ABSTRACT

Federal policy regarding public transportation in rural areas is examined through a comprehensive literature review. Then, three alternative approaches to future policy are suggested. The current fragmented panoply of rural transit programs that serve a minority of the rural population is the result of cycles of federal regulation and deregulation and chronic underfunding of rural transit compared to urban areas. The public purposes of transit, distinctions of need and demand, and funding comparisons with automobile usage are some contexts which set the framework for the social, and economic, and sustainability paradigms. Specific recommendations within each paradigm are suggested.  相似文献

Multifunctional agriculture attempts to establish a new balance between traditional commodity support and payment for the production of non-market goods and services that are increasingly demanded by the public. Supplying non-market goods presents particular problems for optimal policy design, not least the elicitation of consumer demand for those goods. The resulting configuration of support policy has potentially enormous implications for rural areas and yet surprisingly little is known about how the public would prefer public support to be allocated. This seems to have more to do with the political expediency than true public preferences. We review the evidence of consumer demand for non-market goods and consider the methodologies used for eliciting public preferences regarding the policy tradeoffs that are likely to characterise the agri-industry reform debate.  相似文献

The purpose of this study was to assess the extent to which cities, county departments of adult and aging services, county transportation authorities, and public transit agencies in the San Francisco Bay Area have in place age-friendly policies, programs, and infrastructure in the areas of community design, housing, transportation, health care and supportive services, and opportunities for community engagement. The most common age-friendly features include those that target alternative forms of mobility (for example, incentives for mixed-use neighborhoods and changes to improve the accessibility of public transit), while the least common policies and programs are those that aim to help older adults continue driving, such as driver education programs, driver assessment programs, and slow-moving vehicle ordinances. The article concludes with policy and research implications of these findings.  相似文献

Disabled persons in the United States often lack usable public transit. The two most common solutions put forth are lift equipped buses on a fixed route and demand-response paratransit systems. Both of these programs have serious drawbacks in terms of service provided and costs, but a combination of them can begin to resolve the problem of public transit for disabled persons. The arguments for and against the use of lift buses and paratransit systems are analyzed. A policy recommendation is made.  相似文献

Abstract Little is known about the struggle for housing in rural areas or whether rural housing standards and aspirations resemble those of urban areas. This article, based on field research in Venezuela, analyzes housing ideology as expressed in public policy and housing programs, and in interviews with and actions of rural leaders, employers, government officials, and citizens. Competing housing ideologies co-exist but one—the cement-block house—dominates; although international and urban in origin, the cement-block model is diffused through rural housing agencies and political agendas. Housing practices are neither consistent with nor weaken the dominant ideology; and some aspects of rural housing conflicts are similar to those in urban settings. These findings support the need for further research to better understand the conditions under which rural and urban housing issues differ.  相似文献

Rural crime in general ranks among the least studied social problems in the social sciences; however, a growing body of research shows that rural woman abuse is a major problem. The current state of progressive critical feminist social scientific knowledge enhances an empirical and theoretical understanding of intimate violence against rural women. Revealing the complexities of rural women's experiences and struggles with violent relationships reconstitutes violence against women as a public crisis that requires continued serious attention with regard research, theory, and policy. Three primary objectives of this article are as follows: (i) briefly review recent feminist social scientific literature on research, methodology, and theoretical contributions on violence against women in rural areas, (ii) suggest new directions in researching and theorizing rural women's experiences with intimate violence, and (iii) offer creative practical and policy solutions towards a broad vision of social change.  相似文献

In developing countries, height and weight are good indicators of children's health and nutritional status. Maternal education has been accepted as one of the most important influences on child health. Using the 2000 Demographic and Health Survey of Peru, however, I find that the effect of maternal education varies as a function of region. In the most prosperous urban region, maternal education is less important for child health than in poor rural areas, and a higher level of education has a greater effect in rural areas. Multilevel analysis shows that a significant part of the observed correlation between maternal education and child health is moderated by regional differences and community characteristics. The finding suggests that Peruvian public policy should emphasize resource redistribution as well as women's education, and that investment in maternal education should be considered within regional contexts to enhance child health in rural areas.  相似文献

