经济水平具有严重负面影响,是导致澳大利亚离婚家庭子女福利降低的根源。随着离婚家庭经济水平的降低,澳大利亚离婚家庭的儿童保育费用下降、儿童教育支出减少、子女发展受到明显抑制。为此,澳大利亚不断完善相关法律法规,采取了诸多政策措施,在改善离婚家庭子女福利上积累了丰富的经验,取得了巨大成效,具体措施包括明确财产和抚养费分配的原则、优先考虑儿童最大利益、制定“儿童抚养计划”等。随着中国离婚程序的简化,中国离婚率已经从1984年的0.39%升至2018年的3.2%,超过了英、法、韩、日等国家。中国受离婚影响的未成年子女数量也随之不断增长,他们正承受着离婚带来的巨大的精神和物质压力。澳大利亚对离婚家庭子女的支持政策值得我国借鉴,建议我国以“儿童最大利益优先原则”确定抚养人,合理确定抚养费数额,加强抚养费执行与监管,这将有利于改善离婚家庭子女的生活,维护未成年子女利益,从而更有效地维护社会稳定发展。  相似文献

Previous research has shown adverse effects of growing up under unilateral divorce laws on long-term outcomes of children. It remains an open question of whether these effects of early childhood conditions arise due to divorce laws raising the likelihood of parental marital disruption or whether unilateral divorce laws also affect children in intact marriages by changing intra-household bargaining. Using recently available data from SHARELIFE for 11 Western European countries, we address this question employing a difference-in-differences approach and controlling for childhood family structure and socioeconomic status. Like previous research, we find adverse effects of growing up under unilateral divorce laws on the well-being of children. This effect remains even when controlling for childhood variables. We conclude that unilateral divorce laws affect children by changing family bargaining in intact marriages.  相似文献

This paper uses a general equilibrium model of marriage and divorce to assess how public policies on parental leave and leave benefits affect intra-household decision making, family structure, intergenerational mobility, and the distribution of income. The benchmark economy is calibrated to US data to replicate some characteristics relevant to the interaction between the marriage and labor markets. The effects of unpaid leave, paid leave benefits, and mandated leave on human capital investment, distribution of income, and welfare are then analyzed.   相似文献

The sequencing of marriage and first birth was expected to play an important role in the stability of marriage among adolescent mothers. We hypothesized that adolescent women who married prior to conception would have the lowest rates of marital disruption, followed by those who married between conception and birth. Adolescent women who gave birth prior to marriage were expected to suffer the highest rates of marital dissolution. The results provide partial support for our hypotheses. There is little difference in the probability of separation between adolescent mothers who had a postmarital conception and those who had a premarital conception but married before the birth. Having a premarital birth, however, significantly increases the probability of marital dissolution. We also hypothesized that marital status at first birth would have less effect on the probability of marital dissolution for blacks than for whites. This, too, is generally supported by our findings. Among black females, those with a premarital birth are the first to suffer a marital disruption, but by the end of ten years there is little difference in the probability of separation among the three marital status groups. In contrast, among white females, those with a premarital birth are the first to experience a disruption, and this differential persists over all subsequent marriage duration intervals. Thus, the sequencing of marriage relative to birth has similar short term effects for whites and blacks, but the effect for blacks is evident only in the short term. Ten years after the marriage, black adolescent mothers have similar rates of marital stability regardless of the sequencing of marriage. This is consistent with the findings of previous research and with our hypothesis; with the black family pattern of lower rates of marriage, higher rates of illegitimacy and higher divorce rates, the sequencing of marriage has no long lasting consequences on marital stability. Finally, our predicted decline in the effect of marital status at first birth over historical time also finds partial support. For white females there has been a change in the effect of marriage-first birth sequencing on separation over time. In the period encompassed by the women in our study, white adolescent mothers who married subsequent to the birth have been the most likely to experience a separation at all marriage duration intervals, but this differential narrows as age at interview declines. Using high-quality data from Norwegian population registers, we examine the relationship between family disruption and children’s educational outcomes. We distinguish between disruptions caused by parental divorce and paternal death and, using a simultaneous equation model, pay particular attention to selection bias in the effect of divorce. We also allow for the possibility that disruption may have different effects at different stages of a child’s educational career. Our results suggest that selection on time-invariant maternal characteristics is important and works to overstate the effects of divorce on a child’s chances of continuing in education. Nevertheless, the experience of marital breakdown during childhood is associated with lower levels of education, and the effect weakens with the child’s age at disruption. The effects of divorce are most pronounced for the transitions during or just beyond the high school level. In models that do not allow for selection, children who experienced a father’s death appear less disadvantaged than children whose parents divorced. After we control for selection, however, differences in the educational qualifications of children from divorced and bereaved families narrow substantially and, at mean ages of divorce, are almost non-existent.  相似文献

