Public sector performance is currently a significant issue for management practice and policy, and especially the turnaround of those organizations delivering less than acceptable results. Theories of organizational failure and turnaround derive largely from the business sector and require adaptation to the public service. The performance of public organizations is more complex to measure, is related to institutional norms, and the idea of ‘failure’ is problematic. Empirical findings from a real‐time, longitudinal study of poorly performing English local authorities are used to develop an initial theory of performance failure and turnaround suited to public organizations. The paper argues that the typical performance of public organizations over time is cyclical. Where cognition and leadership capability are absent, organizations fail to self‐initiate turnaround. In this situation authoritative external intervention is necessary. The strategies applied are principally concerned with building a leadership capability that engages senior politicians and managers in order to overcome inertia and collective action problems. The theory is presented in the form of seven propositions that provide a basis for further research across the public sector.  相似文献

Besides internalizing external knowledge, companies may maintain knowledge in interfirm relationships over time. Thus, interorganizational relations may be regarded as an extended knowledge base to which a firm has privileged access. We merge research into knowledge management, absorptive capacity, learning, and dynamic capabilities to analyze knowledge retention outside a firm's boundaries. Prior research into knowledge management has focused on internally storing knowledge, whereas research into knowledge transactions has primarily studied the internalization of external knowledge. The need to dynamically manage knowledge in interfirm relations over time – without necessarily internalizing this knowledge – has been relatively neglected. Therefore, we develop the foundations of the dynamic capability-based concept of relative capacity as a complement to absorptive capacity and transformative capacity in external knowledge retention. Relative capacity contributes to explaining interfirm differences in knowledge strategies, alliance strategies, organizational boundaries, open innovation, and performance. To guide further research, propositions are advanced regarding the antecedents and consequences of relative capacity.  相似文献

Despite a rich tradition of scholarship across many disciplines, organizational research on the topic of generations has been relatively scarce. In this article we develop a framework for studying generations in organizations that draws on multiple conceptualizations across multiple disciplines. Our framework distills two distinct critical elements that give ‘generations’ agency in organizational settings – chronology (the idea that a unique location in time creates a ‘generation’) and genealogy (the idea that generations are linked through the transmission/descent of ideas/values/skills/knowledge). After an historic overview of the evolution of the topic of generations, we review generational research across the fields of political sociology, family sociology, psychology, social anthropology, cultural sociology, demography, and gerontology. Our framework elucidates how linkages between generations, based on chronology and genealogy, can be characterized in organizations and how the nature of intergenerational contact and transfer predicts a wide range of organizational outcomes such as change/innovation, conflict, turnover, and socialization. We outline the implications of this framework for future research on generations in organizations.  相似文献

Abstract

The notion of ‘project delivery’ is well embedded in and across the management and organizational sciences literature – generating a narrative that reflects and recognizes the instrumental nature of projects and programmes in strategy execution. Project management, as a distinct and well-established body of research enquiry, has increasingly sought to focus our attention on the impacts of complexity, risk and uncertainty in projects; the corollary being a desideratum to strengthen our theoretical understanding of how insight and learning from projects may influence improvements to organizational efficiency. The wider literature suggests that organizational learning remains a challenging proposition, particularly in the context of organizations operating in environments of high complexity. In this paper, we enhance the conversation on organizational learning through a series of case studies, generating evidence of thirteen ‘learning modes’. The paper proposes that mature organizations tend to exhibit a greater number of learning modes and that there is a tendency to capture and socialize knowledge with a greater emphasis on the context of the learning situation rather than the learning artefact in isolation. The empirical evidence gathered in this paper forms the basis of a capability model, characterized by the thirteen modes of learning. The model intimates that learning occurs, and is more effective, when knowledge and information are enacted in practice through the learning modes which form a nucleus of the organizational learning capability. The research concludes with a 'call to action' that emphasizes the strategic importance of learning practices and routines in project oriented-organizations.  相似文献

