The history of corporate crisis in recent years indicates that the present method of operation of boards of directors is inadequate to deal with crises or influence events. Whether the remedies lie within the present structure or whether they should be found by establishing a new system is the challenge facing the corporate world and the academic business school. If, however, remedies are difficult or impossible to find, then at least the limitations of the boards of directors should be made clear.  相似文献

The paper attempts to analyze the consequences of political pressure placed on the Public Service Commission (PSC) of Bangladesh. Through extensive literature review and empirical research, the authors conclude that the independence, efficiency and effectiveness of the PSC largely depend on the politics–administration relationship. Furthermore, this relationship is affected by regime types and it regulates the optimum functioning or malfunctioning of the institution.

This paper contributes to the understanding of accountability in collaborative governance by presenting views of practitioners from partnerships formed between K-12 public schools and private and nonprofit organizations in the United States. It focuses on two questions: what do partnership practitioners see the partnerships as being accountable for? And to whom do they see the partnerships as being accountable? The findings suggest that partnership participants reveal more of client-based and results-oriented views of accountability. They are more directly concerned about professional accountability and accountability to the partners. A concentric-circles model is then developed to illustrate the accountability relationships in partnerships.  相似文献

This paper critically scrutinizes the key success factors and tools described in the partnering literature by exploring how they are implemented in a public–private partnering collaboration. In addition to this the paper investigates to what extent these tools facilitate the relationship between the parties in a partnering process. The empirical data consist of two longitudinal case studies. Both cases are large and complex urban development projects in the Swedish water and sewage industry. The results from the cases were ambiguous and positive; as well, some negative outcomes were present. Further, the processes were in both cases far from easy and it required a lot of effort from the parties in the collaboration to make the collaboration work and establish a culture based on trust, especially higher up in the organization. As could be expected, the reality is thus far more complex and cumbersome than previous studies indicate.  相似文献

Voluntary sector organizations claim to be private institutions acting for the public good. However, if the concept of public is disengaged from the state and connected instead to citizenship, VSOs can be shown to have both private and public origins, as well as private and public impacts. As citizens, VSOs are public organizations serving the public good through their purported representation of the people and civic leadership. The legitimacy of their assumption of these public roles remains a continuing challenge.  相似文献

John Austin introduced the formulation ‘performative utterance’ in his 1962 book How to Do Things with Words. This term and the related concept of performativity have subsequently been interpreted in numerous ways by social scientists and philosophers such as Lyotard, Butler, Callon and Barad, leading to the coexistence of several foundational perspectives on performativity. This paper reviews and evaluates critically how organization and management theory (OMT) scholars have used these perspectives, and how the power of performativity has, or has not, stimulated new theory‐building. In performing a historical and critical review of performativity in OMT, the authors’ analysis reveals the uses, abuses and under‐uses of the concept by OMT scholars. It also reveals the lack of both organizational conceptualizations of performativity and analysis of how performativity is organized. Ultimately, the authors’ aim is to provoke a ‘performative turn’ in OMT by unleashing the power of the performativity concept to generate new and stronger organizational theories.  相似文献

The failure to foresee the catastrophic earthquakes, tsunamis, and nuclear accident of 2011 has been perceived by many in Japan as a fundamental shortcoming of modern disaster risk science. Hampered by a variety of cognitive and institutional biases, the conventional disaster risk management planning based on the “known risks” led to the cascading failures of the interlinked disaster risk management (DRM) apparatus. This realization led to a major rethinking in the use of science for policy and the incorporations of lessons learned in the country's new DRM policy. This study reviews publicly available documents on expert committee discussions and scientific articles to identify what continuities and changes have been made in the use of scientific knowledge in Japanese risk management. In general, the prior influence of cognitive bias (e.g., overreliance on documented hazard risks) has been largely recognized, and increased attention is now being paid to the incorporation of less documented but known risks. This has led to upward adjustments in estimated damages from future risks and recognition of the need for further strengthening of DRM policy. At the same time, there remains significant continuity in the way scientific knowledge is perceived to provide sufficient and justifiable grounds for the development and implementation of DRM policy. The emphasis on “evidence‐based policy” in earthquake and tsunami risk reduction measures continues, despite the critical reflections of a group of scientists who advocate for a major rethinking of the country's science‐policy institution respecting the limitations of the current state science.  相似文献

