Many of the people who are most vulnerable to the effects of poverty and deprivation reside in informal settlements in Africa. While there is growing evidence of the importance of family resilience, there is little documented evidence of how collective actions undertaken by families in African communities can contribute to this. In-depth interviews and focus-group sessions were conducted with single mothers residing in an informal settlement in KwaZulu-Natal, South Africa to delineate the factors that contributed to their resilience. We examined the influence of social ties, self-efficacy and networks they had established beyond their immediate community on enhancing family resilience. Three key themes are discussed: determination to survive, rising above harsh economic conditions and establishing networks within and outside the community. We conclude that the foundation for building strong female-headed families lies in positive social ties, self-empowerment initiatives and tapping on established networks within and outside low income communities.  相似文献

In this study we assess child poverty in South Africa by estimating multivariate models using household-survey microdata from 1995. The applied poverty line defines children as poor if they live in households with a disposable per capita income less than US$1 Purchasing Power Parity. In South Africa, people living under such income conditions must be considered extremely poor. The results show that children living in South Africa face a risk of being poor comparable to that of the average world inhabitant. Child poverty in South Africa is an issue with strong racial connotations. Large variations in child poverty rates across provinces are found and most of South Africa's poor children live in rural areas. The educational level of household head is a strong predictor of child poverty. The probability of child poverty is vigorously reduced if a household receives wage earnings, but is affected by households' demographic structure.  相似文献

Research in high‐income countries has identified an array of risk factors for youth antisocial behavior. However, in low‐ and middle‐income countries, despite higher prevalence of offending and antisocial behavior, there is a paucity of prospective, longitudinal evidence examining predictors. South Africa is a middle‐income country with high rates of violence and crime, and a unique social context, characterized by striking income and gender inequality, and increasing number of children orphaned by AIDS. We tested predictors of antisocial behavior at community, family, and individual levels over four years. One thousand and twenty five adolescents from poor, urban South African settlements were assessed in 2005 (50 percent female; M = 13.4 years) and followed up in 2009. The sample analyzed consisted of the 723 youth (71 percent) assessed at both time points. We employed sociodemographic questionnaires and standardized scales. Validity of our antisocial behavior measure was supported by cross‐sectional associations with well‐evidenced concomitants of youth antisocial behavior, including drug taking and truancy. Regression analysis indicated that male gender and experience of community violence, but not poverty or abuse, predicted antisocial behavior. Despite many South African youth experiencing abuse and poverty at the family level, our findings suggest that high levels of violence in communities may be a more important factor contributing to the development of antisocial behavior, particularly among males.  相似文献

The concept of social exclusion is increasingly important in policy and research but has rarely been addressed from a child-centred perspective. Childhood is a social experience in itself, one that has its own norms and customs, and where the demands of participation and inclusion may be considerable, likewise the costs of exclusion. This paper explores the meaning and experience of social exclusion for children by focusing on a particular group of children and young people, those 'looked after' in the public care system. The sample involved children who had minimal contact with their parents, and who although not currently materially poor were vulnerable to a high future risk of experiencing poverty. They thus provided a valuable opportunity to explore some of the relational aspects of social exclusion. Using in-depth interviews to explore the meaning of friendship in their lives, the study revealed the importance of social relationships for these children, andin particular the impact of the care system on their capacity to make and sustain social networks. The findings suggest that the relational aspects of poverty are not just consequences of material poverty but can have a dynamic of their own, one that may have a particular resonance for children. This has implications not just for children in the care system, but also for children in families, where family poverty and the restricted social and economic integration of parents may also have an impact on children's capacity for developing social relationships and wider social networks.  相似文献

Cash transfers have delivered measurable benefits for poor and vulnerable children in low‐ and middle‐income countries. However, on its own, a cash transfer is insufficient to promote holistic child well‐being. In the quest for appropriate complementary family support services, known as ‘cash plus’ programing, this qualitative study sought to explore the perspectives of a group of South African caregivers, all of whom were in receipt of a Child Support Grant (CSG), in relation to their own caregiving and family functioning. Critical areas of support to families were identified to further scale up the already positive impacts of the CSG, such as mental health services, social supports for caregivers, decreasing levels of poverty and growing caregiving knowledge and skills. Key conclusions are that improving the quality and integration of public services and developing culturally appropriate and evidence‐based family strengthening programmes are critical to complement and boost the positive impacts of the CSG.  相似文献

