This paper analyses child welfare workers' perceptions of ethnic minority children in England and Norway based on in‐depth interviews with 52 child welfare workers in 2008. We employ a child‐centric theoretical framework to explore up to what extent workers focus on minority children in their perceptions. We found that about half of our study participants (n= 27) did so, and many more in Norway than England. They perceived many risks and problems for minority children related to their ethnicity, including children's biculturalism and language skills, parenting methods, unequal treatment and racism, lack of social inclusion, and problems in school. Norwegian workers displayed a broad needs perception and embraced a change‐orientated perspective and held parents accountable for their children's educational success and social inclusion. English workers had a narrower approach, focusing on protecting children. We discuss how the cross‐country differences may be related to different welfare state and child welfare paradigms.  相似文献

The empowerment and participation of children and families in both the design and the delivery of services oriented towards them is now an accepted norm, if not always the accepted practice. Yet, challenges still remain, particularly where parents are separated and contact issues are problematic. Although contact centres are common in some Western countries including Australia, New Zealand, the UK, France, and the USA, this is not the case in the Republic of Ireland. The relatively recent introduction of divorce, increases in separation and childbirth outside of marriage have led to the need for service planners to respond to the growing issue of non‐resident contact with children. Using Bovaird's co‐production framework, the purpose of this paper is to outline and discuss specific findings relating to service user involvement emanating from a formative evaluation of an innovative supported contact service in Ireland. What emerges from the findings is a picture of co‐production where the broad parameters of the service are professionally defined and where the specifics of service user involvement in delivery vary from family to family but within the bounds of professional control.  相似文献

Gray and Webb's article 'The return of the political in social work' is a welcome contribution to current debates. In its critique of the dominance of calculative reason, its rejection of postmodernism and identity politics, and its insistence on the need for social work to openly address issues of power and conflict, it is a useful addition to the growing critical literature concerned with challenging dominant forms of practice. That usefulness is limited, however, first by an excessively opaque style and, second, by problems associated with the writers' argument and approach. These include: an over-reliance on Heidegger's ontology; an over-estimation of the potential of art to act as alternative paradigm; and a particularly content-less version of politics, derived from the work of Alain Badiou, which is likely to prove to be of limited value in the project of developing alternative forms of social work.  相似文献

Healthy and active ageing has become an ideal in Western societies. In the Nordic countries, this ideal has been supported through a policy of help to self‐help in elder care since the 1980s. However, reforms inspired by New Public Management (NPM) have introduced a new policy principle of consumer‐oriented service that stresses the wishes and priorities of older people. We have studied how these two principles are applied by care workers in Denmark. Is one principle or logic replacing the other, or do they coexist? Do they create tensions between professional knowledge and the autonomy of older people? Using neo‐institutional theory and feminist care theory, we analysed the articulation of the two policy principles in interviews and their logics in observations in four local authorities. We conclude that help to self‐help is the dominant principle, that it is deeply entrenched in the identity of the professional care worker and that it coexists with consumer‐oriented service and without major tensions in the logics identified in their practices.  相似文献

Digitalisation reforms have become increasingly pervasive across European welfare agencies and public sector institutions. As welfare provision becomes premised on the use of digital technologies, often in the form of “self‐service” solutions, new demands are imposed on citizens, including already disadvantaged groups. Although existing research has showcased how digitalisation often reproduces existing lines of stratification, little to no work has been conducted on such processes in the context of welfare provision and public administration. Through a study of citizen service centres in Denmark, based on ethnographic observations and qualitative interviews, this article analyses the new exclusionary mechanisms that emerge at the frontline of the digital agenda. The article argues that digitalised welfare agencies simultaneously sustain existing lines of social stratification and enhance these by producing new forms of digital exclusion. Taken together, the article contributes with new knowledge on the impact of digitalisation policies and their exclusionary consequences for disadvantaged citizens.  相似文献

