Korpi W. Class and gender inequalities in different types of welfare states: the Social Citizenship Indicator Program (SCIP) Int J Soc Welfare 2010: ??: ??–??© 2010 The Author(s), Journal compilation © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. This article considers the role of legislated welfare state institutions as mediators of effects of political and structural forces on citizens' levels of living of relevance to inequalities in health and mortality. The focus is on institutional structures of welfare state programmes relevant to class inequality, as indicated by income inequalities, and to gender inequality, conceived of as differences in agency. I introduce the Social Citizenship Indicator Program, a database providing quantitative and qualitative information on structures of main social insurance programmes in 18 countries from 1930 to 2000, on about 300,000 data points. It is used to delineate types of distributive institutions of relevance for income inequality. Institutions relevant for gendered agency inequality affect choices by women, especially mothers, between unpaid and paid work. Driving forces behind the emergence of differences in distributive institutions are discussed, and patterns of class and gender inequalities are outlined.  相似文献

This article discusses the welfare state and argues that the service component has been neglected in the mainstream literature. A main reason for the neglect is the lack of theorising on the distinction between the politics of welfare services and the politics of transfers. Giving money to strangers: European welfare states and social trust Int J Soc Welfare 2011: 20: 3–9 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Why would you give money to strangers? That is the fundamental question posed by a new body of research into the relationship between social trust and willingness to accept high taxes and extensive welfare states. The literature argues that generalised trust causes and upholds universal welfare state institutions, an entirely plausible explanation of the Scandinavian social democratic welfare states. However, it cannot explain the presence of very large welfare states in Continental Europe, where the level of generalised trust is much lower than in Scandinavia. The article adds to the existing literature by arguing that the ‘bumblebee’ of conservative welfare states is characterised by particularistic trust and familiaristic welfare institutions, which are functional equivalents to the mechanisms found in Scandinavia. Future research into the trust–welfare state relationship should therefore focus on the trust profile of a country to understand how the welfare state provides its citizens with benefits.  相似文献

In the present study, the impact of family policy legislation and economic development on infant mortality was estimated. Time series analyses indicate that economic growth decreased infant mortality in the earlier part of the 20th century, while the postwar period showed a zero or even a reversed correlation between economic development and child health. The results from fixed effects modelling of data for 18 welfare democracies for the period 1970–2000 are in line with the hypothesis that the more generous the earnings‐related parental leave benefits, the lower the infant mortality.  相似文献

This article uses data from the Luxembourg Income Study to analyse cross‐national and cross‐temporal poverty risks in 11 Western countries. We show that poverty risks have tended to increase from the early 1980s to 2000. In line with what we would expect based on the welfare state literature, the Nordic countries tend to have the lowest poverty rates. However, the proportion of the national population with a market income below the poverty threshold has increased in all countries and the cross‐national variation in market income poverty is not apparently related to the type of welfare state regime. We perform a simulation analysis to test whether structural factors, that is, compositional differences in age, family and labour market behaviour, could account for the cross‐national variation found. Our results demonstrate the increasing importance of household labour market attachment for alleviating poverty risks, as well as for explaining the cross‐national variation in these risks.  相似文献

It is widely accepted that during the 1990s, the Argentine state experienced a general retrenchment. This article shows that, though this may have been true in the economic realm, this retrenchment did not take place in the diverse arenas of social policy. While privatisations and labour market flexibility dismantled the foundations of Keynesianism, the components of the welfare state experienced substantial growth. At the same time, the changes experienced by the welfare state in the past quarter century have not included a transformation of its basic principles, despite the profound changes experienced by Argentine society during this period.  相似文献

Laratta R. From welfare state to welfare society: toward a viable system of welfare in Japan and England

This article compares the impact that public welfare reforms during the 1980s and 1990s had, and are still having, on the relationship between statutory organisations and the non‐profit sector in two developed countries, England and Japan. The author argues that the failure of these reforms clearly shows that, although non‐profit organisations may not be able to effectively replace the state in the provision of welfare services, they can contribute, working closely with the statutory organisations, to the shaping, financing and delivery of public services in a variety of ways. It is also interesting to note that, while the public welfare reforms of the late 1990s in England produced a shift away from a culture based on privatisation and contracting‐out toward a partnership culture of collaboration between state and non‐profit entities, similar reforms in Japan have resulted instead in an uncertain area of deregulation and privatisation.  相似文献

