There is interest among planners in autonomous behaviour and non-linear processes supporting urban development. Self-organization has attracted attention as a potential driver for urban transformations. This paper aims to explore the mechanisms behind urban land use patterns resulting from the interdependence of self-organization and institutions. Our argument is based on an empirical study of two land development cases in urban Beijing. The paper argues that urban land transformations include characteristics of symmetry breaks, self-organizing processes, unintended collective behaviour and spontaneous patterns while simultaneously being institutionally framed. The interdependence between self-organization and institutional rules builds upon a circular causality framework at various spatial levels.  相似文献

In the broad sociopolitical discussion on education quality within the last decade, it has become apparent that education is gaining importance for urban development, as well as space and the urban context are important dimensions of education. This becomes particularly evident in concepts for local educational landscapes (Ger. Bildungslandschaften). The young field of research on educational landscapes is currently lacking empirical research from spatial and planning sciences. In the paper, the current state of scientific research on educational landscapes in Germany and Europe and first insights to contextual and spatial interfaces and linkages between education and urban development in general are presented.  相似文献

Abstract

Urban and regional planning education seeks, often through highly applied teaching, to develop students’ abilities allowing them to work meaningfully on emergent urban and regional issues. However, it is relatively uncommon that education itself develops alongside government policy and research agendas. This paper documents the development of a new tertiary wildfire management qualification prepared in partnership with planning and building agencies after the devastating 2009 Victorian wildfires. It is argued that the process of developing educational outcomes in this case paralleled an interactive and ongoing agenda of research, policy development and education that represents adaptive-ness facilitating resilience as learning and institutional change.  相似文献

Future development in cities needs to manage increasing populations, climate‐related risks, and sustainable development objectives such as reducing greenhouse gas emissions. Planners therefore face a challenge of multidimensional, spatial optimization in order to balance potential tradeoffs and maximize synergies between risks and other objectives. To address this, a spatial optimization framework has been developed. This uses a spatially implemented genetic algorithm to generate a set of Pareto‐optimal results that provide planners with the best set of trade‐off spatial plans for six risk and sustainability objectives: (i) minimize heat risks, (ii) minimize flooding risks, (iii) minimize transport travel costs to minimize associated emissions, (iv) maximize brownfield development, (v) minimize urban sprawl, and (vi) prevent development of greenspace. The framework is applied to Greater London (U.K.) and shown to generate spatial development strategies that are optimal for specific objectives and differ significantly from the existing development strategies. In addition, the analysis reveals tradeoffs between different risks as well as between risk and sustainability objectives. While increases in heat or flood risk can be avoided, there are no strategies that do not increase at least one of these. Tradeoffs between risk and other sustainability objectives can be more severe, for example, minimizing heat risk is only possible if future development is allowed to sprawl significantly. The results highlight the importance of spatial structure in modulating risks and other sustainability objectives. However, not all planning objectives are suited to quantified optimization and so the results should form part of an evidence base to improve the delivery of risk and sustainability management in future urban development.  相似文献

This paper suggests that the difficulties associated with the application of formal strategic planning in public professional service organizations may have been underestimated in much of the literature. A survey of written strategic plans produced by Canadian hospitals showed that these plans were often heavily oriented towards expansion, ambiguous and rather loosely integrated, leading to questions concerning their realism and utility as a basis for strategic decisions. This phenomenon seems symptomatic of the complex (and often highly political) decision making environment faced by hospital administrators (and by managers of other professional service organizations such as universities and social service agencies). It is concluded that the benefits of formal planning may be different and less tangible for these organizations than for private business.  相似文献

The paper explores the degree to which Indigenous groups perceive that resource management plans they develop are able to help deliver outcomes they seek through formal planning systems. It does this by a case study of practice in Aotearoa New Zealand. Some Indigenous groups are concerned they are being encouraged to devote considerable effort to production of major planning documents for use in interaction with environmental agencies, yet in practice, such plans can appear to have a limited role in bringing about desired change or affecting wider planning processes. The research contributes a New Zealand dimension to this international debate.  相似文献

