This article traces the implementation of a programme with young urban women living in poverty in the Indian cities of Mumbai, Hyderabad, and Chennai. This programme aims to increase their economic independence and control over their bodies. It begins from an intersectional analysis of women's access to decent work, their unpaid care work responsibilities, and their sexual and reproductive health and rights. It is part of a multi-country ActionAid intervention, Young Urban Women (YUW). The article looks at some of the strategies used in the programme, identifies successes and challenges, and offers insights for others working with young women in urban areas.  相似文献

Inadequate environmental sanitation in many cities is a major cause of diseases and is a drain on the economy by way of lost workdays, cost of treatment and cleanup activities. Municipal authorities and policymakers need to act fast to address this issue. Sustainable waste management provides a comprehensive inter-disciplinary framework for addressing the problems of managing urban solid waste, in the resource constrained developing countries where quality of such services are poor and costs are high often with no effective means of recovering them. Upgrading the coverage of waste management and services and increasing their efficiency is a precondition for improving the environmental quality of cities. This paper highlights the fact that the involvement and participation of all the stakeholders such as the waste generators, waste processors, formal and informal agencies, non-governmental organisations and financing institutions is a key factor for the sustainable waste management.  相似文献

Abstract Decisions regarding hazardous waste facility siting are now open to extensive public debate. Efforts on the part of public officials and private companies to site waste management facilities have been thwarted by public opposition. Using survey data from leaders and residents in communities which are hosting or siting facilities, this study examines their sociodemographic characteristics, knowledge, levels of trust, perceptions of risk, perceptions of economic impacts, perceptions of equity issues and the differential effects of these factors on acceptance of local waste facility siting. Leaders in these communities were more supportive of local waste facility siting than were other community residents. The major determinant of leaders' acceptance of waste siting was their perceptions of the economic benefits of a facility to the community. Although this was also important to residents, perceptions of health, safety, and environmental contamination risks had larger effects on their acceptance of such facilities.  相似文献

Rapid urbanisation, population growth and changes in lifestyles in low- and middle-income countries contribute to increasing the per capita domestic waste generation. This trend leads to deplorable environmental and public health conditions, especially in rapidly expanding cities of low- and middle-income countries lacking appropriate waste management systems, Santiago de Cuba is no exception. To improve solid waste management in the city of Santiago de Cuba, the generation of household waste was studied and individual waste treatment approaches were assessed. The principle of a household level analysis was adopted to enable the development of strategies based on the specific conditions of households, their awareness and needs.In February 2004, a survey covering 1180 households was conducted on issues such as monthly consumed goods, waste generated and its treatment. The waste generated by the households was subsequently assessed by means of a measuring campaign. The measured volume not only comprised the collected waste fraction but also the waste materials treated on-site or recovered and recycled by all the different means available.The paper contains the results of the composition and distribution of the waste generated by the households as a function of socio-demographic data. Furthermore, the paper describes the various household treatment strategies dependent on specific waste material types. Several types of household waste can be differentiated by statistical cluster analysis. These household types are characterised not only by the amount of waste generated but also by socio-economic status and waste treatment practices. The results obtained are used to develop a range of waste management strategies, each relating to a household type and characterised by its generated amount, waste material type and spatial urban distribution. Since the strategies are adapted to the requirements and needs of the households, they are more readily accepted by the population concerned. Such socially anchored strategies will contribute to improving the waste situation in the city of Santiago de Cuba and allow an optimised allocation of local resources.  相似文献

Recent discussions of poverty recognize its multi-dimensional character, focusing on multiple sources of deprivation that poor households experience. However, for urban planners and politicians to implement intervention programs effectively in mega-cities, knowledge on sources and spatial patterns of multiple deprivations is needed. Disaggregated analysis potentially allows them to target programs to specific locations, set priorities in line with local needs, and be efficient in the use of funding. This article maps multiple deprivations of households in three Indian mega-cities, at the electoral ward level. It uses the livelihoods approach to address the following questions: 1) Is there a spatial concentration of deprivations within cities and do poverty levels differ between them? 2) Do cities differ in the types of deprivations? and 3) do these cluster within the city? The paper compares Delhi, Mumbai and Chennai, using a multi-criteria model within a geographical information system developed for identifying hotspots of multiple deprivation. It further links the results of deprivation mapping to questions of urban governance by comparing deprivation results with data on slums currently used to target anti-poverty programs. Finally, the opportunities of using spatial data for improving priorities and efficient use of funds in poverty programs are analyzed.  相似文献