This article analyses the development and design of unemployment insurance and family policy benefits and their links to health outcomes in Estonia, Poland, the Slovak Republic, Slovenia, the Czech Republic and Hungary from the mid‐1990s. Comparing these six transition countries with long‐standing welfare democracies reveals important similarities and differences in policy and health. Unemployment benefit schemes resemble corporatist schemes in important respects, however, with lower coverage and average benefits. Subjective wellbeing is also comparatively low among both employed and unemployed in the transition countries. Several transition countries have mixed family policy strategies that simultaneously support dual‐earner families and traditional gender roles. One clear exception is Slovenia, which has a highly developed dual‐earner support. Family policy generosity is related to lower rates of poverty, infant mortality and child injuries. The article demonstrates the fruitfulness of institutional analyses of the link between social policy and population health in a broader welfare state context.  相似文献

The care manager reform and the case manager reform are new reforms in the social care services in Sweden, which are evolving during the 2000s. Together they shape the social care services introducing a new way of decision‐making where representatives for the organisation (care manager) and the users (case manager) negotiate. The reforms have been analysed in two studies with results presented in this article. Using the concepts of role, orientation, function and assignments, it is argued that the managers come to the negotiations on rights from different positions that are both conflicting and complementary. They further mediate the development towards a welfare mix, where the market, social networks and users interact to obtain the public welfare provision. Through this negotiated rights model, it is argued that traits of a representative welfare state emerge, with the distinction of moving the focus to the administrative practices and their differences away from political ideologies.  相似文献

This article reports on an investigation into the influence of individual characteristics on attitudes to government responsibility for welfare‐related tasks using data from the European Social Survey. The main finding of this investigation was that socio‐demographic characteristics, basic personal values, a left–right ideological position and religious affiliation were all associated with attitudes towards welfare policies. An item‐by‐item examination of the six issues enquired about in the survey revealed that people tended to hold the government responsible for tasks that would benefit them more directly. Taken as a whole, the empirical findings were interpreted to mean that individuals' tastes for welfare state policies were driven, at least partially, by self‐interest, but it was also noted that further work was needed to disentangle the potential role of group loyalty effects.  相似文献

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献

This Supplement includes a number of articles dealing with the role of social policy schemes for public health across the life course. As a key social determinant of health, poverty and its consequences have historically been at the forefront of the public health discussion. But also in rich countries today, economic resources are likely to be important for health and survival, both on an individual and an aggregate level. This introductory article serves as a background for the more specific analyses that follow. The focus is on why income and income inequality could have an effect on individual and population health. We discuss relationships between the individual and population levels and between income and health, and some of the possible mechanisms involved. The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

Childcare (also called day care or preschool) has generally served three purposes: to care for children while parents are employed; to provide early childhood education; and to cater to the needs of poor and disadvantaged children. This article proposes that the welfare approach to childcare be augmented by a social investment approach to enhance human and social capital investments among low income families and communities and to contribute to wider social development goals. The Head Start program in the United States and the Integrated Child Development Scheme in India are used to illustrate this argument.  相似文献

This article examines the ways in which child welfare professionals negotiate their roles and those of other professionals in home visits with clients, in this case the parents of young children. The concept of boundary work is developed within the context of the professional–client encounter. Drawing on Goffman's concept of ‘footing’, the analysis examines how professionals attend to ways of constructing family problems in terms of appropriate professional interventions – both from themselves and others. It is argued that the careful consideration of how problems merit interventions displays an adherence to the development of the supportive relations which move beyond strict professional remits. The article adds to the research evidence, which sees inter‐professional coordination as a complex matter, located in everyday practice rather than as advocating more tightly monitored procedure.  相似文献

