Objective. To test the influence of local (county) politics on minority incarceration rates. Methods. Data are collected at the county level in California to create a pooled cross‐sectional data set. OLS regression models predicting black, Hispanic, and white incarceration rates (in state prison) are used in the analysis. Results. Counties' ideological orientations and racial and ethnic contextual characteristics significantly impact minority incarceration rates. Greater ideological conservatism within counties is associated with higher rates (as a proportion of their population) of both black and Hispanic incarceration. Consistent with racial threat theory, results show counties with greater racial and ethnic diversity are more likely to incarcerate blacks and Hispanics. Tests for interaction effects indicate that greater county diversity decreases the punitive effects of ideological conservatism on minority incarceration. Conclusion. Political forces nested within states systematically shape how state government incarceration power is distributed across different racial and ethnic groups.  相似文献

The implementation of particular public policies may infringe upon important civil rights of citizens. This article explores the relationship between the racially disproportionate effects of the death penalty and a subsequent attempt in the U.S. Senate to provide racial justice protection. While the most important explanatory factors of a senator's behavior are their political philosophy and the state homicide rate the findings also indicate that racially disproportionate outcomes under capital punishment in the senator's state are negatively associated with the probability that the senator will support racial justice protection. Objective. The objective of this article is to examine the degree to which populist features of state governments affect minority interests, particularly gays, lesbians, and bisexuals (GLB) Method. We examine the effects of specific institutional features that affect state government responsiveness to majority preferences on GLB policies: bans on same‐sex marriage and hate crime. We also control for variations in political environment. Results. Features that increase popular control over policy making and policymakers advance anti‐GLB policies but have little effect on pro‐GLB policies; however, legislative term limits have the opposite effect. Further, constituency size and senators' term length increases both types of policies. Conclusions. The findings indicate that an unpopular minority is likely to be harmed by populist features that increase the role of citizens and may be helped by features that shield legislators from majoritarian preferences.  相似文献

In a series of voting rights cases, the U.S. Supreme Court held that race-based redistricting, particularly the intentional formation of majority–minority districts (districts in which voters of color constitute a majority of eligible voters) may be unconstitutional if race was the predominant factor in the formation of the district. The Court stated that "redistricting legislation that is so bizarre on its face that it is unexplainable on grounds other than race" may violate the Constitution because of the messages such districts send to the public ( Shaw v. Reno , 1993 ). Yet neither the Court nor social scientists have examined whether the existence of race-conscious majority–minority districts sends messages to voters and what the nature of these messages may be. This research begins to address this scientific issue. In a quantitative content analysis, we examined messages about racial redistricting conveyed to citizens via the print media. Our sample consisted of 355 newspaper articles about redistricting included in the Lexis–Nexis database between 1990 and 2005. We found that newspaper coverage of racial districting contains messages to citizens about the motives involved in redistricting, the individuals and groups who are responsible for it, and its actual and expected effects. This finding is consistent with the Supreme Court's assumption that districts, particularly bizarrely shaped ones, convey distinct messages to voters. The specific messages communicated varied in important ways across the articles. Newspapers in states subject to Section 5 of the Voting Rights Act because of their history of discrimination against voters of color covered racial redistricting differently than states not subject to Section 5. We discuss the legal and theoretical implications of these findings for understanding the role of race in legislative redistricting efforts.  相似文献

Scholars argue that the dramatic increase in the African-American incarceration rate that occurred after the civil rights era was in part a reflection of the declining utility of residential segregation as a modern form of social control. Existing research has not thoroughly investigated the association between racial segregation and prison admission rates. Using 2002 data for 198 metropolitan counties, this research examines the relationship between two dimensions of racial residential segregation and African-American prison admission rates for drug offenses. The results from a multivariate regression analysis reveal that the prison admission rates of African-Americans for drug offenses are lower in counties where White residents are more residentially isolated from African-Americans. The admission rates are unaffected by the dissimilarity index. Consistent with recent research on the level of coercive control, the findings suggest that the effect of the percentage of African-Americans residing in an area is nonlinear.  相似文献

