This qualitative study aims to explore the difficulties experienced by Syrian refugees living in the camps of Turkey in the pre‐migration and post‐migration environment and the impacts thereof on their mental wellbeing. Semi‐structured interviews were conducted with Syrian refugees living in three different camps on the Syrian border of Turkey. Syrian refugees were highly exposed to traumatic events in the pre‐migration period, including armed conflicts, human rights violations, and social and economic devastation. Participants reported a wide range of difficulties in the post‐migration environment, including separation from and loss of close ones, camp difficulties, gender‐based, adaptational and economic adversities. They reported a number of psychological and social effects of these pre‐migration and post‐migration difficulties. The implications of the findings are discussed and recommendations are made concerning the necessity of a rights‐based approach to policies and interventions for mental health and psychosocial wellbeing of Syrian refugees.  相似文献

This article is concerned with the determinants of English language proficiency among immigrants in a longitudinal survey for Australia. It focuses on both visa category and variables derived from an economic model of the determinants of destination‐language proficiency among immigrants. Skills‐tested and economic immigrants have the greatest proficiency shortly after immigration, followed by family‐based visa recipients, with refugees having the lowest proficiency. Other variables the same, these differences disappear by 3.5 years after immigration for speaking skills; and although they diminish, they persist longer for reading and writing skills. The variables generated from the model of destination‐language proficiency (such as schooling and age at migration) are, in part, predictions of visa category, but they are more important statistically for explaining proficiency.  相似文献

The past two decades have coincided with unprecedented Australian selection of skilled migrants, in particular professionals from non‐English speaking background (NESB) source countries. By 1991, the overseas‐born constituted 43 to 49 per cent of Australia's engineers, 43 per cent of computer professionals, 40 per cent of doctors, 26 per cent of nurses, and rising proportions in other key professions. Within one to five years of arrival, just 30 per cent of degree‐qualified migrants were employed. However, few diploma holders had found work in any profession, and select NESB groups were characterized by acute labour market disadvantage. Throughout the 1980s and 1990s, barriers to credential recognition were identified as a major contributing factor to these inferior employment outcomes. This paper describes the evolution of Australia's qualifications recognition reform agenda for NESB migrants, including progressive growth in support of a shift from paper to competency‐based assessment (CBA). Within this context, the paper examines the degree to which improvements were achieved in the 1990s in the field of nursing — the first major Australian profession to embrace CBA, and one promoted by the National Office of Overseas Skills Recognition as an exemplar of the reform process. Assessment protocols and outcomes are analysed within two contrasting contexts: pre‐migration at Australian overseas posts, and within Australia following overseas‐qualified nurses' (OQNs) arrival. Based on empirical data from a wide range of sources, the paper identifies the development of a major paradox. Substantial improvements in qualifications recognition were indeed achieved for NESB nurses through CBA in Australia, in particular in the dominant immigrant‐receiving states of Victoria and New South Wales. At the same time, it is argued, a significant tightening of recognition procedures was occurring at Australian overseas posts where CBA was unavailable. The Immigration Department placed pre‐migration assessment more, rather than less, exclusively in the hands of the professional nursing bodies, in a period coinciding with their harsher, rather than more lenient, treatment of NESB migrants' qualifications. Minimal improvement in recognition of overseas qualifications was achieved in other professions.  相似文献

The relationship between refugee investments in human capital and short-run economic outcomes may influence the extent to which refugees invest in human capital that is associated with positive future economic mobility. Using data from the Annual Survey of Refugees from 2016 and 2017 we assess the relationship between recent investments in human capital and hourly wages for employed refugees in the United States. Results suggest that recent job training has a positive effect on hourly wages. In contrast, enrollment in English classes and educational programmes have no short-term positive effects on hourly wages. When combined with the pressure resettled refugees experience to find employment quickly, these results suggest that the lack of short-term wage benefits from English language or educational courses may dissuade refugees from sufficiently investing in the amount of English language or education necessary to promote positive long-term economic mobility.  相似文献

