The professionalization of certain management occupations, such as project management and human resource management, has been neglected in recent debates on professions, which instead focus upon the deregulation of collegial professions or the failure or unwillingness of new expert occupations to professionalize. Project management represents one of a handful of ‘management professions’ which confound this interpretation, explicitly pursuing a ‘corporate professionalization’ project with some degree of success. This paper focuses on the strategic activities of the principal British professional association in this field, the Association for Project Management (APM), as it negotiates a path between exploiting established sources of legitimacy and exploring a novel conception of professionalism. In the process, the association manipulates collegial and corporate logics of professionalism, in terms of its relationships with key stakeholders, its global orientation, its knowledge base and strategies of occupational closure. Drawing on interviews with APM officials and broader documentary analysis, we analyse the conditions which have produced this hybrid model of professionalism, highlighting the pragmatic management of tensions through the combination of distinct, even contradictory, professionalization logics.  相似文献

This paper examines how organisations that conduct worldwide recruitment of project management professionals can derive insight from the cultural preferences stated within project management job advertisements. Drawing on project management practitioner job advertisements placed by 2040 organisations across seven countries and seven industries, we employ Hofstede’s national cultural framework to categorise cultural preferences which the organisations persistently replicate in their specifications of desired candidate project management practitioner competency. To map global trends and national variations, data analysis is undertaking and utilising exploratory data analysis, Poisson regression and negative binomial regression are used. The paper finds that specific national cultural dimensions – ‘Collectivism’, ‘Uncertainty Avoidance’ and, to a lesser extent, ‘Power Distance’ – are the most salient cultural denominators for advertised project management positions, while this is not the case with ‘Masculinity’ and ‘Individualism’. The findings raise issues about which organisations should seek to become more culturally intelligent, and which relate to the adaptiveness of the cultural preferences that they articulate through their job advertisements, both to project tasks and to cultural contexts for projects.  相似文献

Abstract

This paper summarizes the results of a comprehensive systematic literature survey on the front-end of a project, commissioned by the Project Management Institute. The dedicated literature on the front-end is sparse: although the front-end has been shown to be critical to the strategic success of the project, this phase of the lifecycle is not well understood. This paper presents the literature on the concept of the front-end, and defines a temporarily ordered structure of generic processes that form the ‘front-end’ and how these fit together as a coherent whole. These start from the preliminaries to the initiative, then the project purpose (for various stakeholders), the initial analysis and scenario analysis; the analysis of alternatives and choice of project concept; assessment of the project, finishing with setting up project execution. It summarises the recent literature at each of these elements in turn, specifically as they relate to the front-end.  相似文献

In this paper, we study the characteristics and results of two different approaches to urban regeneration which we have termed ‘Metagovernance’ and ‘Pluricentric coordination’ following. We studied this through a comparative study of area-based, participatory urban regeneration projects in Denmark and Japan, representing each one approach. The paper aims to clarify results of the two approaches in terms of five aspects of urban regeneration, relevant to the process and results: (1) strategic spatial improvement, (2) influence of the legal system and transparency of the processes, (3) empowerment of citizens and diversity of participants, (4) innovative capacity (diversity and creativity of the projects) and (5) continuity and flexibility of the projects. The paper concludes that each approach has strengths and weaknesses and that each country can learn from the other to strengthen future participatory urban regeneration.  相似文献

Abstract

Benefits are the principal reason why an organization may seek to enact change through programmes and projects. The discipline of identification, definition, planning, tracking and realization of benefits is recognized to be instrumental in achieving organizational strategy. In this study, we describe the results of a cross-national comparison of public sector benefits management (BM) practices in Australia, Canada, the UK and the USA. It explores ‘BM practices in action’, considering to what extent ‘espoused’ or ‘mandated’ frameworks are actually practised and perceived by their users. Employing qualitative analysis, semi-structured interview data were analysed from 46 participants with experience in sponsoring, managing and/or reviewing government projects. The results expose considerable variation in the adoption and standardization of BM frameworks from inter and intragovernmental perspectives. We evidence a strong focus on benefits identification across the data set, specifically at the outset (the business case stage seeking project approval) and observe deterioration in focus as the project or programme progresses through the authorization (or assurance) approval gates towards close-out and operations. The results further emphasize the prominence of political interest, leadership buy-in, a benefits-driven culture and a transparent benefits reporting mechanism in the implementation of ‘effective’ BM frameworks.  相似文献

