本文利用文化维度理论,剖析了伊斯兰地区的人文特征,深入研究了伊斯兰文化的金融约束及当地微型金融服务的现实需求与人文嵌入方式。伊斯兰文化具有权利差距小、不确定性规避强、集体主义、阴柔气质以及长期取向等五大特征;伊斯兰文化对微型金融服务具有强力的约束效应,不但反对高利贷和利率,而且强调借贷双方的道德准则;伊斯兰微型金融服务通过成本加融资、利润共享及慈善贷款三种方式融入伊斯兰社区,因展现出形式灵活、运作高效等优越性而普受欢迎;微型金融服务与社区人文环境的有效交融是伊斯兰微型金融取得成功的关键之处。  相似文献

This article develops an analysis of the concept of disciplinary neo-liberal feminism through a focus on gendered poverty alleviation strategies and illustrates the value of this through a discussion of microfinance. By locating this study within an analysis of the expansion of global capital accumulation, the article argues that the liberal frameworks of female empowerment and entrepreneurialism that are central to these programs and to feminism in this form, mask their underlying political, social and economic objectives. In contrast, a Marxist Feminist approach more adequately explains the interplay of class and gender that underpins poverty alleviation strategies. This article argues that in the context of financial crisis and reduced social provision, women living in poverty in the Global South were identified as targets for the expansion of global finance. Their integration into global financial networks via microfinance and other pro-poor strategies has facilitated the expansion of markets for credit while at the same time disciplining market participation through the twin forces of risk and incentive. Disciplinary neo-liberal feminism has underpinned this incorporation of women into global capital accumulation creating profound effects for households and families, with microfinance programs representing important sites of contestation for the politics of class and gender.  相似文献

This article examines foreign aid and government funding to NGOs as forms of patronage and explores the impact of such funding on the nature and role of civil society. Using qualitative research from Palestine and Morocco, we argue that patronage transforms NGOs into apparatuses of governing. NGOs become key sites for the exercise of productive power through the technologies of professionalization, bureaucratization, and upward accountability. The article explores how this transformation of NGOs depoliticizes their work while undermining their role as change agents within civil society. The findings have implications for understanding the transformation of NGOs, the relationship between patrons and their grantees, and, finally, for exploring the limitations of NGOs as vehicles for social change in sensitive political environments.  相似文献

The recent success of microfinance for the urban self‐employed contrasts with decades of failure on the part of public development banks for small farmers. This article describes the ways in which rural microfinance organisations have tried to adapt the lessons of urban microfinance to manage the risks and control the costs of the supply of financial services in rural areas. It then asks whether the lessons of urban microfinance are likely to apply in the poorest rural areas of Argentina. The article concludes that microfinance is unlikely to improve access to small loans and small deposits for many of the rural poor in Argentina; distances are too great, farmers too specialised, and wages too high. Improved access depends not on targeting loans by government decree but on strengthening institutions that support financial markets.  相似文献

This article presents in‐depth analysis of developments in the microfinance sector before and after the collapse of Lehman Brothers in 2008, by comparing them with developments in the traditional banking sectors of emerging markets and developing countries. Its findings indicate that microfinance has been part of the same credit boom observed in the traditional banking sector, and that the boom was also fostered by substantial inflows of foreign capital. Further, that risks associated with credit booms in the traditional sector also evolved in the microfinance sector. The article comes to the conclusion that, by becoming part of the global financial system, microfinance has lost one of the characteristics distinguishing it from traditional banking, namely, its greater resilience to crises in domestic and global financial markets.  相似文献

After five decades of rapid expansion of microfinance worldwide, little is known about its aggregate effects and whether the “microfinance promise” of poverty reduction holds at the macro level. Challenging questions have arisen. Here we explore the dynamic response of microfinance on economic growth, financial deepening and income inequality. Countries are grouped into three broad clusters (stable, moderate and poor) based on macro‐institutional variables. Our results show that microfinance has a significant long‐term ability to affect the broader economy. However, the impact and dynamics of microfinance differ substantially across macro‐institutional environments. It grows in weaker environments, reaches its peak in developing economies, and then gradually “dies out” in more stable economies. While there is evidence of a positive impact of microfinance at the aggregate level, the response is different depending on whether countries are poor, moderately developed or economically stable. Once countries climb up the macro‐institutional “ladder,” microfinance can take a different shape and its relationship with other macroeconomic fundamentals can change. Our results indicate that microfinance has the strongest effect when the external environment is supportive and proactive; in weak environments, microfinance cannot grow sufficiently. Therefore, more attention should be given to supporting the socioeconomic dimensions of economies.  相似文献

Abstract

This paper provides empirical analysis of microcredit repayment in Southwestern Nigeria. Multistage stratified random sampling procedure was used to collect data from 200 members of microfinance institutions (MFIs) in the study area. Linear multiple regression was used to determine the variables that affected microcredit repayment.

