This paper examines the battle to reform and streamline the planning system in Sydney, Australia, between 2005 and 2013. It analyses the strategies the State of NSW has pursued to manage ongoing conflicts over development, and reflects on the challenges the State has encountered in its attempt to redefine democratic engagement, justify decisions, claim legitimacy and forge a consensus around a more pro-development planning system. While New South Wales’ planning reform strategies have pursued an apparently ‘post-political’ agenda (Swyngedouw, Apocalypse forever? Post-political populism and the spectre of climate change, Theory Culture and Society, 27(2–3):213–232, 2010), using policy solutions to depoliticize difficult decisions, the reform process has exacerbated rather than defused conflicts. The story raises questions about the extent to which the new governing strategies of a post-political era can offer effective forums to forge consensus, or to stage-manage agreement over metropolitan development conflicts.  相似文献

Abstract

Researcher and practitioner collaboration in urban planning is both critical to good outcomes and problematic to achieve in reality. Collaboration has the potential for new partnerships, better research problem definition, improved research design and greater impact on practice and policy. However, politics, stakeholder agendas and funding bodies bring pressures and constraints, for which research professionals require a broader set of skills to manage. We examine researcher–practitioner collaboration as part of an action research project on urban greening in Australia. Focusing on a stakeholder engagement workshop, we examine the mechanisms used to overcome barriers to research-practice exchange. We find overt consideration of common barriers to access and use of research when planning collaboration exercises can help facilitate more productive engagement, creating spaces for mutual understanding and generating shared objectives. However, we also find that efforts at collaboration challenge traditional research practices, involve tensions and caveats, and require a different mode of researcher engagement.  相似文献

Recent years have seen the emergence of the European dimension to the territorial planning conducted at lower scales, in a process described as the ‘Europeanization’ of spatial planning. Given that, to date, this phenomenon has received little attention as it affects Spain, this article seeks to analyse the impact of Europeanization on Spanish spatial planning, focused on an examination of its regional territorial plans. The results show that Spain has been no exception in the application of these European directives but, at the same time, its unique administrative organization means that the process of Europeanization remains slow and heterogeneous in its application.  相似文献

Production Planning and Control (PPC) has been one of the primary publishing outlets for operations management research for nearly three decades. This paper presents bibliometric analysis of the journal from its inception through 2016. PPC was analysed from six different perspectives to provide reliable and in-depth information about the journal’s performance and development. The analysis considered the development of the journal itself, the countries of contributing authors, authors’ academic and practitioner organisation affiliations, the top publishing and most cited authors, the most cited articles, and finally the topics of published papers through analysis of titles, keywords and abstracts. It was found that the journal is considered an outlet for both practice and academic research, reflecting changes over time in the landscape of operations management.  相似文献

Planners in England routinely include shared ownership (SO) housing in the affordable housing element of new developments. Government policies in a number of European countries have also backed intermediate housing market mechanisms as a solution to housing affordability. The rhetoric of such mechanisms makes claims about its social progressiveness, its role in facilitating socio-economic mobility and helping people move from rented accommodation into full owner-occupation. SO schemes in England have been justified on the grounds of being transitional tenures and planners have accepted SO on this basis. However, given the paucity of rigorous empirical work, there is a concern that this is a policy based on assumption rather than evidence. This paper delineates existing knowledge, clarifies dimensions of the intermediate housing market and highlights underlying policy issues based on a large data-set of shared owners in England. Our analysis indicates that SO may not be appropriately classified as affordable housing, and justifiable policy requires further evidence.  相似文献

The demand for information and transparency from listed corporations has recently increased. In spite of an increased demand for mandatory disclosures from regulators, corporations choose to voluntarily disclose additional information in order to satisfy demands from the capital market. However, the extent and content of information in those voluntary disclosures vary across corporations. The aim of this study is to explain the variation in the content of information in voluntary disclosures by listed corporations. The analyses are based on data collected from 431 annual reports from corporations listed on the Stockholm Stock Exchange during the years 2002 and 2005. The findings support explanations from agency theory and positive accounting theory that size and the debt ratio are positively correlated with the content of information in voluntary disclosures. Corporations with a high share of management ownership disclosed less information than corporations with a low share of management ownership. The study also shows that variations in voluntary disclosures can be explained by factors derived from institutional theory and ‘international capital market pressures’. The results indicate that foreign ownership and international listing to some extent have a positive effect on the content of information in voluntary disclosures. Industry was another factor that had a significant influence on voluntary disclosures. One important finding is that regulation to some extent can stimulate voluntary disclosures; our results did not indicate an ‘unintended chilling effect’ due to too much regulation. In general, the corporations disclosed more voluntary information after the introduction of IFRS.  相似文献

This article investigates how politicians in England and Germany approach social accountability during the introduction of markets in the national health care systems. It analyses the discourse among members of parliament during the law making process of the 2012 NHS Health Care Act in England and the 2011 Act for Financing of Statutory Health Insurance in Germany. Generally, the new social accountability reform agenda is attractive to policy makers as it foregrounds public engagement and bottom-up participation (Peters 2001). Social accountability refers to institutional practices that favour participatory and horizontal mechanisms that depart from traditional hierarchical Principal-Agent forms.  相似文献