All too often young people are excluded in practice from the general policy and professional consensus that partnership and participation should underpin work with children, young people and their families. If working with troubled and troublesome young people is to be based on family support, it will require not only the clear statement of that policy but also demonstration that it can be applied in practice. Achieving that involves setting out a plausible theory of change that can be rigorously evaluated. This paper suggests a conceptual model that draws on social support theory to harness the ideas of social capital and resilience in a way that can link formal family support interventions to adolescent coping. Research with young people attending three community‐based projects for marginalized youth is used to illustrate how validated tools can be used to measure and document the detail of support, resilience, social capital and coping in young people's lives. It is also suggested that there is sufficient fit between the findings emerging from the study and the model to justify the model being more rigorously tested.  相似文献

Objective. This article examines the effects of changing family structure (including cohabitation) and maternal employment during the 1990s on child poverty rates across America's diverse racial and ethnic groups. Unlike most previous studies focused on broad pan‐ethnic groups, our analyses examine children distinguished by race/ethnicity, immigrant generation, and national origin (e.g., Mexican, Japanese, Middle Eastern, among others). Methods. The analyses, using methods of demographic standardization, are based on data from the 1990 and 2000 Public Use Microdata Samples of the U.S. Decennial Censuses. Results. Child poverty rates declined broadly across population groups in the 1990s. Increasing maternal employment during the 1990s, rather than changing family structure, accounted for the largest share (nearly 40 percent) of the recent decline in child poverty rates. Changes in family structure played a minor role in reducing child poverty for most of the 25 groups considered in this article. Differences in family structure accounted for a large part of observed child poverty differences between minority groups. Conclusions. Rapid increases in maternal employment during the 1990s provided a hedge against rising child poverty and a route to economic self‐sufficiency for growing shares of single mothers and their children.  相似文献

Hong Kong, a traditionally ethnically homogeneous society, seems to fail encouraging positive development of ethnic minority young people. Studying resilient ethnic minority, young adults may provide insights into developing programmes and policies to encourage positive health behaviours. A pilot qualitative study of individual interviews with South Asian young minority adults was conducted to develop a conceptual framework by incorporating resilience and positive youth development. Based on the findings of this study, resilience and positive youth development contribute to young ethnic minorities’ positive health behaviours. This study may benefit culturally tailored research implications for young ethnic minorities.  相似文献

When young people are sexually exploited, parents and professionals alike can feel uncertain about how to balance the need to protect the child's rights to agency and autonomy while also reducing the risk of harm. Despite the shared interest in keeping young people safe, there remains a substantial gap in the research literature about how practitioners engage parents to increase capacity to safeguard their children, particularly within the context of a child protection system ill-equipped to address forms of extrafamilial harm such as child sexual exploitation. This paper aims to contribute to understanding how professionals effectively engage parents by drawing upon evidence from research evaluations of two programmes in rural/urban North and urban South locations in England, both providing specialist support to parents/carers of sexually exploited children and young people. Through interrogating elements of effective support work evidenced across both programmes, a set of emerging key themes are presented, proposing that parent support and engagement can create a ‘virtuous’ cycle, whereby families are strengthened and are better able to protect their children from sexual exploitation and other forms of extrafamilial harm.  相似文献

This article evaluates how evolving social policies for very young children and their families affect the marginalisation of Roma children from mainstream Bulgarian society. The Roma (or 'gypsies') have long been ostracised by various societies and since the fall of communism in 1989 have become increasingly vulnerable to income poverty and social exclusion. The exclusion of Roma threatens Bulgaria's economic and political growth because the Roma constitute an increasing proportion of the population. The article compares the effects of current child and family policies on modifying the social and economic differences between very young Roma children under the age of three and those of majority Bulgarian children. It demonstrates how both universal social policies directed at helping all children and policies targeted on helping the most deprived children in a population, can, because of previous employment and other factors, further marginalise the most disadvantaged children in a population.  相似文献

