The multi‐professional approach: front‐line professionals' behaviours and interactions Int J Soc Welfare 2010: 19: 444–454 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Given the complexity of social problems, the multi‐professional approach has been generally adopted in the Western world as a desirable work practice. This study aimed at identifying front‐line professionals' behaviours and interactions that significantly influenced (positively or negatively) multi‐professional processes and outcomes. The study was conducted using the critical incidents technique administered to 117 front‐line professionals involved in multi‐professional approaches from different agencies and areas of expertise. The main findings suggest that the multi‐professional approach among front‐line professionals is facilitated by the professionals' commitment and complementarity and inhibited by the absence of complementarity, professionals being aggressive and insensitive to other professionals, and incompetence. The multi‐professional approach emerges as a context in which it is necessary to articulate professionals' personal and professional similarities and differences. The results suggest that professionals need to develop new competencies, particularly interdependence, flexibility and reflection on the process and outcomes of the multi‐professional approach.  相似文献

In recent years, there has been a general shift towards integration and cooperation between lawyers and social workers, both professionally and ideologically. The goal of this study was to explore the general attitudes of social workers toward the law. The hypothesis was that, due to the recent legal and professional changes in Israel, social workers would express positive attitudes towards the law. For the purpose of this study, a closed questionnaire containing 25 statements regarding the law and its relationship to social work was used. The research population consisted of 202 social workers from Haifa and the Northern region of Israel. The findings of this study support the hypothesis that there is indeed a tendency to closer ideological and professional proximity between social work and the law in Israel. However, especially regarding courts and the litigation process, their attitudes in response to the statements were relatively less favourable.  相似文献

A comparison of social work education across South Africa and Japan in relation to the Global Standards for Social Work Education and Training Int J Soc Welfare 2011: 20: 192–202 © 2009 The Author(s), International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. This article draws on a one‐year study visit to the University of KwaZulu‐Natal, South Africa, interviews with field supervisors and students in Japan and reviews of the national frameworks of education in Japan and in South Africa. In doing so, the authors identify the similarities and differences in social work education across the two countries and they explore some of the historical and socio‐cultural factors that might account for the differences. There are some identifiable peculiarities in social work education in Japan, especially with the coalescing of care work and social work education. The lack of differentiation between care work and social work makes it difficult to narrow the scope of social work education and practice. National social work standards have been approved in South Africa and regulatory frameworks for social work education and practice have been long accepted, thus rendering ‘social work’ a protected title and a profession that is more entrenched compared with social work in Japan. The codes of ethics in Japan and South Africa are discussed with specific reference to their control functions in South Africa. The article concludes by discussing these comparisons in relation to the Global Standards for Social Work Education.  相似文献

Jose J. Rethinking social work ethics: what is the real question? Responding to Stephen Webb's ‘Against difference and diversity in social work’ Int J Soc Welfare 2010: 19: 246–252 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In his recent article, Stephen Webb argued that the real question for social work ethics concerns ‘recognising the Same and of restoring the principles of equality and social justice’. This argument also included raising questions about what should be considered an appropriate philosophical basis for progressive social work ethics. In his view, social work's emancipatory potential has been blunted by overstated and philosophically ill‐informed human rights claims about difference and diversity. He suggested that French philosopher Alain Badiou offers social workers a ‘set of conceptual devices for rethinking social work ethics’. I argue that pressing his points into Badiou's philosophical mould is unlikely to lead to a progressive social work practice, let alone solve the issues identified by Webb. Badiou's philosophical pronouncements about ethics are of questionable value and offer little or no assistance to social workers seeking to establish an ethical grounding for their professional practice.  相似文献

Determinants of welfare service provision after the Golden Age Int J Soc Welfare 2011: 20: 125–134 © 2009 The Author, International Journal of Social Welfare © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The welfare state literature exhibits a ‘transfer bias’ in the sense that very little research exists on welfare services or benefits in‐kind. This article presents one of the first systematic studies on the determinants of welfare service provision since the end of the Golden Age of welfare expansion. The article concludes that partisan factors do not drive change, although historically they may have been pivotal. Instead, new factors, including deindustrialisation, female labour force participation and rising public attention appear to be highly significant. It is argued that new studies need to take seriously both the individual characteristics of services as well as the changing social demands that the services are supposed to meet.  相似文献

