It is estimated that 5.3 million Americans have Alzheimer's disease or a related disorder (ADRD) with approximately 500,000 of these persons younger than 65. Moreover, the number of people affected by the disease will increase 350% by the middle of this century. Although research exists on organizational policies with regard to caregivers, very little is known about how organizations deal with employees themselves who show symptoms of ADRD. This article reports on a pilot study of employers' responses to dementia as it impacts both caregiving employees and employees who themselves show signs of cognitive impairment.  相似文献

Promoting the concept of prevention in social security: issues and challenges for the International Social Security Association Int J Soc Welfare 2010: 19: 455–462 © 2009 The Author, Journal compilation © 2009 Blackwell Publishing Ltd and the International Journal of Social Welfare. The history of the relationship between institutional social security and the concept of prevention is a chequered one. Across much of the 20th century, the imputed importance in social policy agendas accorded to prevention, alongside protection and rehabilitation, was only rarely, and somewhat inconsistently, matched in practice. Currently, efforts are underway internationally to promote the importance of the concept in social security more systematically. A key actor in this regard is the International Social Security Association (ISSA). Focusing on the role of the ISSA, the article argues against any possible endeavours, no matter how tentative, that might seek to mainstream the concept of prevention in social security, and concludes as preferable a narrower, but more vigorous, selective approach based on institutional practice to date.  相似文献

The paper sets out statutory social security arrangements in Korea and Singapore and then explains the differences between them. It finds that while Korea has a relatively advanced social security system based primarily on social insurance, Singapore has a patchwork of programmes based on forced saving, tax allowance, public assistance, and public insurance schemes run along commercial lines. Moreover, the increasing share of government expenditure devoted to social security in Korea stands in sharp contrast to the declining share in Singapore. The paper accounts for the variations in terms of the different economic objectives of the two states and the different international and societal constraints they face. which has rapidly established an elaborate set of income maintenance and health care programmes, Singapore continues to resist expansion of such programmes. The objective of this paper is to describe the social security programmes in the two countries and then explain why the supposedly similar political economies have pursued entirely different social security strategies. This article offers a general review of the development of national policies on child protection in China. It offers an in‐depth analysis of related legislation enacted between 2010 and 2015 that have had an impact on child protection and related historical, cultural and legal issues. Furthermore, in the study we examined the emerging role of social work in preventing and responding to child abuse and neglect in China. Major findings of the research include: (i) policies concerning child protection have been highly influenced by Confucianism and its perspective of the child as family property; (ii) child protection regulations on accident reporting, custody transfer, and surrogate care are gradually being refined and improved, although the legal system for child protection is still incomplete and needs further substantiation; and (iii) the involvement of non‐governmental organisations (NGOs) and social workers has enhanced the child protection system. Key Practitioner Message: ? Policies concerning child protection have been subject to an immense impact by Confucianism, placing strong responsibility on family members in providing childcare although the child is viewed as part of the family's property; ? After 1949, the newly founded socialist political structure began to exert a significant influence on welfare and child welfare policies. Because the Confucian perspective emphasised family and parental responsibility, government in China has traditionally not been heavily involved in policies that interfere in the internal workings of families; ? Since the shift toward an open‐door policy in 1979, child protection policies in China have begun to develop, with a child welfare network gradually spreading to cover the majority of children. Moreover, child protection is generally supported by the legal system, within which regulations on accident reporting, custody transfer and surrogate care are gradually being refined and improved. However, despite the huge progress achieved in recent years, there are significant deficits in its implementation and monitoring; ? About 73% of the global population is not, or is only partly, covered by social protection. Particularly across low‐ and middle‐income countries (LMICs), social protection coverage is highly heterogeneous. What explains the large differences in the inclusiveness of social protection across LMICs? By analysing 100 LMICs using retirement schemes as an example, this study shows that non‐contributory schemes in LMICs are, by far, more inclusive than contributory ones. Surprisingly, democratic institutions characterised by low levels of political corruption only promote the inclusiveness of non‐contributory social protection while reducing the coverage of contributory schemes.  相似文献

