This article tries to clarify Government behaviours as to how to manage aid in Tanzania. Contrary to the Organisation for Economic Co‐operation and Development (OECD) Development Assistance Committee (DAC) donor intentions, the development aid structure, carefully constructed under the poverty reduction regime in Tanzania, has led to Tanzanian‐owned initiatives toward a national development plan (NDP). Furthermore, this article shows that, in the process of creating an international development aid system, the Tanzanian Government has learned to manage aid in a recipient‐driven manner not only from DAC donors, but also from China.  相似文献

Contributing to ongoing debates about what happens when feminism is institutionalized in global governance, this article examines how gender equality is given meaning and applied in humanitarian aid to refugees, and what the implications are with regard to the production of subjectivities and their positioning in relations of power. Drawing on Foucauldian and postcolonial feminist perspectives, the analysis identifies two main representations of what it means to promote gender equality in refugee situations. Gender equality is represented as a means to aid effectiveness through the strategic mobilization of refugee women's participation, and as a project of development, involving the transformation of “traditional” or “backward” refugee cultures into modern societies. The subject positions that are produced categorically cast refugees as either passive or problematic subjects who need to be rescued, protected, assisted, activated, controlled and reformed through humanitarian interventions, while humanitarian workers are positioned as rational administrators and progressive agents of social transformation. In effect, gender equality is used to sustain power asymmetries in refugee situations and to reproduce global hierarchies.  相似文献

The authors report on representative field research dealing with ethnic Serb returnees to Croatia. The total sample consisted of 1,500 randomly chosen persons from a population of 120,000 officially registered Serb returnees to Croatia. The main questionnaire was answered by 403 respondents. Drawing on references relating to the concept of sustainability, they further develop it through differentiation of seven sustainability aspects or dimensions: safety; socio‐demographic structure of returnees; socio‐economic conditions of return; refugee experiences; citizenship and minority rights; and subjective perceptions of sustainability. According to field findings, between 35 and 45 per cent of the registered returnees reside permanently at the addresses they reported upon return, and an additional 3,5 per cent moved to other locations within Croatia. At the same time, between 35 and 42 per cent actually reside in their refugee countries (mostly in Serbia and Bosnia and Herzegovina). Some 6 per cent of returnees occasionally stay in Croatia and occasionally outside of it. The interviewers were unable to get any reliable information regarding permanent stay for 15 per cent of the people from the sample. Finally, 11 per cent of them have, in the meantime, passed away since registered return started in 1996. The research results confirm the prevailing impression that Serb returnees are predominantly old people. The average age of all interviewed family members is around 51. The findings and conceptualization suggest the need for a differentiated approach to a returnee body to better understand the complexity of a return. Since the turn of the century, results orientation and performance measurement have become buzzwords in development aid. Bilateral donors are increasingly concerned about the effectiveness of core‐funded UN specialised agencies, funds and programmes, through which they channel a substantial part of their funds. While the logic for increased monitoring is clear, it is less evident how to assess this information for purposes of accountability, performance‐based funding and governance. This article describes the general evolution in this area and discusses two major initiatives to harmonise and align bilateral assessments, using case‐study material from three bilateral donors (Belgium, the Netherlands and the UK) with clearly diverging performance‐management cultures, and exploring the extent to which they rely upon joint and aligned initiatives.  相似文献

The article explores the relationship between return and transnationalism in the case of the post‐2003 Iraqis' protracted displacement in Syria and Jordan. Based on field observations and interviews with Iraqi returnees, the article argues that transnational mobility and livelihoods constitute a precondition for their sustainable return. In this refugee context, return is rarely a one‐way physical movement followed by permanent integration back home. It is a complex process that takes time and entails various degrees and modalities of transnational mobility, social networks and livelihoods connecting host and home societies. The international refugee regime in contrast is predicated on the assumption that refugees will not re‐migrate after return. Stopping returnees' mobility may hamper the independent transnational livelihoods and development opportunities that the Iraqi people have pursued in the absence of permanent solutions to their predicament.