The mean weekly contribution of the members of microfinance nongovernmental organizations (NGOs) in groups was N = 772.62 and the mean borrowing was N = 23, 55.25 per annum. On the average, they pay 90 percent of their microcredit as at when due. The Fvalues indicated that the microcredit repayment model had good fit (p = 0.01) with an adjusted R2 of f.36. The variables that significantly influence repayment: income, distance between dwelling place and bank, amount of business investment, socio-cultural expenses, amount of loan borrowed, access to business information, penalty for lateness to group meetings, membership of cooperative society, number of days between loan application and disbursement and poverty indicator were analyzed.

Poverty was found to hamper repayment. Nevertheless, the study supports findings that members of microfinance groups are creditworthy.  相似文献

In the spring of 2007 an event dramatically reshaped conversations relating to microfinance. This event was the Initial Public Offering (IPO) of Mexico's largest microfinance organization, Compartamos. The IPO, as this article suggests, is indicative or a broader trend through which microfinance is increasingly becoming financialized, increasingly becoming governable as a financial object. This is important at one level because it crystallizes some of the key issues at stake as microfinance becomes increasingly more reliant on global capital markets. At another level, however, the Compatarmos case is significant because of the conceptual issues it raises in relation to global finance. The main argument I put forward in this article is that the Compatarmos case – and the process of financialization it represents – is important because it allows us to glimpse global finance, and the question of global financial governance, as a decentred process in formation. Drawing on a Foucauldian notion of governmentality, I argue that the Compatarmos case orbits around two processes; processes of incorporation and differentiation. In this context, the Compartamos case implies the importance of analyses that can make global finance visible as a diverse and mundane object that is never settled in any final kind of way.  相似文献

The Poverty Reduction Strategy of the Ugandan Government identified provision of microfinance as one of its interventions. Despite the known connection between poverty and people with disabilities, it remains unclear to what extent this intervention includes or accommodates them. This study seeks to gain a better understanding of how people with physical and sensory disabilities access existing microfinance services in the Bushenyi District of Uganda. Qualitative and quantitative methodologies are used. The findings suggest that people with disabilities are not necessarily denied access to microfinance if they meet the desired requirements. These relate to adequate savings or collateral and perceived trustworthiness. These are seen to be key determinants of success and can be linked to impaired functioning relating to limited mobility, distance, poorer access to information and disabled people’s own negative attitudes. Increasing access and utilization of microfinance services by people with disabilities requires formulation of financial policies that accord them special consideration. At the same time, improvement is needed in the knowledge, attitudes and skills of the people with disabilities themselves and also microfinance providers.  相似文献

Non-governmental organizations (NGOs) in sub-Saharan Africa (SSA) experience financial challenges that hinder efforts to promote social change and development. Revenue diversification is one adaptive response to these challenges, yet there is a lack of evidence concerning the relationship between revenue diversification and financial vulnerability among NGOs in SSA. Using data from an online survey of NGOs (N = 170), we hypothesized that a greater number of revenue sources is associated with lower probability of financial vulnerability, while a greater level of dependence on international funding is associated with higher probability of financial vulnerability. Results from probit regression models controlling for organizational characteristics indicated partial support for hypotheses. Having four or more types of revenue was associated with 87% lower probability of financial vulnerability compared to having one type of revenue (p < 0.001). Also, NGOs with up to half of their budgets covered by international sources had 17% lower probability of financial vulnerability compared to NGOs with no international funding (p < 0.05). Implications for future research to further explore these relationships are discussed.  相似文献

This article addresses the challenges faced by Mexican non-governmental organizations (NGOs) in attempting to perform their role as agents of development and empowerment among poor populations. Recently, NGOs have expanded and have gained a much greater capacity to respond to the problems of the poor populations. The issue at stake for many Mexican NGOs is that with their new-found capacities, they might reproduce a patron-client relationship with local communities. This article examines the redefiniton of NGOs goals and objectives and the changes in the relationship of NGOs with the state and the poor during the last three decades. This study examines the distinction between power imbalance and mutual dependence to better understand how NGOs manage resource dependencies in their relationships with civil society partners. The NGO leaders we interviewed emphasized mutual dependence in the relationships they developed with other NGOs regarding access to financial and information resources. In contrast, discourse about their relationships with IGOs focused on the acquisition of legitimacy and access, and was dominated by power imbalance. NGOs were largely accepting of both forms of dependence in pursuit of the community’s shared goals and for the greater good of constituents. Our finding that NGOs refrain from terminating suboptimal relationships also reflects the extent to which mutual dependence governs NGOs partnering strategies.  相似文献

