This study sought to establish the prevalence and correlates of intimate partner violence (IPV) victimization in the 6 months before and after Hurricane Katrina. Participants were 445 married or cohabiting persons who were living in the 23 southernmost counties of Mississippi at the time of Hurricane Katrina. Data for this study were collected as part of a larger, population-based, representative study. The percentage of women reporting psychological victimization increased from 33.6% prior to Hurricane Katrina to 45.2% following Hurricane Katrina (p < .001). The percentage of men reporting psychological victimization increased from 36.7% to 43.1% (p = .01). Reports of physical victimization increased from 4.2% to 8.3% for women (p = .01) but were unchanged for men. Significant predictors of post-Katrina victimization included pre-Katrina victimization, age, educational attainment, marital status, and hurricane-related stressors. Reports of IPV were associated with greater risk of post-Katrina depression and posttraumatic stress disorder. Data from the first population-based study to document IPV following a large-scale natural disaster suggest that IPV may be an important but often overlooked public health concern following disasters.  相似文献

While the initial literary and cultural response to 9/11 consisted mostly of domestic narratives of trauma and mourning that avoided explicit political discourse, narrative representations of Hurricane Katrina, from the beginning, have been highly political. This is a profound, if simplistic, inversion: an act of political violence is de-politicized by its cultural response, while a natural disaster is overtly politicized. While the politicization of Hurricane Katrina is clearly, in part, down to the many accusations of negligence and racism that were immediately leveled at the American government after the post-Katrina flooding of New Orleans, this article argues that a major politicizing factor is and was the de-politicization of 9/11. Many narratives of Hurricane Katrina, therefore, are loaded with an aggregation of dissent and political discourse that relates not just to Katrina but also to 9/11 and the War on Terror. This article focuses specifically on Dave Eggers’s narrative non-fiction account of Katrina, Zeitoun (2009) and the way it responds to the domestication of 9/11 in these early instances of 9/11 fiction, and, in particular Cormac McCarthy’s The Road (2006). It argues that Zeitoun responds to The Road’s conservative, messianic allegory, its retrograde formulation of frontier masculinity and unlikely recourse to the domestic. Eggers’s narrative non-fiction account of Katrina is also a migrant story and it is able to both dramatize the social realities of the War on Terror and build a surprising and affecting narrative of community and pluralism in the wake of disaster. Ultimately, this comparative analysis illuminates a wider and revealing departure from the cultural representation of 9/11 in the cultural response to Hurricane Katrina where texts like Zeitoun, are overtly political and loaded with the weight of two catastrophes.  相似文献

Bureaucratic planning is a complex sociocultural process rife with vested interests, contradictory aims, and internal conflicts. In the wake of Hurricane Katrina and the US occupation of Iraq, contemporary media discourses on planning have downplayed this complexity and diverted attention away from a more nuanced understanding of planning as a sociological process. In this article, I show how policy and press debates regarding bureaucratic planning in Iraq and New Orleans are rooted in technocratic and rationalist perspectives, constituting a kind of modernist faith. These contemporary discourses are often one‐dimensional, failing to consider the conflicts, contradictions, and counter‐intuitive outcomes that are inherent in planning in complex situations, including urban reconstruction, military occupation, and disaster response. I show how flawed approaches in the present are deeply linked to the past, connecting Iraq and Katrina to a detailed ethnographic case study on failed urban planning in colonial Zanzibar. Even though the three cases of Iraq, Katrina, and Zanzibar differ across time, context, and conditions, they reveal that bureaucratic planning is best understood as a multidimensional strategic practice that is intrinsically shaped by sociocultural forms. Plans may ostensibly fail in one sense and yet still produce quite enduring effects. They may remain ‘fictions’ at one level but still wield real impact. And even if they are informed by fantasy, bearing little utility from a functional perspective, plans still serve as performative and persuasive acts, informed by political ends.  相似文献

Public relations professionals increasingly rely on the World Wide Web to communicate with their publics on a variety of issues, including the corporate social responsibility (CSR) efforts the organization has undertaken. In the aftermath of Hurricane Katrina, there is an opportunity to discover how the Best 100 Global Brands used their corporate websites and the power of their brand equity to help the victims of the disaster, as well as to communicate their own CSR efforts. Results show that 51% of these Top 100 firms had messages on their homepages about Hurricane Katrina, and 86% of those firms made donations totaling $105,000,000. The remaining 14% of firms exhibited symbolic communication only, with links to philanthropic organizations aiding rescue efforts.  相似文献