Conceptualizing growth trajectories of organizations in organismic terms describing transitions through a series of stages, from birth to maturity, has considerable intuitive appeal. Recently, the assumptions underpinning the life‐cycle perspective (growth is linear, sequential, deterministic and invariant) have been argued not to pertain to organizations. This paper reviews the literature on life‐cycle growth models, traces the development of a growing sophistication of conceptualizing growth and highlights some of the limitations of the literature. The authors make a contribution by proposing an alternative conceptual framework for thinking about growing businesses. The framework consists of two dimensions. First, a typology of key issues that are likely to be faced by all growing firms, and the discussion is shaped by M. Gladwell's (The Tipping Point: How Little Things Can Make a Big Difference. Boston: Little Brown, 2000) notion of ‘tipping points’. The second dimension is developed by drawing on the knowledge management literature and the concept of absorptive capacity ( Cohen, W.M. and Levinthal, D.A. (1990 ). Absorptive capacity: a new perspective on learning and innovation. Administrative Science Quarterly, 35 , 128–152). This concept is applied to a discussion of the state of an organization regarding its ability to absorb and use new knowledge. Further, it is suggested that the framework has value for both policy and practice and can be used for the design and specification of interventional support and, to identify and evaluate their impact. If interventions are to help firms to grow, they must provide the right knowledge or support in forms that the firm can utilize. Together, these two dimensions provide a framework to examine firm growth issues and to analyse the effectiveness of different interventions on firms in different states within this framework.  相似文献

How do firms respond to critical threats, such as regulatory turmoils or disruptive innovations? After more than three decades of contradicting theoretical arguments and inconsistent empirical results, this question remains unresolved. One view argues for and finds evidence for amplified propensity to engage in change when organization members perceive critical threat. The other view supports the threat-rigidity phenomenon, reinforcing resistance to change through a focus on habitual practices and routines. To resolve this puzzle, we draw on the multi-dimensional framework of ‘crisis’ strategic issues processing, supplemented with the behavioral decision making perspective. In particular, we investigate the conditions of emergence of radical (explorative) business model change intentions within organizations in response to major threats. The resulting model suggests that cognitive moderators – perceived predictability and time pressure – lead to highly divergent results of critical threat perception, such that low predictability and high time pressure attenuate the threat-induced explorative business model change intentions. The model is tested in two empirical contexts, real estate brokerage and higher education, finding strong empirical support.  相似文献

Drawing on the organizational capabilities literature, the authors developed and tested a model of how supportive human resource management (HRM) improved firms’ financial performance perceived by marketing managers through fostering the implementation of a customer‐oriented strategy. Customer‐linking capability, which is the capability in managing close customer relationships, indicated the implementation of the customer‐oriented strategy. Data collected from two emerging economies – China and Hungary – established that supportive HRM partially mediated the relationship between customer‐oriented strategy and customer‐linking capability. Customer‐linking capability further explained how supportive HRM contributed to perceived financial performance. This study explicates the implication of customer‐oriented strategy for HRM and reveals the importance of HRM in strategy implementation. It also sheds some light on the ‘black box’ between HRM and performance. While making important contributions to the field of strategy, HRM and marketing, this study also offers useful practical implications.  相似文献

Abstract

This paper explores how engineering companies develop and integrate solution-based capabilities for complex ‘one-off’ or small-batch production. Although there is extant literature on developing a stand-alone service, product and process capabilities, an integrated solution-based capability for effective execution of complex ‘design-build’ projects is currently underdeveloped. For such firms to be successful in delivering complex solutions, there is the need for organisational structured routines and processes which we conceptualise as complex solution-based capabilities (CSC). The study was based on a multiple case study using in-depth semi-structured interviews with managers and engineers. Primary data collected were complemented by documentary evidence, for triangulation and validity. The data were analysed using thematic analysis to develop a framework of CSC. The findings show that the case study companies have developed and integrated CSC through organisational routines and processes of make-to-concept approach, value creation and strategic coordination. In this paper we argue that the new public management has been a flawed paradigm for public services delivery that has produced very internally efficient but externally ineffective public service organizations. Subsequently we develop the SERVICE framework for sustainable public services and public service organizations. This framework is rooted within the public‐service‐dominant business logic and emphasizes the need for a focus on external value creation rather than internal efficiency alone.  相似文献

As governments and public service organizations across the globe engage in strategies of institutional and organizational change, it is timely to examine current developments and a future research agenda for public governance and management. The paper commences with reflections on the state of the field, based on an analysis of papers published in the British Journal of Management over the last decade. While there was some variation apparent across the set, the ‘typical’ article was found to be influenced by the discipline of organizational behaviour, set within the health‐care sector, using case‐study methods within field‐based studies, and investigating shifts in roles and relationships and the management of change. It has also in the past been UK‐centric, though the journal editorial policy and our own article call for a stronger international and comparative focus in the future. The second section of the article summarizes the articles and themes contained in this collection of papers on public service organizations. The third section explores a possible research agenda for the future, arguing for the significance of public sector research for the understanding of management more generally, and for examining the interface between private and public organizations (an increasingly common phenomenon). We suggest the need to set public services research in policy and political contexts, and suggest this may reveal organizational processes of wide interest. We call for a wider set of disciplines to engage in public management research, and to engage in moving the agenda from the study of efficiency to effectiveness as defined by a variety of stakeholders. We address the issue of how far public management researchers should become directly engaged with the world of policy and suggest that whether researchers engage in Mode 1 or Mode 2 research, their work would benefit from a stronger theoretical base.  相似文献

