Turkey's proposed entry into the European Union (EU) has been undermined by Europeans’ perceptions of Turkish–European cultural differences, particularly regarding the liberal‐democratic values that the EU promotes (democracy, rule of law, and respect for and appreciation of minority/human rights). Yet, cross‐national research on values has not focused on Turkey, the EU, and these liberal‐democratic values, leaving assumptions of cultural differences and their explanations untested. Through analyses of World and European Values Survey data (1999–2002), this article asks whether people in Turkey have the same values regarding democracy, rule of law (versus religious and authoritarian rule), and minority/human rights as people in EU member and candidate states (as of 2000)? What factors explain these values? I find that people in Turkey support democracy to the same extent as people in EU member and candidate states, but people in Turkey are more supportive of religious and authoritarian rule and are less tolerant of minorities. Although the ‘clash of civilizations’ thesis expects liberal values to be ordered according to countries’ religious traditions, with western Christian the most supportive and Islamic the least, only for tolerance of minorities values is this pattern found. Instead, economic development most consistently explains differences between Turkey and EU member and candidate states in support for these values. I conclude with calls for theoretical refinement, particularly of the clash of civilizations thesis, along with suggestions for future research to examine more Muslim and Orthodox countries; I discuss the debate over Turkey's EU entry.  相似文献

The aim of this paper is to provide an analytical account of the diversity within middle‐class identities in Turkey by drawing on an inductive and interview‐based investigation of boundary‐making processes. Inspired by Lamont's framework, it explores the nature and content of drawn symbolic boundaries and relates the causes of the observed variations to the rapid changes in Turkey's socio‐economic structure. The research challenges the homogeneous and strictly hierarchical reading of class/cultural distinctions as it demonstrates the existence of horizontal tensions and culturally inclusive middle‐class repertoires. The analysis unpacks the material basis of differentiation and highlights the most significant factors in strengthening or weakening cultural boundaries in the Turkish case: mobility profiles into middle‐class positions, composition of overall capital and the sector of employment. The paper contributes both to the growing interest in divergent manifestations of class distinction in non‐Euro‐American national contexts and to our understanding of middle‐class cultures in Turkey.  相似文献

This study examines the relationship between symbolic racism and native‐born citizens’ policy opinions toward legal and undocumented immigration. With data from the 1994 General Social Survey and the NPR/Kaiser Foundation/Kennedy School of Government 2004 Immigration Survey, the results from logit regression models indicate that symbolic racism significantly predicts opposition to legal immigration, immigrant access to federal aid, and standard costs for college, citizenship for U.S.‐born children, and work permits for undocumented immigrants. The effects are independent of group threat and other factors. Symbolic racism explained more variation in policy opinions toward government assistance, while group threat explained more variation toward immigration levels and citizenship status. Depending on the issue, native‐born citizens likely derive their immigration policy opinions from moral ideologies in addition to intergroup competition.  相似文献

This study focuses on the public opinion on the naturalization policy for Syrians in Turkey. It analyses news media coverage in the religious, far‐right newspaper (Yeni Akit), a centre‐right newspaper (Hürriyet), a social democrat newspaper (Cumhuriyet), and a socialist‐left news portal (Solportal). The research question is: What are the metaphors, arguments, and omissions produced by media of different ideologies about the possible citizenship of Syrians in Turkey? The results show that metaphors and arguments differ according to ideological stance, suggesting that the current political polarization in Turkey affects the public's acceptance of Syrians and challenges Turkey's established migration policy. Each ideological stance accepts Syrians on a selective basis, implying that universal naturalization of Syrians is not welcome; instead, there seems to be consensus favouring naturalization according to socio‐economic criteria. These results indicate a need for a change in migration policy, especially concerning disadvantaged Syrians.  相似文献