Policy Implications

  • International donors and regional states should harmonize their asylum and migration policy agendas and develop an integrated framework for durable solutions to the Iraqi protracted displacement.
  • Relevant agencies should consider ways to incorporate legal transnational mobility opportunities into policy frameworks for the protection of refugee populations in the Middle East.
  • Existing voluntary assisted return policies need to be revised to reflect the often non‐sedentary and non‐permanent nature of refugee returns to conflict‐affected societies.
  • More research on returning refugees' transnational livelihoods is required to inform policy interventions facilitating the safe and sustainable return of refugees.

Resilience and self‐reliance have become central in humanitarian responses to refugee situations. Based on a two‐year longitudinal qualitative study, this article explores how South Sudanese refugee youngsters in Uganda imagine and act towards their futures, and questions what resilience and self‐reliance can mean in the temporary space of the refugee camp. Youngsters need to become accustomed to a future without substantial progress, or be ready to play the game of chance. As such, a resilience and self‐reliance policy not only reveals the powerlessness of refugee youth, but also the limits of a humanitarian project to seek actual solutions to refugee situations.  相似文献

In recent years, policymakers have portrayed return migration as positive for development. In both migrant sending and migrant receiving countries, policymakers expect the transfer of economic, cultural and social capital by returnees to stimulate economic growth. Inherent in these assumptions is the idea of a unidirectional flow of capital from northern countries of immigration to the countries of return. The objective of this article is to contest this idea of a one‐way transfer of capital through a case study of Cape Verdean returnee business owners. To what extent have they accumulated their various forms of capital before emigration, during their sojourn abroad or after return? In this article, I examine the returnees' multi‐sited accumulation of capital and how it corresponds to the resources they need to run a sustainable business. In addition, I analyse how they adapt capital accumulated abroad to the conditions in Cape Verde.  相似文献

This article aims to makes a contribution to redressing a methodological and theoretical imbalance in existing research on refugee and asylum‐seeking children. It draws on two qualitative studies from Wales with children and young people. The samples include unaccompanied minors and children living with families as well as both children who are supported in the asylum system and those who have been granted refugee status. The focus on ecological post‐migratory stressors and coping processes that young people identify as being integral to their well‐being and, once granted status, to how they adapt to settlement includes a selective study of some of the sources of resilience referred to in the children's talk. Recognising the interplay between individual and environment leads to a discussion of both personal attributes and collective cultural identities.  相似文献

In September 2001, the Danish Ministry of Foreign Affairs commissioned a study of the present and potential links between migration and development. In January 2002, the new Danish Government announced a decision to enhance the links between its aid and refugee policies as part of the overall focus on poverty reduction. The present paper provides a state–of–the–art overview of current thinking and available evidence on the migration–development nexus, including the role of aid in migrant–producing areas. It offers evidence and conclusions around the following four critical issues: Poverty and migration People in developing countries require resources and connections to engage in international migration. There is no direct link between poverty, economic development, population growth, and social and political change on the one hand, and international migration on the other. Poverty reduction is not in itself a migration–reducing strategy. Conflicts, refugees, and migration Violent conflicts produce displaced persons, migrants, and refugees. People on the move may contribute both to conflict prevention and reconciliation, and to sustained conflicts. Most refugees do not have the resources to move beyond neighbouring areas, that is, they remain internally displaced or move across borders to first countries of asylum within their region. Aid to developing countries receiving large inflows of refugees is poverty–oriented to the extent that these are poor countries, but it is uncertain what effect such aid has in terms of reducing the number of people seeking asylum in developed countries. Furthermore, such aid may attract refugees from adjacent countries experiencing war or political turmoil. Migrants as a development resource International liberalization has gone far with respect to capital, goods and services, but not to labour. International political–economic regimes provide neither space nor initiatives for negotiations on labour mobility and the flow of remittances. There is a pressing need to reinforce the image of migrants as a development resource. Remittances are double the size of aid and target the poor at least as well; migrant diasporas are engaged in transnational practices with direct effects on aid and development; developed countries recognize their dependence on immigrant labour; and policies on development aid, humanitarian relief, migration, and refugee protection are internally inconsistent and occasionally contradictory. Aid and migration Aid policies face a critical challenge to balance a focus on poverty reduction with mitigating the conditions that produce refugees, while also interacting constructively with migrant diasporas and their transnational practices. The current emphasis on aid selectivity tends to allocate development aid to the well performing countries, and humanitarian assistance to the crisis countries and trouble spots. However, development aid is more effective than humanitarian assistance in preventing violent conflicts, promoting reconciliation and democratization, and encouraging poverty–reducing development investments by migrant diasporas. The paper is a synthesis of current knowledge of migration–development dynamics, including an assessment of the intended and unintended consequences of development and humanitarian policy interventions. We examine whether recent developments in the sphere of international migration provide evidence of a “crisis”, as well as the connections between migration, globalization, and the changing nature of conflicts. We summarize current thinking on the main issues at stake and examine available evidence on the relations between migration and development. Then the consequent challenges to the aid community, including the current debates about coherence and selectivity in aid and relief are discussed and, finally, we elaborate on the four conclusions of the overview.  相似文献