The belief that elected officials are most responsive to the opinions of the wealthiest members of society is often assumed but has only recently begun to be tested. This paper examines a common explanation for why this disparity in political representation occurs: wealthy citizens vote at much higher rates than citizens with low incomes. Utilizing variation across states in voter turnout levels among the rich and poor, there is little evidence that increased voting among citizens with low incomes improves representation of their political opinions in the Senate. These findings cast doubt on the proposition that increased voter turnout among the poor is an avenue for promoting greater political equality in the United States.  相似文献

Child‐friendliness is a new concept in the research literature. Derived from the United Nations Convention on the Rights of the Child, it assesses different nations’ commitment to the aspects of children’s rights: both self‐determination and nurturance and care. Since the concept is still in its infancy, there is a need to study the associations between child‐friendliness and the subjective well‐being of children in a comparative perspective. Accordingly, the present study compares country rankings in the Child‐Friendliness Index (CFI) with country scores in the Global Domain Satisfaction Index (GDSI) in a sample of ten OECD countries. Results show that there is no association between the adapted GDSI score and the CFI. However, the self‐determination sub‐index and specifically participation in the personal domain are found correlated with GDSI domains. Moreover, countries can be grouped into different clusters: Nordic, Mediterranean, European, Asian. Key Practitioner Message: ? There was no apparent association between the adapted GDSI score and the Child‐Friendliness Index (CFI) rank; ? The CFI self‐determination sub‐index and participation in the personal domain specifically were found to be correlated with GDSI domains; ? The aim of this study was to explore how particular economic and demographic factors contribute to the level of the child maintenance payment (CMP) paid by the non‐resident parent. For this study, we used 5‐year longitudinal panel data from years 2009 to 2013 consisting of over 80,000 non‐resident parents from the Finnish Tax Administration and The Finnish Population Register Centre. Results from regression models indicate that the single biggest factor affecting the size of CMPs is the number of dependent children. We found that the non‐resident parent's higher income is associated with higher CMPs and that non‐resident fathers pay on average larger CMPs than non‐resident mothers, even after accounting for differences in income. Unexpectedly, we found that the age of the dependent child did not predict changes in CMPs. This suggests that once formal CMP‐contracts are determined between the parents, they are seldom changed. Our results suggest that some degree of mandatory periodic review for maintenance contracts is worth considering.  相似文献

There has been intense debate in Australia regarding how asylum seekers who arrive by boat should be treated. Some call for compassion towards those prepared to risk their lives to seek protection, whereas others believe ‘boat people’ should not be allowed into the country. This article uses data from a large representative sample of young people in Queensland, Australia, to understand the acceptance of asylum seekers by young people in Australia. The findings suggest that young Australians are more accepting than the Australian adult population. Several social and political background factors were also found to be associated with the belief that ‘boat people’ should be permitted into Australia. Fewer factors, however, are associated with the trust young Australians have in people from another country. This suggests that while some young Australians may believe boats carrying asylum seekers should not be turned away, fewer might be prepared to enter into trusting relationships with ‘boat people’ should they resettle in Australia.  相似文献

As English social care services reconstruct themselves in response to the personalization agenda, there is increased interest in the contribution of micro‐providers – very small community‐based organizations, which can work directly with individuals. These micro‐providers are assumed to be able to cater for the ‘seldom heard’ groups which have been marginalized within mainstream social care services. This article reviews recent literature from the UK published in peer‐reviewed journals from 2000 to 2013 on support provision for people with protected characteristics under the Equality Act 2010. It considers the marginalising dynamics in mainstream, statutory social care support provision, and how far local community, specialist or small‐scale services are responding to unmet need for support and advice among marginalized groups. The review found that there is a tradition of compensatory self‐organization, use of informal networks and a mobilization of social capital for all these groups in response to marginalization from mainstream, statutory services. This requires recognition and nurturing in ways that do not stifle its unique nature. Specialist and community‐based micro‐providers can contribute to a wider range of choices for people who feel larger, mainstream services are not suitable or accessible. However, the types of compensatory activity identified in the research need recognition and investment, and its existence does not imply that the mainstream should not address marginalization.  相似文献