This paper discusses developments in child welfare services in England in recent years and, particularly, the role and contribution of research. It is shown that a more significant and coherent body of child welfare research has been developed, which has linked formally to the policy process. Research programmes in England have highlighted specific problems in three areas: first, moving away from a narrow focus on child protection to an approach that provides broader family support for children in need; second, the absence of policies relating to services for adolescents; and, lastly, problems in the delivery of residential care for young people. A major programme of reform has been introduced by the new Labour government, consistent with research messages. It is concluded that research has had an impact on the development of child welfare services in England, although influencing the structure of services, social work practice and outcomes for young people are highly complex issues.  相似文献

How do we know if Australian children and young people are having a ‘good life‘? What about their lives compared to children and young people in other countries? To answer these questions, the Australian Research Alliance for Children and Youth (ARACY) produced a Report Card to compare Australian average, Indigenous Australian average, and international or Organisation for Economic Co‐operation and Development (OECD) average for a number of measures of child and youth wellbeing. The ARACY Report Card shows that Australian results are average when compared to other OECD countries in most areas of child and youth wellbeing. Most importantly for nearly all indicators, Indigenous Australian children fare substantially less well than the Australian average and the majority of children in other countries. It is argued that community attitudes and behaviours toward children and young people, and our society's focus on wealth creation, are detrimental to children's and young people's wellbeing. The need for a better balance between economic progress and a socially and environmentally sustainable society is discussed, along with a strategy to better meet the emotional needs of children and young people.  相似文献

School closures across Australia in response to COVID-19 have persisted since 2020, with rising mental health problems in children and adolescents, alongside rising negative family health and socioeconomic outcomes. Further, some children and young people who were already experiencing disadvantage pre-pandemic may be at heightened risk of poorer educational outcomes. Therefore, the aim of this study was to conduct a systematic review of the literature to identify the factors for poorer educational outcomes that may be exacerbated by COVID-19 amongst disadvantaged school students. Key development stages of disadvantage were identified: young children who started school behind, older students already at risk of disengagement from school and children and young people who have had contact with the child protection system. Five databases were systematically searched, across two search periods. A total of 69 Australian, peer-reviewed articles, published in 2005–2021, examining risk factors for poor educational outcomes for children attending school met the inclusion criteria and were included in final analyses. Our findings provide evidence of key risk factors that make these populations susceptible to worsening outcomes resulting from the COVID-19 pandemic, and of the critical importance of ongoing research to guide policy and practice support for these at-risk groups.  相似文献

This paper describes the well‐being of participants in the Midwest Evaluation of the Adult Functioning of Former Foster Youth (n = 603), a study of youth leaving out‐of‐home care in the USA, at the point where they have been ‘young adults’ for about 1 year. Although some of these young adults are in stable situations and either moving forward with their education or employed in promising jobs, more of them are having significant difficulties during the early stages of the transition to adulthood. Too many are neither employed nor in school, have children that they are not able to parent, suffer from persistent mental illness or substance use disorders, find themselves without basic necessities, become homeless, or end up involved with the criminal justice system. They are doing worse than other young adults across a number of important dimensions. Most of these young adults continue to maintain relations with members of their family of origin, with many finding themselves living with family at age 19. Importantly, those young people who chose to remain under the care and supervision of the child welfare system experienced better outcomes than those who either chose to or were forced to leave care.  相似文献

