This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

This paper analyzes the presence of different managerial approaches in a public organization, the Tuscany Region of Italy. In particular, it highlights the phenomenon of the plurality of frameworks working in the organization, namely Old Public Administration (OPA), New Public Management (NPM) and Public Governance (PG). The transformation and coexistence of the above-mentioned models is tested with a content analysis based on the perspectives of policy makers and top-level managers expressed in interviews and on the context of administration planning and control systems found in documents. 本文考虑了公用服务的特殊性和行业特征,在对天津经济技术开发区公用服务企业(包括自来水公司、电力公司、燃气公司、热电公司)调查研究基础上提出了公用服务质量概念框架,构建了公用服务质量测评模型。本文提出公用服务质量包括供能质量和服务过程质量两个维度。其中供能质量由标准性、稳定性、安全性、服务补救四个要素组成;服务过程质量由服务交互界面、员工服务表现、服务标准、服务流程、服务设施与工具、服务承诺、顾客期望管理、服务投诉八个要素组成。对四类公用服务的调查包括对27家企业用户和50位居民用户的访谈,以及对150家代表性企业用户、304名居民用户作为样本的问卷调查,收到企业用户的有效问卷120份、居民有效问卷256份。本文利用调查数据检验上述服务测评初步维度结构的信度和效度,修正并形成了最终的公用服务质量测评模型,并发现了模型在评价居民用户和企业用户服务质量感知的异同,讨论了该测评工具的管理实践意义和未来的研究方向。  相似文献

In seeking to benefit from the competitive pressures exerted through marketization, governments have hoped to gain improvements in public service efficiency. Yet, concerns remain about the effects of marketization on how equitably public services are provided. We consider evidence about the relationship between the introduction of market-type mechanisms in the European public sector and the efficiency and equity of service provision. Our analysis reveals that although market-type mechanisms sometimes result in worse service equity, there is only weak evidence of a trade-off between efficiency and equity.  相似文献

The paper presents a model based on non‐altruistic individuals, where middle aged and old individuals influence the decisions about public social security system. This is an alternative or a complement to private intergenerational transfers. Fertility is endogenous, as children are seen as an assets in the process of transferring resources to old age by the network of intergenerational intrafamily transfers. Expectations about the Government social security budget balance play a crucial role. We also present some empirical estimates of the fertility and pension ‘demand’ function for some developed countries. It emerges that both can be treated as endogenous, and the results are coherent with the theory.  相似文献

Although a significant amount of research has been carried out in the public management field, recent research has failed to investigate all aspects of public management. In 1999, O’Toole and Meier proposed a formal model to encapsulate all aspects of public management. Since then, more than 20 peer-reviewed articles have adopted the O’Toole–Meier model for their analysis. This study investigates the validity and reliability of the model by reviewing those journal articles that adopted the O’Toole–Meier model. After the review, the study suggests future research questions that could further develop our current understanding of public management.  相似文献

Since 2000, the reputation of health and safety in the United Kingdom has been tarnished, so much so that it has become the subject of both a media circus and a government inquiry. This not only threatens the worthy goals of health and safety, but also impacts upon the associated tool of risk assessment itself such that "risk assessment" is increasingly seen by the public at large as a term inviting ridicule, even abuse. The main thrust of the government's examination of health and safety has been its concern that safety requirements were placing a disproportionate burden on business. However, there is another source of discontent, which is public chagrin over the impact of injury control measures upon life beyond the conventional workplace, in particular upon the public spaces that people frequent in their leisure time and on the activities they engage in there. This article provides a perspective on this second dimension of the crisis in confidence. It describes how many U.K. agencies with responsibilities for a wide portfolio of public amenities ranging from the provision of play spaces for the young to the management of publicly accessible countryside, the maintenance of urban and rural trees, the stewardship of sites of cultural heritage, and the pursuit of outdoor educational activities have responded to some conflicts posed to their services by the new safety culture. It concludes with a discussion of implications for the management of public space and for risk assessment itself.  相似文献

The three experiments presented here were part of a large OBM training program for managers in city government. Although the training program resulted in a total of 19 different managerial products, the three experiments selected for presentation represent the most methodologically sound of all the projects. In contrast to much published literature, these three studies suggest that practicing managers in the public sector can conduct simple, practical, and effective behavioral change projects designed to improve employee performances.  相似文献