This paper addresses methodological issues currently confronting the management science community. The urgency of these issues is evidenced by [1] the growing debate over the implementability of MS/OR (Management Science/Operational Research) models, [2] the absence of professional agreement on a ‘generalized’ theory of organizational structure and control and [3] the dearth of substantive contributions in the area of ‘policy’ analysis and modeling. It is argued that any resolution of these issues must address the management science process and that developments in cybernetics provide an integrating framework for this purpose. Aspects of this framework are presented by pointing out distinctions between the more traditional MS/OR approaches and the proposed cybernetic approach. Some of the concepts involved are not always associated with cybernetics, but the implications for the practice of management science are significant.  相似文献

A paper published by one of the authors (Woodward and Squires, 1996), described a situation where the accounting information system used by a geographically‐remote project manager to report progress on a project to his headquarters proved inadequate for that task. The inadequacy was particularly relevant in the reported case, in that the object project was one of considerable significance to the company, being the largest and most complex it had ever undertaken. While the earlier paper concentrated initially upon identifying the perceived shortcomings in the organization’s accounting information system, and subsequently upon delineating the proposal for a ‘workable’ solution thereto, the purpose of the present paper is rather to analyse the situation earlier reported, in the context of a perceived breakdown in the trust relationship existing between the project manager and his superior, the company’s managing director. The managing director trusted his subordinate, although it seems apparent retrospectively that the trusting relationship existing was abused. While the underpinning precept of trust is thus fundamental to the present analysis, it is additionally necessary to utilize as relevant concepts: the veracity of the company’s control mechanism (via the concept of action at a distance) to adequately report what was happening remote from headquarters; the assumption that the project manager, as agent, had the potential to abuse his position; and, finally, that the project manager’s professional affiliation was probably insufficiently strong to sustain self‐control based upon ‘clan’ considerations. It also emerges from the analysis that multiple, rather than single, trust relationships were at work.  相似文献

Although design changes is a significant inhibiting factor to schedule management and cost control in building projects globally, however, the reasons remain largely unknown, and the construction industry is unable to manage the problem effectively. A triangulated approach was employed where 39 reasons were first explored through semi-structured interviews with experienced practitioners. Subsequently, a national survey was used to rank the reasons. ‘Value engineering’, ‘lack of coordination among various professional consultants’ and ‘change of requirement’ ranked the highest. Next, exploratory factor analysis revealed eight underlying factors. Finally, the influence of these manifested factors was validated statistically using partial least squares based structural equation modelling. The three most critical factors found are ‘competency of project team', ‘quality and workmanship’, and ‘site constraints and safety consideration’. This paper contributes to the development of new underlying factors inducing design changes, which largely explain design changes as well as enable practitioners and researchers to devise effective preventive measures in controlling design changes in building projects.  相似文献

This paper investigates the role of medical professionals in the success and longevity of the implementation of workplace innovation and organizational change in the Accident and Emergency (A&E) Departments of two large public hospitals, in Australia and Canada, during the introduction of process improvement using Lean Management (LM) methodologies. We ask why and how doctors resist, influence or enable LM initiatives in healthcare. Using a qualitative methodology, we contribute to institutional work theory by unpacking the complex forms of boundary and practice work undertaken by key actors who effectively use their professional status and power to enable practice changes to be embedded. Our findings lend support to the importance of the involvement and ownership of senior doctors in the design, introduction and implementation of successful workplace innovation and organizational change. Senior doctors use their professional expertise, positional and political power at the industry, organization and workplace levels to influence strategically the use of resources designated for workplace innovation to improve efficiencies, quality of patient care and maintain their dominance. The significant organizational change achieved reflected the ownership and leadership of the workplace innovation by senior doctors in ‘hybrid roles’ who captured the rhetoric and minimized adversarialism among key stakeholders.  相似文献

Public–Private Partnerships (PPPs) have become a critical vehicle for delivering infrastructure worldwide. Yet, the use of such a procurement strategy has received considerable criticism, as they have been prone to experiencing time/cost overruns and during their operation poorly managed. A key issue contributing to the poor performance of PPPs is the paucity of an effective and comprehensive performance measurement system. There has been a tendency for the performance of PPPs to be measured based on their ex-post criteria of time, cost and quality. Such criteria do not accommodate the complexities and lifecycle of an asset. In addressing this problem, the methodology of sequential triangulation is used to develop and examine the effectiveness of a ‘Process Management Life Cycle Performance Measurement System’. The research provides public authorities and private-sector entities embarking on PPPs with a robust mechanism to effectively measure, control and manage their projects’ life cycle performances, ensuring the assets are ‘future proofed’.  相似文献