This secondary data analysis examined racial disparities in associations betwen welfare dependence/financial independence and human capital, local economy, and state TANF policies. A sample of 6,737 parents was extracted from the public-use data set titled “National Longitudinal Survey of Youth.” Results showed that restrictive TANF policies reduced African Americans’ likelihood of welfare use and increased likelihood of their financial independence. Multinomial logistic results also showed that, among Hispanics, employment growth in neighboring counties promoted welfare use; whereas among Caucasians such growth promoted financial independence. County poverty increased (a) Caucasians’ likelihood of welfare use and (b) Hispanics’ likelihood of being working poor; it decreased Caucasians’ and African Americans’ likelihood of financial independence. Across ethnic groups, education reduced likelihood of welfare use and working poor status; across minority groups, education increased likelihood of financial independence, but among Caucasians it decreased such likelihood. Across ethnic groups, occupational skills hindered dependence and improved odds of employment (regardless of welfare or poverty status). This study concluded the studied TANF policies and job markets were not color-blind. Interventions this study implies include less-restrictive TANF policies, generous support services, TANF staff cultural-competence training, and antidiscrimination rules. Research investigating particular TANF policies’ and services’ effects by ethnicity might prove useful.  相似文献

ABSTRACT

This study examined whether TANF policies' restrictiveness is related to states' racial composition and economic conditions. The data were extracted from various reports dated 2000–2014. Results from generalized least squares random-effects modeling showed the number of restrictive TANF policies to be associated positively with larger populations of Hispanic individuals and associated negatively with larger populations of African American individuals. No association was found between policies' restrictiveness and “other” minority population, nor between restrictiveness and either poverty or unemployment. One conclusion suggested by the analysis is that restrictive TANF policies result from dramatic increases in the Hispanic population that trigger the dominant group's resentment of ethnic minorities. Several policy implications are stated.  相似文献

Objective. Many racial/ethnic policies in the United States—from desegregation to affirmative action policies—presume that contact improves racial/ethnic relations. Most research, however, tests related theories in isolation from one another and focuses on black‐white contact. This article tests contact, cultural, and group threat theories to learn how contact in different interactive settings affects whites' stereotypes of blacks and Hispanics, now the largest minority group in the country. Method. We use multi‐level modeling on 2000 General Social Survey data linked to Census 2000 metropolitan statistical area/county‐level data. Results. Net of the mixed effects of regional culture and racial/ethnic composition, contact in certain interactive settings ameliorates anti‐black and anti‐Hispanic stereotypes. Conclusions. Cultural and group threat theories better explain anti‐black stereotypes than anti‐Hispanic stereotypes, but as contact theory suggests, stereotypes can be overcome with relatively superficial contact under the right conditions. Results provide qualified justification for the preservation of desegregation and affirmative action policies.  相似文献

The author discusses policies that were developed in China in the 1980s specifically for the minority populations, and describes how they differ from the country's general population policies. These differences center on a greater leniency toward fertility among minorities, such as a permitted norm of two children, and, in some cases, three or four children per couple. The author also describes recent demographic trends among the minority populations, with particular reference to falling fertility rates and continuing high general mortality and infant mortality rates. Aspects of the age and sex structure, educational status, and literacy of the minority populations are also reviewed.  相似文献

Objective. African‐American and Hispanic students often have lower test scores than white students at all levels of education. In this article, we examine whether school factors impact racial groups differentially, helping reduce the test score gaps, and whether school policies benefit one racial group at the expense of another. Methods. The data is individual‐level data from a school district in California. Multivariate analysis (FGLS) is used to study the effect of school factors and race on test scores, after controlling for individual and school attributes. Results. School factors have a small differential effect by race on test scores. The school policies that have a positive influence on minorities' scores often involve an environment where closer attention is paid to the needs of students. Conclusion. Most school policies have a small effect on test scores, impacting all racial groups in a similar manner, without redistributing benefits across groups.  相似文献

