This study focuses on the conceptual and empirical development of severance pay (SP)/redundancy pay schemes established through centralized collective agreements (in Nordic countries) and legislation for unemployment compensation. It argues that these “mandatory” occupational welfare benefits have been neglected in social policy debates due to the ambiguity in their conceptualization, overemphasis on their cost implications, and the nonrecognition of their redistributive effects. The study offers quantitative indicators to analyse SPsapos; redistributive structure (coverage, generosity, and benefit equality) during the Global Recession in Canada, the United Kingdom, Australia, Ireland, France, Germany, Austria, Spain, Portugal, Denmark, and Sweden. The findings demonstrate that SP schemes possess distinctive elements in Southern European, Continental European, Anglo-Saxon, and Nordic clusters. The indicators are also used to analyse the interplay between these schemes and unemployment insurance/assistance in these clusters.  相似文献

This paper is an exploration of the contemporary definitions in use of the idea of a standard of living as it has been developed in social policy and economic research both in Australia and overseas. It is suggested that the assumptions underpinning the idea of a standard of living in areas such as poverty research or the analysis of redistributive policies and their effects are neither tenable nor useful. The concept is flawed because it makes unreasonable assumptions about the household and the nature of women's domestic labour. Consideration of the gender blindness of much economics suggests the need for a major revision in our approach to the idea of a standard of living.  相似文献

This paper examines the impact of three fiscal policy shocks on per capita real GDP and income inequality in Australia during the period 1965–2014. A small structural vector autoregressive (SVAR) model is constructed for an open economy for contemporaneous identification and estimation purposes. Based on the evidence of one cointegrating vector among the variables, a structural vector error correction (SVEC) model is specified for the long run. Direct taxation, indirect taxation receipts and government spending are identified as permanent fiscal policy shocks. The convergent use of two different models (SVAR & SVEC) strengthens the credibility of the results. The results have three key policy implications. First, a reduction in direct taxation receipts increases per capita real GDP without increasing income inequality. Second, a reduction in government expenditure significantly increases income inequality. Third, the adverse effect of indirect taxation receipts on income inequality is greater than the redistributive effect of government expenditure, which questions the widely held fiscal policy strategy of using indirect taxation to finance redistributive expenditure.  相似文献

Governments are increasingly protective of the information they gather. This creates a dilemma for feminist researchers retained as consultants, who recognise that those who provide information to researchers have a stake in its use. The current emphasis on crisis management rather than redistributive goals and social rights, poses further problems for researchers who challenge this emphasis by government, and question the bureaucratic forms which maintain women in dependent situations. Objectives. Previous research on redistribution by local governments has not accounted for spatial context. I develop a model of local own‐source redistributive spending that accounts for the economic characteristics and policy decisions of geographic neighbors. Methods. I estimate a modified spatial 2SLS equation of own‐source redistributive spending that accounts for endogeneity between neighboring policy decisions and own policy decisions. The data set spans the 48 contiguous states and utilizes data from the 2000 Census and the 1997 Census of Governments, among other sources. Results. I find that the policy choices and economic characteristics of jurisdictional neighbors are significantly related to own‐source housing and community development spending decisions. Jurisdictions reduce their redistributive policies to prevent unwanted movers from entering and produce redistributive packages similar to surrounding jurisdictions. Conclusions. The nuances of geographic context are a critical determinant of local redistributive spending decisions.  相似文献

Though majorities of Americans express support for redistributive tax policies as a cure for income inequality in the United States, this general support tends to dissipate when the public evaluates their support for specific proposals. The dominant explanations emphasize elite behavior and the disconnect between American values and political representation. An alternative view is that this counter-intuitive finding is entirely consistent with individual values. Some people place higher priority on policy processes than policy outcomes. This paper demonstrates that conservatives think about redistributive tax policy differently than liberals. Conservative support (opposition) for redistributive taxes is based on evaluations of the fairness of processes of government that lead to economic inequality. When conservatives believe that these processes are not fair, they are very supportive of wealth redistribution as a cure for economic inequality, whereas liberal support for wealth redistribution is more outcome-dependent.  相似文献

Support services to families of children with disabilities have previously been documented. While the effectiveness and consequences of some support strategies have been defined, their comparison remains problematic primarily because of the diversified existing definitions. The present study aimed to elaborate and validate a typology to describe different types of support that can be offered to families of children with disabilities. A review of literature highlighted a variety of support services and allowed a categorical grouping. Content analysis ensured that each category was defined distinctively. Afterwards, a panel of experts and representatives of organizations from seven developed countries (Australia, Belgium, Canada, Denmark, France, Sweden and Switzerland) validated the typology. A database of services offered in these countries was created. The resulting typology was divided into four categories related to the family needs: support, respite, child minding and emergency support. Each type of support can be illustrated within organizations in the database. As such, social workers can use the defined typology to identify the needs of families of children with disabilities and suggest alternatives when services are not available. Overall, the described typology should facilitate discussion between stakeholders and families by providing a common communication system.  相似文献

Commonwealth countries share their British social policy legacy in a variety of ways. Autstralia attempted to adopt the postwar "new Fabian" welfare state model at the very time when international economic circumstances undermined its Keynesian foundation. With Labor governments in power from 1983 to 1996, Australia diverged significantly from the neo-liberal reform path adopted in the United Kingdom. Australian governments looked increasingly to European social democracies for alternative social policy models. In a manner anticipating the "Third Way", the tendency was towards mixing neo-liberal economics with social democratic welfare. The Australian "Third Way" which resulted proved unstable. Current social reformers, the paper proposes, ought to revisit a neglected but characteristically British emphasis on the need for a measure of "socialization of investment" to underpin redistributive strategies.  相似文献