While the author sees management as essentially amateur in nature, there are several principles which clarify the approach to productivity improvement. Abstract

While mechanization has been widely adopted in the current construction industry, little research has been done to assess the level of mechanization in building construction projects. The aims of this study are to propose a framework that can assess the level of mechanization in building construction projects, to develop a computer-based tool that can help assess mechanization levels, and to collect the views of industry practitioners regarding mechanization. To achieve these goals, a comprehensive literature review was conducted first, and based on which a six-layer assessment framework, namely Mechanization Index for Building Construction Projects, was proposed. After that, Mechanization Index Assessment Tool, a computer-based tool that can assess the level of mechanization in building construction projects, was developed. The developed tool was adopted in 14 construction projects in Singapore. Assessment results showed that the mechanization level of the projects was 48.54 percent out of 100, which is moderate. Results also reported that ‘site preparation’ and ‘underground piping’ were two work types that are more mechanized, while work types of ‘formwork’, ‘tiling’, and ‘painting’ were relatively less mechanized. Additionally, industry practitioners perceived that the mechanization levels in the current building construction projects and industry were moderate and more efforts should be put in this regard, especially from the perspective of the industry. This study is the first piece of research work that assesses the level of mechanization in building construction projects and thus, it contributes to the body of knowledge. Furthermore, the assessment tool developed can easily be used either by industry practitioners or by construction authorities to do mechanization assessment. Thus, this study contributes to the practice as well.  相似文献

Abstract

The notion of ‘project delivery’ is well embedded in and across the management and organizational sciences literature – generating a narrative that reflects and recognizes the instrumental nature of projects and programmes in strategy execution. Project management, as a distinct and well-established body of research enquiry, has increasingly sought to focus our attention on the impacts of complexity, risk and uncertainty in projects; the corollary being a desideratum to strengthen our theoretical understanding of how insight and learning from projects may influence improvements to organizational efficiency. The wider literature suggests that organizational learning remains a challenging proposition, particularly in the context of organizations operating in environments of high complexity. In this paper, we enhance the conversation on organizational learning through a series of case studies, generating evidence of thirteen ‘learning modes’. The paper proposes that mature organizations tend to exhibit a greater number of learning modes and that there is a tendency to capture and socialize knowledge with a greater emphasis on the context of the learning situation rather than the learning artefact in isolation. The empirical evidence gathered in this paper forms the basis of a capability model, characterized by the thirteen modes of learning. The model intimates that learning occurs, and is more effective, when knowledge and information are enacted in practice through the learning modes which form a nucleus of the organizational learning capability. The research concludes with a 'call to action' that emphasizes the strategic importance of learning practices and routines in project oriented-organizations.  相似文献

Organizational scholars increasingly view institutionalization as a process through which actors adapt or translate seemingly successful practices in a field to create variations that are specific to their own organization. Yet little is known about how outsiders who seek to diffuse ‘best practice’ affect translation. We examined interactions between management consultants and their clients in two different consulting projects, which focused on embedding the practice of ‘lean’ in one and the practice of a quality improvement framework in the other. Our findings provide insights into the processes of translation through which promoters and adopters iterate at different stages to reach a compromise, illuminating how the evolution of an imported practice signals the outcome of a negotiation. Furthermore, we demonstrate that management practices are not translated in isolation but enveloped by peripheral practices that are adopted by association. We highlight how the peripheral practice of benchmarking, in both cases, was rarely contested or negotiated and thus proved more resistant to translation. Our analysis allows us to unpack the agency inherent within translation‐as‐negotiation and integrate research on diffusion and translation.  相似文献

Identities, people's subjectively construed understandings of who they were, are and desire to become, are implicated in, and thus key to understanding and explaining, almost everything that happens in and around organizations. The research contribution that this review paper makes is threefold. First, it analyses the often employed but rarely systematically explored concept ‘identity work’, and argues that it is one metaphor among many that may be useful in the analysis of professional and more generally work identities. Second, it focuses on five fundamental, interconnected debates in contemporary identities research centred on notions of choice, stability, coherence, positivity and authenticity. Third, it outlines the roles that the concept ‘identity work’ may play in bridging levels of analysis and disciplinary boundaries, and sketches some possible future identities‐focused ideas for further research. Under‐specification has meant that ‘identity’ has not always fulfilled its analytical promise in either theoretical explorations of identities issues or in empirical studies of identities in practice; and it is to these ends that this paper seeks to contribute.  相似文献

