SUMMARY

In this study, we use new data from the Philadelphia Survey of Child Care and Work to expand on previous analyses: we include child care problems as a work obstacle, and we analyze both current welfare recipients and non-welfare “working poor” mothers. Results show that two main obstacles have a large impact on full-time work: poor mental health and child care problems. Net of other factors, mothers with severe child care problems are 22 percent less likely to work full time. Dividing the sample by welfare status, we find a child care problems effect for both groups. Among welfare recipients, the gap in full-time work between those with severe child care problems and those without is 30 percent. Among the working poor, child care problems reduce the chance of full-time work by about 18 percent. Our findings show that improving mothers' child care situation can significantly improve their ability to support their families.  相似文献

This article examines the effect of child care subsidies on the standard work decision of single mothers. Results suggest that child care subsidy receipt is associated with about a 7 percentage point increase in the probability of working at a standard job. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that subsidy receipt has a large and positive effect among welfare recipients, whereas the effect on nonrecipients is much smaller. These findings underscore the importance of child care subsidies in helping low-income parents, especially welfare recipients, gain standard employment. ( JEL J13, I38)  相似文献

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 has diminished government support to single mothers and further limits the options for full-time parenting, placing priority on work participation and reduction of welfare caseloads. Based upon interviews with 100 low-income foster mothers who are also Temporary Assistance for Needy Families (TANF) recipients, this study examines their experiences with these policies while they balance multiple responsibilities as caregivers for abused and neglected children from the child welfare system. The implications of TANF policies for foster mothers and policy alternatives that support diverse family structures are also discussed.  相似文献

This article introduces the special issue of Children and Youth Services Review devoted to single mothers with children in foster care. It delineates the policy context in which mothers are operating; examines reasons for mothers' temporary loss of custody of their children, a loss that occurs when their children are placed in foster care; presents expectations of mothers once they enter the public child welfare system; and summarizes empirical and theoretical papers included in the volume intended to advance policy and practice for this population. Taken together, these papers reflect one over-arching theme—the need to re-orient child welfare policy and practice so that the rehabilitation, health, and well-being of mothers is one of the central aims.  相似文献

The contributions from a variety of potential sources of emotional and economic support are evaluated as well as their impact on female-headed households in a university community. A qualitative, in-depth interview investigation of 36 single mothers is summarized; illustrative quotations and marginal tabulations are provided.The single mothers considered in this study report great difficulty in balancing their own needs for a social life with the needs of their children. These low-income mothers are well educated; their life situations can only be described by the word struggle. Same-sex friends offer considerable support, but economic and child care needs stand out strongly as needs that are often unmet. Their dependency on the welfare system is determined to be an interim need. Mothers in this sample were trying to find work, go to school, and parent while maintaining some social life for themselves and for their children. We identify the political conditions that shape the economicposition of married/cohabiting women and of the economicallymost vulnerable group of women—single mothers. Specifically,we examine the determinants of reductions in single mothers'poverty rate due to taxes and transfers, and women's wages relativeto spouses'/ partners' wages. The Luxembourg Income Study archiveyields an unbalanced panel with 71 observations on 15 countries.The principal determinants of poverty reduction due to taxesand transfers are left government, constitutional veto points,and welfare generosity. The relative wage of women in couplesis a function mainly of female labor force participation, parttime work among women, and women's mobilization. In explainingthe causal pathways to these outcomes, we highlight the interrelationshipsof welfare state, care, and labor market policies.  相似文献

Using data from 8 random assignment studies and employing meta‐analytic techniques, this article provides systematic evidence that welfare and work policies targeted at low‐income parents have small adverse effects on some school outcomes among adolescents ages 12 to 18 years at follow‐up. These adverse effects were observed mostly for school performance outcomes and occurred in programs that required mothers to work or participate in employment‐related activities and those that encouraged mothers to work voluntarily. The most pronounced negative effects on school outcomes occurred for the group of adolescents who had a younger sibling, possibly because of the increased home and sibling care responsibilities they assumed as their mothers increased their employment.  相似文献