The paper emphasizes the need of developing countries like India for organizing information, research and perspective planning requirements of the Metropolitan Development System (MDS) in an integrated manner. This MDS is viewed as consisting of special agencies that are concerned with development in the various sectors, linked into a system by an appropriate organization of the information, research and planning inputs. The paper lists specific items of input required for well-informed decision making. The role of a data bank as the key element in the integrated system is stressed. It is advocated that the information, research and perspective planning inputs should be provided by the Metropolitan Development Authorities (MDA) which are being formed to coordinate metropolitan development.  相似文献

The conduct of information technology (IT) planning processes has been of dominant managerial concern in public and private organizations. Yet, current IT planning research offers little guidance on the types of planning actions and behaviors that are appropriate to organizational contexts. We focus on the conduct of the IT planning process by describing an exploratory research project. The project empirically examined a number of issues associated with managing IT planning within a single large public enterprise, particularly identifying actions and behaviors related to producing quality IT plans. The results of the study yield some useful set of guidelines; most interesting is the importance of building IT infrastructure based on IT sophistication and innovativeness for large agencies to improve plan quality. Other recommendations include having a focused, balanced technology and business planning orientation that incorporates a strategic outlook, support of top management, attention to business planning, and early consensus among planning members.  相似文献

It is often proclaimed that planning concepts serve an innovative function in the political process. They are praised as powerful tools that carry new insights and understandings into policy arenas. By examining the emergence and development of a new planning concept in the Dutch national spatial policy-making process, the deltametropolis concept, this paper questions this position. It argues that new spatial concepts tend to lose much of their innovative capacities when they enter the political arena and become encased in the traditional urban–rural planning discourse, thus reaffirming established planning orientations. The Dutch case of the deltametropolis illustrates that new spatial concepts may entail potential for innovation as much as for lock-in.  相似文献

Urban containment policies have been applied in the global north as a strategy towards creating compact urban development. In the south the urban growth management discourse have been part of planning practice for the past three decades. There are however several reasons, both structural and political that have contributed to its limited success. The purpose of the research is to review practices of growth management in the south in an attempt to find lessons from the implementation of different mechanisms. This article presents some of the findings of a very comprehensive survey of the scientific and technological industrial research and development organizations in the Houston Gulf Coast area. This article argues that there are new and emerging occupation in energy research and development, and, presents some of the attributes that industrial organizations felt were desirable for individuals entering these occupations. It provides a means to facilitate the short-and long-range planning of industrial organizations, governmental agencies, and educational institutions in the hiring and training of individuals for new and emerging occupations in energy research and development.  相似文献

This paper examines the impact of comprehensive community planning on job growth in a US setting. Comprehensive planning is carried out in many communities, usually at the city or county level. Analyzing county-level data from the state of Georgia collected using a survey of planning professionals, we find that several aspects of planning and the subsequent implementation of the plan can have large impacts on job growth. We find that zoning standards increase job growth, but that it makes little difference how strict those zoning standards are. The largest increases in job growth can be captured simply by consistently following the adopted plan. This is likely due to the signal sent by following the plan that the local government can be trusted to keep other promises made in the process of attracting new businesses. Finally, the most innovative comprehensive plans were associated with lower job growth, at least within our 5-year post-plan study period, perhaps because already struggling communities pass innovative plans in hopes of correcting their shortcomings. The lesson our research holds for planners is that following the plan is likely more important for its success related to economic development than the particular features in the plan.  相似文献

Contingency models of information systems planning predict that no single planning approach will suit all organizations' needs. Little empirical research has been undertaken, however, to evaluate this prediction. Accordingly, we used McFarlan, McKenney, and Pyburn's (1983) strategic-grid model to study the information systems planning problems encountered by 49 governmental agencies. Twenty-seven agencies were required to follow a planning approach best suited to organizations that had a high level of dependence on both their existing and proposed systems. We predicted that agencies not having these characteristics would encounter the most problems with the approach. The remaining 22 agencies could choose their own planning approach. We studied this latter group to determine whether the problems encountered by the first group could be attributed to the mandated approach. Overall, the empirical results obtained were equivocal. Some results indicated that more planning problems were encountered by agencies in which the mandated approach was not appropriate to their position in the strategic grid. Other results were not supportive of this proposition. More work needs to be undertaken, therefore, to evaluate the predictive and explanatory power of contingency models of information systems planning. In addition, our research indicates a need to develop more rigorous theories of information systems planning behaviors, to improve the instruments needed to measure these behaviors, to explore the relationship between information systems planning behaviours and organizational effectiveness, to investigate how organizational learning impacts planning behaviors, and to determine the types of information systems planning problems that diffuse through organizations and those that remain localized.  相似文献