Due to the household registration system, millions of rural‐to‐urban migrant children in China are ineligible to receive urban social welfare benefits. These children potentially suffer from the evolving awareness of their perceived inferior social identity and experiences of inequalities at an early stage of life. This study examined whether self‐perceived social identity is related to academic performance and peer relations among rural‐to‐urban migrant children in Beijing. Data were collected from 136 children during 2013 and 2014 in three schools for migrant children in Beijing. Path analysis showed that children who identified as a Beijinger, compared with those who self‐identified with their rural hometown, had better self‐efficacy, which in turn was associated with better academic performance and better peer relations. Enlightened by Western theories, these findings suggest that migrant children’s performance in school could be enhanced by cultivating positive perceptions of their social identity through teachers’ practice and community‐ and policy‐level social support.  相似文献

The authors present an overview of the major concepts and contributions of Mary Parker Follett to the development of social work management theory, past and present. The case is made for Follett to be afforded a more visible role in the profession's understanding and teaching of modern management theory and practice. The authors show how Follett's work served as an important bridge between changing eras in management thought, specifically as related to scientific management and the subsequent human relations models. Even after six decades, Follett's work, in its timelessness and timeliness, remains contemporary, for it is rooted in her keen ability to grasp the complexities inherent in the human services enterprise, and thus it continues to inform one's understanding and behavior within the organizational context.  相似文献

Kim JW, Choi YJ. Feminisation of poverty in 12 welfare states: consolidating cross‐regime variations? According to some theorists, the feminisation of poverty has become a common feature in the majority of advanced welfare states, but there have been very few attempts to provide a detailed picture from a comparative perspective. Considering this background, the aim of present study was to illuminate the feminisation of poverty in 12 welfare states between the 1980s and the 2000s and to analyse whether there has been any convergence or divergence between these welfare states. The scope and depth of the feminisation of poverty and the changing role of welfare states were assessed via an analysis of the antipoverty role of public transfers in each country. Using the Luxembourg Income Study dataset, this article argues that while the feminisation of poverty has been slowed down and even reversed in certain cases, cross‐regime differences have become increasingly visible.  相似文献

We tested whether gender‐specific vs. common classroom norms were more powerful moderators of the association between a risk factor (rejection) and peer victimization among girls and boys. The participants were 1220 elementary schoolchildren from grades 4–6 (with 10–13 years of age). We compared different multilevel models including combined vs. separate regressions for boys and girls, as well as the effects of norms of the whole class, same‐sex classmates, and cross‐sex classmates. Among girls, the association between rejection and victimization was strongest in classes where bullying behavior was common, and anti‐bullying attitudes were rare among girls. Among boys, the strength of the slope of victimization on rejection could not be explained by either common or gender‐specific classroom norms, but boys' level of bullying behavior was related to overall classroom level of victimization. The findings suggest that contextual factors may contribute to victimization especially among high‐risk girls. The importance of exploring multiple levels of influence on children's social development is discussed.  相似文献

This article uses Sweden as an example to describe and analyse municipal variation in services and care for elderly people. Responsibility for these services lies with the municipalities. National statistical data on municipalities are analysed to map out the variations in old-age care; to study compensating factors in the care system; and to explore the connection with municipal structural and political conditions. The overall finding of the bivariate analyses was that most relations with structure and policy were weak or non-existent. The final multivariate model explained only 15% of the variance. The large differences between municipalities makes it more appropriate to talk about a multitude of 'welfare municipalities' rather than one single welfare state. The article concludes that this municipal disparity constitutes a greater threat to the principle of equality in care of the elderly than gender and socio-economic differences.  相似文献

