Negotiating dilemmas in the practices of street‐level welfare work Int J Soc Welfare 2010: 19: 303–309 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. The theme of this mini‐symposium is based on the core ideas of two influential books published about 30 years ago, namely Michael Lipsky's Street‐Level Bureaucracy – Dilemmas of the Individual in Public Services (1980) and Jeffrey Prottas's People‐Processing – The Street‐Level Bureaucrat in Public Service Bureaucracies (1979). In these books, three dilemmas were identified that have great importance for welfare workers' position as mediators between institutions and citizens: autonomy versus control, responsiveness versus standardisation, and demand versus supply. In this editorial, we discuss these dilemmas with regard to the present context of street‐level welfare work, which is strongly influenced by managerialist policies (also called new public management). It is emphasised that in the era of managerialism, the dilemmas should be approached as empirical matters: how they are present, talked into being and negotiated in naturally occurring practices of street‐level welfare work, and with what consequences.  相似文献

The management of professional roles during boundary work in child welfare Int J Soc Welfare 2010: 19: 348–357 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. This article examines the ways in which child welfare professionals negotiate their roles and those of other professionals in home visits with clients, in this case the parents of young children. The concept of boundary work is developed within the context of the professional–client encounter. Drawing on Goffman's concept of ‘footing’, the analysis examines how professionals attend to ways of constructing family problems in terms of appropriate professional interventions – both from themselves and others. It is argued that the careful consideration of how problems merit interventions displays an adherence to the development of the supportive relations which move beyond strict professional remits. The article adds to the research evidence, which sees inter‐professional coordination as a complex matter, located in everyday practice rather than as advocating more tightly monitored procedure.  相似文献

The multi‐professional approach: front‐line professionals' behaviours and interactions Int J Soc Welfare 2010: 19: 444–454 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Given the complexity of social problems, the multi‐professional approach has been generally adopted in the Western world as a desirable work practice. This study aimed at identifying front‐line professionals' behaviours and interactions that significantly influenced (positively or negatively) multi‐professional processes and outcomes. The study was conducted using the critical incidents technique administered to 117 front‐line professionals involved in multi‐professional approaches from different agencies and areas of expertise. The main findings suggest that the multi‐professional approach among front‐line professionals is facilitated by the professionals' commitment and complementarity and inhibited by the absence of complementarity, professionals being aggressive and insensitive to other professionals, and incompetence. The multi‐professional approach emerges as a context in which it is necessary to articulate professionals' personal and professional similarities and differences. The results suggest that professionals need to develop new competencies, particularly interdependence, flexibility and reflection on the process and outcomes of the multi‐professional approach.  相似文献

Jose J. Rethinking social work ethics: what is the real question? Responding to Stephen Webb's ‘Against difference and diversity in social work’ Int J Soc Welfare 2010: 19: 246–252 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In his recent article, Stephen Webb argued that the real question for social work ethics concerns ‘recognising the Same and of restoring the principles of equality and social justice’. This argument also included raising questions about what should be considered an appropriate philosophical basis for progressive social work ethics. In his view, social work's emancipatory potential has been blunted by overstated and philosophically ill‐informed human rights claims about difference and diversity. He suggested that French philosopher Alain Badiou offers social workers a ‘set of conceptual devices for rethinking social work ethics’. I argue that pressing his points into Badiou's philosophical mould is unlikely to lead to a progressive social work practice, let alone solve the issues identified by Webb. Badiou's philosophical pronouncements about ethics are of questionable value and offer little or no assistance to social workers seeking to establish an ethical grounding for their professional practice.  相似文献

Welfare program participation among rural‐to‐urban migrant workers in China Int J Soc Welfare 2011: 20: 10–21 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. Badiou and the philosophy of social work: a reply to Stephen Webb Int J Soc Welfare 2010: 19: 253–258 © 2010 The Author, Journal compilation © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Stephen Webb's recent article ‘Against diversity and difference in social work’ claims that the work of Alain Badiou has the potential to be of great use in social work practice. Webb is faced with the problem of a discourse that has eroded any practical meaning attached to notions of diversity and difference, he laments the ‘ethical turn’ in social work practice and blames post‐modernism. Webb views the work of Badiou as a way to reinvigorate social work practice. I claim that Badiou's Being and Event is exclusive to ontology. Connections between Being and Event and possible ‘uses’ of Badiou's subtractive ontology, as an instrumentalisation, are not worthwhile. Critiquing Badiou's non‐ontological philosophies and political polemics is a better way to assess the practicality of his thought outside of his ontology. Webb's conflation of post‐modernism, neoliberalism and the difference, diversity and ethics discourse is also problematic and is critiqued here.  相似文献

This is a study of encounters between social workers and citizens in one type of welfare organisation, the municipal elder care system. The article sheds light on how older people's claims are dealt with in the processing of home care applications. Twenty encounters between social workers and older people were studied using discourse analysis. The findings reveal that discursive practices are part of the routine when the applications are processed. The application handling follows an agenda‐bound pattern that is visible in the encounters. In these standardised procedures, oral discourse is embedded in routines that also include the use of texts. However, within this institutional order, there is also an important element of negotiation between the parties. It is therefore claimed that the encounters include a negotiated order that does not exist on its own, but is achieved in the ongoing interaction.  相似文献

