近十年来,我国面临的国际国内形势出现了新的变化,社会保障改革在此背景下也进行了新的道路选择并取得一系列成就。2011年开展城镇居民社会养老保险试点工作,这与2009年建立的新农保制度初步构成了我国养老保障制度的基本框架,标志着我国覆盖城乡居民社会保障体系的主要制度都建立起来,是我国社会保障改革和全面建设小康社会的重大进步。总结近十年来我国社会保障改革的基本经验,有益于我们更明确的认识改革的历史与现状,为继续推进社会保障改革、发展社会保障事业奠定重要基础。  相似文献

西方社会保障制度不仅与经济利益紧密相关,而且与政治斗争结伴而来,逐渐成为资本主义政府的一项基本功能,成为资本主义政党政治的一个主要内容,对稳定西方资产阶级统治和国家政权发挥了重要的政治功能.20世纪70年代中期以后,西方各国纷纷改革社会保障制度.由于社会保障制度具有刚性和权威性,甚至已经和西方政治制度融为一体,社会保障政策成了政治体制中不可或缺的组成部分,因此,社会保障制度的改革牵涉到公众的既得利益,要经过复杂的政治程序和相当程度的公民认同,必须谨慎地加以推进.  相似文献

As a result of pressures from structural adjustment policies, persistent poverty and slow economic growth in most African countries, there is widespread reform of formal social security systems in the region. The designs for reform have ignored gender concerns and non-formal social security systems, yet it is widely known that women and men have different experiences in the labour market and that non-formal systems are currently the main source of social security for most women and men, especially in rural communities. The paper points out the efficiency and equity costs of ignoring gender and non-formal social security systems and proposes action for policymakers.  相似文献

This article overviews the social security reform started shortly after the commencement of the general economic system restructuring in China in 1978. The reform is remarkable not only for its scale in terms of population covered, territory affected and comprehensiveness sought, but also for the difficulties confronted, progress made and confidence achieved. Although there is still a long way to go to fulfil its ambitious ultimate objectives, 14 years of reforming exercises have built up a solid basis for a sound social protection system to be gradually extended to the non-covered population. This paper begins by describing the origins of a social security system that was based on a series of institutional splits that resulted in the development of a fragmented system characterized by inequity and incomplete coverage. The entitlements embedded in this system have proved difficult to revise in the light of changing circumstances and the pressures associated with economic transition, demographic change and the newly emerging problems of open unemployment and urban poverty. These developments, particularly the latter, are creating new demands on a system already struggling to adjust to structural problems of coverage and financial soundness. A series of extensive reforms in the areas of pensions and unemployment insurance and a rationalization of administrative arrangements and responsibilities have been introduced over the last two decades, but further reform seems inevitable as external pressures and policy priorities change. A key goal of the reform process has been to transfer responsibility for social security from enterprises to the state, but the system still suffers from a series of serious financial problems. Despite the extensive reforms that have already been introduced, these problems and the structural imbalances underlying them will require further action. The most important of these imbalances relate to the split between the nature and role of social security in the urban and rural sectors, the role of the commercial provision and its relationship with the state, and the extension of programmes aimed at poverty alleviation.  相似文献

In the Republic of Moldova, as in other former Soviet republics, a great deal of pressure has been put on the social security system by the removal of general consumer subsidies and their replacement with targeted compensation payments (assistance). The growth of assistance needs has made it difficult to reform earnings-related pension provision along "insurance" lines. There have also been adverse developments in the labour market. Large-scale open unemployment has not emerged, but insurance contributions are not being paid. Some of the measures which have been adopted to deal with the resulting financial crisis are counterproductive for the development of a social security system compatible with a market economy.  相似文献

Abstract   The article analyses the impact of various types of reform options on social security pension system financial sustainability and on a range of macroeconomic variables. The HERPOR model is used to consider the likely effects of parametric reforms of the existing pay-as-you-go system, as well as those of a systemic reform. The article concludes that the former are sufficient to ensure financial sustainability, although they should be accompanied by employment implementation measures. The article concludes that a fully pre-funded system does not seem to be a viable option for policy-makers in the redesigning of social security pension systems, due to the high transition costs involved.  相似文献

Chile pioneered in Latin America not only the introduction of social security pensions, but the structural reform that privatized them and a process of “re‐reform” implementing key improvements. A Presidential Commission in Chile, appointed in 2014 to evaluate reform progress and remaining problems in the pension system, released its report in September 2015. In light of the Commission's findings, the article assesses Chile's compliance with International Labour Organization social security guiding principles: social dialogue, universal coverage, equal treatment, social solidarity, gender equity, adequacy of benefits, efficiency and affordable administrative cost, social participation in management, state role and supervision, and financial sustainability. Social welfare reform has been implemented in Korea since the 1997 financial crisis. A dominant concern of the reform was on equality and social solidarity. A major means to this end was establishing universalistic social insurance programs like those in developed welfare states. The reform efforts produced some positive results but were not greatly successful. Income polarization and the deteriorating economic status of low-income families have become big social issues. Many low-income families have not gained many benefits from the reformed social security system. The rapid aging of the population is creating an exploding demand for social spending, risking the fiscal sustainability of major social insurance programs. The reform experience suggests that a social welfare system based on western-style universal social insurance may be too expensive to sustain and not very effective in protecting disadvantaged families in Korea. More attention is being paid to expenditure control and efficiency. Social insurance programs may need to be leaner than those in traditional welfare states. Targeted programs, such as the "making work pay" policy, are likely to be expanded more broadly to low-income families. The future of the Korean welfare state may hinge on successful employment support for working families and extensive investment in their human capital.  相似文献

在我国民政福利体系的改革过程中,最引人注目的是低保制度的出台。低保制度实施过程中所出现的新情况和新问题使专业社会工作的介入成为必要。通过倾听弱势群体的声音,反映弱势群体的政策诉求;参与低保制度的实施过程,作政策与政策对象的调解人;对社会政策的实施进行跟踪调研,提出政策的修订建议;以及专业助人行动,协助低保对象实现自助,社会工作将发挥其他专业不可替代的作用。  相似文献

The integration of the income taxation and social security systems is implicit in a guaranteed minimum income scheme. Some of the issues involved in this integration are highlighted. The two systems have developed independently in Australia, mainly because of the fundamentally different roles that the two serve. It is argued that although the two systems should work in harmony, their complete integration will present many great conceptual and practical difficulties which would reduce the effectiveness of both. Thus the poverty problem can be more fruitfully attacked by reform within the existing social security system in Australia than by the introduction of an integrated system.  相似文献

Rapid economic growth, declining fertility and changes in family structures have encouraged the Kingdom of Cambodia to reform its old-age pension system. The Government of Cambodia reached an important milestone in 2019, when the Law on Social Security was promulgated. The Law includes provisions for a compulsory defined benefit pension scheme, establishing a sound framework for extending compulsory pension coverage beyond the public sector to formal private-sector workers. As a future step, the compulsory pension scheme should be extended to informal workers. To accompany the reform, the investment policy for the pension scheme’s reserve funds, including the supervisory regime and investment strategy, will be essential for the modernization of the Cambodian social security system. In this regard, Cambodia has successfully sought policy advice. However, the country should continue to seek further advice, and to act on this. Otherwise, the necessary and increasingly pressing policy ambitions of Cambodia to develop an adequate and sustainable social protection system may not be fully realized.  相似文献