Patterns of Immigrant Occupational Attainment in a Longitudinal Survey   总被引:1,自引:0,他引:1  
This paper uses data from the Longitudinal Survey of Immigrants to Australia to examine the empirical relevance of a model of immigrant occupational mobility. Consistent with the model, there is a U‐shaped pattern of occupational change from the pre‐immigration occupation through to the occupation held after three‐and‐a‐half years in Australia. The U is shallower for immigrants from countries similar to Australia than it is for immigrants from countries that differ more in language, occupational requirements, and labour market structure. The U‐shaped pattern is deeper for immigrants who are refugees than for family migrants and is the least deep for economic migrants.  相似文献

This study employs pooled data from the 1980 through 2000 censuses and 2001 through 2007 American Community Survey data to study English language proficiency among foreign‐born in a dynamic framework. Our findings show continuing significance of duration of stay and age at migration and declining English language proficiency across successive cohorts. Additionally, analysis enabled by availability of single‐year data from 2000 to 2007 indicates acquisition of language proficiency as steepest during first 9 years upon arrival and for migrating age group 6–17. Further, we find significant differences by education, regions of origin, racial groups, and by regions of residence.  相似文献

Since World War II, Australia has experienced large-scale immigration, both refugee and other, averaging nearly 1% of the total population a year and totalling from 1947-1985 nearly 4.3 million persons. Despite a remigration loss of 23%, the net gain has totalled some 3.3 million. Refugees have been appreciable, totalling well over 500,000 and with a relatively low rate of remigration (about 7%), have comprised nearly 15% of total net migration. These refugees, however, have not come in a steady stream. From 1947-1951 and with the Indochinese refugees of 1976-1985, they contain a large number of unskilled workers who may have difficulty finding jobs, especially in their early months when they are still learning survival English. The refugees have not been homogenous in terms of culture, language, religion, or race. The 200,000 Eastern European refugees of 1947-1952 were mainly Slavic and Christian in origin; the Armenian, Assyrian, and Lebanese of the 1960s and 1970s were more oriental in language and religion; the Indochinese of recent years, although mainly Buddhist, are mixed in terms of language and ethnic origin. Refugee intake is now an important element in total immigration while special measures are taken to help refugees successfully resettle. After comparatively short time these refugees start to resemble other immigrants, and tend to become naturalized in relatively large numbers.  相似文献

This study explores the extension of microeconomic and migrant network theoretical frameworks for explaining perceived post‐migration life satisfaction of repeat (temporary) and more permanent labor force internal migrants in Thailand. Data from the 1992 National Migration Survey were used in logistic regression models to predict increased versus decreased post‐move satisfaction with employment situation, living environment, and community facilities. Contrary to the neoclassical migration theory assumption, results showed that migration was associated with decreased post‐move satisfaction. Microeconomic theory indicators were related to increased employment satisfaction but decreased post‐move satisfaction with living environment. For network theory indicators, the results showed the opposite pattern — related to improved living environment satisfaction but decreased employment post‐move satisfaction. Repeat (temporary) migrants were disadvantaged in post‐move employment satisfaction compared to more permanent single move labor force migrants.  相似文献

This study examined the associations between employment status and demographic factors of former refugees from Ethiopia, Burma, and Democratic Republic of Congo resettled in Australia. Two hundred and twenty-two participants completed a survey, following which chi square analysis was conducted. The results indicated that country of origin, gender, education, English language proficiency (i.e., speaking, reading, and writing), and length of stay in Australia, were associated with being employed. Ethiopians, who had been in Australia for a longer duration, were more likely to be employed. Participants from Burma, whose resettlement was relatively recent, were focused on upskilling themselves. Education qualifications were associated with likelihood of securing employment. A moderate level of education, compared to high or low, provided participants more chances to gain employment. These outcomes help in understanding the employment-related experiences of individuals from a refugee background. Implications and future directions are discussed.

IMPLICATIONS

  • Employment is fundamental to successful integration of refugees. Country of origin, gender, education, English language proficiency, and length of stay are associated with employment for former refugees in Australia from Ethiopia, Burma, and Democratic Republic of Congo.

  • Understanding these factors can assist stakeholders to better focus their efforts when working with these populations.