Cities are dynamic economic and social structures that play a dominant role in both national and international economies. They are centers of population, production, consumption, and development. Cities utilize all advantages of economy of scale, proximity, and concentration. On the other hand, they produce high environmental pressures and diminish thereby the quality of life for urban residents. Indicators (environmental, economic, and governance and management) are seen as a tool that would help policy-makers in formulating urban policy that would lead cities towards sustainability and provide assistance for monitoring their development and municipal performance. The aim of this paper is to consider the role that urban indicators can play in city management. We present basic features of urban indicators that will determine their usefulness in urban management. This paper provides the framework to include environmental and economic indicators, as well as governance and management indicators, in successful urban management.  相似文献

Abstract The siting of hazardous waste facilities has become a critical problem for the United States. Many western states are plagued with proposals to site such facilities. While the host communities appear to be typical western rural communities, responses to siting hazardous waste facilities vary. Previous research suggests that key variables in predicting responses are the anticipation of economic benefits and the perception of risk. This paper proposes that response to siting hazardous industries in rural Utah is not only a result of these key variables but also residents' perception of the local economy. Results from ethnographic and survey data from three rural communities in Utah indicate that the anticipation of economic benefits and perception of risk were strongly associated with response to a proposal, and that residents of communities with poorer local economies were more likely to support siting a hazardous waste facility locally.  相似文献

This paper discusses the role of public sector institutions in the delivery of urban services, with a particular focus on waste management in the Indian Sub-Continent. Public sector institutions are the major stakeholders in the delivery of urban sevices. They hold the major responsibilities, funds and employ a large number of staff. The public sector institutions are also exposed to political influence and the institutional changes are often politically or donors driven. However, since new institutions such as non-government organisations and private sector are taking important roles in the actual delivery of services, there is a greater need to understand the existing linkages to promote integration. The informal sector also provides services to a large number of population. In order to promote efficient and effective delivery of urban services, it is important to work on the integrated approaches involving key stakeholders.  相似文献

The present paper examines the historical and contemporary context of Indian communities in Canada from a cultural heritage perspective and analyses the processes of migration, settlement and cultural identity. It also examines the challenges of developing museum exhibits which depict the Indian diaspora in Canada. Despite its colourful history and its growing size and prominence in Canadian society, the Indian diaspora has not been the subject of much interest by Canadian museums. While recognising the necessity of working with local communities and thereby reflecting local concerns, it is submitted that any museum exhibit attempting to portray the complex set of experiences of the Indian diaspora in Canada should include some portrayal of the highly marginalised position which the Indian community faced when it first established themselves in the early 1900s. In addition to this historical focus, any attempt to portray the contemporary Indian diaspora needs to portray its growing diversity and its efforts to maintain, and in many cases modify and ‘hybridise’, cultural practices. Such a display would also have to reflect the influence of transnational forces on the contemporary Indian diaspora. Ultimately, efforts by museums to develop exhibits reflecting the Indian presence in Canada will only further the aims of its widely praised state policy of multiculturalism.  相似文献

The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). An overview of solid waste management and how solid waste collection benefits the poor in the city of Dar es Salaam. The study showed that the solid waste collection service by the private sector is greatly influenced by households’ attitudes and behaviour. Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. Abstract For many rural communities in the United States, tourists and retirees make a major contribution to the local economy. The role of recreational home ownership in these communities is not well understood. We examine the attitudes toward land use controls and local economic development among seasonal and permanent residents. We compare growth machine and local dependency theory explanations for support of land use controls and growth activities. Based on focus groups and survey data collected from seasonal and permanent residents of a northern Wisconsin county, we find that full-time (permanent) residents are much more supportive of local economic development activities and less likely to favor land use planning than are seasonal residents. Socioeconomic differences between seasonal and permanent residents do not explain away the variation between the two groups in these attitudes. Among seasonal residents, support for land use controls declines as they spend more time at their lake homes. The results tend to support Cox and Mair's local dependency thesis.  相似文献