In this article, I examine the interplay between the institutionalization of Islam in Europe and the transnationalism of Turkey's Directorate for Religious Affairs (Diyanet). Based on extensive fieldwork in Turkey, Austria, Belgium, France and Germany, I demonstrate not only the salience of the nation‐state prerogative on the part of both European states and the Turkish state but also the tension between national conceptions of Muslim identity on both sides amid transnational solidarities. I also argue that, to a certain extent, European policies of detransnationalizing the Muslim field in Europe also intersect with the Diyanet's transnational politics vis‐à‐vis Turkish/Muslim immigrants in their common resistance to the deculturalization of Muslims in Europe. While European countries try to nationalize their respective Muslim communities into their cultural and juridical framework through reterritorialization, the Diyanet has increasingly deterritorialized its activities to preserve a Muslim identity engrained in Turkishness – hence, the coexistence of both a tension and mutual accommodation between Europe and Turkey.  相似文献

Three issues: security, economics and justice, are the keys to comprehending the essence of problems of property and IDP return in conflict settings. The case of Turkey presents an interesting framework for analysing issues related to IDP property, both in the context of the Kurdish issue in the Southeast of the country, and in Cyprus. Comparing the position of Turkey in these two settings, the article argues that, while it utilizes domestic mechanisms to avoid international pressures very well, especially by exhausting the decisions of the European Court of Human Rights to reinforce legitimacy of its policies, Turkey's position on the return of and/or compensation for IDP properties lacks transparency, disregarding principles of justice without respect for human rights.  相似文献

Both Turkey and Ukraine are located at the external borders of the European Union (EU), and are seen as important partners of the EU, especially in terms of economic relations and strategic partnership. Both countries experienced en masse protest events in 2013: the Gezi Park protests and EuroMaidan, starting, respectively, in May 2013 and November 2013. Although these protests started initially for different reasons – the brutal eviction of a sit-in organized for protecting the trees in Taksim Gezi Park and the Ukrainian government's abandonment of EU trade agreement talks – and seem spatially, temporally and ideologically separate, they both include claims related to a “more just and transparent system”. Such claims are not purely political and are closely linked to a social dimension, especially in terms of local and European space-making. This article aims to understand the importance of Gezi Park and EuroMaidan within the framework of new social movements in terms of space-making and the perception of human rights, democracy, justice, identitarian politics and consensual social relations as Euro-concepts or European ideals.  相似文献

At the ninth Migration Dialogue seminar, held 29–31 March 2001 in Istanbul, Turkey, opinion leaders discussed the major immigration and integration issues facing emigration, transit, and immigration countries. Several major issues regarding Turkey were discussed. 1 This report was prepared after the seminar for participants and others interested in migration and development issues. It has not been approved by participants, and thus should not be considered a consensus document.
First, the effect of the Turkish Government’s modernization effort, which began in the 1920s. In the 1960s the government began to promote the export of surplus labour, with the hope that sending workers abroad from less– developed parts of the country would bring remittances and returned workers with skills needed for modernization. Among the governments of labour–exporting countries, Turkey’s has been unique in its high hopes for recruitment, remittances, and returns. They were expected to bring about a transformation of the country. These high expectations help explain the widespread frustration with migration’s actual effects. Second, the Turkish Government’s current goal of gaining full membership in the European Union (EU). Ankara stresses that the EU should embrace full Turkish membership for a variety of reasons, including the country’s strategic position between Europe and Asia, and to send a signal to other Muslim societies, such as those of North Africa, that the EU will include Muslim societies that are secular and democratic. Third, Turkey’s fear that EU membership would lead to another wave of migration. Many Europeans fear that Turkish EU membership would lead to another wave of migration. Turkey hopes that admission to the EU will bring EU assistance and foreign direct investment (FDI) that creates jobs and pushes up wages, thus making migration insignificant. Finally, Turkey’s position as an emigration, transit, and immigration country. There are 3 to 4 million Turks abroad, 3 to 4 million foreigners living in Turkey (perhaps half Iranians), and tens of thousands who move through Turkey to Europe. Turkey is revising its asylum law in a manner that will allow persons fleeing persecution outside Europe to be considered refugees in Turkey, to establish for the first time a support system for refugees.  相似文献