Social security for China's rural aged: a proposal based on a universal non‐contributory pension Int J Soc Welfare 2010: 19: 236–245 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

In principle, Ghana's commitment to the global agenda for improving the welfare of children cannot be disputed. Globalisation has advanced changes in the country's institutional landscape with the introduction of economic reforms and administrative institutional frameworks to improve the welfare of children, amongst others. This article discusses the impacts of two global agendas, the Structural Adjustment Program and the United Nations Convention on the Rights of the Child. It argues that the economic reforms and the legal framework to ensure the welfare of children have not achieved their envisaged goals, because the global initiatives focused on institutional changes, neglecting social factors that cause inequalities. Consequently, these factors have contributed to the inability of adequate service provision for children. To alleviate the problem, this article suggests that a structural social work approach be adopted in Ghana as a complementary strategy to improve the welfare of children.  相似文献

In this study, four women describe their experiences of human trafficking. The women were recruited in Thailand for sex work in Japan. The research sought to understand the dynamics of human trafficking from recruitment through transit and maintenance in the destination country. Content analysis was used to examine the women's stories to develop themes that described the dynamics of trafficking. The analysis revealed the following two dimensions of the victimised women's experiences: (i) vulnerability and strategies for recruitment; (ii) the methods used for transportation across borders. The implications of these findings for combating trafficking are described.  相似文献

Why would you give money to strangers? That is the fundamental question posed by a new body of research into the relationship between social trust and willingness to accept high taxes and extensive welfare states. The literature argues that generalised trust causes and upholds universal welfare state institutions, an entirely plausible explanation of the Scandinavian social democratic welfare states. However, it cannot explain the presence of very large welfare states in Continental Europe, where the level of generalised trust is much lower than in Scandinavia. The article adds to the existing literature by arguing that the ‘bumblebee’ of conservative welfare states is characterised by particularistic trust and familiaristic welfare institutions, which are functional equivalents to the mechanisms found in Scandinavia. Future research into the trust–welfare state relationship should therefore focus on the trust profile of a country to understand how the welfare state provides its citizens with benefits.  相似文献

Childcare (also called day care or preschool) has generally served three purposes: to care for children while parents are employed; to provide early childhood education; and to cater to the needs of poor and disadvantaged children. This article proposes that the welfare approach to childcare be augmented by a social investment approach to enhance human and social capital investments among low income families and communities and to contribute to wider social development goals. The Head Start program in the United States and the Integrated Child Development Scheme in India are used to illustrate this argument.  相似文献

Social assistance and minimum income benefits in old and new EU democracies Int J Soc Welfare 2010: 19: 367–378 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. In this article, social assistance developments are analysed in a large number of European Union (EU) member states, including European transition countries and the new democracies of southern Europe. The empirical analysis is based on the unique and recently established SaMip Dataset, which provides social assistance benefit levels for 27 countries from 1990 to 2005. It is shown that social assistance benefits have had a less favourable development than that of unemployment provision. Hardly any of the investigated countries provide social assistance benefits above the EU near‐poverty threshold. Social assistance benefit levels have not converged in Europe. Instead, divergence can be observed, which is due mainly to lagging developments in eastern and southern Europe.  相似文献

Promoting the concept of prevention in social security: issues and challenges for the International Social Security Association Int J Soc Welfare 2010: 19: 455–462 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The history of the relationship between institutional social security and the concept of prevention is a chequered one. Across much of the 20th century, the imputed importance in social policy agendas accorded to prevention, alongside protection and rehabilitation, was only rarely, and somewhat inconsistently, matched in practice. Currently, efforts are underway internationally to promote the importance of the concept in social security more systematically. A key actor in this regard is the International Social Security Association (ISSA). Focusing on the role of the ISSA, the article argues against any possible endeavours, no matter how tentative, that might seek to mainstream the concept of prevention in social security, and concludes as preferable a narrower, but more vigorous, selective approach based on institutional practice to date.  相似文献

Singh S. Neighborhood: the “outside” space for girls in urban India

This study explores the perspective of adolescent girls on the neighborhood as a social space that plays a role in the formation of their identity and agency. The study applies the ‘identities’ conceptual framework, which is a global, interdisciplinary, theoretical approach to understanding female identity. The study participants were girls enrolled in grades 7–10, from five schools in a district in the Northern State of India, who participated in structured focus group discussions. The study reports on the reduced relevance of neighborhood for girls and illustrates, through quotes, the reasons for their limited interaction.  相似文献