In this article, we examine the connections between resiliency and sustainability by asking: Can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural‐urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. After controlling for motivations, capacity, and cooperation, we find that rural communities are more likely to have sustainability plans than suburbs, though their level of sustainability action is lower due to capacity constraints. Our models of multilevel governance find local motivations balance sustainability’s concept of environmental protection, economic development, and social equity—and are more important drivers of action than grassroots or higher‐level government funding and policy. This bodes well in a context where federal government leadership on sustainability is absent.  相似文献

Liberia has gone through civil crisis for over a decade which has resulted in the destruction of infrastructure and disruption of basic services delivery particularly in Monrovia, the capital city. Most of the 1.3 million people living in Monrovia are without adequate environmental sanitation and waste management services which situation poses a serious health risk to the residents. The current waste management service coverage is less than 20% and disposal is by indiscriminate open dumping. In 2003, there were series of outbreaks of cholera epidemics in the city during which time a total of 26,651 cases were reported with many dying.The waste management plan was initiated as an exit strategy of UNICEF following an intervention response programme to assist the Monrovia City Corporation (MCC) whose capacity in this area had been crippled as a result of years of war, through the provision of support in solid waste collection and disposal.The objectives of the plan were to:
(a) Improve waste management services delivery in the city.
(b) Strengthen the ability of the MCC to plan and manage the waste services delivery.
(c) Enhance cooperation of service beneficiaries through comprehensive and effective health education and service promotional campaign.
(d) Enhance revenue generation and community participation through the promotion of private sector and CBOs/NGOs active involvement in the waste management service delivery.
The general methodology adopted for the assignment entailed the following:Desk study and review of existing reports on Water and Environmental Sanitation (WES) in Monrovia and other relevant literature, consultation with stakeholders, site visits and participatory planning which aimed at soliciting the opinions of the various stakeholders involved with the respective components to capture their aspirations and experiences. It also covered collection and analysis of available information and data to facilitate the plan preparation and facilities design.The three-phased strategy (short, medium and long term) covering a period of 10 years (August 2004–December 2014), recommended a combination of technical options for collection based on the pursuit of staged development to allow for the adoption of realistically attainable standards within a framework of continuous and systematic improvements as economic conditions improved and new knowledge gained through practice. The plan sought to blend the capacity within the City Corporation with that of the private sector and NGOs/CBOs to respond to the diverse service demands of the city taking into consideration housing and infrastructural conditions, service costs and cost recovery to ensure sustainability. It also identified sources of financing and allocated financing responsibilities to facilitate effective plan implementation.  相似文献

Abstract In the on-going sociological debate over rural-urban differences, rural conflict over natural resources is often attributed to environmental attitudes of new residents from urban areas. An alternative hypothesis is that new residents provide not new attitudes, but a new voice for attitudes already held by many local residents. Data from a survey of residents of communities near two national forests show little support for the hypothesis that residential status affects forest management attitudes, dissatisfaction, or action. The findings support the “new-voice” thesis and show that it is often a female voice.  相似文献

The goal of this study was to assess the existing solid waste management stream in Kabul, Afghanistan, as a basis for developing a sustainable solid waste management system. Achieving the goal of this study necessitated (1) assessment of the major factors affecting the solid waste stream and it collection; (2) estimation of the solid waste generation rate; and (3) characterization of the solid waste composition. The solid waste characterization data demonstrated that the solid waste stream in the city of Kabul, although similar to low income countries in Asia, especially to South Asian countries, is unique in composition and solid waste generation rate. The solid waste stream was characterized with large organic fraction of approximately 70% and specific weight of 413 ± 52 kg/m3. The estimated solid waste generation rate ranged between 0.31 and 0.43 kg/capita/day. It is expected, however, that the solid waste stream characteristics for the city of Kabul will change over time to be similar to waste streams of cities in the region with similar socio-economic, cultural and religious background.  相似文献