Abstract

Newly emerging African communities (NEAC) in Australia face challenges in accessing employment, with consequences for both the immigrant and Australian host communities. This article presents a review of the literature on challenges to employment for NEAC in Australia. It gathers together, synthesises, and analyses previously fragmented evidence that should be used to inform social policy change and social program improvement. It focuses on African refugees and immigrants from the Horn of Africa region (Eritrea, Ethiopia, Somalia, and Sudan) who have settled in Australia in the past 10 years. The review documents the challenges to employment for this group and highlights policy and practice implications including: streamlining the qualification recognition process; introducing culturally and linguistically diverse (CALD) specialised job networks; resisting anti-NEAC sentiments, challenging stereotypes, and promoting diversity; introducing incentives to undertake volunteer work; revitalising existing English as a second language pedagogy; empowering CALD-specialised counselling services; and establishing CALD-specialised research and advocacy entities.  相似文献

Often, newly resettled refugees continue to face obstacles to acculturation long after initial resettlement. Findings from interviews with Karen refugees from Burma suggest that recently resettled refugees experience major obstacles in locating and accessing employment and health care due to language and transportation barriers. Interviewees expressed a need for assistance in learning English and help with transportation, job skills, and financial planning. Results of this needs assessment indicate that many of the basic needs of refugees are not being met following the initial relocation period, and significant efforts are needed to achieve social justice for this vulnerable population.  相似文献

This study analyzes two birth cohort surveys, the Longitudinal Study of Australian Children and Early Childhood Longitudinal Study, to examine variation in maternal depression by nativity, duration of residence, age at migration, and English proficiency in Australia and the United States. Both countries have long immigrant traditions and a common language. The results demonstrate that US immigrant mothers are significantly less depressed than native‐born mothers, but maternal depression does not differ by nativity in Australia. Moreover, the association between duration of residence and maternal depression is not linear: Recent arrivals and long‐term residents exhibit the highest depression levels. Lack of English proficiency exacerbates maternal depression in Australia, but protects against depression in the United States. Differences in immigration regimes and welfare systems likely contribute to the differing salience of nativity for maternal depression.  相似文献

"This article investigates some of the factors that are associated with welfare dependency among immigrants in Australia. It examines the role of factors such as gender, age, migration category, birthplace, period of arrival and educational background in explaining immigrants' dependence on government pensions and benefits as their main source of income." The author finds that there are "significant differences in welfare dependency...by birthplace and migration category even after controlling for age, education and employment status. Immigrants from Vietnam, Lebanon and Turkey were more likely than others to be dependent on welfare. Refugees were also more likely than other immigrants to be dependent on welfare; however the effect of refugee status on welfare dependency diminished with duration of residence in Australia."  相似文献

Research conducted in Canada and the United States shows that the age of arrival of immigrant children, language spoken in the home, and ethno‐racial origin have consequences for English language acquisition and academic attainment. So far, however, the degree to which these factors have consequences for academic achievement at the post‐secondary level has scarcely been studied. In this study, it is found that the communication skills of university students who are the sons and daughters of immigrants, independent of length of time in Canada, are not as high as those of native‐born English‐speaking Canadians. Moreover, all else being equal, independent of length of time in the country, the university GPAs of immigrant and non‐European origin groups are generally lower than those of native‐born Canadians. Findings such as these suggest the presence of social and cultural processes at the family, community, and educational system level that continue to disadvantage identifiable groups of post‐secondary students.  相似文献

The immediate post‐war period was defined by shifts in capitalism's socioeconomic and institutional underpinnings. Commonly known as Fordism, until the early‐1970s models of standardized industrial mass‐production and robust state planning and intervention were relatively successful in maintaining secular growth in employment, productivity and demand as well as establishing the national economy and society as unified, governable fields. This paper considers how migration controls in Canada and Australia enhanced and extended such arrangements. In simultaneously boosting production and demand, diversifying and integrating industrial activities and assimilating European migrants into a mass consumer culture while excluding non‐Europeans perceived as disruptive of material and sociocultural homogeneity, such policies provided central vectors of economic and cultural nationalism that complemented other monopolistic and redistributive interventions.  相似文献