Previous work has highlighted the importance of public service provision in rural areas particularly for potentially vulnerable groups such as the elderly, unemployed and single parents especially where this coincides with a lack of access to either private or public transport. Disadvantage can often be compounded by limited access to services for such groups with the superior resources of more affluent social groups enabling them to respond and adapt to the increasing centralisation and reduction of services. This paper reviews previous investigations of the implications of changing accessibility to services in rural areas and draws attention to the need for a new research agenda which uses spatial analytical techniques to gauge the current levels of (in)accessibility to key services at the community level. These techniques are illustrated in Part 2 of the paper with reference to changes in post office provision in mid Wales, and the policy significance of incorporating geographical information systems-based measures of provision into traditional area-based indicators of disadvantage is discussed.  相似文献

We investigate the effects of two public transit policies, subsidization and privatization, on the wages of taxi drivers. In theory, transit operating subsidies benefit transit firms at the expense of the taxi industry and its employees. By contrast, the privatization policy of contractingout transit service to lower cost private providers is potentially beneficial to taxi firms and their drivers. Estimated wage equations confirm that transit operating subsidies have negatively affected taxi driver wages even as they have bolstered transit drivers’ wages. Transit privatization has had the predicted positive effect on taxi driver wages, all else held constant. These results suggest that a more accurate assessment of the effect of transit operating subsidies on labor costs must encompass their net effects on the labor costs of the entire urban transportation sector, not just the public transit industry.  相似文献

The present study explored the impact of rural (= 26) versus urban (n = 49) environments on perceived needs for services among grandparent caregivers, wherein persons participated in focus groups targeting their needs and concerns and/or completed a mailed survey. While findings suggested substantial similarity across rural and urban persons in unmet needs, areas of difficulty, and service barriers, rural grandparents who reported their health to be fair or poor reported the greatest unmet needs and experienced the widest array of problem areas, while the opposite was true for urban grandparent caregivers. With few exceptions, sociodemographic factors failed to predict unmet needs, array of problem areas, and barriers. The practice and policy implications of these findings are discussed.  相似文献

Australia faces an ongoing challenge recruiting professionals to staff essential human services in rural and remote communities. This paper identifies the private limits to the implicit service contract between professions and such client populations. These become evident in how private solutions to competing priorities within professional families inform their selective mobility and thus create the public problem for such communities. The paper reports on a survey of doctors, nurses, teachers and police with responsibility for school-aged children in Queensland that plumbed the strength of neoliberal values in their educational strategy and their commitment to the public good in career decisions. The quantitative analysis suggested that neoliberal values are not necessarily opposed to a commitment to the public good. However, the qualitative analysis of responses to hypothetical career opportunities in rural and remote communities drew out the multiple intertwined spatial and temporal limits to such public service, highlighting the priority given to educational strategy in these families’ deliberations. This private/public nexus poses a policy problem on multiple institutional fronts.  相似文献

This paper develops themes set out in Part 1 of this paper relating to the importance of public service provision in rural areas, particularly for potentially vulnerable members of the community such as the elderly, unemployed and single parents. Changes in a key service sector, post office services, in rural mid Wales over a 15-year period are assessed and analysed in relation to the developing sociodemographic profile of the underlying population. A Geographic Information System (GIS) approach is adopted to chart changing levels of post office provision in the study area, and the subsequent impacts on accessibility to those post offices. The policy significance of developing measures of accessibility to services with a view to incorporating these GIS-generated measures into traditional area-based indicators of disadvantage is highlighted.  相似文献

城乡一体化是经济社会发展的一般规律,是传统农业社会向现代工业社会演变的必然过程,也是现代化的组成部分。城乡一体化的核心是城乡居民的地位一体化、机会一体化、保障一体化。必须从制度上建立一套保障城乡一体化的系统,其中,推进农村社会事业发展更是至关重要。农村教育、卫生、文化、体育、社会保障、社会服务等社会事业的发展水平,某种程度上可以用来衡量一个国家或地区经济社会的发展水平。因此,加强上海农村社会事业发展不仅与广大农民群众的切身利益和农村、农业的发展需要密切相关,而且对于破除城乡二元结构、加快城乡一体化进程、建设现代化国际大都市,实现"四个率先",以及对于探索转型期农村公共产品供给制度的创新、建立与完善农村公共产品和服务供给模式等,具有重要的战略意义、理论意义和应用价值。  相似文献