Social assistance receipt is typical among young adults, but the long‐term trajectories of social assistance receipt have been less studied. We use Finnish population register data to study the kinds of social assistance trajectories found among young adults. We also analyze how individual and family characteristics are associated with the likelihood of following different social assistance trajectories. Individuals are followed from the age of 19 to 25. According to the results, social assistance receipt is relatively common among young adults but spell duration is usually short. Around 35% receive social assistance at least once between the ages of 19 and 25, and 2.5% receive social assistance each year. Using latent class growth analysis, we estimated six trajectories based on the annual number of social assistance months: (1) no receipt; (2) transitory; (3) slow exit; (4) occasional; (5) increase; and (6) dependency. Almost 4% of young adults follow the “dependency” trajectory. The results from multinomial logistic regression indicate that having only a short education is a particularly strong predictor of social assistance dependency. Parental social assistance receipt and moving out of the parental home at a young age are also significant predictors of social assistance receipt.  相似文献

One strategy to reduce the economic impact of structural ageing is to increase and/or extend the workforce participation of older workers. Currently, a large proportion of this group consists of post‐World War II baby‐boomers (1946–1965) whose characteristics, experiences and attitudes differ markedly from their predecessors. Maintaining good health underpins strategies to extend workforce participation among baby‐boomers but there is little hard evidence supporting the assumption that baby‐boomers are generally in good health compared to previous generations and will, therefore, be able to work longer. Using a dataset that includes biomedical and self‐reported health for a representative sample of South Australian baby‐boomers, we analyse the extent to which current labour force participation is mediated by health. We find that health is a significant factor in workforce exits. Respondents with fair‐to‐poor self‐rated health, or with diabetes, arthritis, chronic obstructive pulmonary disease or cardiovascular disease, were more likely to be retired or unable to work, and around 10 per cent of older baby‐boomers (born 1946–1955) who have left the workforce rate their health as poor or fair. The data suggest that these patterns are likely to be replicated in younger baby‐boomers (born 1956–1965).  相似文献

Generalized social trust is correlated with increased levels of civic engagement, lower crime rates, and greater economic growth. Many scholars believe that equality provides the conditions in which social trust can flourish. Thus, welfare programs might be one way to generate social trust. However, the relationship between social spending and trust is contested: Some argue it is negative, while others argue it is positive. This study examined the effects of total social welfare expenditures on social trust in 18 OECD countries, holding constant individual characteristics, country characteristics, and country and year effects. Fixed effects analyses indicate that every additional percent of gross domestic product spent on social expenditures 5 years prior is associated with a 4.7 percent increased likelihood that respondents of that country will endorse trusting other people. Further testing for reverse causality found no significant association between trust and later social expenditures, supporting the claim that expenditures drive trust instead of the reverse.  相似文献

Dynamically inconsistent decision makers have to decide, implicitly or explicitly, what to do about their dynamic inconsistency. Economic theorists have identified three possible responses—to act naively (thus ignoring the dynamic inconsistency), to act resolutely (not letting their inconsistency affect their behaviour) or to act sophisticatedly (hence taking into account their inconsistency). We use data from a unique experiment (which observes both decisions and evaluations) in order to distinguish these three possibilities. We find that the majority of subjects are either naive or resolute (with slightly more being naive) but very few are sophisticated. These results have important implications for predicting the behaviour of people in dynamic situations.

Despite being one of the most consistent predictors of achievement among youth, parental involvement among Latinos continues to be low. In an attempt to increase involvement among Latinos, schools have implemented programs that provide linguistic services for parents who face language and cultural barriers. In order to understand the effectiveness of these programs, a subset of data are used from the National Survey of Latinos: Education to examine the relationship between four linguistic services and parental involvement. Results demonstrate linguistic services play only a marginal role in parental involvement among Latinos, and in some instances, even decrease involvement. Consequently, there is minimal support for programs that provide linguistic services to Latino parents in schools, suggesting policymakers should revisit the impact these services have on the Latino parent community.  相似文献
