Societal shifts and changed patterns of poverty Int J Soc Welfare 2010: ??: ??–??© 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. This article uses data from the Luxembourg Income Study to analyse cross‐national and cross‐temporal poverty risks in 11 Western countries. We show that poverty risks have tended to increase from the early 1980s to 2000. In line with what we would expect based on the welfare state literature, the Nordic countries tend to have the lowest poverty rates. However, the proportion of the national population with a market income below the poverty threshold has increased in all countries and the cross‐national variation in market income poverty is not apparently related to the type of welfare state regime. We perform a simulation analysis to test whether structural factors, that is, compositional differences in age, family and labour market behaviour, could account for the cross‐national variation found. Our results demonstrate the increasing importance of household labour market attachment for alleviating poverty risks, as well as for explaining the cross‐national variation in these risks.  相似文献

While the role of the family has been a distinctive feature of East Asian welfare systems, rapid social policy development and reforms in South Korea and Taiwan over the last two decades have led to an increase in public welfare. Yet, despite a growing number of studies, little is known about the role of family support – private transfers – and public programmes in the performance of state welfare. This article reports on a comparative analysis of the role of public and private transfers aimed at poverty and inequality reduction in 12 Western and two East Asian states employing the Luxemburg Income Study data set. Results indicate that, in contrast to the West, private transfers that rest primarily on family support remain more important than public transfers in reducing income inequality and poverty in South Korea and Taiwan.  相似文献

Social assistance and minimum income benefits in old and new EU democracies Int J Soc Welfare 2010: 19: 367–378 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In this article, social assistance developments are analysed in a large number of European Union (EU) member states, including European transition countries and the new democracies of southern Europe. The empirical analysis is based on the unique and recently established SaMip Dataset, which provides social assistance benefit levels for 27 countries from 1990 to 2005. It is shown that social assistance benefits have had a less favourable development than that of unemployment provision. Hardly any of the investigated countries provide social assistance benefits above the EU near‐poverty threshold. Social assistance benefit levels have not converged in Europe. Instead, divergence can be observed, which is due mainly to lagging developments in eastern and southern Europe.  相似文献

The purpose of this study was to compare poverty among lone parent households and couple households with children in Norway and Germany. The study applied three different measurement strategies: income poverty, material deprivation and reception of social assistance. We found that income poverty and material deprivation rates are higher in Germany than in Norway and are also higher for lone parents than for couples with children. Our analysis of the reception of social assistance shows a different pattern in which both Norwegian and German lone parents frequently receive social assistance. The results show that the different dimensions of poverty are not independent of one another, nor do they wholly overlap. Household characteristic variables, factors influencing labour market status and educational levels also seem to influence the risk of experiencing poverty.  相似文献

China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

This article reviews the British tradition of research into household budget standards and describes a rich history of theoretical and methodological innovation in the social sciences. The origins of this enterprise lie in hypothetical family budget calculations made by political arithmeticians investigating living standards in the 1600s. Systematic budget inquiries emerge in England in the 1790s and by the end of the 19th century, normative standards are applied to determine lines of poverty across sections of British society. The first ‘scientific’ study to do this was conducted in England in 1912, local budget surveys flourish here until after the Second World War; by which time poverty researchers were abandoning them, turning instead to the data which was becoming available from national government surveys of family income and expenditure. Towards the close of the century, however, we see researchers trying to escape some of the circularity posed by family spending, which is, after all, constrained by household income. New and competing methods for determining household budget standards emerge before a groundbreaking inquiry attempts to establish a consensus in the field of minimum income standards research.  相似文献

This article explores the potential of a relatively new approach to social development as a poverty alleviation strategy in Sub‐Saharan Africa (SSA): asset‐based development, an integrated approach to human, social, and economic capital formation. It considers the theoretical framework guiding asset‐based development and the accompanying set of programmatic and policy‐level tools for poverty alleviation in SSA. After considering the recent historical and theoretical contexts of the approach, the authors examine the potential of asset‐based development programs, specifically savings‐led microfinance programs for the poor, to engender development and, more specifically, poverty alleviation in the region. This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. Singh S. Neighborhood: the “outside” space for girls in urban India

This study explores the perspective of adolescent girls on the neighborhood as a social space that plays a role in the formation of their identity and agency. The study applies the ‘identities’ conceptual framework, which is a global, interdisciplinary, theoretical approach to understanding female identity. The study participants were girls enrolled in grades 7–10, from five schools in a district in the Northern State of India, who participated in structured focus group discussions. The study reports on the reduced relevance of neighborhood for girls and illustrates, through quotes, the reasons for their limited interaction.  相似文献