This article examines the effects of gender on the leadership of bilateral development aid agencies, particularly their official development assistance (ODA) allocations toward gender‐related programming. Drawing on earlier research on gendered leadership, the article tests the hypothesis that female director generals (DGs) and ministers responsible for aid agencies will allocate more ODA than their male counterparts toward gender programming. This existing literature on gendered leadership is divided: some scholars argue that women and men have distinct leadership styles on account of their gender, while others argue that the only distinguishing factor is the institutional context in which they lead. Drawing on data collected on aid flows and agency leadership within the major Western aid donors of the Organisation for Economic Co‐operation and Development (OECD) Development Assistance Committee (DAC) over the period from 1995 through 2009, we use pooled time series analysis to examine the effects of gendered leadership on aid allocation. Our analysis reveals a tendency for female DGs and ministers to focus ODA on gender‐mainstreaming programs, while male DGs focus ODA on gender‐focused programs. We argue that these divergent priorities reflect the women's desire to reform gendered power structures within their respective aid agencies, and the men's desire to maintain existing gender power structures from which they benefit.  相似文献

This research identifies challenges and solutions for the situation of accompanied children in German refugee accommodations along the seven human security dimensions (economy, environment, food, health, personal, community and political rights). It analyses existing binding and non‐binding standards for the protection of refugee children at federal, state and municipal level, and their development since 2014. In particular, the United Nations Children's Fund's role for the development of voluntary protection standards is discussed as a role model to enhance the awareness for the protection of refugee children in Germany.  相似文献

This article utilises historical information to throw light on the forces shaping British aid policies towards Africa. It outlines key long‐term policy developments, summarises the influences shaping these policies and comments on the present juncture of UK policies. It shows that, while there have been many influences, governments have enjoyed considerable policy autonomy, being largely unconstrained in pursuing their preferences in a top‐down manner. This autonomy has mainly been used for the pursuit of long‐term development, as against the promotion of the UK's national interest. The present thrust of UK policies to achieve massive increases in aid to Africa is a prime example of this policy autonomy.  相似文献

The diversification of gender‐based priorities and the necessities of refugees have led refugee NGOs to launch activities specifically for women, or urged women‐only NGOs to take action particularly for refugee women in Turkey. Drawing upon a qualitative research in Gaziantep in Turkey, which host a large population of Syrian refugees, this study seeks to answer the question “How effective are NGOs in empowering Syrian refugee women in Turkey?” It is argued that NGOs working in the provision of assistance to refugees cannot be treated as a homogeneous group in terms of the degree and form of their influences on the empowerment of refugee women, and the individual NGO’s standpoints may shape their effects. Data from interviews with NGO representatives and Syrian women who have received support from NGOs indicate that the NGOs’ perceptions of women’s issues and their contribution to the empowerment of women are closely linked to their type.  相似文献

Value chain development seeks to integrate smallholder farmers into competitive markets to promote economic and social development. This article, conceptually based on the agrarian question, considers how the perspectives of various value chain actors, with particular focus on smallholders, have important implications for the outcomes of these market‐oriented initiatives. Utilizing Long’s concept of social interface, we present a mixed‐methods case study that analyzes how smallholders, an NGO, and agrifood corporations, including PepsiCo, partnered to establish value chains for native potatoes in the Peruvian highlands. We find that a thorough understanding of the various perspectives held by value chain actors provides important insight into why value chain initiatives have divergent trajectories. Based on the findings, we conclude that accounting for how actors are responding to development initiatives and one another helps explain development outcomes and that therefore the agrarian question remains relevant in current agricultural development discourse and practice.  相似文献

