This article examines the impact of the 1996 welfare reform legislation on welfare use in immigrant households. Although the data indicate that the welfare participation rate of immigrants declined relative to that of natives at the national level, this national trend is entirely attributable to the trends in welfare participation in California. Immigrants living in California experienced a precipitous drop in their welfare participation rate (relative to natives). Immigrants living outside California experienced roughly the same decline in participation rates as natives. The potential impact of welfare reform on immigrants residing outside California was neutralized because many state governments responded to the federal legislation by offering state‐funded programs to their immigrant populations and because the immigrants themselves responded by becoming naturalized citizens. The very steep decline of immigrant welfare participation in California is harder to understand, but could be a by‐product of the changed political and social environment following the enactment of Proposition 187.

Abstract

This study challenged the current conceptualization of social support as a static process and attempted to explore how the sources and types of social support unfolded over time during mainland Chinese immigrant women's first year of resettlement in Hong Kong. A longitudinal qualitative method was used and 15 immigrant women were recruited. In-depth interviews using a semi-structured interview guide were conducted at three-monthly intervals. Results supported our view on the “stages within stage” assumption of the resettlement period of the migration-integration process. In the first quarter of resettlement, immigrant women mobilized a great deal of instrumental and information support from family members and kin to resolve survival issues such as finances, housing and childcare. However, the demand for instrumental support declined over time, and the need for emotional support appeared to peak at the second stage of the resettlement period. Fellow immigrant women were found to be the most significant providers of information, emotional and social companionship support to immigrant women throughout the resettlement period while the supporting roles of husbands and kin diminished. Lastly, immigrant women were less inclined to seek help from formal networks and rarely sought support from neighbors and co-workers. Socio-economic and cultural reasons were used to explain these differential support patterns during immigrants' first year of resettlement in Hong Kong, and implications for social work practices were discussed.  相似文献

Each year, state juvenile courts provide thousands of immigrant and refugee children with access to consistent and reliable caregiving and a stable environment. To examine how courts interpret "the best interests" of immigrant and refugee children, this article examines 24 cases in courts across the United States, which indicate they use a territorial approach when evaluating the best interests standard. Although legal status was not an issue, many related factors were. Consequently, the courts restricted immigrant parents' rights in caring, guiding, and visiting their children; increased the risk of wrongfully terminating parental rights; and intensified the unpredictability of immigrant and refugee children's welfare in the long run. This article suggests an approach that encourages communication between social workers and the courts to address the special needs and circumstances of immigrant and refugee children on three key topics: the material and moral welfare of the child, and social welfare for immigrant and refugee families.  相似文献

The task of recruiting and retaining ethnically diverse, qualified, and committed social workers in child welfare is challenging. Federal funding supporting BSW and MSW education has been a catalyst for university–agency partnerships across the country. An important goal of these partnerships is to prepare social work students with the knowledge, skills, and competencies for effective child welfare practice. The National Child Welfare Workforce Institute’s innovative child welfare traineeships program prepares students from 12 social work programs around the country. This study focused on diversity, competency attainment, and readiness for the job. Results showed that programs recruited ethnically diverse students, and after receiving child welfare–specific content and hands-on experiences in the field, students felt competent and prepared for child welfare work.  相似文献

This article examines how the social and political contexts in receiving countries affect the transnational political practices of migrants and refugees, such as their mobilization around political events in their homeland. The case study explores the political participation of Turks and Kurds in Germany and the Netherlands in its full complexity, that is in both the immigration country and in homeland politics. The findings suggest that transnational political practices should not be reduced to a function of the political opportunity structures of particular receiving countries for two main reasons: (a) more inclusive political structures, which provide for more participation and co‐operation on immigrant political issues, may at the same time, and for that very reason, serve to exclude dialogue on homeland politics; (b) homeland political movements may draw on a different range of resources than their immigrant political counterparts, including those outside the local political institutional context.  相似文献

As envisioned by T.H. Marshall, social citizenship was a corrective to the injustices caused by the capitalist market. Entitlements and protections guaranteed by the welfare state would prevent social and economic exclusions that civil and political rights, on their own, simply could not. Such protections consequently would ensure social cohesion and solidarity, as well as a productive economy and market. European welfare states successfully followed this formula for the most part of the post-World War II period, however the last couple of decades witnessed significant changes. For one, the very meaning of 'work' and 'worker' on which the welfare state is based has changed - flexibility, risk, and precariousness have become defining elements of working life. The welfare state itself has gone through a transformation as well, increasingly moving away from a system of 'passive benefits' to 'social investment' in human capital. These developments are coupled with an emphasis on education in 'active citizenship', which envisions participatory individuals who are adaptable in an increasingly globalized society, and ready to contribute at local, national and transnational levels. The emergent European social project draws on a re-alignment between these strands: work, social investment, and active participation. In this article, I consider the implications of this project for immigrant populations in Europe in particular and for the conceptions of citizenship and human rights in general. In contrast to the recent commentary on the neoliberal turn and the return of nation-state centered citizenship projects in Europe, I emphasize the broader trends in the post-World War II period that indicate a significant shift in the very foundations of good citizenship and social justice. The new social project transpires a citizenship model that privileges individuality and its transformative capacity as a collective good. Thus, while expanding the boundaries and forms of participation in society, this project at the same time burdens the individual, rather than the state, with the obligation of ensuring social cohesion and solidarity, disadvantaging not only non-European migrants but also the 'lesser' Europeans. The new social project brings into focus the relationship between universalistic individual rights and their effective exercise. I conclude that rather than treating human rights and citizenship as a dichotomy we should pay attention to their entangled practice in order to understand the contingent accomplishments and possible expansions of citizenship in Europe.  相似文献