During three decades of rapid economic development and governmental anti-poverty measures, China achieved considerable success in poverty alleviation. However, because poverty remains a severe problem, this research analysed the causes and implications of poverty as well as the associated social policies, based on official statistics and survey data. Three decades of successful anti-poverty measures, have largely reduced ‘absolute poverty’, yet ‘relative poverty’ is still severe and substantial challenges remain, caused by the changing socioeconomic circumstances. To enhance poverty alleviation, relevant social policies should be reformed, including changing the underlying approach from addressing absolute poverty to addressing relative poverty, increasing the beneficiary coverage and raising the level of benefits, increasing public funding and improving the relevant administrative systems.  相似文献

Mortality rates suggest that elderly people in the advanced welfare democracies have experienced dramatically improved health over the past decades. This study examined the importance of public pensions for self‐reported health and wellbeing among retired persons in 13 Organisation for Economic Cooperation and Development countries in 2002–2005. New public pension data make it possible to distinguish between two qualities of pension systems: ‘basic security’ for those who have no or a short work history, and ‘income security’ for those with a more extensive contribution record. For enhanced cross‐national comparison, relative measures of ill‐health and wellbeing were constructed to account for cultural bias in responses to survey questions and heterogeneity among countries in the general level of population health. Overall, better health is found in countries with more generous pensions, although the results are gendered; for women's health, high basic security of the pension system appears to be particularly important. Women's wellbeing also tends to be more dependent on the quality of basic security.  相似文献

Social development is a massive undertaking that has spawned a multitude of organisational forms. It nevertheless remains an ambiguous term and ill‐defined area of work, though some social development practitioners have succeeded in making small‐scale local differences in particular situations. While largely a tool of the status quo, some believe that social development has transformative potential and provides valuable space to confront inequalities and deprivation. In this article, I argue that in contemporary neoliberal environments social development is being co‐opted by Third Way politics and professionalisation processes. As it professionalises through the creation of professional structures and educational systems, it is becoming increasingly like social work, despite arguments that it is as an alternative approach to poverty and social exclusion. In the process, it is losing its transformative, critical edge, and morphing into a neoliberal, social investment approach that absolves government of its responsibility for the welfare of citizens.  相似文献

The aim of this study was to learn to perceive the indicators of honour‐related problems in a girl's everyday life. Our investigation included all girls aged 13–18 years who were about to be taken into care in 2006. The comparative analysis was based on 37 County Court cases in Stockholm County. The girls' exposure to harm in 13 of the 37 cases could be coupled to the demands and values of the honour culture. All the girls in the ‘honour’ group had been victims of mental abuse; they were more isolated than the girls in the ‘other reason’ group and none of the girls in the ‘honour’ group chose to meet their parents in court. We found that the honour culture life situation is new to the social services, which for these girls can mean that they do not have access to the same legal protection as other girls.  相似文献

Making ends meet: perceptions of poverty in Sweden   总被引:1,自引:0,他引:1  
During the era after the Second World War, Sweden has built a welfare system based on labor market participation and income maintenance. Low unemployment and decent wages are supposed to guarantee people a labor market income or income maintenance, which in turn should provide a proper standard for everyone. However, a rapid increase in unemployment and economic problems have made the future of the Swedish welfare state more uncertain than ever. These circumstances have, among other things, led to the suggestion that Sweden should abandon the income maintenance policy and create a social policy system with the more limited ambition of guaranteeing everyone a minimum income. In that case, one central question must be answered: what constitutes a decent minimum income in today's Sweden? Where should we draw the poverty line under which people will not be forced to live? These questions are central in the current debate. The consensual poverty line method is used in this article to derive a poverty line relevant for today's Sweden. The results shows that more than every fifth household has an income below the consensual poverty line. That is, they have an income that most Swedes would argue is too low to make ends meet. The level of the consensual poverty line was compared with the National Board of Health and Welfare's guidelines for social assistance. The consensual poverty line was shown to be more generous to small households and the norm for social assistance was more generous to larger households. Finally, the expenditure for guaranteeing all Swedish household a minimum income equal to the consensual poverty line was estimated: more than SEK 25 billion per year. The results in the article casts serious doubt on the ability of the Swedish welfare state to secure a decent income to all citizens.  相似文献