This paper aims to examine potential differences in perceived usefulness of various forecasting formats from the perspectives of providers and users of predictions. Experimental procedure consists of asking participants to assume the role of forecast providers and to construct forecasts using different formats, followed by requesting usefulness ratings for these formats (Phase 1). Usefulness of the formats are rated again in hindsight after receiving individualized performance feedback (Phase 2). In the ensuing role switch exercise, given new series and external predictions, participants are required to assign usefulness ratings as forecast users (Phase 3). In the last phase, participants are given performance feedback and asked to rate the usefulness in hindsight as users of predictions (Phase 4). Results reveal that regardless of the forecasting role, 95% prediction intervals are considered to be the most useful format, followed by directional predictions, 50% interval forecasts, and lastly, point forecasts. Finally, for all formats and for both roles, usefulness in hindsight is found to be lower than usefulness prior to performance feedback presentation.  相似文献

For over 30 years information-processing approaches to leadership and more specifically Implicit Leadership Theories (ILTs) research has contributed a significant body of knowledge on leadership processes in applied settings. A new line of research on Implicit Followership Theories (IFTs) has re-ignited interest in information-processing and socio-cognitive approaches to leadership and followership. In this review, we focus on organizational research on ILTs and IFTs and highlight their practical utility for the exercise of leadership and followership in applied settings. We clarify common misperceptions regarding the implicit nature of ILTs and IFTs, review both direct and indirect measures, synthesize current and ongoing research on ILTs and IFTs in organizational settings, address issues related to different levels of analysis in the context of leadership and follower schemas and, finally, propose future avenues for organizational research.  相似文献

We use effectuation theory to understand the internationalization of emerging market multinational enterprises (EMNEs), specifically answering the questions of: (a) how managerial decision logic differs across EMNEs that face disadvantages vs. those that do not, and (b) what managerial decision logic helps EMNEs to mitigate disadvantages. We employ a case research approach to analyze decision events across eight firms that internationalized from India between 1990 and 2015. We find that EMNEs are attuned to welcoming and leveraging surprises in order to transform challenging markets into opportunities; form cautious partnerships with self-selecting stakeholders, and; balance all-or-nothing opportunities with losses they can afford. Furthermore, while EMNEs adopt relatively balanced effectual-causal actions to mitigate the liability of multinationality (LoM), they are more effectual than causal in mitigating the liabilities of foreignness (LoF) and liabilities of origin (LoR).  相似文献

Human powered traveling is filled with risks. It takes individual tenacity to walk and bicycle in many US city streets. The danger of being injured or fatally killed requires responsible government action and a new repoliticization of the transportation priorities. This paper examines the risks involved in exercising the right to walk and bicycle and the authority’s responsibility to account for the health, safety and well-being of all individuals. I argue that the implementation of broadly agreed upon non-motorized transportation planning is critical to the success of public policies. The paper reviews concepts, prior policies and trends, remaining dilemmas and planning implications of US non-motorized transportation planning.  相似文献

Between 2004 and 2010 local area agreements (LAAs) represented a key part of the New Labour Government's agenda for local government in England, which centred on increasing the level of involvement that local areas had in the issues affecting them. To deliver this agenda, New Labour deployed government offices for the regions (GOR) to negotiate with localities on behalf of central government. As part of a broader consideration of the role of regional governance structures in delivering local public services, this paper draws upon the results of a national survey of LAA practitioners in England, and findings from more detailed case study work, to consider the role of GOR in the LAA process. These findings examine the role GOR played in negotiating LAA targets and the extent to which these negotiations allowed local areas to respond to local issues and priorities. Then, by considering local enterprise partnerships and the recently established combined authorities, the paper will consider how localism policy under the Conservative–Liberal Democrat Coalition government, who came to power in 2010, has responded to the lessons of the LAA. In doing so, the paper seeks to fit into the wider discussion about how local public services can be delivered effectively and draw out the challenges faced by those trying to link local and central policy together.  相似文献

Playgrounds are important features of residential areas. Their design influences child play behaviour, particularly ‘pretend play’. With a growing number of young families moving into new suburbs, investigation into the extent to which pretend play is considered in playground design is an important planning issue. This is the focus of this research. Three playgrounds in Perth, Western Australia, were chosen as case studies, and intercept surveys of parents supervising children at these playgrounds and observation of the children behaviour were carried out. Park managers, landscape architects and community facilities managers from outer metropolitan councils were also interviewed. A key finding was that multi-purpose play equipment, particularly sand and themed playgrounds, best fostered pretend play. Further, while local government officers were supportive of pretend play, several factors limit the inclusion of pretend play features into playground designs, primarily risk management. Officers acknowledged that high-risk play was conducive to pretend play, but the need to reduce risk was the main consideration for playground design. The overall conclusion was that pretend play is neglected in playground designs, therefore greater education is needed of the value of pretend play in playground design needed, including the role of risk.  相似文献