The past decade has seen the rapid development of transnationalism research, but transnationalism from below in situations of mass refugee influx has received little attention. However, the case study of Burmese refugees in Thailand clearly demonstrates that those refugees can maintain economic, social, cultural and political links with co‐nationals in all the domains of the refugee diaspora, even if their capabilities are in principle strained. It is argued here that the legal status of the person or diaspora organization concerned, as well as the country of origin and the host country have a larger influence on the type of transnationalism than the label ‘migrant’ or ‘refugee’. The concept of transnationalism should thus be conceived in a more encompassing sense, both geographically, thematically and including all emigrants regardless of their original motivations for migration. The article is based on fieldwork, including over 150 interviews with Burmese refugees and political activists.  相似文献

This paper looks at the relationship between migration and development in the context of Afghanistan. It begins with a brief outline of the historical and political background to the refugee crisis of the past two decades, and looks briefly at the society and economy of Afghanistan. The history and pattern of aid flows are described and analysed in the next section, followed by consideration of migration and refugee flows over the past two decades, and of remittances and diaspora activities. Repatriation and reconstruction are covered in the following two sections. The penultimate section looks at lessons to be learned for policy making in Afghanistan in the future, and is followed by concluding observations.
A cautionary note on data on Afghanistan: although the recent months have seen a surge of interest and writing on Afghanistan, there has always been a shortage of data on the country. Much writing on Afghanistan, both by journalists and a few academics during the 1980s and 1990s, relates to politics, given the Cold War context of the conflict at the time. Most other data available on Afghanistan tend to come from aid agencies involved in the country. While this provides the bulk of information and data on aid and refugee issues – as reflected in the sources used in this paper – it has little to offer on other aspects of life in Afghanistan, especially on recent history and economy.  相似文献

Emerging economies emphasise horizontality and mutual opportunity in their relationship with developing countries, promising an alternative to the failings of traditional North‐South co‐operation. This article draws on research on Brazil's technical co‐operation and its health dimension to compare the Brazilian model with established aid‐effectiveness' principles and to discuss the appropriateness of the latter as standards against which to appraise emerging donors' co‐operation. The analysis shows that, despite progress towards greater dialogue between traditional and emerging donors, the ‘aid‐effectiveness’ framework still falls short of capturing the idiosyncrasies of South‐South co‐operation and therefore offers an incomplete international standard on how best to conduct development co‐operation.  相似文献

Split return is a common strategy of repatriation among refugees and migrants. Facing great uncertainty, both economically and security‐wise, households disperse in two or more locations in order to minimize risk. The phenomenon is well‐known in migration studies and in studies of return from the distant diaspora, but is studied less among the overwhelming majority residing in countries neighbouring their own. This article draws on experiences from Afghanistan, comparing split return to similar strategies in migration generally and in refugee situations specifically. It suggests that while splits are conceived as a temporary measure, they often become a lasting form of life. Opportunities for split return are often crucial for the willingness to start repatriation, as well as for the sustainability of the household's economy upon return. The article develops the concept of split return in relation to contextual factors, intensity of networks (at origin and in exile) and household composition.  相似文献

Over the past decade, a host of donor organizations implemented transparency systems to make international development aid more transparent to the public. These initiatives have met with little public interest, but their proliferation and development show no sign of diminishing. This article shows how internal importance to the political system, fueled by formal rankings and the exhibition of transparency systems as a flagship initiative, can replace relevance to the public as a driving force for sustainable development. The article concludes by discussing the possibility of a future development where transparency systems finally do connect with user groups, such as citizens of both donor and recipient countries, and gain a relevance even beyond original intentions.  相似文献

All children in the Czech Republic have the legal right to primary education, regardless of nationality and legal status. This article is based on a study of refugee children and their educational situation. The study reveals that refugee students in the Czech Republic are not benefiting fully from this fundamental right and that their educational future is in jeopardy. The study identified six major barriers to full participation and educational benefits. Finally, a plan of action to overcome barriers is put forward. Key ingredients are effective information transfer among state agencies, non‐governmental organizations, parents, children and schools.  相似文献