Linguistic ambiguity is one of the most prominent characteristics of management fashions. Using the example of one of the most popular management concepts in the 1990s, the core competence approach, we analyse the consequences of linguistic ambiguity on the level of organizational usage. We pursue an in‐depth case study of a German corporation which can be seen as a ‘heavy adopter’ of the core competence concept. A central implication of our study is that the term ‘ambiguity’ itself has several meanings depending on the level of analysis. On a general level the managers interpreted the core competence concept relatively homogeneously. They simplified and generalized it to an organizational principle and perceived it as guiding action. At the same time, each manager defined his or her own set of core competences. Thus, underneath a seeming consensus, a large variety of practices may hide. This novel kind of ‘contextual ambiguity’ does not originate from the linguistic ambiguity of the management fashion but from the plurality of local contexts in which the concept is interpreted. The managers' pragmatic attitude to the core competence ‘principle’ contributed to the high contextual ambiguity and the – compared to the media discourse – high longevity of the fashion within the case company. Our findings urge management fashion scholars to pay more attention to the distributed and polyphonic character of organizations and the organizational nature of the ‘consumption’ of ambiguous management knowledge.  相似文献

Labour market flexibility is often portrayed as a key to the competitive success of the UK and US economies. We surveyed several hundred firms in the UK, and using the resulting data (on over 200 manufacturing firms) this paper investigates the relationships between firms’ use of flexible work practices, human resource systems and industrial relations on the one hand, and corporate performance on the other hand. The results suggest that ‘low‐road’ practices – short‐term contracts, a lack of employer commitment to job security, low levels of training and low levels of human resource sophistication – are negatively correlated with corporate performance. In contrast, it is found that ‘high‐road’ work practices –‘high commitment’ organizations or ‘transformed’ workplaces – are positively correlated with good corporate performance. It is also found that human resource management practices are more likely to contribute to competitive success where they are introduced as a comprehensive package, or ‘bundle’ of practices. Significant interaction effects between human resource systems, trade unions and flexible work practices add further support to the bundling hypothesis.  相似文献

In recent years, the dynamic capabilities view has attracted attention in the management literature, and theoretical papers note many research challenges. Currently, one of the most significant issues is the role of the marketing function in the development of dynamic capabilities, and some recent discussions have even introduced the new term ‘dynamic marketing capabilities’. The main area of interest is how to achieve a well‐integrated framework to serve as the starting point for empirical papers. Although the most recent research proposes a wide range of processes as possible dynamic marketing capabilities, it is difficult to find consensus among these proposals. To resolve this difficulty, this paper seeks to define the dynamic marketing capabilities construct based on accepted components in the generic dynamic capabilities view. More specifically, it defines the role of dynamic marketing capabilities through absorptive capacity and knowledge management. By identifying these components and relating them in an integrative model, the authors propose to explain how dynamic marketing capabilities work and precisely which marketing processes promote both components.  相似文献

This article theorizes about the kinds of knowing present in organizations that share both a structural similarity in the organization of work and work practices – a ‘double periphery’ in which a community of practitioners acts across both a horizontal, geographic periphery and a vertical, hierarchical periphery – and a common mode of practice – translating across these peripheral borders. In principle, these workers develop knowledge in interaction with clients and customers that could be valuable to the organization, were it but to learn from them. Instead, the ‘local knowledge’ they learn in acting across these peripheries is discounted, if not disparaged, by more centrally‐located managers and executives. The article theorizes about the nature of translating local knowledge concerning organizational practices and about the structural character of local versus ‘expert’ knowledge.  相似文献

This article establishes the foundation for research on collective intuition through a study of decision making and organizational learning processes in police senior management teams. We conceptualize collective intuition as independently formed judgement based on domain‐specific knowledge, experience and cognitive ability, shared and interpreted collectively. We contribute to intuition research, which has tended to focus its attention at the individual level, by studying intuition collectively in team settings. From a dual‐process perspective, we investigate how expert intuition and deliberation affect decision making and learning at various levels of the organization. Furthermore, we contribute to organizational learning research by offering an empirically derived elaboration of the foundational 4I framework, identifying additional ‘feed‐forward’ and ‘feedback’ loop processes, and thereby providing a more complete account of this organizational learning model. Bridging a variety of relevant but previously unconnected literatures via our focal concept of collective intuition, our research provides a foundation for future studies of this vitally important but under‐researched organizational phenomenon. We offer theoretical and practical implications whereby expert intuitions can be developed and leveraged collectively as valuable sources of organizational knowledge and learning, and contribute to improved decision making in organizations.  相似文献