In the majority of production processes, noticeable amounts of bad byproducts or bad outputs are produced. The negative effects of the bad outputs on efficiency cannot be handled by the standard Malmquist index to measure productivity change over time. Toward this end, the Malmquist–Luenberger index (MLI) has been introduced, when undesirable outputs are present. In this paper, we introduce a Data Envelopment Analysis (DEA) model as well as an algorithm, which can successfully eliminate a common infeasibility problem encountered in MLI mixed period problems. This model incorporates the best endogenous direction amongst all other possible directions to increase desirable output and decrease the undesirable outputs at the same time. A simple example used to illustrate the new algorithm and a real application of steam power plants is used to show the applicability of the proposed model.  相似文献

The introduction sets out the aims of the article, i.e. to describe the setting up of the Water Industry in England and Wales in 1974 when powers and duties were transferred by the Government to newly created Water Authorities at the same time that Local Government was reorganized. The present situation is compared with that pertaining in 1973 with particular reference to the training, career prospects and status of the professional engineer working on water-related functions. The second section describes the organization and management of the services relating to the abstraction, distribution and treatment of water prior to 1974, whereas the next section treats the present day. The introduction of the Water Act 1973 meant that the provision of all services relating to water were entrusted to ten Water Authorities. Their structure and activities are considered.Direct comparison of expenditure and efficiency prior to and following the formation of the Water Industry is not possible because of the revised boundaries and the split of responsibilities. Such figures as are applicable are set out in the fourth section and the effects, particularly in their impact on professional engineers, are considered.The broad effect of the setting-up of the Water Industry is summed up from the point of view of the consumer and the engineer engaged in the industry. Some pointers to the future improvement in the management of the industry are set out.  相似文献

In the field of corporate social responsibility (CSR), one efficient way to improve the ethical behaviour of a company is the implementation of a code of conduct. When focused on suppliers, this code is referred to as the supplier code of conduct (SCoC). Specific, application-oriented research on SCoCs is rare. The main goals of the present article are to define the state-of-the-art in SCoCs and to show how this review can be used in industrial practice when defining a company-specific SCoC. This article uses the electronics industry as an example. The state-of-the-art review of the content of the SCoCs is structured in five main categories of issues: labour standards, health and safety, environment, ethics and compliance. The practical relevance of this review is demonstrated by applying it in the development of a customised SCoC for a company as a part of the company's corporate risk management activities. This review uses the content analysis of SCoCs based on the website disclosures of the Forbes Fortune 2000 (Technology Hardware & Equipment) companies; which yielded 24 SCoCs. The application was done in an action research framework with a partner company, and the results were verified with the help of a focus group consisting of 10 companies.  相似文献

Abstract

Occupational stress research offers inconsistent findings on the moderating effects of social support on the stressor–strain relationship. This study contributes to the research literature by examining how social support's moderating effect is dependent on one's self-efficacy. Ninety-six US military police soldiers completed two surveys 3 months apart. The results showed that three out of four regression equations had significant three-way interactions. Organizational constraints×supervisor support×self-efficacy had statistically significant interactions in the prediction of job satisfaction and psychological well-being. Organizational constraints×co-worker support×self-efficacy had a significant interaction in the predicted of psychological well-being. These interactions explained between 5% and 10% of the variance in the dependent variables. Social support buffered the stressor–strain relationship when self-efficacy was high and reverse buffered the relationship when self-efficacy was low. These results indicate that interventions aimed at reducing strains by increasing social support should consider an individual's self-efficacy. Future research should consider incorporating content of communication to determine if high and low self-efficacy individuals receive or react differently to different types of communication content.  相似文献

Two studies were conducted to quantitatively and qualitatively examine supervisor–subordinate differences in perceptions concerning the quality of their LMX relationship. The results provided strong support for a lack of construct convergence between these two perspectives. Specifically, the findings suggest that leaders tend to focus more on task-oriented subdimensions and tend to give them greater weight when evaluating LMX relationships. However, subordinates are more oriented toward the social aspects of the relationship and perceive them as more important. This differential pattern was found to be generalizable across gender, race, and industry types.  相似文献

Prior reviews have focused on if leadership literature pays homage to levels of analysis; our purpose is to take stock of how well and in what ways levels issues are implemented in theory and hypotheses formulation, construct conceptualization, measurement, and data analysis. To illustrate these notions, we provide an in-depth review of 163 multi-level empirical leader–member exchange (LMX) and vertical dyad linkage (VDL) studies published between 1972 and 2012. Our findings indicate that the volume of multi-level studies in LMX has drastically increased recently and the majority of these studies cast theory and hypotheses at the same level. With regard to alignment of levels of theory/hypotheses with measurement and with data analyses, however, roughly one out of two published studies suffers from misalignment of levels. Most of this misalignment occurs in studies where the dyad level of analysis, a key component of LMX, is an explicit or implicit focus. We conclude with a discussion of the implications for the LMX literature, and present recommendations to guide multi-level leadership research.  相似文献
