1、中央财政和地方财政.是指在财政体制上划分中央政府和地方政府以及地方各级政府之间财政管理权限的一项根本制度。它是经济管理体制的重要组成部分,它在财政管理体制中居于主导地位。它具体规定了各级政府筹集资金、支配使用资金的权力、范围和责任,使各级政府在财政管理上有责有权。这对于正确处理中央和地方之间,以及地方各级之间的分配关系,充分发挥各级政府的积极性,更好地完成国家财政收支任务,促进社会主义现代化建设的发展有极其重要的意义。中央财政收入和地方财政收入,是指中央和地方各级负责组织征收的收入,不是按财政体制计算的收入分成数。其收入中还包括了国外借款。2、财政收入同国内生产总值的比率.是指以财政收入为分子,国内生产总值为分母而形成的比率,它是反映财政收入同国内生产总值间数量关系的重要统计指标。其计算公式为:单位国内生产总值财政收入额(元/百元)=同期财政收入合计额(元)/本期国内生产总值(百元)计算结果表明,以百元为单位计算的国内生产总值能够提供多少元的财政收入。一般说,此指标数值越大,说明国家财政收入越多,国家财力越充足,但这只有在提高居民收入水平的基础上才有意义。它与“财政收入占国内生产总值比重”指标,在名称上虽有差异,表现形式也不同,但