Hong Kong: workfare in the world's freest economy Int J Soc Welfare 2011: 20: 22–32 © 2009 The Author(s), Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. Workfare was introduced in many countries to suppress welfare dependency and reduce social security expenditures. However, workfare was launched in Hong Kong when there was only a relatively small social security budget and its citizens still strongly adhered to the ideologies of self‐reliance. It was found that workfare has performed several functions in Hong Kong. First, by forcing unemployed claimants to give up benefits, Hong Kong has been able to save on social security expenditures. Second, workfare has combined with Hong Kong's semi‐democratic polity so that extremely stigmatising welfare measures have been implemented. Third, it has pushed poor citizens into the labour market without having any protection over wages and working hours. Thus, the combination of workfare and a semi‐democratic polity has successfully suppressed Hong Kong's welfare demands and strengthened its self‐help spirit. As a result, Hong Kong's minimal social security scheme and its low tax policy have been maintained.  相似文献

Climate change is seldom discussed in mainstream social work. Its first presentations on the world stage occurred in Copenhagen during the Conference of the Parties (COP15). This article argues that the profession has an important role to play in: helping people understand the issues; promoting sustainable energy production and consumption; mobilising people to protect their futures through community social work; and proposing solutions to greenhouse gas emissions as indicated in two case studies, one based on a community initiative in the Global South, and the other in the Global North. The article also demonstrates that social workers can foster climate change endeavours that are equitable for all, for example the Equitable Carbon Sharing Scheme.  相似文献

Young delinquents may be regarded as children in need of rehabilitation or as offenders deserving of consequences proportional to the committed crime. The focus has increasingly been on the latter, while research shows that individual risk assessment is essential for effective rehabilitation. This study explored self‐reported history of antisocial behaviour among Swedish male offenders 15–17 years of age (n= 189) who were sentenced to participate in rehabilitative programmes conducted by local social services. Antisocial behaviour was extensive and, according to a principal component analysis, consisted of three dimensions: (i) adolescent delinquency; (ii) violence and theft; (iii) drug‐related crimes. Using cluster analysis, the participants were divided into four subgroups representing different levels and characteristics of delinquency, which explained 73 per cent of the variance in antisocial behaviour. The conclusion is that assignment to rehabilitative programmes appeared unrelated to subgroups, i.e. to risk level. Organisational obstacles to an evidence‐based practice are discussed.  相似文献

It is widely accepted that during the 1990s, the Argentine state experienced a general retrenchment. This article shows that, though this may have been true in the economic realm, this retrenchment did not take place in the diverse arenas of social policy. While privatisations and labour market flexibility dismantled the foundations of Keynesianism, the components of the welfare state experienced substantial growth. At the same time, the changes experienced by the welfare state in the past quarter century have not included a transformation of its basic principles, despite the profound changes experienced by Argentine society during this period.  相似文献

The aim of this study was to learn to perceive the indicators of honour‐related problems in a girl's everyday life. Our investigation included all girls aged 13–18 years who were about to be taken into care in 2006. The comparative analysis was based on 37 County Court cases in Stockholm County. The girls' exposure to harm in 13 of the 37 cases could be coupled to the demands and values of the honour culture. All the girls in the ‘honour’ group had been victims of mental abuse; they were more isolated than the girls in the ‘other reason’ group and none of the girls in the ‘honour’ group chose to meet their parents in court. We found that the honour culture life situation is new to the social services, which for these girls can mean that they do not have access to the same legal protection as other girls.  相似文献

Muuri A. The impact of the use of the social welfare services or social security benefits on attitudes to social welfare policies

This article investigates the attitudes of citizens and clients to social welfare services and social security benefits. The data come from a Finnish national survey conducted at the end of 2006. First, the article overviews the previous welfare‐state studies relating especially to the theoretical perspectives of self‐interest and legitimacy. The empirical analysis indicates (i) that a different operation of self‐interest can only weakly explain the differences in attitudes between services and benefits; (ii) that there is general support for Finnish social welfare services and social security benefits, which, however, is mixed with growing criticism among women and pensioners who are supposed to benefit most from the welfare policies; and (iii) that such determinants of attitude as gender, use and, to some extent, lifecycle have become as important as class‐related factors such as income and education.  相似文献