During the Second World War (1939-1945), South African military authorities employed various regimes to mould white South African soldiers as citizens of a particular type. These coincided broadly with traditions of racial statehood identified by David Goldberg, and included attempts at ideological control – through the liberal Army Education Scheme, a compulsory adult education project – as well as disciplinary interventions, which concentrated on soldiers' sexuality. The ways that ordinary soldiers responded to these divergent discourses reminds us that whiteness in a racial state was elaborated not just from above, but also below. This observation raises some cautionary points for the writing of 'post-social' history, and just as it demands that ordinary servicemen's actions, experiences and ideologies need to be related to the state and other modes of power, it reaffirms Geoff Eley's appeal for a 'new history of society'.Lines of investigation that explore attempts to educate, discipline and control white soldiers begin to challenge some of the conventional periodizations of SA history, particularly the notion that South Africa's 1940s represented an optimistic 'world of possibilities'.  相似文献

In the past fifteen years, the Italian welfare state has gone through various important reforms. Almost all social policy fields have been significantly challenged by the presence of both national and European constraints, and in different policy fields some fundamental principles of the welfare state have been questioned and changed. The purpose of this article is to present an analysis of the most recent arguments used for welfare state reforms in Italy, focusing in particular on one key question: have the reforms been formulated and implemented in order to increase the freedom of choice of Italian citizens with respect to social protection? After a brief introduction and conceptual clarification, each section of the article will focus on one social policy field (employment, pensions, health care) and discuss the origins and consequences of the reforms with respect to the freedom of choice of citizens. The main argument is that very limited attention has been paid in the national political discourse and reform design to the freedom of choice for citizens in welfare state policies, since other goals (such as cost containment) were much more crucial. The article will end with an overall assessment of the evolution of freedom of choice in the Italian welfare state setting.  相似文献

The disenfranchisement of felons and ex-felons has long served to restrict the practice of democracy in the United States. In the late 20th century, a number of states allowed increasing numbers of felons and ex-felons to vote. Previous work has noted that Democrats are often associated with extensions of voting rights to felons and ex-felons. If this is the case, what accounts for their support for re-enfranchisement? In this paper I conduct a series of event history analyses of voting rights policy changes at the state level. I argue that Democratic support was not based on expected electoral benefits that might derive from changes in the composition of the electorate. Instead, analyses suggest that would-be reformers—often Democratic, but also Republican—were importantly constrained by the ideological climate among a state's population. Thus, policy liberalism appears to have trumped crass partisan strategizing in encouraging restoration of voting rights to felons and ex-felons. Results also confirm claims that local patterns of racial domination were relevant in decisions to re-enfranchise or not.  相似文献

It is widely recognized that African‐American youth are significantly overrepresented in many juvenile justice systems relative to their population percentages. Research has also determined that similar disproportion exists in school discipline and speculated about a “school‐to‐prison pipeline” for minority youth. Objective. This study explores empirically the degree to which disciplinary decisions made in schools can help to explain observed rates of disproportionate minority contact with juvenile courts. Methods. It does so in an assessment of education and justice system data from a sample of counties in Missouri. Results. The findings suggest that racial disproportion in out‐of‐school suspensions, which cannot be explained solely by differences in delinquent behavior, is strongly associated with similar levels of disproportion in juvenile court referrals. The association between disproportionate patterns of school discipline and court referrals persists after controlling for poverty, urbanization, and other relevant factors. Conclusions. The implication is that school‐based programs that offer alternatives to suspension and expulsion and promote disciplinary equity may help alleviate racial disproportion in the juvenile justice system.  相似文献