A pertinent question in contemporary Europe is whether the children of immigrants will reproduce the gender‐complementary practices and ideals of the immigrant generation, which often include strong expectations that women should prioritize family obligations over the pursuit of paid work. This article analyses the cultural and moral understandings at stake in second‐generation women's reflections on and practices of combining motherhood and paid work, and explores the space for negotiating such understandings in the family. The study is based on in‐depth interviews with second‐generation women of Pakistani descent in Norway, and interviews with some of their husbands. The findings show that the moral understandings and practices of the parent generation are not merely passed on to the second generation; rather they are challenged and reinterpreted in ways that support mothers' participation in paid work. The article argues that this change is facilitated by the cultural and institutional context that the Norwegian welfare state represents.  相似文献

This article advances knowledge about context‐dependent impacts of religion on immigrant structural integration. Drawing on theories of inter‐generational immigrant integration, it identifies and spells out two context‐dependent mechanisms through which religion impinges upon structural integration – as ethnic marker prompting exclusion and discrimination, or as social organization providing access to tangible resources. The propositions are empirically tested with nationally representative data on occupational attainment in three different integration contexts which vary in religious boundary configurations and religious field characteristics – the United States, Canada, and Western Europe. Using data from the US General Social Survey, the Canadian Ethnic Diversity Survey, and the European Social Survey, the article analyzes indirect and direct effects of religious affiliation and participation on occupational attainment among first and second generation immigrants. The analyses find only limited evidence for the assumption that in contexts with strong religious boundaries (such as Western Europe and, to a lesser extent, Canada), immigrants face religious penalties in structural integration. By contrast, the analyses support the assumption that in contexts with a thriving religious field (such as the United States and, to a lesser extent, Canada), religious attendance tends to be positively related to occupational attainment, especially for the second generation. For the first time, the article empirically tests arguments about transatlantic differences in the role of religion for immigrant structural integration, and it suggests ways of better integrating micro‐oriented survey research with macro‐oriented institutional analysis.  相似文献

There is little research on the relationship between welfare policies and immigrant entrepreneurship. Accordingly, this paper examines changes in three welfare domains: child-care, health/medical insurance, and unemployment insurance in the context of France since roughly the 1980s, but with a focus on the 21st century. Given changes in French welfare policy, I show that immigrants' greater access to fluctuating, sometimes declining, but overall increasing spending in the three domains, can be positively correlated with slowly increasing immigrant entrepreneurship since the early 2000s. However, I also argue that welfare policies do not seem to have a significant effect on the levels and survival of immigrant-owned firms in France. The findings of this paper should nonetheless be taken with extreme caution in light of the obstacles to analyzing this relationship. As a consequence, I provide an assessment of three possible research designs as a route towards better understanding this relationship.  相似文献

As with many national and state social service systems, child welfare agencies have traditionally functioned in isolation. A multitude of federal and state laws and policies direct the functions and practices of child welfare systems, setting up an artificial fence around the agency that has created a culture lacking in interprofessional collaborations. However, recent reform efforts have emphasized the importance of engaging the community in discussions and decisions regarding child welfare practice. Child welfare agencies are now expected to work with community leaders, key stakeholders, affiliated service providers, and families to address issues impacting children and families. A major obstacle is determining where to begin, how to proceed, and what is needed to develop those partnerships. This article reports the efforts of one state agency in hurdling that artificial fence to address the overrepresentation of minority children in the system. Through focus group interviews with community members, child welfare staff, and legal professionals, barriers to community engagement are identified, and recommendations are provided for facilitating meaningful relationships and partnerships between child welfare agencies and the communities they serve.  相似文献

This paper evaluates the impact of electronic land administration as an e-government policy initiative in Nigeria. It analyses conceptually the differences between the expected and actual value of Abuja Geographic Information Systems (AGIS)—an e-land administration project—on urbanisation in Abuja, the Federal Capital Territory (FCT) of Nigeria. The AGIS case study reveals that differences between the expected and actual value of strengthening the state’s financial capacity are low. The differences are medium for enhancing access to and security of credit, and improvement of land use planning and environmental management and high for the promotion of popular participation. The elicited differences are traceable to hindrances inscribed in Land Use and National Housing Acts, to inequitable access to land, inconsistent resettlement policy, poor community participation and financial misconduct. The findings suggest the need to pay attention to provisions through which e-government can support the reduction of country specific problems, improve the quality of institutions and to promote urbanisation, thereby increasing social welfare as well as participation by the people in promoting suitable and adequate shelter for all citizens.  相似文献

Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

The phenomenon of women immigrating to marry has resulted in changing labor markets and increasing workforce diversity. However, because of a lack of social capital in their new country, immigrant women face significant barriers to gaining employment, have access to only limited work arenas, or remain at home as housewives. Existing studies of immigrant women are mainly limited to their human rights or cultural issues; there are few studies focusing on career development for them. This article uses social capital and intersectionality theories to create an intersectional social capital model of career development for immigrant women. The application of the model is explicated through the context of South Korea. The positive career development interventions as described in the model can help immigrant brides overcome multiple career‐related barriers and find new roots.  相似文献

The expansion of the welfare state during the 20th century has altered the conditions shaping the formation of ethnic organizations. Drawing upon research in the divergent fields of social policy, immigrant communities, and social movements, this article argues that social welfare programs promote or suppress ethnic organizations depending on how they affect an ethnic community's institutional completeness. This welfare state channeling theory is contrasted with ethnic competition and resource mobilization explanations for the formation of ethnic organizations. An analysis of 800 Indochinese refugee associations finds that public assistance has no effect on the prevalence of these organizations, but that privatization of federal social service expenditures does, thus partially supporting the welfare state channeling theory.  相似文献

ABSTRACT

This article investigates the role of the welfare state in maintaining state authority by testing the relationship between participation in state social programs and the espousal of ideals that reject the sovereignty of the existing state. We use the case of Puerto Rico, drawing on surveys of residents of Puerto Rico regarding their participation in social welfare programs and their views on the legitimacy of the U.S. state, distinguishing between means-tested and universal social programs. The research demonstrates that the form and extent of social citizenship programs affect the continued acceptance of authority of the U.S. federal government over the island’s territory and population. Specifically, the use of means-tested social benefits predicts a greater acceptance of the authority of the sovereign state. These findings may be considered broadly informative to the power of social welfare programs in garnering quiescence among minority populations, expanding the existing literature to illustrate differences in opinion of state legitimacy based on the type of social benefits one receives.  相似文献

This article focuses on political participation of local publics in the unemployment field, examining networks of collective actors in Lyon and Turin. Our main question is: Is the participation of local publics fostered under conditions of more developed governance that increases bottom-up access (formal or informal) to elites and institutions in the policy domain? Drawing upon the most recent developments in literatures on social movement theory, governance and network analysis, this article discusses the main variations in terms of political participation of local publics in Lyon and Turin. It then enquires into the main explanatory factors accounting for these variations, thus showing that the openness of governance does influence the level of political participation of local publics. The main argument is that in an open context participation is low, while in a closed (or underdeveloped) context local publics participate more, with differential access to decision-making according to their resources.  相似文献

ABSTRACT

The concept of public and private partnerships raises growing interest and hope from international development agencies, governments, and communities as an alternative strategy in social welfare delivery. Conceptualized as a strategy to build and capitalize on the tangible and intangible assets and resources endogenous to social organizations and communities, individually and collectively, this article embraces an asset-based approach to analyze the potency of such a framework in enhancing maternal health care delivery in developing countries such as Senegal and Mali. These countries face growing retrenchment of the state from social service delivery and scarcity of human and financial resources, which call for innovative approaches and sustainable solutions in addressing pervasive deficits in health service delivery. Drawing from empirical field research conducted in Senegal and Mali, this article examines the trend toward public–private partnerships and its gender impacts and critically analyzes the challenges and opportunities it offers conceptually and practically to address and improve equity in health care delivery, particularly safe motherhood and maternal health care delivery in developing countries.  相似文献

The article investigates issues surrounding same-sex relationships in an African context. Many countries on the continent outlaw such partnerships, creating complex dimensions for people trapped in a no-man's land of socially unacceptable reality. Furthermore, criminalization of same-sex practices results in a lack of targeted health and welfare programs, creating a dangerous lacuna in service delivery. To address this, academic programs, field supervisors, and practitioners, particularly in the field of social work, must be sensitive to the needs of sexual minorities, and those behind whose acceptability they are forced to hide, especially in an alien environment.  相似文献

The social entrepreneurship discourse in Germany has become more prominent at a time when the deeply rooted corporatist traditions of social provision have come under pressure for marketization. This article examines the potential role of “social entrepreneurs” in the institutionally established German welfare state. The article analyzes the opportunities and constraints that new players face. Drawing on survey data and case studies in the areas of elderly care and advancement of children with immigrant background, the analysis retraces the structure and diffusion of social entrepreneurial projects. It concludes that the simple transfer of the social entrepreneurship model is unlikely. The analysis suggests that successful social ventures in Germany adapt the notion of social entrepreneurship to prevalent institutional realities. In the context of more encompassing social services, dense decentralized networks, and different cultures of philanthropism, new players have a complementary role that stimulates rather than dominates the process of social innovation.  相似文献