The central planning agencies in Latin America have undergone multiple transformations in their structural design. These agencies came to life during the late 1950s in response to a development strategy that required the state to provide long-run direction to development by means of economic planning. Five decades later, the same agencies were redeployed to perform an open-market development strategy. What explains the fact that the same agency, created with the purpose of planning economic development, has functioned across time and governments with sharp economic, and political differences? Following Mahoney and Thelen (2010), this paper highlights the idea that the basic properties of institutions provide some forceful elements that permit change. In this sense, the document shows how veto possibilities and compliance are key variables in understanding the changing role of the central planning offices in Latin America.  相似文献

This article records some important results of an extensive empirical investigation in GFR. In so doing the structure and the stage of development of Corporate Planning and Control Systems in 355 industrial companies were analyzed—in addition other systems were investigated. Within the context of the planning and Control Systems, the multi-echelon organization of the system, the time scale and the differentiation of the plans as regards content, co-ordinated planning between various management levels (multi-echelon co-ordination) as well as the harmonization, adaptation and formalization of the plans and the planning, were investigated. Furthermore the content of the planning— for example, objectives, programmes, resources, and budgets—, the various sectional plans of the company, the organizational units, information as well as the interrelationship between the different management levels as regards information and the instruments for planning and control, were surveyed. In relation to the other systems, the organization, information, and management development systems as well as the general management system were analyzed.Within the context of the empirical investigation the structure and developmental stage of Planning and Control Systems in 355 industrial companies in the GFR were analyzed. As the basis for the empirical study a technological concept for Planning and Control Systems was worked out, which is based on a comprehensive planning and control theory.  相似文献

This article poses the difficult task of providing a brief overview of Italian urban planning, difficult to understand for foreign observers because each Region has different legislation and urban planning tools. The paper describes an original methodology that evaluates the quality of the approach differentiated as (1) ‘of the plan’ (reformist, participative, from the territory); (2) ‘in the plan’ (integrated strategic, sustainable); (3) ‘with the plan’ (conformative, methodological, recompositional, systemic-infrastructural); and (4) ‘beyond the plan’ (beyond governance methodologies). The paper also compares aspects of quality present in plans for large, medium and small Italian cities. The conclusions review factors of excellence that may be used in other international scenarios.  相似文献

During his ten years experience of corporate planning in industry the author became increasingly concerned about the relationship between planning and social change. This article, based on a talk given to the Social and Ecological Study Group of the Society for Long Range Planning, explores an approach to environmental appraisal which might make businesses and government agencies more responsive to the needs of a changing society and their products and services correspondingly more socially desirable. A survey of Canadian planners explored perceptions about factors contributing to the growing number of plans communities have adopted recently. The results suggest that practitioners see themselves as responding to current community concerns, as well as to requirements imposed by higher levels of government. Neoliberal practices that force compliance with accountability frameworks to enable transfer payments increase demands for new plans. Professional practices within planning have encouraged specialization—in fields such as urban design—that often leads to plan-making activities. With many plans to coordinate, and limited staff resources and time available, practitioners face increasing implementation challenges.  相似文献

Despite academic and practitioner debate surrounding public involvement in planning, little is actually known about the extent to which the public is aware of the planning process. The focus of this paper is the examination of the underlying, latent public knowledge of the planning system in Australia. This latent knowledge (or more accurately, the absence of this knowledge) emerges as a barrier to public involvement. This paper examines public perceptions of the importance of metropolitan and local strategic plans, knowledge of these plans, the main sources of this knowledge, and the extent to which the public is likely to become involved with strategic planning process. The paper concludes that despite large segments of the population viewing strategic planning as important, only a small proportion is actually aware of the plans themselves, while an even smaller proportion is likely to become involved in the planning process.  相似文献