Based on household survey data, this article shows that farmers' demand for credit in poor areas of rural China has increased significantly in recent years, and credits from various sources are used differently in production and consumption. For example, microfinance is used primarily in livestock and non‐agricultural investments, formal credit is often used in crop production, and informal credit is largely used to meet farmers' consumption requirements. Developing a complementary system with various financial channels in rural China, particularly for non‐governmental microfinance, is crucial for meeting farmers' rising demand for credit in both production and consumption.  相似文献

This paper focuses on the development of nongovernmental organizations (NGOs) in Poland, as a case study of the sector's development in the Central and Eastern European countries of transition. It is argued that, in this situation, the development and growth of the NGO sector though shaped, as in the West, by a set of legislative, political, economic, cultural, and historical forces, nevertheless is circumscribed by the specific conditions of political transformation. The nature of and the power with which legislative, fiscal, or organizational forces condition the development of the sector varies according to the scale at which they operate (local, national, or international). Moreover, it is argued that the position of NGOs is significantly regulated by the state's political ideology, and the formative and evolving character of the latter translates into instability in states' actions vis-à-vis the nonprofit sector.  相似文献

Over the past two decades, Cambodia has experienced an unprecedented credit boom, a growth in lending so rapid that the International Monetary Fund (IMF) referred to it as “one of the fastest financial deepening episodes by historical cross‐cultural standards” (IMF, 2016, p. 4). This deepening has been driven by the expansion of microcredit. In tandem, over‐indebtedness has increased among microcredit borrowers, and debt has become a significant political and economic concern. This article explores how over‐indebtedness is understood and explained by stakeholders across microcredit value chains. To do so, we draw on interviews with microfinance institution (MFI) executives, investors, branch managers, partners, financial literacy trainers, loan officers and borrowers in Siem Reap and Phnom Penh. We find that across the sector, dominant framings of over‐indebtedness privilege borrower‐centric explanations, while discounting the structural drivers of excessive lending and borrowing. As a consequence, current efforts to limit over‐indebtedness are unlikely to produce the kinds of solutions that are most needed to reduce the debt stress among borrowers. These arguments have implications across the Global South, particularly for contexts where microfinance is rapidly expanding.  相似文献

This paper is a contribution to the ongoing discussion concerning factors determining the development of civil society in a post-state socialist context. It examines the financial mechanisms designed to promote civic engagement in Poland, including EU grants and the so-called ‘percentage law’ that allows citizens to support NGOs of their choice with 1 % of their taxes. A detailed analysis of these mechanisms demonstrates that they are advantageous for some types of non-governmental organizations and not for others. Instead of enhancing the situation of the whole sector, they tend to support NGOs that already have substantial resources and hold a strong position vis-à-vis the state. Moreover, organizations and groups fighting for issues considered to be controversial—such as women’s NGOs advocating for the right to abortion or criticizing authorities for their lack of concern when it comes to violence against women—have limited chances to gain financial support from both the state and those sources that are independent from the state. This shows how seemingly gender-neutral institutional arrangements may bring gendered results. The following analysis is based on available statistics (several reports provided by the Klon-Jawor Association, Social Diagnosis Reports from 2007 and 2011) and qualitative data (semi-structured interviews and discourse analysis of the Polish media).  相似文献

This paper compares climate change campaigns conducted by environmental nongovernment organizations (NGOs) in the United Kingdom (UK) and Australia. The NGOs represent a diversity of political access, financial resources, and international connections. Three campaign activities common to both countries undertaken between 2004 and 2006 are analyzed for their effectiveness via interviews and document review. This examination is embedded within an analysis of the political, economic, policy, and social contexts of each country. It is shown that in the UK climate change has been used as a pivotal leadership issue, that the fossil fuel industry’s influence is not predominant, and that NGOs enjoy political legitimacy. Whereas, in Australia climate change has only recently emerged as a political priority, the fossil fuel industry has had significant political and financial influence, and NGO advocacy has been marginalized. It is argued that NGOs are embedded in the political and policy contexts of their country, and the greatest campaign traction and NGO influence can only be achieved when these contexts provide favorable conditions.

Non-government organisations (NGOs) have come to assume an important role in environmental policy in Australia. This paper considers the institutional impacts of an enlarged and formal role for NGOs in environmental governance. To foreground the analysis that follows, the paper theorises: (i) the structural democratisation of western societies which provides the preconditions for civic approaches to environmental governance; (ii) civil society organisations as political actors; and (iii) the link between non-state associations and democracy. Against this background, the paper surveys some of the ways in which NGOs are being formally involved in environmental policy and management in Australia. The paper proceeds to identify a series of risks associated with these approaches. The paper concludes by calling for a more nuanced and critical appraisal of the role of NGOs in environmental policy so political space might be reserved for the public interest and to ensure that the democratic effects of civil society are not diminished.  相似文献