Most orphaned children in China are cared for by their extended families or become state wards under the guardianship of child welfare institutions. Some exceptions are children who are found and cared for by families in the community, without a formalized adoption or foster relationship. In some locations, institutions now accept guardianship for these children and support the informal adoptive family to continue to care for them. This article examines the outcomes for these children as they became young adults by comparing these 12 children raised within the system as they approach or have approached young adulthood (now aged 16–40 years-old). Some of the participants were either informally adopted or lived in institutional care. The results of this study found that the family environment was more conducive to the young people’s wellbeing as they approached or entered adulthood. The participants raised in informal care appeared to be treated similar to the biological children in these families. When the institution formalized the state guardianship responsibility, it also meant the families had state resources for support to protect the children’s rights to economic security, education, health care, and social participation. This practice by the institution supported the addition of informal adoption, as one step closer to permanency than foster care. Future implications include considering this option to help promote the family system assisting these children, families, and the state.  相似文献

Changes in child care caregivers' sensitivity and in children's attachment security were examined in three studies. Study one involved 55 children enrolled in community based child care. There was no intervention in these sites. Caregiver responsive involvement and children's attachment security did not change over time or when children changed caregivers. Study two involved 71 toddler age children enrolled in family child care homes. The caregivers of these children were enrolled in a family child care training project. Six months after the training security scores increased and caregivers of children who became secure or remained secure were more sensitive following training. Study three involved 36 children enrolled in center-based child care. Children were observed before and after selective staff replacement and in-service training to increase caregiver sensitivity. Six months following intervention security scores increased and caregivers of children who became secure or remained secure were more sensitive following training.  相似文献

How best to support children and young people in foster care remains a challenge for child welfare. There has been little Australian research on the outcomes for children and young people placed in therapeutic foster care (TFC). This article aims to address this knowledge gap, presenting the evaluation of a state‐wide model of TFC known as the Circle Program operating in Victoria, Australia. Data sources for the study were case assessment analysis; surveys of foster carers, program workers and other stakeholders in the sector; and both focus groups and individual interviews with foster care workers. The evaluation found that the Circle Program lessened the number of unplanned exits of children from foster placements compared with generalist foster care. Another important finding was that the Circle Program positively influenced foster carers' decisions to stay in the carer role. Key components perceived as contributing to outcomes of the Circle Program included enhanced training of foster carers, intensive carer support, specialist therapeutic support to the child and carer, therapeutic service to family members and a network of services to provide support to the child.  相似文献

This longitudinal study examines how extracurricular activity involvement contributes to "educational resilience"—the unexpected educational attainments of adolescents who are otherwise vulnerable to curtailed school success due to personal- and social-level risks. Educationally vulnerable youth characterized by significant risks and an absence of assets were identified during early adolescence (approximately age 14) using measures of academic motivation, achievement, and mental health as well as family, school, and peer contexts. Using a mixture of variable- and pattern-centered analytic techniques, we investigate how both the total amount time that vulnerable youth spent in positive extracurricular activities and the specific pattern of their extracurricular activity involvement during late adolescence (approximately age 17) predict their subsequent enrollment in college during early adulthood (up through approximately age 21). Educational resilience was predicted uniquely by some, but not all, activity patterns. These results suggest that positive extracurricular activity settings afford vulnerable youth developmentally appropriate experiences that promote educational persistence and healthy development .  相似文献

Indigenous children and young people are over‐represented at all stages of the Australian child protection system. Policy and legislative initiatives exist in the state of Victoria, Australia aiming to support the connection between Indigenous children and young people in state care and their culture and community. This exploratory research involved focus group consultations with seven child and family welfare agencies to investigate the impacts, barriers, benefits and limitations of cultural support planning for Indigenous young people in, and leaving care in, Victoria. Findings indicated that cultural planning was of value when it could be completed. However, various shortcomings of current systems were identified including limited resourcing of Aboriginal Community Controlled Organisations to generate plans and provide direct and secondary consultation services to implement plans, difficulty gathering information for plans and some Indigenous young people expressing disinterest in connecting to their culture and community. Complexities in the relationships between the Indigenous and non‐Indigenous agencies that aimed to support Indigenous young people in care were also acknowledged. Participants identified a number of strategies to improve outcomes, such as facilitating better relationships between agencies, promoting opportunities for ongoing cultural training for staff in mainstream agencies and improving the resourcing of Aboriginal Community Controlled Organisations to deliver planning and to support cultural connections.  相似文献