Human trafficking for sexual exploitation is a serious problem affecting especially women and children. Turkey has been particularly affected by sex trafficking because of the large numbers of female migrants that it receives. This article aims to critically assess the effectiveness of Turkey's current policies against sex trafficking using a feminist theoretical perspective with a particular focus on migrant women. To this end, the scope of the problem in Turkey, the supply and demand sides of sex trafficking, and the existing policies are discussed. Sex trafficking is examined at the intersection of Turkey's migration and prostitution regimes. It is argued that Turkey's response to sex trafficking has been inefficient because it currently focuses only on the economic supply side of the problem, ignoring the patriarchal demand side of it. The article concludes with a discussion of policy recommendations for Turkey that could help reduce sex trafficking in this country.  相似文献

Kurds make up about a fifth of Turkey's population. Turkey has taken steps – albeit slowly and reluctantly – towards increased recognition of Kurdish cultural and linguistic rights. However, within Turkey there is also a steeply rising tide of Turkish nationalism, prejudice and intolerance towards Kurds, and increasing anti-Kurdish sentiment. This article brings studies of Kurdishness and Turkishness into a single conversation and traces the relationship between Turkish modernity, Orientalized Kurdishness and the construction of Turkishness as the efendi (master) identity. It does this by drawing attention to “strategies of exclusion and inclusion” in the construction of official Turkish history, and relates these to the way in which the tense borders between Kurds and Turks are maintained and currently reproduced. It also presents a normative argument in favour of “humbling Turkishness” and “solidarity trading zones”.  相似文献

Public opinion data show substantial variation in attitudes toward the Affordable Care Act (ACA). Utilizing a 2013 Gallup survey of U.S. adults, we examine the effects of self‐interest and symbolic politics measures on several dimensions of ACA approval. Supporting symbolic politics, we find liberal political ideology, democratic party affiliation, and positive evaluations of President Obama are consistently associated with greater approval of the ACA generally, as well as the belief that the ACA will improve the healthcare situation of the United States and one's family specifically. In contrast, self‐interest variables produce less consistent results. Self‐reported familiarity with the law and being uninsured due to one's employer not offering health insurance are associated with greater belief the ACA will improve the healthcare situation of one's family specifically, but not the U.S. healthcare situation generally. Together these findings suggest that political values and symbols—in particular perceptions of President Obama—may be more important in shaping attitudes toward the ACA than self‐interest variables, especially in contexts assessing more generalized support for the legislation.  相似文献

This article examines Austrian national identity negotiations through a qualitative analysis of the country's ideologically heterogeneous media, with a focus on Austria's most widely read paper (and its popular readers’ letters pages) between April and August 2008. This turbulent period coincided with widening opposition to the EU's Lisbon reform treaty, Austria's co-hosting of the European football championship, and the collapse of the country's coalition government. This analysis of media coverage and readers’ letters focuses on the rhetorical strategies underpinning various discursive constructions of Austria's place within the EU. The following key findings are discussed: projections of perceived social ills and resulting anxieties onto the EU; the interpretative uses of the past—historical episodes selected from Austrian and other national contexts—to make sense of and politicize the present; constructions of ‘European ideals’ in juxtaposition to perceived ‘European realities’; and competing models of national identity in relation to the European ‘network state.’  相似文献

This article aims to explore how the role of education as an aide in the process of “European” identity formation is being articulated in the European Union's (EU) policy of “The European dimension of education”. After having located the EU's views on education in the context of the neo‐liberal discourse on economic globalization, the article goes on to trace EU discussions of the European dimension of education historically. Subsequently, it deliberates on the understanding of European culture and identity which the European dimension of education endeavours to advance. Here a critique is developed of the policy's ethno‐culturalism, thereby excluding delineation of a collective identity in the EU. Basing itself on a notion of cultural identity which, implicitly, includes only those who fit certain versions of European historical “roots” and cultural “heritage”, the policy, it is argued, impedes a discussion of how a trans‐ethnic identity formation could be created in today's EU. Towards the end of the article, a scrutiny of the European dimension's perception of the so‐called “language diversity” in the EU seeks to illustrate this issue further.  相似文献