The article explores self-initiated expatriate women's experiences of working and learning in the United Arab Emirates (UAE). Adler's (Adler, N. 1987. Pacific basin managers: A Gaijin, not a woman. Human Resource Management 26, no. 2: 169–91) seminal study and Tung's (Tung, R.L. 2004. Female expatriates: The model of the global manager. Organizational Dynamics 33: 243–53) research suggest that expatriate women operating in a foreign host culture are categorized as a ‘Third Gender’: host nationals would perceive them as ‘foreign’ first and ‘women’ second, consequently according them different privileged treatment inworkplaces than host national women colleagues. This qualitative study of self-initiated expatriate women highlights how the women's constructions of themselves as ‘foreign’ and ‘female’ in the UAE provide a lens through which they reflect upon their own experiences of learning and development. In the absence of support from their own organizations and/or driven by their own aspirations, the women embarked upon their professional development initiatives; networking, coaching and formal qualifications. Key themes of vulnerability in being a foreigner, gendered workplaces, informal learning and women's agency in their own learning and development emerge from the analysis. The women's experiences suggest that their ‘Third Gender’ identity frames both constraints and opportunities within their social and work environment. The research focus on self-initiated expatriate women developing their professional practice, without the organizational Human Resource Development (HRD) support normally provided for assigned expatriates, is a key contribution to HRD, expatriate and international management literature where gender has tended to be ignored.  相似文献

Vulnerability and Agenda: Context and Process in Project Management   总被引:1,自引:0,他引:1  
This paper explores how the project management role is conditioned by the context in which change is progressed. The argument draws on Pettigrew's (1985, 1987) contextual and processual view of change, a view which does not clarify the management implications of contextual variation. Using data from a two-stage research design combining diary and survey methods, four context dimensions are identified, concerning ‘interlocking’, ‘shifting sands’, ‘ownership’ and ‘senior management view’. For analytical purposes, two extreme contexts are characterized as exposing the project manager to high and low levels of ‘vulnerability’ respectively. Project management literature typically offers a rational-linear account of change, and concentrates on ‘content’ and ‘control’ agendas, concerning technical expertise on the one hand, and planning, budgeting and monitoring techniques on the other. Sociological analyses reveal the limitations of the rational-linear account, and focus on the political and cultural dimensions of the ‘process’ agenda. The data suggest how contextual variation affects the relative priority of these agendas. The management implications of these findings are explored, for project management selection, career progression, and the development of diagnostic skills and ‘agenda management’ strategies.  相似文献

This paper attempts to illustrate the application of the principles in Total Quality Management (TQM) to the International Technology Transfer (ITT) processes used in industrial production plants. Disaggregated analysis of the ‘technology transformation’ process is deployed to highlight the application of TQM. AT&T's ‘customer–supplier’ model of quality is introduced to explain the interactive roles of the parties involved. It argues that the existing literature deals inadequately with the issues raised and discussed in this paper. A conceptual ITT-TQM model is proposed. Such a model should ensure proper assimilation of imported technology and permit continuous improvement of the processes leading to the customer satisfaction. It is suggested that the success of the model depends on the ‘win-win-win’ strategies of the supplier, the process owner and the customer. Examples from various sources are presented to reinforce the argument. In addition, international standards such as the ISO 9000 standard and frameworks for TQM such as the US Malcolm Baldrige National Quality Award and the European Quality Award (European Foundation for Quality Management) are posited as necessary to ensure quality technology transfer.  相似文献

Many writers predict that emerging new organizational structures will displace the traditional hierarchical structures. This paper looks at the skill implications for ‘professionals’ as these changes take place. It presents data gathered from a series of structured group discussions conducted with managers and professionals in the UK retail financial services sector (banking, insurance and mortgage lending) to illustrate how changing structures are impacting on ‘professional’ skills and roles. Six key trends, identified in the group discussions, are examined in the light of models which predict the way ‘professionals’ will be managed over the next few years. These trends are illustrated by short case examples or vignettes.  相似文献
