This discussion paper will examine the lessons from the Munro Review relevant for looked after children. Although the Munro Review focuses on child protection, we will argue that some of its key principles have relevance for understanding looked after childhoods. The Munro Review provides an analysis of the current state of the child protection system, challenging bureaucratised practice and arguing for a reclaiming of professional social work identity, knowledge and understanding. There are three key principles of the Munro Review that this paper will focus upon. The first two are the recognition that risk cannot be eradicated and the bureaucratisation of practice is an inadequate response to the demand for public accountability. The third principle is that ethical integrity lies at the heart of services for children in public care. The key message of this paper is that a Munro approach can transform looked after childhoods. However, the current ‘child protection’ model of social work in England may prevent this shift in social work practice.  相似文献

This paper addresses the issue of how strategic‐level partnerships, such as Local Safeguarding Children Boards, know about and learn from practice. The death of Baby Peter in Haringey exposed the dangers of reliance on numerical performance data alone to inform leaders about the true state of practice. The drivers for, and impact of, regulatory, media and political pressures on front‐line practice and partnership behaviour are discussed with reference to the rise of organisational risk management and ‘rule‐based’ responses (Munro, 2009 ). These are exacerbated by an overload of negative data about child protection systems which results in contagious ‘attention cascades’ which lead to over‐simplification of complex issues and the rush to quick‐fix solutions. This results in compliance‐based responses designed to avoid ‘blame’, based on individualistic analyses of complex situations. Under these conditions, ‘learning’, such as from serious case reviews, can become regressive (how to avoid future culpability) rather than progressive (how to improve knowledge skills and practice). It is argued that understanding and improving practice require strategic partnerships to have engaged with front‐line staff in order to access practice narratives as well as performance numbers, and to achieve an accurate and systemic analysis of the state of practice and how it can be improved. Suicide stigma’ contributes to the silencing of parental suicide within family and social networks. This article departs from a narrative theoretical framework on grief and identity to analyse suicide-bereaved youths ‘breaking the silence’ through self-disclosure in self-initiated chat threads on the Internet, which is their way of actively seeking social support, telling of their experiences and opening up space for a renegotiation of the meanings around suicide. The article investigates which narrative frameworks for the interpretation of suicide are operating in these contexts, and whether and, if so, how stigma is reproduced or counteracted. Two frameworks are identified: ‘Who is to blame for suicide?’; and ‘What caused the suicide?’. The former is utilized by the newly bereaved chat-initiators, who attribute blame for suicide to the parent and/or themselves in accordance with stigmatizing discourses. These are reproduced in the responses first and foremost of the non-suicide-bereaved, who construct a dichotomy between the deceased parent as ‘perpetrator’ and the child as ‘victim’ in order to relieve blame. A lack of contact with other suicide-bereaved youths can reinforce feelings of otherness. Identities, however, can potentially be de-stigmatized by the meanings drawn from the latter framework.  相似文献

The crisis strategy of scapegoating has been part of the crisis and image restoration lexicon for more than four decades. And yet, the practice of scapegoating is a well-known unethical practice that simply deflects deserved blame from one party to a sacrificial other. This essay critiques the “Primary Crisis Response” strategy of scapegoating, conducting an historical and ethical critique of the crisis strategy, and concludes that scapegoating should be removed from the public relations crisis and image restoration lexicon.  相似文献

Based on an ethnographic study, this paper seeks to examine some of the challenges presented by the delivery of the post‐qualifying child care award in one particular geographical area. This exploration will be placed within the context of the dynamics of ‘reflexivity’ and the different types of knowledge that are required for practice, and will draw on both attachment theory and an understanding of unconscious processes in organisations. Aspects of the teaching experience will be described together with an analysis of some of the dynamics that were generated. Barriers to the absorption of material will be considered and evidence will be presented of the institutionalised attack on thinking, reflection and systematic analysis that has taken place in child care social work over the last decade. It will be argued that unless organisational defences against knowledge and understanding are addressed and thinking space made for candidates to engage in such training, its aims will be sabotaged and child social workers will continue to feel undervalued and ill equipped to deal with the increasing complexity of their work.  相似文献

This paper offers a historical and psychosocial account of ‘moral panics’ about child maltreatment in England over the last four decades, and proposes this perspective as additional to Munro's more systemic account of the same history. The formal child protection system is theorised in terms of an explicit and a covert dual primary task. The overt task is to actually protect vulnerable children and prevent abuse; the covert task is to protect the remainder of society from exposure to anxiety provoking ‘dangerous knowledge’ about the prevalence of child maltreatment. Episodes of public and political moral panic occur when the boundaries of containment provided by the official system and its processes are breached, propelling debate and contestation about child maltreatment into the public sphere, where public enquiries and other social mechanisms are called upon to ‘settle’ the contested issues. Sometimes these social settlements appear to be successful in resolving conflicts about the reality or otherwise of specific forms of abuse; in other cases, especially child deaths, the controversial and anxiety-laden nature of the problem is recurrently projected back into the public domain. The paper suggests that this may be associated with a difficulty about establishing a secure symbolic framework or discourse in society for the emotionally indigestible facts of child torture and murder. In turn, this may be associated with problems about the decline of public mourning rituals and the failure of the public enquiry format to facilitate this. In line with Munro, the paper argues for the importance of a tragic perspective on child maltreatment, to counter idealisations of the capacity of the formal system to protect children.  相似文献