Mothers’ increasing labour market participation is posed as a key aspect of a growing trend towards individualization — both for ill and for good. In ‘for ill’ versions, mothers’ employment is regarded as undermining commitment to family relationships and leading to a loss of community. In ‘for good’ versions, family and community relationships become contingent upon values of equality and respect. ‘Preference theory’ modifies the individualization thesis, with a posited distinction between mothers in full-time employment with ‘work-centred’ identities and those with part-time work who want ‘adaptive’ or ‘home-centred’ identities. This paper examines such issues, drawing on qualitative case study research on mothers employed full and part time in a hospital and an accountancy firm in the UK. It considers how the variable work ethos of organizations, and the ways mothers engage with these, can interact with their engagement in family and community relationships. In particular, it suggests that employment can be as much about social obligation in a local community, and commitment and obligations to family, as about individualized self-provision and options.  相似文献

ABSTRACT

This article examines the voice of mobilized welfare mothers and the mainstream women’s movement in the welfare debate of the 1970s in Ontario. A question debated was whether welfare mothers had a right to “stay home” while receiving welfare. The article shows that a radical strain of welfare mother activists at this time demanded recognition of women’s unpaid work. While mainstream women’s groups were generally sympathetic to welfare mothers, their overriding focus on employability as the solution to their poverty served to derail the radical possibilities of welfare mother politics and solidify a policy agenda that undermined the deserving status of welfare mothers.  相似文献

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA; Pub. L. 104‐193) in the United States aimed at encouraging work among low‐income mothers with children below age 18. In this study, the author used a sample of 2,843 intergenerational family observations from the Health and Retirement Study to estimate the effects of the reform on single grandmothers who are related to those mothers. The results suggest that the reform decreased time transfers but increased money transfers from grandmothers. The results are consistent with an intergenerational family support network where higher child care subsidies motivated the family to shift away from grandmother provided child care and where grandmothers increased money transfers to either help cover the remaining cost of formal care or to partly compensate for the loss in benefits of welfare leavers.  相似文献

Abstract Using the National Survey of Family Growth, we document nonmetropolitan and metropolitan single mothers' economic livelihood strategies. We have three objectives: (1) examine differences in employment, cohabitation, co‐residence with other adults, and welfare receipt; (2) evaluate how these livelihood strategies are associated with economic well‐being; and (3) identify key metro‐nonmetro differences in the effectiveness of these livelihood strategies in improving the economic well‐being of single mothers. We find surprisingly similar livelihood strategies in nonmetropolitan and metropolitan areas. Employment, cohabitation, and co‐residence are strongly associated with economic well‐being. However, nonmetro single mothers are less likely than metropolitan mothers to benefit economically from full‐time employment. Given our results, “work‐first” policies are likely to be less efficacious in nonmetropolitan areas. Indeed, nonmetropolitan single mothers are often “triply disadvantaged” compared to their metro counterparts; they experience higher rates of poverty, higher barriers to welfare receipt, and lower economic returns from other livelihood strategies.  相似文献

With the advent of welfare reform, its proponents anticipate that millions of Americans chronically dependent on public assistance will be set free. In reality, far too many welfare recipients are trapped in a web of poverty from which they are incapable of escaping. Today, over a third of all welfare recipients are single, poorly-educated mothers with little or no work experience (Pavetti 1995, 3). Worse yet, extreme poverty has forced 600,000 of these families into homelessness. Common sense dictates that unless the states, in their new role as leaders in welfare innovation, immediately forge strategic policy, these women and their children–yet another generation–will sink deeper into poverty and dependence.  相似文献

SUMMARY

The present study sought to investigate the effects of employment on low-income single black mothers and their preschool children. The sample included 90 mothers from New York City communities who were welfare recipients in 1996, and followed two years later. At follow-up, 53 of the 90 mothers were employed. The findings indicated that lower levels of depressive affect or financial strain were not predictive of entry into the work force. However, once employed, mothers reported less depressive symptoms than those not working. Attaining more education predicted better outcomes for mothers and their children, and provided more of an opportunity to be successful in the job market. For example, having more education was associated with gaining employment, exiting welfare, having stable employment, earning higher wages, and better reading abilities in children. Maternal employment was beneficial to children, as mothers who entered the work force had children who performed better in math achievement at follow-up, after controlling for maternal socioeconomic characteristics and school readiness at baseline. Implications of the findings will be discussed.  相似文献

This paper uses data from 2 randomized evaluations of welfare‐to‐work programs—the Minnesota Family Investment Program and the National Evaluation of Welfare‐to‐Work Strategies—to estimate the effect of employment on domestic abuse among low‐income single mothers. Unique to our analysis is the application of a 2‐stage least squares method, in which random assignment enables us to control for omitted characteristics that might otherwise confound the association between employment and domestic abuse. We find that increased maternal employment decreases subsequent reports of domestic abuse in both studies. In the Minnesota Family Investment Program—a program with an enhanced income disregard that allowed welfare mothers to keep a portion of their welfare income as earnings rose—an increase in household incomes appears to have contributed to reductions in reports of domestic abuse.  相似文献