ABSTRACT

The policy advice literature has paid little attention to the role of international organizations in policy advisory systems. This article offers a systematic analysis of policy advice provided by the International Monetary Fund (IMF) in the framework of the IMF’s regular Article IV consultations. The article argues that the content of IMF advice differs according to the income of the advised countries. Content analyses of the Article IV consultation reports of 18 countries show correlations between the gross national income (GNI) of the advised countries and the function of advice in the policy cycle, the specificity of advice, the recommended policy instruments and the targeted policy issues. Results show that the IMF rather points to policy problems, advices on policy goals and focuses on improving implementation when advising lower income countries. When advising higher income countries, the IMF’s advice focuses on means and specific policy tools.  相似文献

The lack of culturally appropriate services contributes to the low participation rate of Indigenous people in disability services. Understanding how disability is conceptualised is essential to developing culturally appropriate disability services. This study aimed to critically compare the conceptualisation of disability between Indigenous people and NSW government and non‐government disability service agencies. Indigenous and policy sources were obtained from purposive and snowball sampling. The Indigenous conceptualisation of disability was understood through representations by Indigenous spokespeople in journal and newspaper articles and audiovisual materials. The disability service agency conceptualisation of disability was represented through the annual reports and programme guidelines of the NSW government agency and seven non‐government disability agencies. The occupational justice framework guided critical analysis at the cultural interface. Four themes were identified: power and self‐determination, eligibility, otherness, and identity and labels. Data showed disability agencies promote self‐determination for Indigenous people and conceptualise disability as impairments affecting functioning, when assessing service access eligibility. Most Indigenous people do not self‐identify as disabled and are categorised as culturally different within policies. Indigenous people experience marginalisation due to their cultural identity. Indigenous people are required to conform to the conceptualisation of disability proffered by agencies to access services. To develop culturally appropriate services, agencies must collaborate with Indigenous communities.  相似文献

Drawing from a wider study of the ideas of poverty and inequality in South Korea, this paper reports on the lived experiences of disadvantaged South Koreans and their relationship to the National Basic Livelihood Security System (NBLSS), a flagship social assistance program aimed at addressing poverty and inequality. Utilizing a cultural approach to understanding and analysing policy responses to poverty, the impact of familism in the application of the NBLSS safety net is examined. Research data is presented through the testimonies, obtained through qualitative research interviews, of disadvantaged research participants and those who work with them, as well as policy‐makers' perspectives, revealing key flaws in the current NBLSS policy objectives. It is clearly evident that, by clinging to outdated Confucian conceptualizations of familial piety as a justification for highly selectivist access to what is no more than a subsistence level of financial support for poor people, the proposition of a poverty safety net is compromised and is widely missing its aim of reducing poverty and inequality in contemporary South Korea.  相似文献

Universal access to China’s social welfare system involves a process of diffusion from localities to the whole country on the basis of social policy innovations in which intergovernmental relations play a key role as a facilitator. The rapid establishment of the urban subsistence allowance system in more than 200 cities throughout the country in seven years (1993-1999) serves as a case for our empirical analysis of the diffusion mechanism of social policy innovations at different levels of government. Our findings show, firstly, that in adopting a new social policy, city governments have to respond to the social desire of local citizens while keeping fiscal constraints in mind; at the same time, they are affected by administrative orders from higher-level governments and the vertical fiscal relations between governments at different levels, and are also subject to competitive pressures from other cities at the same level. Secondly, city governments’ policy innovations offer an opportunity for higher levels of government to learn from their experience. Thirdly, central government orders exert both a direct and indirect influence upon city governments, with provincial orders acting as intermediaries. And lastly, there is a clear difference in the time lag effect of orders from the central government and those at provincial level upon city governments’ policy adoption.  相似文献

This paper analyzes the role of social movements in the creation and evolution of a welfare state in South Korea. We begin with a theoretical overview of the existing works on policy change, highlighting concepts such as ideas, policy paradigms, and windows of opportunity. We then examine state institutions, hegemonic policy paradigms, and the specific dynamics of welfare policy‐making during South Korea’s authoritarian period (1961–1987). Next, characterizing the democratic transition in 1987 and the economic crisis of 1997–1998 as “windows of opportunity,” we probe how social movements emerged as “policy entrepreneurs” and played crucial roles in building welfare institutions and promoting welfare policies. In particular, we focus on the role of social movements in legislating the National Basic Livelihood Security Act in 1999 and consolidating fragmented health insurance systems in 2000. We conclude that social movements in democratized South Korea have assumed the role of policy entrepreneurs, filling the vacuum left by the central government and elite bureaucrats in the field of social welfare policy‐making.  相似文献