Mental health NGOs in Western Europe are increasingly managed by contractual audit procedures. This article concerns how contractual audit and its emphasis on effectiveness of care impact on the practices of long‐term mental health rehabilitation. To demonstrate this, a case study of a Finnish NGO that provides supported housing is presented. The study looks at how service purchasing practices, as stated in the contract between the municipality and the NGO, are reflected in the meetings among practitioners. Documentary and meeting data were utilised together with Mitchell Dean's notion of technologies of agency. It was found that practitioners actively sought to show the effectiveness of their everyday work in terms of contractual audit by demonstrating both the economic and progressive aspects of care. Thus, professional competency in mental health rehabilitation appears to entail both the skills of care interventions and the ability to perform these interventions as efficient and financially accountable activities.  相似文献

Welfare residualism: a comparative study of the Basic Livelihood Security systems in China and South Korea Int J Soc Welfare 2011: 20: 113–124 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. In this article, the Basic Livelihood Security (BLS) systems of China and South Korea are compared. The purpose of BLS is to provide a safety net for poor families, particularly the unemployed and the retired who were hard‐hit by recent economic reforms and crises. A common characteristic of the two systems is residual welfare marked by strict eligibility rules and limited coverage. Both systems are subordinate to the primary goal of economic growth and therefore only compensate for the very disadvantaged left behind by market competition. Neither system is particularly effective in achieving its original antipoverty goals. However, South Korea's provision of self‐support programs to supplement cash transfers has helped individuals to move from welfare to work, and thus has implications for China's BLS system. Both countries need to put more emphasis on equity and social justice in their ongoing reforms and expansions of BLS.  相似文献

In this article, we explore how the institutional category ‘unemployed’ is specified in everyday practice when implementing an active employment policy. We illustrate the process of categorisation as an aspect of the in situ positioning and self‐representation of the client by examining one social worker–client talk: how the category unemployed is shaped and ‘translated’ when the client negotiates her situation with the social worker. Two types of category revisions are identified. First, the employability of the client, rather than her unemployment situation, is the issue under negotiation. Second, the client introduces new categories that are compatible with the demands of the employment system. She contributes by drawing on discursive resources related to the category of ‘active job seeker’ but does this with an own agenda of looking for a suitable job. The analysis elucidates the client's contribution to institutional practice and discusses constitutive and constituted elements of categorisation.  相似文献

Social development and the status quo: professionalisation and Third Way co‐optation Int J Soc Welfare 2010: 19: 463–470 © 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. Social development is a massive undertaking that has spawned a multitude of organisational forms. It nevertheless remains an ambiguous term and ill‐defined area of work, though some social development practitioners have succeeded in making small‐scale local differences in particular situations. While largely a tool of the status quo, some believe that social development has transformative potential and provides valuable space to confront inequalities and deprivation. In this article, I argue that in contemporary neoliberal environments social development is being co‐opted by Third Way politics and professionalisation processes. As it professionalises through the creation of professional structures and educational systems, it is becoming increasingly like social work, despite arguments that it is as an alternative approach to poverty and social exclusion. In the process, it is losing its transformative, critical edge, and morphing into a neoliberal, social investment approach that absolves government of its responsibility for the welfare of citizens.  相似文献

In Sweden, absence from work because of illness or injury has fluctuated considerably over time. This study aimed to identify potentially important factors behind variations in long‐term sickness absence. Aggregated data were used to assess factors correlated with the number of ongoing cases of sickness absence lasting more than 59 days. Trends were analysed using statistics from national social insurance records, labour force surveys and other official statistics. Although specific changes in the degree of generosity in the sickness insurance scheme were important in some cases, the results showed no consistent associations for the study period 1992–2008. Men were generally more sensitive to macroeconomic factors than women. Furthermore, compared with earlier findings, workforce composition had less impact on variations in long‐term sickness absence. Notably, public health indicators such as alcohol sales and working conditions were clearly related to long‐term sick leave during the period under investigation.  相似文献

This article reports on an investigation into the influence of individual characteristics on attitudes to government responsibility for welfare‐related tasks using data from the European Social Survey. The main finding of this investigation was that socio‐demographic characteristics, basic personal values, a left–right ideological position and religious affiliation were all associated with attitudes towards welfare policies. An item‐by‐item examination of the six issues enquired about in the survey revealed that people tended to hold the government responsible for tasks that would benefit them more directly. Taken as a whole, the empirical findings were interpreted to mean that individuals' tastes for welfare state policies were driven, at least partially, by self‐interest, but it was also noted that further work was needed to disentangle the potential role of group loyalty effects.  相似文献