Responding to Stephen Webb's ‘Against difference and diversity in social work’ Int J Soc Welfare 2010: 19: 246–252 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In his recent article, Stephen Webb argued that the real question for social work ethics concerns ‘recognising the Same and of restoring the principles of equality and social justice’. This argument also included raising questions about what should be considered an appropriate philosophical basis for progressive social work ethics. In his view, social work's emancipatory potential has been blunted by overstated and philosophically ill‐informed human rights claims about difference and diversity. He suggested that French philosopher Alain Badiou offers social workers a ‘set of conceptual devices for rethinking social work ethics’. I argue that pressing his points into Badiou's philosophical mould is unlikely to lead to a progressive social work practice, let alone solve the issues identified by Webb. Badiou's philosophical pronouncements about ethics are of questionable value and offer little or no assistance to social workers seeking to establish an ethical grounding for their professional practice.  相似文献

The privatisation of some essential services in South Africa has raised severe difficulties for those for whom the idea of fees for services is quite foreign and who, in any case, cannot afford to pay for services. The government has developed several initiatives to educate people about the need to pay for services provided by local government, the largest of which was the Masakhane fees‐for‐services campaign. This article describes two recent initiatives that seek to engage local citizen participation, namely, Integrated Development Plans and izimbizo (or traditional forums). These are examined along with the challenges faced by local government in promoting citizenship participation in service delivery within a decentralised system of governance. The article concludes with some recommendations on how citizen participation can be enhanced so as to make the ‘public’ visible in public service delivery and thus improve social welfare services.  相似文献

Many EU countries are faced with abysmal public debts and high unemployment, and may have to reduce their social expenditure and deregulate their labour market, which should lead to an increase in ‘working poverty’ (i.e., an increase in the number of working men and women who live in a low‐income household, or in a household that cannot afford certain goods and services considered essential for a decent life, respectively). However, working poverty remains an under‐analysed phenomenon in Europe. Moreover, the vast majority of existing definitions used in Europe are based on a relative income poverty line and the EU's official definition of ‘in‐work’, which raises concerns about the robustness of existing findings. This article first examines how the socioeconomic situation has evolved in seven EU Member States that have fared differently. In addition, the article examines whether the use of non‐monetary poverty indicators and of an encompassing definition of ‘working’ has an impact on the conclusions drawn. An attempt is made to identify the main macro‐level determinants of changes in ‘working poverty’ and to better understand their impact at the micro‐level.  相似文献

Using a nationally representative sample dataset from the 2016 Korean Welfare Panel Study, we examined the anti‐poverty effects of income transfers in people with disabilities. Our findings indicate that in households with a person with a disability, income transfers decreased by 55.9% and 84.8% of the pre‐transfer poverty rate and poverty gap, respectively. Before income transfers, households with a person with a disability were 1.94 times more likely to be poor compared to those without a person with a disability. When income transfers were offered, the chance of being poor in the disability group was only 1.11 times higher than that in the non‐disability group. Findings from the aggregated data suggest that means‐tested income transfers were more effective in reducing poverty levels than social insurance or private income transfers. At the individual level, the provision of means‐tested programs was also more likely to decrease the likelihood of experiencing poverty than social insurance and private income transfers.  相似文献

Founded in August 2001, the Justice and Development Party of Turkey (JDP) has forged a brand new identity, the Conservative Democracy, and initiated challenging politico‐economic reforms since November 2002 when it came to power. Among these reforms, the social policies of the Conservative Democrats have intriguingly yielded mixed blessings of a strategic settlement between equality of outcome and opportunity. This article argues that such a result originated from the commodification by the Conservative Democrats of the Islamic egalitarianism of ‘the Just Order’, the politico‐economic programme to which the JDP's leaders were strictly committed before becoming the Conservative Democrats. Entitling the social policy strategy of JDP as ‘Responsible Pragmatism’, this article concludes that it was an unsustainable but flexible social policy strategy that has gone as far as it can, now, on the eve of the 2011 general elections.  相似文献

Childcare (also called day care or preschool) has generally served three purposes: to care for children while parents are employed; to provide early childhood education; and to cater to the needs of poor and disadvantaged children. This article proposes that the welfare approach to childcare be augmented by a social investment approach to enhance human and social capital investments among low income families and communities and to contribute to wider social development goals. The Head Start program in the United States and the Integrated Child Development Scheme in India are used to illustrate this argument.  相似文献