Beyond the Nation State: Social Policy in an Age of Globalization   总被引:1,自引:0,他引:1  
The paper proceeds from the assumption that globalization has placed significant constraints on the autonomy of nation states in the making of social policy. It argues that the post-World War II welfare state represented a social system highly successful in combining economic efficiency and dynamism with equity and solidarity. This historic achievement at the nation-state level is being undermined by economic globalization. It is both necessary and feasible to recreate and institutionalize this mixed system globally. The paper argues that the concept of social rights, which has served as the basic underpinning of the welfare state, has many weaknesses—logical as well as empirical. While the principles of civil and political rights are being consolidated and extended worldwide the principle of social rights is in decay. The paper presents the case for replacing social rights by social standards as the major concept for buttressing systems of social protection. To be applicable globally a social standard must be conceptualized as a level of social development which corresponds to an appropriate level of economic development. Finally, the paper considers the problems and prospects of developing social standards transnationally. It reviews, briefly, the nature and extent of transnational social policy-making by inter-governmental organizations and concludes that despite difficulties of global action advances towards global social standards remain possible.  相似文献

As part of a broader program of market reform, China's local governments are progressing an agenda of purchasing child welfare and other social services from the nongovernment sector, primarily to expand capacity and address vast unmet need. This paper draws on current research evidence to explore the approaches to purchasing emerging in China, examining the rationale for purchasing and models of supply, competition, and regulation. While some approaches are modeled on direct service contracting, direct purchasing of social service “posts” is also used, aimed at achieving goals of professionalization alongside service expansion. Overall, the review shows purchasing is helping to rapidly expand service scale and capacity; however, regulatory strategies for managing and mitigating risks to quality and access appear lacking. This highlights the need for further scholarship aimed at developing the robust risk management strategies which are required to support high quality, sustainable provision of purchased services.  相似文献

This article redefines the political concept of the 'third way' from a 'third (or voluntary) sector' perspective. It is argued that this differs from both the state-led 'first way' social democratic ideologies and the market-led 'second way' of neo-liberalism and conservatism. The focus is on the distinctive approach taken by the third sector in South Korea, and compares this with recent developments in the UK. Although President Kim's ideology of 'productive welfare' resembles neo-liberal trends, the third sector in South Korea (rather than, as in Western democracies, the state or private enterprise) has played a pivotal role in the application of the 'third way'. Moreover, since the economic crisis of 1997, many third sector organisations in Korea have initiated social job-creation projects. These form a key part of the Korean welfare-to-work system. In examining the future direction of Korea's 'third way', this article suggests the need for the revitalisation of voluntary action in civil society generally and, more specifically, the further development of those organisations led by the 'unemployed poor' themselves.  相似文献

This article examines the evolution of social policy in the Middle East and North Africa (MENA) during three periods: the post-colonial and oil-boom period, the post-oil period of structural adjustment, and the more recent oil-boom period. Drawing attention to key factors that shaped both social policy and the region's lack of competitiveness during the current global era, the authors argue for a new social development strategy that would put the region back on a growth path, while also recognizing citizen participation and rights.  相似文献

The article examines recent developments in social policy and its implications for social work education and practice in South Africa. It traces the changes from the birth of democracy in South Africa to the dawn of the new millennium as these crucial years marked the beginning of a new era in South Africa's welfare history. It examines the challenges to social work and provides an example of the integrated, holistic developmental interventions, which are needed to combat social problems such as crime, AIDS and poverty. It ends with an examination of the implications of developmental welfare policy for social–work education as social workers are called to address mass poverty, unemployment and social deprivation through greater use of diverse social work methods, such as advocacy, community development, empowerment, consultation, networking, action research and policy analysis.  相似文献