The Tea Party Movement (TPM) emerged shortly after the 2008 election, with members rallying behind the call to “take back our country.” Many observers suggest that the movement represents, in part, a racialized backlash against the election of Barack Obama, the nation's first black president, motivated by perceived threats to the racial hierarchy. Racial threat theory predicts that if the TPM is motivated by and reinforces racial concerns, racialized support for punitive crime policies that disproportionately impact blacks should be higher among Tea Partiers. Drawing on recent national survey data, this study tests this prediction. The results show that TPM membership is positively associated with punitiveness and that this relationship is mediated, in part, by Tea Partiers’ animus toward blacks. We discuss the import of these findings for competing accounts of the TPM, racial threat theory, and the argument that the United States has become a “post‐racial society.”  相似文献

The EU‐Turkey “deal”, based on the Joint Action Plan (JAP) between the European Union (EU) and Turkey, raises fundamental questions on the range of European asylum law as well as on the scope of the safe third country concept, which has turned out to serve as a political master key to “solve” the problems of the so‐called “refugee crisis” in Europe. This article discusses the legal possibilities of the application of the concept as well as its limitations regarding the human rights orientation of European and international law, focusing on the evolvement and legal implementation of the “Merkel Plan”. The legal analysis also focusses on recent ideas to make new “deals” with third states such as Libya. In the 1945 general election, a Communist was elected to Parliament from Mile End, Stepney, a constituency populated in large part by working‐class Jews of East European origin. Pro‐Soviet feeling in the preceding decade was strong, and was translated into ideological and political activity on behalf of the USSR by various East London branches of trade unions; friendly societies such as the Arbeter Ring (Workers’ Circle); Yiddishist groups, and popular front organizations such as the Jewish Fund for Soviet Russia. In late 1943 two prominent Soviet Jewish emissaries, Itzik Feffer and Shloime Mikhoels, visited England. Among their hosts were the Jewish organizations of Stepney. The effects of their tour, and the emotional intensity with which East London Jews followed the course of the Russo‐German war, were instrumental in creating the climate of opinion enabling the CP to post its 1945 victory.  相似文献

ABSTRACT

The present study aimed to compare attitudes toward lesbians and gay men across three generations in Turkey. Participants were 112 young people, 169 parents, and 125 grandparents. A total of 406 men and women were involved. The short form of Herek's (1998) the Attitudes Toward Lesbians and Gay Men Scale was used. MANOVAs and ANOVAs were used to analyze the data. Results showed the attitudinal differences toward gay and lesbian people across generations. Grandparents have the most negative attitudes, whereas parents have more negative attitudes than their children. When comparing attitudes of each generation across sex, we found that young women have more liberal attitudes toward gay men compared to all other groups. Discussion focuses on understanding the results within the unique cultural context of Turkey.  相似文献

The study of migration too often ignores the ways that labour migrants' emotional entanglements and complicated personal relationships factor into their experiences of being people on the move. In examining post‐Soviet migrant women's relationships with Turkish men and the ways these are regulated in Turkey, in this article I consider how intimate practices of marriage and performances of ‘love’ have emerged as key aspects of transnational mobility. These intimate practices both enable long‐term transnational circuits between post‐Soviet homelands and Turkey, and attest to the way global capitalism is redefining personal lives.  相似文献

The ability of developing countries to export to more developed parts of the world is often associated with cheap labour. But such very obvious economic advantage is not always the end of the story. A fuller account needs to consider the wider institutional context. In some instances trade unionism can be an important part of this. This paper addresses trade unionism with specific reference to workers employed in large firms in Turkey that are significant exporters of consumer goods to the European market. The union examined is the largest union in the metal industry, an industry that is a driving force in the Turkish economy, and a major centre of trade unionism with over half a million of Turkey's three million trade unionists. The particular ‐ autocratic ‐ character of this union is critically examined and located with reference to wider forces of political economy and the specific constraints and difficulties to which its members are subject. Finally, the significance of this sort of trade unionism for economic ‐ and socio‐political ‐ development is discussed.  相似文献