This study examines prosocial behavior and volunteerism in the context of Hurricane Katrina. Using interviews from East Baton Rouge Parish residents, results demonstrate that self-efficacy, education, religious attendance, and organizational membership exert significant, positive effects on feeling personally responsible for helping victims. Education, presence of children in the home, organizational membership, and the interaction between religious attendance and personal responsibility exert significant, positive effects on total hours spent volunteering at shelters for victims. These findings suggest that there is not a one-to-one correspondence between the characteristics of the typical volunteer and those who volunteer in a natural disaster.  相似文献

Hurricane Katrina brought to the surface serious questions about the capacity of the public health system to respond to community-wide disaster. The storm and its aftermath severed developmentally protective family and community ties; thus its consequences are expected to be particularly acute for vulnerable adolescents. Research confirms that teens are at risk for a range of negative outcomes under conditions of life stress and family disorganization. Specifically, the multiple interacting risk factors for substance abuse in adolescence may be compounded when families and communities have experienced a major trauma. Further, existing service structures and treatments for working with young disaster victims may not address their risk for co-occurring substance abuse and traumatic stress reactions because they tend to be individually or peer group focused, and fail to consider the multi-systemic aspects of disaster recovery. This article proposes an innovative family-based intervention for young disaster victims, based on an empirically supported model for adolescent substance abuse, Multidimensional Family Therapy (MDFT; Liddle, 2002). Outcomes and mechanisms of the model's effects are being investigated in a randomized clinical trial with clinically referred substance-abusing teens in a New Orleans area community impacted by Hurricane Katrina.  相似文献

Compassion Fatigue is a state that includes the symptoms of Post-Traumatic Stress Disorder. This text reviews events following the Hurricane Ivan and Katrina disasters and how Compassion Fatigue education helped to identify and ameliorate symptoms of the problem. I worked in a community center in the Pensacola area for one week following Ivan and in a shelter in my residential area of Houma, Louisiana for two months following Katrina. Examples of traumatic stories and coping with my own secondary stress are given. Implications include education regarding CF for all mental health professionals, especially during and following work in disasters or with populations of the traumatized.  相似文献

Over the past decade, the research on disaster administration has taken a critical look at the command and control operations in disaster response and recovery. Following the notable bureaucratic failures in response to Hurricane Katrina and the tsunami in Indonesia, researchers have focused on disaster administration system. The various actors within the system should focus on sense-making and resilience to be agile in the face of catastrophic events. This study profiles the contributions made through a focus on developing resilience in disaster management. Through a detailed literature review in multiple areas of the disaster management literature, along with illustrative examples from the challenges that agents have faced in several recent global disasters from 2014 to the present, the importance of resilience is highlighted. This study explored the role of family characteristics in the coping process of a family after having experienced Hurricane Katrina to gain an understanding of the relationship between family resiliency, hope, family hardiness, and spirituality for survivors of this natural disaster. It was hypothesized that families who demonstrate higher levels of hope, family hardiness, and spirituality would be more likely to effectively cope after the storm. Further, great resource loss was hypothesized to diminish a family's ability to cope. Four hundred fifty-two participants completed the survey. Results indicate a relationship between hope, family hardiness and spirituality, and the criterion variable, family coping. The importance of these findings in terms of exploring family resiliency following a natural disaster is discussed.  相似文献

Sociological research emphasizes that personal networks offer social resources in times of need and that this capacity varies by the social position of those involved. Yet rarely are sociologists able to make direct comparisons of such inequalities. This study overcomes this methodological challenge by examining network activation among residents of two unequal neighborhoods severely devastated by Hurricane Katrina. Results indicate that local network capacities of Lower Ninth Ward residents relative to those of the more affluent Lakeview neighborhood dissipated before, during, and after the disaster to erode the life chances of individual residents and the neighborhood they once constituted.  相似文献

This brief paper is about The Katrina Bookshelf, specifically about a couple of the contributions several of the forthcoming books on The Shelf will make to the social study of disaster. It is both a collective and an individual achievement. Imagine The Katrina Bookshelf as a composition and each book on The Shelf a movement, a part of the composition that is more or less complete in and of itself. Any one of the books could be taken from The Shelf and read alone, independent of the others. Each has its own voice and reaches its own resolution. But examined together, The Shelf reveals the phenomenal human complexity that is Hurricane Katrina.  相似文献