“Neoliberalism”, both as a body of theory and as a set of policies and practices, is commonly seen as unsympathetic, even antagonistic, to the welfare state. In the period from the mid‐1980s to the global financial crisis of 2007–08, Australia underwent very considerable “neoliberal” economic policy reform. What happened to the Australian welfare system and to Australia's socioeconomic egalitarianism in this period? To shed light on that question three kinds of trend are tracked. The first is household taxes and social expenditure in both cash and kind, using fiscal incidence analysis where the main metric is “net benefits”. The second is economic inequality, as measured by the distribution of incomes and wealth. The third is the performance of the labor market, as measured by earned incomes and unemployment rates. The article concludes with an attempt to integrate the evidence collected from these three sources. The general conclusion is that the Australian welfare system did not follow the pessimists' predictions. The welfare system grew in size and redistributive quantum. Wage levels rose strongly, while unemployment rates fell. Overall, income inequality increased to a small extent, though mainly before the full economic reform process was in place, while wealth inequality changed little.  相似文献

ABSTRACT

The restorative justice movement has increased the rights of consciousness for crime victims and their families globally. Though the practice of family group conferences in Australia and New Zealand and the court-ordered mediation programmes in China have increasingly involved defendants and their families, their roles in the criminal justice system have not been the main focus of academic inquiries. Citing a high-profile capital case in China, the Nian Bin case, this study examines the defendant family’s strategies in seeking legal redress, managing physical, emotional and financial tolls as well as coping with the victim families, throughout their eight-year pursuit of Nian’s exoneration. Given Confucian teachings on the importance of family to the individual and the society at large, this study provides a microscopic view into various precipitating factors for a capital defendant’s family activism. It also draws broader implications for China’s criminal justice reforms and the restorative justice movement.  相似文献

Pension reform has been placed on the political agenda in many countries. The Swedish parliament has decided to make significant changes in the pension system. This article presents the Swedish pension reform, which goes further than the changes in other European countries. According to the Swedish pension reform, there will be a guaranteed pension that redistributes life-cycle incomes from rich to poor and an income-related actuarial pension without any intra- and intergenerational redistributive effects (with a few exceptions). Gambling has both positive aspects and negative effects for Australian Indigenous gamblers and families. While traditional card games organised by the communities themselves have been found to have important social value, there is increasing evidence that commercial gambling such as gaming machines (‘pokies‘), casinos and TAB betting has a range of far‐reaching negative social and economic consequences for Indigenous population groups. However an understanding of participation by Indigenous people in contemporary gambling is still undeveloped and is dominated by western concepts. The cultural distinctiveness and complexity of Indigenous Australia create profound conceptual and methodological difficulties with the potential to distort the research process and outcomes, as well as policy solutions. The current lack of understanding also impacts on the cultural relevance and effectiveness of service provision for Indigenous gamblers, their families and communities.  相似文献

This article is an analysis of the current immigration policy in Australia from the perspective of critical social work. The analysis is based on the outcomes of the immigration applications of three families of children with disabilities. It is argued that, as seen in the experience of the three families, Australian immigration policy is markedly underpinned by ableism and economic rationalism, rendering the assessment process to determine immigration eligibility patently discriminatory against people with disabilities and their families. One of the most striking trends over the past 20 years is the growth in the number of lone parent families in developed countries. This article provides an analysis of the structure of incentives in benefit systems for lone parents in a cross-national perspective, using data from a recent comparative study of the systems of support for families with children in 17 countries (the members of the European Union, Australia, Japan, Norway, Sweden and the United States). The article compares the level of benefits for lone parents and takes into account the impact of housing costs, health costs, and education and preschool provision. It assesses the possible incentive effects of different systems through a comparison of the financial positions of lone parents not in paid employment, lone parents in the labour market and other family types.  相似文献

The integration of the income taxation and social security systems is implicit in a guaranteed minimum income scheme. Some of the issues involved in this integration are highlighted. The two systems have developed independently in Australia, mainly because of the fundamentally different roles that the two serve. It is argued that although the two systems should work in harmony, their complete integration will present many great conceptual and practical difficulties which would reduce the effectiveness of both. Thus the poverty problem can be more fruitfully attacked by reform within the existing social security system in Australia than by the introduction of an integrated system.  相似文献

Most studies on the redistributive effects of international commodity agreements neglect the existence of free riders. This article shows, however, that incentives for a free rider behavior may exist under various systems of commodity control. The International Coffee Agreement includes an export quota scheme that is faced with free riders on the import side. The factors that determine the impacts of such a scheme on prices, trade, earnings, and expenditures on the world market and on welfare of importing nonmember countries are elaborated theoretically. An econometric model of the world coffee market is then used to measure the effects of coffee export quotas on different variables of the world market. By use of estimated national import demand functions for coffee, the national welfare gains of importing nonmember countries due to the quota policy of the International Coffee Agreement are also computed.  相似文献

The community tends to assume that, because a body of law known as ‘family law’ exists, it is based on cohesive and consistent principles which apply uniformly and without discrimination to all children and their families throughout Australia. It is further assumed that the law enables children to know who their family is, and to have ongoing relationships with all members of their family who love and care about them — even when another family may be taking care of them in the day to day sense. These assumptions do not reflect the real situation. The law in many instances prevents rather than enables the development of positive relationships between children and their families. The challenge for the community is to create a uniform and unified family law jurisdiction which supports and strengthens children's relationship with their families and which enables children to answer the question ‘Who is my family?