In a recent issue of Risk Analysis, the then‐President of the Society for Risk Analysis (SRA), Pamela Williams, has some interesting reflections about the risk analysis field. She states that the ability and desire to tackle difficult problems using a risk analytical approach is what uniquely defines us as professionals in the field of risk analysis. The point of departure for her discussion is interviews with the plenary speakers of the 2014 SRA Annual Meeting, who addressed two divisive topics: hydraulic fracking and marijuana use. She points to several themes that invite contributions from the field of risk analysis, including: Has the full spectrum of potential risks and benefits been identified and weighted, and what are the risk tradeoffs or countervailing risks? Inspired by Williams's reflections, and by analyzing the issues raised in the interviews, this article seeks to clarify what our field is really providing. A main conclusion of the article is that it is essential to acknowledge that professionals in the field of risk analysis merely support the tackling of such problems, and that their genuine competence—that which distinguishes them from other professionals—lies in the risk analytical approach itself.  相似文献

Due to the concerns about the annual SFAS 142 impairment test, the FASB has recently added a project to its technical agenda to evaluate potential alternatives for measurement of goodwill. Motivated by the FASB’s consideration of a change in goodwill accounting, I examine the impact of SFAS 142 on the usefulness of goodwill write-offs and goodwill balances. I find that goodwill write-offs and goodwill balances are more strongly associated with stock returns and stock prices respectively after SFAS 142 than before SFAS 142. Furthermore, in the post-SFAS 142 period, I find that the association between stock prices and goodwill is lower for firms that avoid the recognition of the existing goodwill impairments, and that goodwill write-offs are more negatively associated with stock returns for firms where managers have more discretion over the impairment testing process. Overall, the findings suggest that despite the concerns of critics over the reliability of fair value estimates of goodwill, (1) SFAS 142 has improved the usefulness of goodwill numbers from investor perspective, and (2) investors see through the differences in reliability of reported goodwill numbers. These results have implications for standard-setting as the FASB considers new alternatives for goodwill accounting.  相似文献

Four years have gone by since the historic Hurricane Katrina hit and drowned the city of New Orleans and caused a massive crisis of, and a global case of grand failure in, governance, leadership, and public management. Advancing on an earlier work published in Public Administration Review (Farazmand 2007), in which a global case of grand failure was established with several lessons drawn for future crisis management, this article argues further for developing and applying a theory of ‘surprise management’ to manage future crises and chaotic situations. Crises are borne out of natural and human made disasters, catastrophes, revolutions, and rapidly changing emergencies. Surprise management is the best approach to managing or coping with crises and crisis driven emergencies.  相似文献

Control often weakens autonomy in organizational theories. While many scholars focus on the paradox of control and autonomy, few pay attention to how an organization obtains both control and autonomy. By exploring Zhangjiakou Internal Immigrant Organization, this study finds two mechanisms can contribute to the balanced combination of control and autonomy. First, managers play ambidextrous official-merchant roles, which means superiors take both bureaucratic and autonomous management styles. Second, members have dual organizational goals for both political status and network support. In conclusion, the successful combination is shaped by the subjective interaction between the government, superior managers and subordinate members.  相似文献

One of the most common ways in which SMEs internationalize their business is through the creation of joint ventures; nevertheless, many of these fail. To avoid this risk, it is important to identify the factors that favour the continuity of such enterprises. The aim of this paper is to analyse the factors related to organizational structure that determine the success of international joint ventures between SMEs in emerging economies, taking as the particular area of study the question of joint ventures between Spanish and Moroccan firms, located in Morocco. The research hypotheses were tested using a linear regression model applied to a sample of 210 international joint ventures. The results obtained from a structured survey show that, with respect to the success of the partnership, significant factors include the existence of majority ownership by the foreign partner, management by a local CEO and the effort made by each party to adapt to the management style of the other. This research contributes to the knowledge of the main factors related to the organizational structure of joint ventures that influence the level of success achieved. The value provided by this research lies in the breadth of the sample examined, in its focus on a very common type of partnership between SMEs, on which very little has been previously studied, and in the fact that the results obtained are extensible to other realities, such as partnerships between European companies and those from countries with similar characteristics (located in Africa or in countries where an Arab culture prevails).  相似文献

