Welfare reformers sought to reduce “dependency,” or reliance on state‐supported cash benefits and deployed a discourse of “self‐sufficiency” to promote the legitimacy of efforts to remove welfare recipients from publicly funded cash assistance through either wage labor or marriage. We use longitudinal, qualitative interview data collected from 38 initially welfare‐reliant women to examine what self‐sufficiency means to them and their perspectives on how work and marriage affect their ability to be self‐sufficient. Grounded theory analysis revealed that for these women, self‐sufficiency means formal independence from both the state (i.e., Temporary Assistance to Needy Families [TANF]) and men (i.e., marriage). Although they value marriage as an institution and would ideally marry, they do not consider marriage to be a likely route to self‐sufficiency given the pool of men available to them. Rather, they embrace their own market‐based wage labor as the means by which they can attain some measure of independence. Taking our lead from the women in this study, we challenge the emphasis on marriage in current welfare policy. We argue that employment training that results in better jobs for women and men and work supports that make low‐wage work pay are clearly the appropriate direction for policy aimed at the welfare‐reliant and working poor.  相似文献

This teaching and learning guide accompanies the article, “Gender In/equality in Worker‐owned Businesses,” which reviews existing literature on gender in businesses with employee stock ownership plans, worker cooperatives, and communes. Worker ownership has attracted renewed interest as a possible solution to the social and economic problems confronting our society. In worker‐owned businesses, workers have greater control over what they produce, how they produce it, and how they are compensated. If workers ran things themselves, so the story goes, jobs would be better and workplaces would be more equal. What do we actually know about work in alternative organizations? Do women fare better? Can they offer alternatives or solutions to the gender inequality that permeates working life? This teaching and learning guide provides supplemental information to facilitate the use of this article in the classroom. This includes a list of recommended readings, online resources, a sample syllabus, focus questions, and project suggestions.  相似文献

In Russia, the shift in career incentives from agriculture‐related jobs to other sectors, even among agriculturally educated students, presents two main challenges to rural labor markets. The first relates to the shortage of agricultural employees. The second concerns difficulties in the school‐to‐work transition, characterized by long periods of unemployment. This article addresses these challenges by studying the career incentives of postsecondary agriculturally educated students, based on data from the Altai region, Siberia (N = 474). We use a logit regression to predict the probability of career transition, given the incentives. We examine whether familial background and life expectations are associated with plans to pursue a career in agriculture within a life course context. The results show that students’ career plans with respect to agriculture vary according to both sociofamilial background and views about one’s life course.  相似文献

This paper examines the importance of better recognizing and representing haafu students in Japanese education policies by using Fraser's tripartite theory of social justice. In today's transnational Japan, there has been a remarkable increase in the number of haafu, a term used in reference to children with Japanese and non‐Japanese parents. However, the educational experiences of haafu children have not been adequately investigated by researchers and the government for education policies. Central to these arguments are concerns that haafu children occupy a liminal space, and hence are potentially educationally “at risk.” They are generally viewed as Japanese because of their nationality and are expected to perform like the majority of Japanese students with two Japanese parents due to their familiarity with Japanese culture. Yet, in practice there is a paradox that haafu students might be marginalized as a consequence of being viewed as not Japanese enough. In this context, how should public education respond to an increasingly culturally diverse student body? This paper argues why there is a need for public education, its policy and practices to more effectively recognize, represent and redistribute resources ‐ as Fraser frames the three dimensions of social justice ‐ in support of these students.  相似文献

This study examines whether informal sector jobs are a source of training for young less‐educated workers. Controlling for worker and job characteristics, it is found that, in the early years of workers' careers in Mexico, wage growth in the informal sector is higher than in the formal sector. This result is consistent with general human capital investment on‐the‐job if the informal labor market is more competitive than the formal labor market due to frictions generated by labor regulations. There is now ample evidence that jobs and wages have been polarizing at the extremes of the skill distribution since the early 1990s. Possible explanations include, among others, routinization‐biased technical change (technical progress substituting more easily for labor in performing routine rather than nonroutine tasks) and globalization (more specifically, offshore outsourcing by multinational firms). Expectations for achievement in the US border on the unrealistic. High school students expect to obtain better jobs and more education than current cohorts have achieved. Many youth also seem unaware of how to realize their ambitions. These findings lead to several questions about the causes and consequences of ambition. First, how do American youths’ ambitions compare with those of past cohorts and what consequences stem from rising ambitions? Second, how likely is it that youth will achieve their ambitions? What structural forces hinder or assist the goal attainment process? Finally, what cultural and institutional forces shape ambition in the United States? We review available evidence for these questions. Experts agree that the youth are overly ambitious, but debate the consequences of over‐ambition. Furthermore, youth privileged by their race, class, and gender status are more likely to achieve their ambitions than less privileged youth, confirming the key sociological premise that broader social structures play an important role in whether individuals realize their dreams.  相似文献