The sexual abuse of children within religious settings is an issue that has gained increased popular and professional attention over the past two decades. Various reports have highlighted the scale of such abuse, along with shortcomings in reporting practices. In this article, we outline some contemporary research that sought to understand the psychology that underpins variable reporting practices. In line with this research, we set out two conceptual frameworks that have some potential to help to explain such practices: system justification theory and moral foundations theory. Further, we describe how these frameworks could be adopted in research moving forward in order to make sense of the ways in which members of religious groups respond to allegations of child sexual abuse within their institutions. We close the article by arguing that by gaining a deeper understanding of the psychology underlying reporting practices, it may be possible to communicate more effectively about child sexual abuse within religious institutions, and therefore encourage more widespread reporting of allegations before more children are harmed.

This paper outlines an approach to conspiracy culture that attempts to resolve the conundrum posed by the parallel logics of conspiracy and sociological theorising, without reducing the former to an irrational response to hidden social forces. Rather, from a re‐crafting of Weber's rationalisation thesis as an analysis of the developmental logic of theories of suffering, it argues that conspiracy culture is an outcome of the means of moral accounting, or blame attribution, that inform mundane reasoning in modernity, as also are the human sciences. As part of this, the paper sketches a tentative framework of moral accounting in relation to the notion of ‘blame culture’ based in part on a distinction between a culture of blaming and the blaming of culture. This is used to argue that there is nothing irrational about conspiracy culture – or at least no more so than there is about sociology.  相似文献

Some themes in couple therapy are explored by introducing a case study of a couple in distress. The question, ‘Why were you drawn to each other?’ helps to unravel the relationship story, its dynamics and difficulties. Attachment theory as developed by John Bowlby is propounded as a useful model in understanding couple relationships. The importance of exploring family-of-origin attachments is reiterated, as well as helping each spouse to change in themselves rather than to blame their partner for their difficulties, with the ultimate aim being the enhancement of the relationship.  相似文献

Used widely throughout the parenting literature, the phrase ‘Catch them being good’ encapsulates much of current practice that has been shown to be effective in reducing instances of non‐compliance in children with complex and challenging behaviours. ‘Catching your child being good’ is obviously in line with the strategies of praise, encouragement and positive reinforcement. But for some parents, ‘Catching their child being good’ after long periods of defiance becomes almost an impossible task. Metaphorically speaking, ‘Cleaning your glasses' is a necessary prerequisite for effectively ‘catching your child being good’. This metaphor and an associated six‐phase therapeutic intervention seek to enhance a parent's ability to ‘Catch their child being good’, by working through parental distortions, restraints and negativity. This paper introduces the metaphor's origin and use; describes keys concepts; and gives a detailed case example to highlight the advantages and limitations of the intervention.  相似文献

Over the past 40 years, considerable progress has been made in our understanding of the aetiology and processes of child abuse. This understanding has been based within two scientific paradigms: the psychodynamic and sociological models. More recently, both strands have been incorporated in a more comprehensive ‘ecological’ paradigm. This presents child abuse as occurring within the context of the child's environment at different, nested levels. The ecological paradigm is currently the most comprehensive model we have for understanding child abuse, providing a systematic framework in which to conduct both research and child protection practice. This paper begins by describing the nature and use of scientific models in both research and practice. Three levels of models are outlined: working models, paradigms and worldviews. The paper then goes on to consider how models are used in our understanding of child abuse, focusing on three major paradigms (sociological, psychodynamic, ecological). The ecological model or paradigm is then described in detail, expounding the four different levels within it. The uses and limitations of the ecological model are discussed in relation to both research and practice. This paper will discuss an article by Becker and French (2005) in this Journal which proposed the general acceptance of correlations or the ‘links’ between child abuse, animal abuse and domestic violence. Becker and French claim this topic has ‘seen a growth of interest’ (p. 399) over the past two decades and they suggest that organizations across the UK should ‘institutionalize the “links” within policy and practice’ (p. 410). In this paper we question the appropriateness of linking different forms of violence in such a mechanistic and predictive way by drawing on and extending arguments we have made elsewhere. We consider the proposed ‘links’ in terms of assumptions, de?nitions, methods and logic, and raise concerns for a prospective practice which is based on retrospective (and ?awed) research. We aim to appeal to in?uential doubters (social workers, child care workers, animal welfare workers, vets, educators and policy‐makers) in a language of ‘reason’, and we propose that the identi?ed reluctance of professionals in the UK to adopt the rhetoric of ‘links’ can be viewed as an informed and re?ective response. Throughout, we offer a corrective commentary to the ?awed assumptions of the ‘links’ argument and seek to encourage others to remain sceptical about these claims and the suggested implications for practice. Most theories of child sexual abuse are, to some degree, gendered, with nonoffending mothers bearing the burden of blame, ideologically and legally, for the transgressions of predominantly male offenders. This article explores the social construction of blame for child sexual abuse via critical analyses of evolving theoretical perspectives on maternal culpability for the inception and maintenance of abuse dynamics. Drawing on selected conceptual and research knowledge that supports and refutes anecdotal claims, this synthesis of the literature culminates in the proposal of an evidence-informed, feminist-grounded, multitheoretical child sexual abuse framework that disrupts dominant mother-blaming discourse and guides socially just and ethically responsive policy, practice, and research.  相似文献