Until 1996, poor single mothers in the United States could claim welfare benefits for themselves and their children under the Aid to Families with Dependent Children (AFDC) program if they had no other source of income. With the 1996 passage of the Personal Responsibility Work Opportunity Reconciliation Act (PRWORA), paid work and work-related activities became a mandatory condition for receiving aid. At the same time, the law promotes marriage as a route out of poverty. Using a feminist reinterpretation of Althussers concept of interpellation, I turn to Job Clubs, mandatory week-long workshops that teach job search skills, to analyze the citizen-subject generated by front-line representatives of the state in the context of this new legislation. Based on participant-observation, I conclude that while PRWORA ostensibly promotes both marriage and paid employment, Job Club trainers enforced a masculine worker-citizen subject through the deployment of three discursive strategies. These discursive strategies 1) promoted paid work over welfare-receipt as both a pragmatic and moral choice, 2) posited an individual-psychological account of womens welfare receipt, and 3) portrayed parenting skills as marketable skills. In the conclusion, I speculate that current welfare reform efforts require the generation of a self-reproducing worker-citizen and that workshops like Job Club become a site in which the existence of this autonomous citizen is affirmed.  相似文献

The number of households headed by single mothers has been increasing in recent years. Yet, little is known about how this growing segment of the population differs, if at all, from married mothers in their time allocation patterns. In the study reported here, a system of time allocation equations based on household production theory is estimated for both married and single mothers. The results indicate that married and single mothers make different decisions about how to allocate their time to household production, child care, leisure, and paid work. Specifically, single and married mothers responded differently to a change in their shadow wage rates, unearned income, paid child care, and the ages of the children in each of the estimated equations.A portion of this project was funded by the Wisconsin Agricultural Experiment Station. Summary

The Asian financial crisis (1997) has created a social care crisis resulting in rising unemployment, poverty, income inequalities and homelessness. Although faced with dwindling public finances, the Hong Kong Special Administrative Region (SAR) government had been compelled to tackle these problems. However, it has been attracted to the neo-liberal recipe: changing the subvention system to a block grant, curbing social spending, and tightening eligibility for social assistance. Notably, the introduction of the Intensive Employment Assistance Projects (IEAPs), which are the first welfare to work programs in East Asia, has become a major policy tool. This paper reports on a study of the impact of the projects, one of the key pillars for welfare to work programs. The IEAPs were found to have brought about positive changes in welfare clients' motivation to work and sense of self-reliance. Social workers from both traditional and progressive NGOs have etched, in various ways, their place in the welfare to work programs and contributed to the debate on welfare reform in Hong Kong.  相似文献

In Ireland, little is known about mothers and infants where child welfare and protection concerns arise during the perinatal period. This study explores, for the first time, perinatal child protection. A retrospective audit was carried out of a large maternity hospital's medical social work, neonatal and psychiatric files for a five-year period from 2016 to 2020. The study identified 99 children, born to 86 mothers, who were either subject to a child protection conference; placed for adoption; discharged to someone other than the mother; or discharged home under supervision. The study found that two-thirds of the children were discharged to their mother's care. When compared to national data, the health indicators for this cohort of mothers and children painted a grim picture. The maternal profiles identified high prevalence of mental health and addiction difficulties and domestic violence. The study found evidence of supports provided to the mothers to enable them to care for their infants while they remained in the hospital and during an initial discharge from hospital. However, a significant number of the mothers were not caring for their children when viewed across a longer time frame. Dedicated multi-disciplinary clinics and improved data systems were identified as of importance.  相似文献

SUMMARY. Using the experience of a study of childhood in Denmark, Norway, Finland, Iceland and Sweden, this article explores the now common situation of children growing up in two settings: their families and day care centres. In Denmark, where almost all mothers work and where good quality care is widely available, the family and day care centres are seen as having important complementary roles in supporting children's social development. The child learns to both integrate and separate the experience of these two worlds, more or less successfully depending on how well he or she is developing at home, and the relationship between the home and the day care centre. Day care should be seen as a positive support for family life: dual-socialisation through family and day care is, and will remain, part of the lives of most children.  相似文献