Abstract

Inbound open innovation (IOI) has become a potentially valuable means of gaining competitive advantage and enhancing organizational performance. This article explores how knowledge infrastructure capability (KIC) affects IOI through the moderating role of absorptive capacity. This research conceptualizes and develops three dimensions of KIC (technological, structural and cultural), and tests the relationships between KIC, absorptive capacity and IOI. Data for the study were collected from 125 small and medium enterprises (SMEs) based in France, and the relationships proposed in the framework were tested using structural equation modeling (SEM). The results indicate that higher levels of KIC can lead to enhanced absorptive capacity and improved IOI. That is, KIC can have a direct, positive impact on absorptive capacity and IOI. Moreover, absorptive capacity partially mediates the linkage between KIC and IOI. The article contributes to the conceptualization of the impact of KIC on IOI, by emphasizing a firm’s absorptive capacity. It offers a validated instrument to measure KIC, and provides an empirical evidence of the impact of KIC on absorptive capacity and IOI. This article also extends the extant literature by focusing on KIC and absorptive capacity simultaneously in a model to understand the notion of IOI in the SMEs based in France. This study offers useful guidance for measuring and implementing KIC in a SME context and encourages further research in this area.  相似文献

In old American World War II movies submarine commanders called for ‘silent running’ when the enemy were near. No orders were issued but anarchy did not ensue. Everyone knew what to do. This paper describes a research study of one of the top five UK advertising agencies, in which management appeared silent in the sense that explicit, overt, bureaucratic, sanction‐backed directive corporate authority was not evident. But this agency is one of the most successful, serious, creative, effective, least showbizzy agencies in the industry. It is a good example of an organization which manages and sells knowledge: knowledge about advertising, about consumers and about creative craft. The research used critical discourse analysis to explore the ways in which power, authority and professional identity were discursively reproduced in the service of corporate instrumentality. As a real, concrete source of authority and direction, ‘management’ seemed silent, yet as a discursive construction its controlling presence was psychologically pervasive  相似文献

The need to solve innovation problems and insource knowledge has led to an increasing number of organizations engaging in crowdsourcing activities and subsequently establishing working relationships with winning solution providers. Using a knowledge‐based view and the problem‐solving perspective, we develop a theoretical framework suggesting how specific innovation problem attributes (i.e. the decomposability, formulation and search space of the problem) influence the governance decision (unilateral vs. bilateral) of seekers to manage the relationship with winning solvers. We empirically analyse the framework using 582 challenges broadcast on the NineSigma crowdsourcing platform. Our results indicate that problem attributes – the formulation and search space of the problem – have a positive effect on seekers’ preference towards unilateral governance structures. However, we did not find any empirical confirmation of the effect that the decomposability of the innovation problem has on seekers’ preference towards unilateral governance structures. This study offers several contributions to the crowdsourcing literature, and also has important implications for managers of organizations aiming to insource knowledge through crowdsourcing for innovation contests.  相似文献

The bureaucratic organization is still regarded as the conventional organizational form, but is ill‐suited to an increasingly pluralistic world. Research on the variety of organizational forms has increased dramatically over the past three decades and offers the potential to understand better how pluralism is manifested and managed within organizations. However, this research remains fragmented. The purpose of this paper is to review and synthesize research on unconventional organizations to explore how organizations resolve or attenuate the tensions related to pluralism. Drawing from research in leading management journals, it covers seven distinct literatures: ‘referent organization’, ‘temporary organization’, ‘pluralistic organization’, ‘meta‐organization’, ‘bridging organization’, ‘hybrid organization’ and ‘field‐configuring event’. For each literature, the authors trace the genealogy of the key concepts and review their distinct insights regarding organizational pluralism. They then synthesize and discuss their collective contributions and conclude with avenues of research for pluralism in organizations.  相似文献

In this paper, we explore the capacity during the process of a firm's information system adoption and implementation from knowledge management perspective, based on a firm's level construct. According to the di- mensions of absorptive capacity proposed by Zahra and George, we point out that the concept of IS absorptive ca- pacity, analyze and summarize the elements of potential absorptive capacity and realized absorptive capacity. We use data from two manufacturing organizations, analyze two firm's realities of IS absorptive capacity. The study indicates differing antecedents may have differing effects on potential absorptive capacity and realized ab- sorptive capacity.  相似文献