In February 1993 when the Prime Minister proclaimed that ‘society needs to condemn a little more and understand a little less’, and the Home Secretary referred to ‘really persistent nasty little juveniles’ (Daily Mail, 22 February 1993), they set the tone for subsequent policy and practice in relation to children in trouble. It is a policy and practice which in ‘condemning more’ and ‘understanding less’ rides roughshod over the welfare needs of children and negates their claims to justice. Moreover, the representation of children as ‘really persistent nasty little juveniles’ has apparently served to legitimise the harsh excesses of government responses. This paper challenges such ‘legitimacy’ and calls for a fundamental change in the policy and practice relating to children in trouble.  相似文献

Central to the controversy over ritual (satanic) child sexual abuse have been claims concerning agency ‘diagnoses’ of cases. Specifically, it has been alleged that agency findings of ritual abuse have been erroneous and are the product of poor practice. There is, though, little systematic information regarding agency assessment of suspected ritual abuse cases. This paper presents two cases where there was evidence both of child sexual abuse and ‘ritual’ but where agencies adjudged that these aspects occurred independently of one another and were not indicative of ritual child sexual abuse. The existence of these cases underlines the need for a broader and more balanced debate in respect of ritual abuse in general and the agency handling of these cases in particular. This study evaluates the effectiveness of the ‘transference interpretation to the setting’ technique in psychodynamic social work practice. Aiming to establish the therapeutic relationship, the practitioner-researcher interprets client negative emotions towards him and the institution as a by-product of the ‘here-and-now’ situation rather than as a repetition of emotions rooted in primary relationships. Adopting the multiple case study method, this study provides an in-depth analysis of the process and the effectiveness of the ‘transference interpretation to the setting’ in clinical practice with six parental couples whose children exhibited separation anxiety disorder. The technique effectively dealt with parental resistance to bring the child for assessment, parental resistance to use the clinician's advice, couple relationship problems and emotional problems of the parents. The empowerment effects of the technique on the parents, and indirectly children, are demonstrated through parent and practitioner narratives. The study concludes that ‘transference interpretation to the setting’ is an effective intervention tool for the social work practitioner.  相似文献

This paper explores the common parenting style tension around nurture versus limit-setting often evident when working with families with a symptomatic child. Firstly it will delve into the parenting ‘soft/hard split’ with an overview of the literature on parenting styles. Next, it summarises the appearance of this phenomenon in the family therapy literature during its formative days, noting how Bowen, Minuchin, Haley, MRI (Bateson), and the Milan associates respond to this parent presentation in their approaches. Next, the paper outlines recent iterations of these family therapy interventions. An expanded discussion follows on Bowen theory's understanding of the parenting tension triangle. The article then outlines elements of the author's qualitative research study of parents' experience of adolescents' mental health treatment where the ‘soft/hard split’ emerged as a repeating theme. Finally, a clinical intervention based on Bowen theory, the Parent Hope Project, is outlined for how it addresses the parenting ‘soft/hard split.’ The goal is to contribute to understanding this phenomenon and its implications for clinical practice.  相似文献

ABSTRACT

The human experience of loss has been at the centre of psychoanalytic understandings of the human condition since Freud’s first writings on ‘melancholia’. This essay draws on psychodynamic theory to show how workers who are attuned to the experience of loss in service users can shape their interventions accordingly. By reflecting on how a diagnosis of ‘depression’ might better be understood as the rippling wave of past grief, professionals can utilise the dynamics of projection, transference and containment to help understand the emotional pain of individuals they support. But this essay also suggests that the use of psychodynamic practice works best when it is bolstered by other frameworks – in this case an understanding of systems theory. When the two traditions are utilised together, they provide an understanding of psychic phenomena which can enable social workers to build a basis for effective interventions with service users experiencing mental distress.  相似文献

This paper introduces the concept of ‘opportunity led work’: the creative use of challenges and opportunities for communication which arise in everyday practice, especially in group care. The paper sets the concept in context by defining and illustrating the area of work in question, by reviewing the relevant literature, by briefly outlining the framework and then locating it alongside other perspectives on group care practice. There is also some consideration of the practical implication of applying this framework both in practice and in the training context.