This paper explores how single mothers both incorporate others into family life (e.g., when they ask others to care for their children) and simultaneously “do families” in a manner that holds out a vision of a “traditional” family structure. Drawing on research with White, rural single mothers, the author explores the manner in which these women both endorse their children’s attachment to other caregivers and maintain boundaries around issues of discipline and attachment vis‐à‐vis these others. The author demonstrates that single mothers are willing to share this protected realm of family life with a new man (a fiancé or cohabiting boyfriend) as they pursue the goal of what has been called the “Standard North American Family.”  相似文献

Scholars have largely overlooked the significance of race and socioeconomic status in determining which men traverse gender boundaries into female‐dominated, typically devalued, work. Examining the gender composition of the jobs that racial minority men occupy provides critical insights into mechanisms of broader racial disparities in the labor market—in addition to stalled occupational desegregation trends between men and women. Using nationally representative data from the three‐year American Community Survey (2010–2012), we examine racial/ethnic and educational differences in which men occupy gender‐typed jobs. We find that racial minority men are more likely than white men to occupy female‐dominated jobs at all levels of education—except highly educated Asian/Pacific Islander men—and that these patterns are more pronounced at lower levels of education. These findings have implications for broader occupational inequality patterns among men as well as between men and women.  相似文献

This article presents a multi‐faceted power analysis of men's violence to known women, by way of assessing two main perspectives on research in men and masculinities: first, that founded on hegemonic masculinity, and, second, that based on the hegemony of men. Each perspective is interrogated in terms of understandings of men's violence to known women. These approaches are articulated in relation to empirical research, and conceptual and theoretical analysis. Thus this article addresses to what extent hegemonic masculinity and the hegemony of men, respectively, are useful concepts for explaining and engaging with men's violence to known women? Globalization, we used to think, meant the movement of manufacturing jobs to the developing world. It brought work to regions that needed it, while dislocating the lives of the working classes in the richer countries. That was until it moved into the information technology and service sectors at the turn of the century. This article examines the globalization of white‐collar service work, with a view to its impact on emerging economies like India. The bulk of evidence suggests that while offshore outsourcing benefits the middle class in receiving countries, it does not appreciably expand it. Nor does it reliably produce upward mobility or recognizable career paths or even significant upskilling – most of the work being outsourced is rote and standardized. It produces decent jobs in holding patterns. And there are more and more of them as corporations look to continue cutting costs. Rather than authors of their own destinies, corporations have made of countries in the global south their willing and faithful scribes. I first provide a bird's eye view of what is happening and then look more closely at discoveries on the ground.  相似文献

A popular and long‐standing view is that social security is a means for young, unemployed people to “purchase” jobs from older workers. Can social security, by encouraging retirement and hence creating job vacancies for the young, improve the allocation of workers to jobs? Maybe, according to a standard model of labor market search, but public retirement programs currently pay the elderly substantially more than their jobs are worth. An important effect is that retirement reduces the value of other vacant jobs. Our results imply that recent reforms aimed at reducing retirement incentives are likely to improve labor market efficiency.  相似文献

This article uses data from 50 qualitative interviews with female part‐time workers in low‐level jobs in Britain to illustrate their attitudes, orientations and aspirations towards paid work. The research reports two main findings. Firstly, even female part‐time workers at the bottom end of the occupational structure are not a homogeneous group of workers. Secondly, they are not all highly satisfied with their jobs. The article argues that many women (especially those in working‐class households) still do not have a genuine choice between ‘family work’ and ‘market work’. It concludes by presenting a theoretical model of orientations to work.  相似文献

This study examines the relative importance of soft skills versus hard skills across occupations and its impact on the observed wage gap between Blacks and Whites in the United States. It posits that the Black/White pay gap may vary across occupations that require the use of different types of skills. We classify occupations into hard‐skill intensive versus soft‐skill intensive jobs using the skill content measures of different occupations from the Occupational Information Network (O*Net). We then use data from the National Longitudinal Survey of Youth (NLSY) and Current Population Survey (CPS) to investigate the impact of job skill type on the wage gap. Consistent with our theoretical predictions, we show that this wage gap in white‐collar jobs is smaller for hard‐skills jobs than it is for soft‐skills jobs. Moreover, we demonstrate that, in response to variations in the wage gap across different occupations, Blacks are more likely to self‐select themselves into hard‐skills jobs, ceteris paribus. This shows not only that discrimination against Blacks varies across occupations, but also that such discrimination induces the self‐selection of Blacks into certain occupations. Moreover, this finding highlights the role played by co‐worker/customer discrimination in explaining the racial wage gap in the U.S. labor market. (JEL J15, J31)  相似文献