Conditions that enable successful public participation have received increased attention in research and practice. This paper contributes with an empirical study of the conditions that determine the substantive influence of public participation processes. We explore a list of conditions in a Danish context through a survey of practitioners’ perceptions of practice and through interviews with practitioners. The findings support the growing criticism of the widespread notion that the choice of methods is a fundamental determinant of the success of public participation. The findings lead us to propose a more prominent role of contextual conditions in practice.  相似文献

The current study has tested the prediction that CEO cooperative behaviour has an impact upon organizational performance. This is a fundamental organizational issue that is in clear need of illumination through studies of practice. We pursued the issue through a study of leadership in organizations located in the Norwegian socio‐cultural context in which cooperation has been, and still is, a norm of appropriateness. The study provided empirical evidence of a positive relationship between CEO cooperative behaviour and organizational performance. This relationship appeared to be stronger in organizational contexts in which CEOs are perceived to have legitimacy and managerial discretion, and it appeared to be weaker in organizations in which individual performance pay is the rule. Since some organizational characteristics have the potential to enhance the impact of CEO cooperative behaviour while other characteristics might inhibit this impact, leaders have to consider carefully how to develop and maintain individual and organizational capabilities that are needed to act appropriately.  相似文献

Abstract. The aim of the study is to examine the consequences of part-time employment at the individual level, especially for women. Are part-time jobs precarious as compared to full-time jobs, and are they traps, or perhaps rather bridges, in the labour market? The results indicate that the situation of part-timers varies in the Nordic countries. On one hand, the gap between part-time and full-time work has narrowed in Sweden and Norway, which may reflect a normalization of part-time work in these countries. On the other, part-timers' situation in the Finnish labour market still seems more precarious than that of full-timers. However, in most cases part-time work is a bridge rather than a trap in the Nordic labour market.  相似文献

Abstract

Participatory Action Research (PAR) emphasizes working with communities to develop questions that are relevant to their needs, then co-generating research to answer these questions. Typically, PAR focuses on empowering marginalized communities. Transforming Housing is a community–university collaborative partnership based in Melbourne Australia, with researchers asking developers, government, investors and community housing providers what they need to know in order to provide more and better affordable housing, then collectively generating ideas. After three years, this article takes a reflective practice lens to examine both possibilities and pitfalls arising from PAR with the rich and powerful. The article concludes that collaborate research on affordable housing can lead to outcomes intellectually honest, sustainable beyond political cycles and capable of effecting positive change at both the local and the metropolitan scales. However, this form of collaborative research can be easily derailed by politics, and does not address underlying structural inequalities.  相似文献

The demand for information and transparency from listed corporations has recently increased. In spite of an increased demand for mandatory disclosures from regulators, corporations choose to voluntarily disclose additional information in order to satisfy demands from the capital market. However, the extent and content of information in those voluntary disclosures vary across corporations. The aim of this study is to explain the variation in the content of information in voluntary disclosures by listed corporations. The analyses are based on data collected from 431 annual reports from corporations listed on the Stockholm Stock Exchange during the years 2002 and 2005. The findings support explanations from agency theory and positive accounting theory that size and the debt ratio are positively correlated with the content of information in voluntary disclosures. Corporations with a high share of management ownership disclosed less information than corporations with a low share of management ownership. The study also shows that variations in voluntary disclosures can be explained by factors derived from institutional theory and ‘international capital market pressures’. The results indicate that foreign ownership and international listing to some extent have a positive effect on the content of information in voluntary disclosures. Industry was another factor that had a significant influence on voluntary disclosures. One important finding is that regulation to some extent can stimulate voluntary disclosures; our results did not indicate an ‘unintended chilling effect’ due to too much regulation. In general, the corporations disclosed more voluntary information after the introduction of IFRS.  相似文献