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

Following a decade of increasing non English-speaking background (NESB) migration to Australia, including the migration of unprecedented levels of NESB professionals, this article examines two recent studies which report cases of direct and indirect labour market discrimination. The first relates to qualifications recognition for migrant doctors. Key findings include a growing trend to federal government intervention (in alliance with the medical professional bodies) to limit the entry and registration of migrant doctors, as well as the potential for English language ability to negatively impact on pre-registration examination outcomes.
The second study concerns labour market outcomes achieved by an élite sample of Australia's skilled migration programme – migrant engineers of prime workforce age and advanced level English, with fully recognized qualifications pre-migration. Based on longitudinal research conducted over a three year period, this study reports significant evidence of employer bias by region of origin, operating in favour of English-speaking background (ESB) and European origin engineers, compared with those of Asian or Middle Eastern origin.
The findings of both studies are contextualized by reference to a 1997 study (based on the Australian census) which reports the employment outcomes obtained by migrant professionals by country of origin, including the length of time taken to achieve professional integration.  相似文献

Although a number of studies have investigated the predictors of employment among refugee migrants, there is a dearth of evidence from longitudinal data. This study investigated the cross‐sectional and longitudinal predictors of employment among 233 adult refugee men living in South‐East Queensland, Australia. Participants were interviewed four times at six‐month intervals between 2008 and 2010. Using a conceptual model developed from the literature, Generalized Estimating Equations were used to model the predictors of employment. Over time, the employment rate increased from 44 per cent to 56 per cent. Region of birth, length of time in Australia, seeking employment through job service providers and informal networks, and owning a car were significant predictors of employment. Contrary to previous research, English language proficiency was not a significant predictor when other variables were controlled for. Recognition of overseas skills and qualifications decreased the chances of finding employment. The policy and programme implications are discussed.

  • Recognition of refugee migrants' overseas‐gained skills and qualifications does not guarantee them securing employment.
  • Recognition of overseas skills and qualifications should be accompanied by educating employers, especially those outside the traditional migrant employment ‘niches’, about the resources and capabilities of refugee migrants, and the value of their qualifications.
  • Fostering programmes that target the needs of job seekers from refugee backgrounds could enhance their employment outcomes.
  • Supporting refugee migrants getting their drivers' licence and establishing favourable loan programmes that enable refugee migrants to buy a car can have a positive impact on their workforce participation.

The Italian Australia diaspora is a heterogeneous mix of regional, class and generational identities. This article identifies and considers the influence of four recent Italian‐Australian cohorts on the processes of Italian‐Australian cultural formation. Of particular interest is the most recent wave of migrants (post‐2000), whose arrival is prompted by the European economic crisis and facilitated by Australia's skilled migration programme. We argue that this cohort is a new form of “elite” skilled migration comprised of people who are independent of, yet reliant on, the community infrastructure and social standing that previous waves of Italian migrants have established. We consider the relationship between these cohorts as a process of “intra‐diaspora” knowledge transfer and show how diasporas play a fundamental role in the skilled migration project. These dynamics challenge assumptions that skilled migrant integration is “frictionless”. Rather, their arrival simultaneously generates diaspora renewal as well as tensions around identity and community resources.  相似文献

Using a unique dataset (N=2,014), we examine the pre‐ and post‐migration determinants of socio‐cultural integration among first‐generation immigrant groups in southern Europe: Moroccan and Senegalese migrants in Spain, and Egyptian and Ghanaian migrants in Italy. The results of the pooled and immigrant‐group specific regression analyses partly highlight the dominance of pre‐migration factors. Immigrants who were well‐educated and well‐informed prior to migrating and who migrate at a young age, achieve higher levels of socio‐cultural integration. Going against some hypotheses found in the literature, female gender and North African origin have a positive effect on socio‐cultural integration as opposed to male gender and sub‐Saharan origin. With regard to post‐migration factors, occupational status is the main economic determinant of socio‐cultural integration. Interestingly, being employed as such has no significant effect on socio‐cultural integration. This suggests that labour market segmentation and discrimination negatively impact upon socio‐cultural integration. The results also suggest that policies allowing immigrants to benefit from the human capital they carry across borders and achieve upward socio‐economic mobility are likely to enhance their socio‐cultural integration.  相似文献