Limiting assistance in the context of the neoliberal U.S. welfare state relies on a distinction between the deserving and undeserving poor. Hurricane Katrina survivors were caught between two opposing cultural characterizations—”deserving” disaster victims and “undeserving” welfare cheats. In this article, I examine Hurricane Katrina survivors' experiences with the Federal Emergency Management Agency (FEMA)'s rental assistance policies and practices, as their experiences reveal important aspects of how aid is allocated in the context of the contemporary U.S. welfare state, and what consequences this has for marginalized populations. I analyze in‐depth interviews and field observations with displaced Katrina survivors and find that FEMA policies and practices assumed a “middle class” model of family structure and economic standing. Those who did not fit into this model were made to wait while their cases were investigated, which had negative psychological and material consequences. I argue that being made to wait, or temporal domination, is a central component of the larger sociotemporal marginalization of the poor, or the way in which time structures social stratification. Temporal domination is a feature of neoliberal social policy, neither maliciously intended nor entirely unintended, that has the consequence of punishing the “undeserving.”  相似文献

Functional avoidance as an intermittent coping mechanism is a necessary component in disaster recovery. By temporarily avoiding losses after disaster, survivors can secure basic needs and begin rebuilding. It is not until recovery projects are completed that mental health outcomes become apparent. Many individuals begin a healthy grieving process; however, for others, where avoidance extends past the completion of normalizing tasks it becomes pathological. This study presents the concept of functional avoidance and investigates the point at which it becomes dysfunctional using case examples and data from a mental health clinic. Findings suggest increased emotional distress, depression, and posttraumatic stress disorder over 3 years after Hurricane Katrina.  相似文献

This study examined how Fortune 500 companies used their Web sites to provide philanthropic and crisis communication response following Hurricane Katrina in 2005. Results showed that companies tended to use traditional means of communication versus new media tactics to disseminate information related to the disaster. Companies with holdings in Louisiana and Mississippi tended to use slightly more types of information than companies without a substantive presence in those two states.  相似文献

This paper examines the connections between disability and disaster from a global perspective. Concepts from the research and policy literature are used to distinguish between individual and social models of disability, and between natural hazards and human disasters. These concepts are then employed to investigate data on the response to disabled people's recovery needs in two recent case studies: the Asian tsunami and Hurricane Katrina. The analysis combines primary, secondary and tertiary sources to explore disability issues in the reconstruction of inclusive communities and the lessons that may be learned about disaster preparedness in poor communities. The conclusions suggest that more attention should be paid to social model approaches, particularly in understanding global links with poverty, and that disabled people's organisations should be resourced as agents of disaster recovery and preparedness.  相似文献

In the aftermath of Hurricane Katrina when child welfare officials in Louisiana reported they did not know the whereabouts of all their children in foster care, disaster planning in public child welfare became a new area of concern. This article reports on a process of engaging seven public child welfare agencies in planning for disasters that could affect child safety and service delivery. The Washington Metropolitan Area Disaster Planning Project used a strengths-based approach to help agencies responsible for protecting and serving children in foster care and families at risk of abuse and neglect develop plans to augment and continue service delivery and responsiveness in the aftermath of a natural or man-made disaster. The processes of gathering information on disaster responsiveness, interviewing community and professional informants, developing a template to guide disaster planning within the agencies, and implementing a tabletop exercise are described. As a result of this consultation effort agencies became aware that disaster planning at the state and county levels had proceeded without child welfare at the table, that the increase in need for child welfare services during a disaster was not recognized by disaster professionals, and that practicing disaster responsiveness is necessary to assure readiness.  相似文献

We surveyed National Science Foundation (NSF)-funded research in Mississippi to determine the economic extent of research damage and delays due to Hurricane Katrina. While several facilities were physically damaged, we found that the largest effects were time delays and missed opportunities. While psychological factors were not part of the original economic impact study, it became clear that they played an important role. Specifically, the Principal Investigator's (PI's) attitude of “just another delay” was one cultural barrier to fully accounting for the cost of these research delays. We concluded that Principal Investigators, with the assistance of funding agencies, should be better trained to measure time and opportunity costs associated with their research, so future disaster recovery efforts can more fully address those needs.  相似文献

This article describes the successful evacuation of an entire psychiatric hospital from New Orleans, Louisiana, to Memphis, Tennessee, on a weekend night. The destination site was 400 miles away and buses were used for transport. The evacuation occurred shortly before Hurricane Katrina struck New Orleans and included 73 adult, adolescent, and child acute psychiatric patients. Thirty-five staff members also participated in the evacuation with their families and pets. This report is significant because little is known about how to implement a disaster plan that involves the transport of an entire psychiatric hospital-patients, nurses, physicians, staff, and family members--to another city. The knowledge gained can also benefit psychiatric nurses and their organizations when establishing or modifying their disaster plans.  相似文献