The theme of this mini‐symposium is based on the core ideas of two influential books published about 30 years ago, namely Michael Lipsky's Street‐Level Bureaucracy – Dilemmas of the Individual in Public Services (1980) and Jeffrey Prottas's People‐Processing – The Street‐Level Bureaucrat in Public Service Bureaucracies (1979). In these books, three dilemmas were identified that have great importance for welfare workers' position as mediators between institutions and citizens: autonomy versus control, responsiveness versus standardisation, and demand versus supply. In this editorial, we discuss these dilemmas with regard to the present context of street‐level welfare work, which is strongly influenced by managerialist policies (also called new public management). It is emphasised that in the era of managerialism, the dilemmas should be approached as empirical matters: how they are present, talked into being and negotiated in naturally occurring practices of street‐level welfare work, and with what consequences.  相似文献

The aim of the study was to estimate the impact of changes in pension rights on old‐age mortality. We made a distinction between two dimensions of pension benefits, one of providing basic security (BASIC), and the other of providing income security (INCOME). Analyses were based on data for 18 OECD countries during the post‐war period. The outcome comprised old‐age excess mortality, defined as the ratio of the mortality rate 65+ to the mortality rate in the age group 30–59 years. The latter was regarded as a proxy for unobserved factors potentially related to old‐age mortality as well as pension rights. The pooled cross‐sectional time series data were analysed through fixed effects modelling. The results suggest that BASIC (but not INCOME) has a beneficial impact on old‐age excess mortality, which was statistically significant. We interpret the results in terms of the poverty‐reducing effects of pension entitlements with a basic security orientation.  相似文献

Motives, experiences and strategies of next of kin helping older relatives in the Swedish welfare context: a qualitative study Int J Soc Welfare 2010: 19: 54–62 © 2008 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Next of kin provide the major part of the help given to older people in Sweden, a country where the official goals of formal eldercare are universality and extensive coverage. This qualitative interview study investigates the thoughts and actions of next of kin who provide informal help to older relatives who also receive formal help from the municipal eldercare. Informal help‐giving, in the context of Swedish social policy, was connected with a multiplicity of motives, experiences and strategies. The motives for help‐giving were moral considerations, emotional attachment and ‘out of necessity’. The experiences of next of kin support the idea of ambivalence as a significant feature of informal help‐giving. Different strategies were employed, both active and passive in nature, to manage their situation. The study points out the importance of outlining working forms and methods of collaboration for older persons and their informal and formal networks to lessen the ambivalence experienced by help‐giving next of kin.  相似文献

Mortality rates suggest that elderly people in the advanced welfare democracies have experienced dramatically improved health over the past decades. This study examined the importance of public pensions for self‐reported health and wellbeing among retired persons in 13 Organisation for Economic Cooperation and Development countries in 2002–2005. New public pension data make it possible to distinguish between two qualities of pension systems: ‘basic security’ for those who have no or a short work history, and ‘income security’ for those with a more extensive contribution record. For enhanced cross‐national comparison, relative measures of ill‐health and wellbeing were constructed to account for cultural bias in responses to survey questions and heterogeneity among countries in the general level of population health. Overall, better health is found in countries with more generous pensions, although the results are gendered; for women's health, high basic security of the pension system appears to be particularly important. Women's wellbeing also tends to be more dependent on the quality of basic security.  相似文献

Welfare residualism: a comparative study of the Basic Livelihood Security systems in China and South Korea Int J Soc Welfare 2011: 20: 113–124 © 2010 The Author(s), International Journal of Social Welfare © 2010 Blackwell Publishing Ltd and International Journal of Social Welfare. In this article, the Basic Livelihood Security (BLS) systems of China and South Korea are compared. The purpose of BLS is to provide a safety net for poor families, particularly the unemployed and the retired who were hard‐hit by recent economic reforms and crises. A common characteristic of the two systems is residual welfare marked by strict eligibility rules and limited coverage. Both systems are subordinate to the primary goal of economic growth and therefore only compensate for the very disadvantaged left behind by market competition. Neither system is particularly effective in achieving its original antipoverty goals. However, South Korea's provision of self‐support programs to supplement cash transfers has helped individuals to move from welfare to work, and thus has implications for China's BLS system. Both countries need to put more emphasis on equity and social justice in their ongoing reforms and expansions of BLS.  相似文献