Objective. This study examines the conditions under which minorities will face policy inequity within the educational system. It turns to the theory of representative bureaucracy as one possible explanation, and extends the literature by considering whether African‐American students benefit from the presence of Latinos on teaching faculties and vice versa. This study also tests competing theories of how racial context influences minority educational policy outcomes. Methods. This study combines original survey data with data gathered by the U.S. Census to predict levels of academic grouping in U.S. school districts as reported by the Office of Civil Rights. Results. Minority teachers lower levels of discrimination among all minority students, not just co‐ethnics. Moreover, minority teachers do so consistently and with a substantive impact that occasionally rivals that of co‐ethnic teachers. The findings also suggest that greater levels of racial/ethnic diversity within a district are associated with lower levels of discrimination. Conclusion. Theories of race relations must move beyond black‐Anglo or Latino‐Anglo relations to consider how multiple racial/ethnic groups interact, and how such interactions affect the lives of minority groups differently.  相似文献

In 1965, when affirmative action officially became part of the national consensus to achieve racial social justice, it was based on the compelling justification of establishing equality and remedying the effects of past discrimination. Since then, there has been a slow but steady shift from "equity" to "diversity" as its rationale. The shift has had a negative effect on achieving the original goal of racial equality. The diversity rationale has permitted parallel procedures to evolve that provided majority students with an even larger differential advantage than that conferred on minority students by affirmative action. In addition, we continue to have massive segregation. Minorities are concentrated in second level schools in urban areas, while whites are concentrated in higher quality institutions in the educational suburbs. It is without factual or legal foundation that whites can argue that they (relative to minorities) are the victims of discrimination through unfair and unequal educational policies and practices that determine access to higher education.  相似文献

Objectives. This research note explores whether the system of assigning each state equal representation in the U.S. Senate adversely affects racial minorities, groups that often have common political interests. We also project changes in minority representation over the next 20 years using Census data. Methods. We develop a new method of assessing racial bias due to apportionment, which calculates the number of seats lost by groups due to equal representation, a more substantively meaningful statistic than correlational measures. Results. We find that both African Americans and Hispanics are substantially underrepresented due to their greater presence in high‐population states as compared to in low‐population states. Whereas bias against African Americans appears to be falling, the demographic patterns of Hispanics will make them even more underrepresented in coming years. Conclusions. These findings are especially consequential considering that malapportionment has important public policy implications, including greater per‐capita distributive benefits for smaller states. Further, given that the Senate serves as a major veto point in U.S. politics, racial bias due to equal apportionment may have a significant impact on current and future political debates relevant to minority groups.  相似文献

Objectives. A common critique of direct democracy posits that minority rights are endangered by citizen legislative institutions. By allowing citizens to directly create public policy, these institutions avoid the filtering mechanisms of representative democracy that provide a check on the power of the majority. Empirical research, however, has produced conflicting results that leave the question of direct democracy's effect on minority rights open to debate. This article seeks to empirically test this critique using a comparative, dynamic approach.Methods. I examine the diffusion of same-sex marriage bans in the United States using event-history analysis, comparing direct-democracy states to non-direct-democracy states.Results. The results show that direct-democracy states are significantly more likely than other states to adopt same-sex marriage bans.Conclusion. The findings support the majoritarian critique of direct democracy, suggesting that the rights of minority groups are at relatively higher risk under systems with direct democracy.  相似文献

Punitive penal policies are often justified on the assumption that members of the public demand punitive responses to crime. The current study employed a contingent valuation survey design to assess the extent to which this is true in the state of New South Wales, Australia. The survey investigated public willingness to pursue crime control policies that rehabilitate offenders versus those that punish. Using a quota‐based telephone survey, 1885 taxpaying residents in the state of New South Wales, Australia, were asked how much additional tax they would be willing to pay to produce a 10 per cent reduction in serious crime. A 2times2 randomised factorial design was employed, with one factor being the means offered to reduce crime (rehabilitation versus imprisonment) and the other factor being the population under study (adults versus juveniles). There were no significant differences in willingness to pay for crime reduction across any of the four resulting groups. The findings suggest that the NSW public are equally disposed to reducing crime by rehabilitating offenders as they are to imprisoning them for longer. There would therefore seem every reason to pursue rehabilitation with greater vigour, especially in light of the relative cost‐effectiveness of rehabilitation programs over incarceration.  相似文献