Debate about rural policy is often based on persistent presumptions about conditions in ‘rural England’, generally associated with economic decline, low incomes, and a lack of services. Such generalisations are rarely justified for rural areas as a whole and we term them as ‘stylised fallacies’. The impression of their relevance is perpetuated by the selective comparison of statistics for ‘urban’ and ‘rural’ areas. The paper reviews the evidence on a number of such fallacies: the economic impact of agriculture, depopulation, low incomes, rural labour markets, house prices and service provision. In each case, the position is far more complex than is commonly recognised in policy debate. The rural character of an area does not in itself offer a rationale for policy intervention. Rather, discussion could be supported through the characterisation of different types of local area. This might be approached either through statistical analysis or through qualitative analysis of emerging social and economic patterns of differentiation. In practice, each approach needs to be supported through the other.  相似文献

新型城镇化的核心是人的城镇化,人的城镇化主要是解决进城的农业转移人口能否顺利转变为城镇居民的问题,而实现这种转变的关键是能否享受均等化的基本公共服务。城镇基本公共服务不均等既表现在城镇社会的不同群体间,也表现在区域间。两者都会影响到农业转移人口的市民化过程。本文首先界定了城镇基本公共服务的内涵,并对其在群体间和区域间不均等的表现进行了考察,进而深入分析了不平等产生的原因,在此基础上提出了城镇基本公共服务均等化的实现路径。  相似文献

Using Foucault's governmentality approach this paper analyses recent developments in power relations between different levels of government. Taking as its empirical focus the relationship between England's National Park Authorities (NPAs) and the UK government, the paper argues that there are two competing imperatives at work in the governance of England's national parks: a political imperative to devolve competencies to the regional level to allow for policy differentiation and an administrative imperative to manage and control the public policy process to ensure the achievement of national policy objectives in rural areas. Both imperatives shape the conduct of individual NPAs but to date the managerial tendencies of central government have been more influential in the changing governance of England's national parks.  相似文献

The EC White Paper — The Future of Rural Society — identifies three “standard problems” of rural areas, but the first, which characterises areas associated with “the pressures of modern development”, receives little attention in the remainder of the document. This paper explains why it is particularly important that the peri-urban areas are not ignored in the development of rural policy. In the first place, the problems of these areas are inextricably linked to those of areas of rural decline and if such links are ignored the resulting partial analysis of rural problems may cause some important policy-options to be overlooked. Second, there continue to be pockets of disadvantage within the peri-urban areas where deprivation is likely to be increased by close proximity to an affluent majority. Finally, the paper analyses the Rural Community Strategy for Berkshire, a nonstatutory document prepared by a group drawn from governmental, quasi-governmental and non-governmental organisations in one peri-urban area of southern England. This shows that while the broad agenda of rural policy issues (covering employment, housing and services), may be very similar to that found in areas of rural decline the rationale for intervention is somewhat different, and transport issues may lie at the heart of the “standard problem” of these areas.  相似文献

Abstract

Media commentators, political activists, and feminist scholars all express the belief that the election of more women to public office will result in greater attention to the needs of women, children, and families and will change the very process by which public policy is made. This review essay examines the progress made by scholars towards answering these questions. I evaluate the major findings in three significant areas of research: the experience of women as candidates, the policy impact of women as legislators, and the relationship of women to the institutions in which they serve. Rapid Hispanic population growth represents a pronounced demographic transformation in many nonmetropolitan counties, particularly since 1990. Its considerable public policy implications stem largely from high proportions of new foreign‐born residents. Despite the pressing need for information on new immigrants in nonmetro counties and a bourgeoning scholarship on new rural destinations, few quantitative analyses have measured systematically the social and economic well‐being of Latino immigrants. This study analyzes the importance of place for economic well‐being, an important public policy issue related to rural Hispanic population growth. We consider four measures of economic mobility: full‐time, year‐round employment; home ownership; poverty status; and income exceeding the median national income. We conduct this analysis for 2000 and 2006–2007 to capture two salient periods of nonmetro Hispanic population growth, using a typology that distinguishes among nonmetropolitan areas by the categories of “traditional” immigrant destinations concentrated in the Southwest and Northwest, “new” immigrant destinations to capture recent and rapid Hispanic population growth in the Midwest and Southeast, and “all other” rural destinations as a reference category representing more typical nonmetro population trends. We also compare our results to those for metropolitan destinations. We find that place type matters little for stable employment but more so for wealth accumulation and income security and mobility. Compared with urban Latino immigrants, rural Latino immigrants exhibit higher rates of homeownership as well as greater likelihoods of falling into poverty and lower likelihoods of earning a measure of U.S. median income. From 2000 to 2006–2007, rural‐urban differences deteriorated slightly in favor of urban areas. We conclude by discussing implications of these findings and those of addressing rural immigrant economic well‐being more generally.  相似文献