The 1996 Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) put the need for attitudinal change at the center of efforts to help welfare recipients become economically independent, avoid out-of-wedlock childbearing, and embrace marriage. In this paper, we focus specifically on attitudes, analyzing both differences in values and attitudes between welfare recipients and other women on the cusp of reform, as well as the effects of TANF reforms in two states on the attitudes and behaviors of women subject to the reforms. National data reveal few differences in values and attitudes between welfare recipients and other women once background characteristics are held constant. A majority of both groups believes that prospective parents should marry, but single parents can raise a child as well as married parents. Personal aspirations for marriage and further childbearing also are fairly similar. These similarities may be one reason that the literature has shown TANF to have limited effects on marriage and childbearing. A second set of analyses investigates the degree to which welfare recipients in Delaware and Indiana report that reforms affected their aspirations for marriage and childbearing. Self-reported impacts are greater for fertility than marriage attitudes. Even among those who report their attitudes were affected by reform, recipients appear to have difficulty acting on their marital and childbearing desires, dampening any effects on behavior. These findings reinforce the current sense among researchers and policy makers that more direct reforms are needed to have a substantial effect on marriage and out-of-wedlock childbearing.  相似文献

Exploiting the theoretical parallels between the matching of workers to jobs in the labour market and the matching of individuals in the marriage market, we use a search theoretic model of marriage formation and dissolution to examine the effect of divorce costs on both decisions. By introducing learning at both stages of the marital decision process, we show that divorce costs not only affect the probability of divorce but also the probability of marriage. Interestingly, to what extent divorce costs affect the marital status distribution depends on the information regarding the quality of the potential marriage that individuals receive while encountering marital offers. The proportion of children living in parental structures other than mother/father has increased in recent decades because of increased separation/divorce and greater prevalence of nonmarital childbearing. This study uses the National Survey of Families and, Households to examine the parental structure experiences of children who had ever lived in nonintact families. The results show considerable variation in experiences among such children. The analysis illustrates the diversity by considering parental structure experiences given I) mother-only family at birth, 2) mother/father family at birth and later parental marital disruption, and 3) parental structure at age 15.  相似文献

From a longitudinal survey of a British cohort born in 1958 this study finds that, by age 33, off-spring of parents who divorced are more likely to have dissolved their first partnerships. This finding persists after taking into account age at first partnership, type of first partnership (marital, pre-marital cohabiting union, and cohabiting union), and indicators of class background and childhood and adolescent school achievement and behaviour problems. Some of these factors are associated with partnership dissolution in their own right, but the association between parental divorce and second generation partnership dissolution is largely independent of them. Demographic factors, including type of and age at first partnership, were important links between parental divorce and partnership dissolution. Moreover, the estimated effects of parental divorce were substantially reduced when the demographic variables were taken into account, suggesting that cohabitation and early partnership may be important pathways through which a parental divorce, or the unmeasured characteristics correlated with it, affect partnership dissolution.  相似文献