Dans le cours des débats récents concernant l'effet des technologies nouvelles sur le travail, une question touche la polarisation des «bons» et des «mauvais» emplois dans l'économie postindustrielle. Les compétences et les gains figurent au centre des préoccupations. À partir de données tirées de l'Enquête sociale générale de 1994, nous avons examiné l'utilisation de l'informatique au Canada, et nous avons analysé l'incidence de cet usage sur les compétences et les gains liés aux emplois. Nos conclusions n'appuient pas une explication du phénomène de la polarisation fondée sur la technologie dans le marché du travail. Les caractéristiques des travailleurs et les modalités professionnelles sont beaucoup plus importantes, bien qu'il existe des differences rattachées aux competences en infor‐matique dans des regroupements semblables de professions. A key issue in recent debates over the impact of new technologies on work is the polarization of “good” and “bad” jobs within the “post‐industrial” economy. Two dimensions—skill and earnings—have been of central concern. Drawing on the 1994 General Social Survey, we examine computer use in Canada, and analyze its impact on job earnings and skill. Our findings do not support a technology‐based explanation of polarization within the labour market as a whole. Instead, worker characteristics and occupational conditions are far more important, although there is some evidence of computer‐related skill differences within similar groupings of occupations.  相似文献

In this comprehensive analytical overview, the author pays particular attention to the changing structure of China's employment towards more private‐sector jobs in urban areas; its rising wages and widening earnings inequality; the persistence of its hukou system, causing labour market discrimination, an urban labour shortage and a rural labour surplus; its more market‐oriented wage structure, albeit with segmentation between firm ownership types; its relatively low unemployment; and the relatively weak role of its traditional labour market institutions, including minimum wages and trade unions. The aim is to contribute to the development of more suitable, China‐specific theoretical models and sound policy analysis.  相似文献

This article examines the co‐occurring realization of two sociophonetic variables within a style—the LOT vowel in English and word‐initial /l/—to explore the link between articulatory setting and stylistic practice. At an arts‐focused high school in the San Francisco Bay Area, the curricular and social practices of students in the technical theatre department centre around manual labour. Ethnographic analysis demonstrates that “tech” constitutes a locally enregistered persona, informed by tech students’ positioning as working‐class subjects through their bodily, sartorial, and technological practices. Tech students also produce higher and more rounded variants of LOT, and more velarized productions of /l/, than their non‐tech peers, and I suggest that articulatory setting is at play in the cohesive indexicality of these variants. I advocate for the continued exploration of co‐occurring sociolinguistic variables which treat the body as a broader stylistic context, and propose that studies of co‐occurring features focus on the ideological processes by which combinations of variables come to index thematic styles.  相似文献

Using data drawn from telephone interviews with Ohio Works First program managers (N = 69), we examine managers' moral identity work. This work included using militarized rhetoric to evoke moral identities as honorable workers. It also involved signifying helper/helpful moral identities by defining what it means to be helpful, legitimating their helper identity through connections to caseworkers, and affirming their identity through telling success stories. Additionally, managers implicitly othered clients they viewed as needy and politicians they considered to be out‐of‐touch. Our research contributes to the literature on welfare‐to‐work, but also more broadly to our understanding of moral identity work and implicit othering.  相似文献

The economics‐based theoretical and related empirical literature on the governance of nonprofit organizations is brought together and integrated in a way easily accessible for noneconomists. This literature is scattered in academic journals covering economics, health economics, management, and accounting, and in the more nonprofit‐geared research publications. After defining corporate governance, I present in a nontechnical way the most appropriate economic framework for studying governance problems: the principal‐agent theory. Most of the economic literature deals with the role and influence of the board and its relation to the organization's management and performance. This is reflected in the article's structure. The board's functioning, composition, and committee structure are first discussed, followed by a review of the literature on incentive‐based remuneration schemes, disclosure of financial information, and the use of debt to mitigate agency problems between the board and management. The literature dealing with donors and subsidizing authorities in governance relations is then presented. The article concludes with a number of practical implications of the scholarly obtained results to date, as well as some suggestions for further theoretical and empirical research.  相似文献