This literature review analyses the adoption and development of a street‐level perspective in public management, social policy and social work. The last years have seen a prominent revival of a perspective based on Michael Lipsky's street‐level bureaucracy approach in the debates conducted within all three disciplinary fields. Based on 71 key publications in public management, social policy and social work, the review analyses the adoption of the street‐level bureaucracy approach during the period 2005–2015, pointing out the main themes of the debate within, as well as overlaps and differences between, the three disciplines. The findings show the potential of better integrating the different perspectives and taking stock of the articulated debate. Lastly, the review discerns a common viewpoint for further street‐level research, emphasising its importance for the critical analysis and understanding of street‐level work as a vital dimension of responsive and accountable institutions and as a decisive moment to shape positive policy outcomes on the ground. Key Practitioner Message: ? The use of discretion by frontline practitioners and their role as policy actors on the ground has become an important focus of research; ? This literature review shows that the debate has gone far beyond discussing discretion as an all‐or‐nothing issue, pointing out both positive and negative aspects of discretion and developing comprehensive frameworks to explain the use of discretion at the street‐level; ? However, street‐level research has traditionally rather neglected the notion of professionalism. The social work literature brings in the perspective of professionalism; more research efforts are needed to better explore and explain how professionalism matters in relation to challenges and dilemmas of different policy and practice fields.  相似文献

Declining fertility is a problem in many advanced industrialised countries, calling for government action. While positive findings have been established between family policies and fertility levels in European countries, empirical studies on family‐friendly policies and their impact on fertility levels have been few and far between in East Asia. Based on a random telephone survey of 645 young women, this study examined the perceived importance of family‐friendly policies to childbirth among Hong Kong women of childbearing age. Also investigated was whether public policies could have an impact on the decision to have a child. The findings give support to both the risk‐society theory and the rationality theory; family‐friendly policies such as tax credits, extended childcare and flexitime enhance the risk management capacity of women and reduce the cost of child rearing. The study also found that demographic factors such as age, education, and having children or not are significant to the intent to bear children.  相似文献

This article explores the potential of a relatively new approach to social development as a poverty alleviation strategy in Sub‐Saharan Africa (SSA): asset‐based development, an integrated approach to human, social, and economic capital formation. It considers the theoretical framework guiding asset‐based development and the accompanying set of programmatic and policy‐level tools for poverty alleviation in SSA. After considering the recent historical and theoretical contexts of the approach, the authors examine the potential of asset‐based development programs, specifically savings‐led microfinance programs for the poor, to engender development and, more specifically, poverty alleviation in the region. This article presents the results of an evaluation of a multidisciplinary consultation program in child protection by applying a clinical data‐mining approach. Using available agency records, data concerning mental health, substance abuse, and domestic violence consultations were extracted retrospectively for evaluative purposes. The results demonstrated that by examining existing records, child‐protection practitioners were able to evaluate the existing practices as well as recognize areas for program improvement. Additionally, differential patterns emerged in consultation types. Lastly, a discussion of the strengths and limitations as well as implications of clinical data‐mining studies is presented.  相似文献

In recent years, there has been a general shift towards integration and cooperation between lawyers and social workers, both professionally and ideologically. The goal of this study was to explore the general attitudes of social workers toward the law. The hypothesis was that, due to the recent legal and professional changes in Israel, social workers would express positive attitudes towards the law. For the purpose of this study, a closed questionnaire containing 25 statements regarding the law and its relationship to social work was used. The research population consisted of 202 social workers from Haifa and the Northern region of Israel. The findings of this study support the hypothesis that there is indeed a tendency to closer ideological and professional proximity between social work and the law in Israel. However, especially regarding courts and the litigation process, their attitudes in response to the statements were relatively less favourable.  相似文献

Depressive symptoms and help‐seeking behaviors among Korean Americans Int J Soc Welfare 2011: 20: 421–429 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Korean Americans represent the fifth largest group of Asian Americans in the USA. This exploratory survey of 205 Korean Americans (92.2 percent foreign born) found that those with depressive symptoms tend to be younger, have lower incomes, and are more concerned about their basic needs, community/social needs, family relationship issues, and healthcare issues than those without depressive symptoms. Income, healthcare concerns, and anxiety were significant predictors of depression. The likelihood of having depressive symptoms among Korean Americans with anxiety was 240 times higher than among those without anxiety, but acculturation was not a significant contributing factor. Most respondents tended to seek advice about their mental health problems from physicians and non‐mental health professionals (friends and religious healers). Implications for social work education, research, practice, and policy are discussed in relation to the need to use evidence‐based practice data to plan culturally relevant services for ethnic minorities.  相似文献

Mortality rates suggest that elderly people in the advanced welfare democracies have experienced dramatically improved health over the past decades. This study examined the importance of public pensions for self‐reported health and wellbeing among retired persons in 13 Organisation for Economic Cooperation and Development countries in 2002–2005. New public pension data make it possible to distinguish between two qualities of pension systems: ‘basic security’ for those who have no or a short work history, and ‘income security’ for those with a more extensive contribution record. For enhanced cross‐national comparison, relative measures of ill‐health and wellbeing were constructed to account for cultural bias in responses to survey questions and heterogeneity among countries in the general level of population health. Overall, better health is found in countries with more generous pensions, although the results are gendered; for women's health, high basic security of the pension system appears to be particularly important. Women's wellbeing also tends to be more dependent on the quality of basic security.  相似文献