This study examines the use of emergency management laws as a policy response to fiscal emergencies in urban areas. Focusing on one Midwestern Rust Belt state, we use a mixed methods approach – integrating chronology of legislative history, analysis of Census data, and an ethnographic case study – to examine the dynamics of emergency management laws from a social justice perspective. Analysis of Census data showed that emergency management policies disproportionately affected African Americans and poor families. Analysis indicated that in one state, 51% of African American residents and 16.6% of Hispanic or Latinos residents had lived in cities that were under the governance of an emergency manager at some time during 2008–2013, whereas only 2.4% of the White population similarly had lived in cities under emergency management. An ethnographic case study highlights the mechanisms by which an emergency manager hindered the ability of residents in one urban neighborhood, expected to host a large public works project, to obtain a Community Benefits Agreement intended to provide assistance to residents, most of whom were poor families with young children. We conclude with a discussion of how emergency management laws may impact social service practice and policy practice in urban communities, framed from a social justice perspective. We argue that these are not race neutral policies, given clear evidence of race and ethnic disparities in their implementation.  相似文献

The Indian information technology (IT) industry is deeply entrenched in the key metros of India, giving rise to seven large IT clusters. The country's tier I cities Bangalore, Delhi, Chennai, Hyderabad, Pune, Mumbai, and Kolkata have all emerged as significant IT hubs. The seven IT clusters are different in their history, economic weight, activity base, anchor companies, business models, government role, and other driving forces. However, even as these cities are attracting IT investments and creating employment for thousands of citizens, the drawbacks of overstressed infrastructure, escalating real estate costs, and shortage of skilled IT professionals represent challenges for IT organizations. The paper substantiates the inevitability of the hardware and software sectors linked development at this stage. It is the first attempt to study the IT industry in India through the prism of the countrywise cluster development and combination of IT sectors – hardware design and manufacturing, IT services, software and research and development, and IT-enabled services for business process offshoring.   相似文献

Food waste is an increasingly important issue in all food-service establishments, including retirement living communities. With residents of these communities having faced food insecurity as children and young adults, they have unique and very strong feelings regarding this issue. We interviewed 16 Canadian residents and used manifest content analysis to gain an understanding of how their experiences, behaviors, and feelings toward food waste may impact their quality of life. The results of this study may have implications for how retirement living communities approach their food-service operations.  相似文献

Abstract  Major conditions of mitigation during earthquake disasters are quake-proof built-environment, administrative ability for crisis management and mutual aid functions of local communities. In this monograph focus is on local communities that played a role in helping victim residents in the Great Hanshin Earthquake. In Japan chonai-kais are organized in almost all areas as basic associations of local communities. We explored the functions of three levels of community: neighborhoods, chonai-kais and precincts. During the earthquake neighborhoods were active while precincts were recognized as contributing significantly to the process of rescue. In shelter administration teachers and resident volunteers played leading roles in many cases but some chonai-kais and precincts showed remarkable activities. Various conflicts occurred in the process of community reconstruction but many chonai-kais played an important role in coordinating opinions and interests of residents. We could confirm that the active role of each community during disaster period were based on their activities related to neighborhood welfare and community improvement.  相似文献

In many countries, large numbers of left-behind children (LBC) grow up experiencing prolonged separation from their migrant worker parents. These children are known to be vulnerable to psychological and developmental problems. Drawing on qualitative interview data as well as ethnographic observations, a realist approach was applied in this study to evaluate the feasibility, acceptance, preliminary outcomes and potential sustainability of a community-based intervention to provide care and support to LBC, in a migrant-sending area of rural China. The intervention program comprised “Children's Clubs” in local communities, in which LBC participate in play and educational activities under the care and supervision of local volunteers. Twelve Clubs in 12 different villages were evaluated for the study. In each village, semi-structured interviews were conducted with three community stakeholders, and children and primary caregivers from two families, to examine their perceptions and experiences with regard to the intervention. Our findings indicated that most Clubs adapted the initial program theory and implementation plan to specific community contexts, particularly the socio-economic situation and the support from village leadership and other community members. Program implementation mechanisms consisted of integrating available resources, engaging local volunteers, and delivering various Club activities. Preliminary outcomes indicated the success in establishing a community care platform to benefit the emotional and behavioral wellbeing of LBC, and to enhance the community support networks. To ensure program sustainability, the Children's Clubs should explore new funding schemes, expand the pool of qualified volunteers, and improve the curricular and activities at the Clubs.  相似文献
